To,

1. DGP of Haryana.
2. DC / SP, Sonipat.
3. SHO, Police Station, Kundli.
Subject: FIR against custodians of camels with vehicle owners / Drivers and SHO, Rai.
Greetings,
Kindly refer to the FIR No. 78 dated 17-2-15 lodged against Salim, Alakbir and Irsad with the Rai
Police station and 14 camels were rescued from the goods transport vehicle No. UP-19T-0491, like
wise 16 more abused camels were also rescued by the Police but all these animals were down loaded
at the premises of the Rai Police station instead of Infirmaries set up under section 35 of the
Prevention of Cruelty to Animals Act, 1960, co-accused Alakbir claimed the ownership of the 14
camels before the Hounble Court of law and got superdari back, where as Alakbir purchased these
camels as a resident of Rajasthan, which was a false information because camel is a state animal of
Rajasthan, prohibited inter state transportation with out permit, it would also be pertinent to
mention here that camel can not be shifted in goods transport vehicles with out pre transport
permit, as required under section 96 of the Cattle Transport Rules, 1978 amended in 2001.
Being a member of the State Committee for Slaughter Houses, I have taken up the matter with the
Deputy Commissioner cum Chairman of the District Committee, Sonipat and my objections were
also forwarded to the SHO, Rai vide No. 496/camp/LFA, dated 19-2-15 but SHO, Rai failed to obey
the legal provisions, prescribed norms and rules, matter was also taken up with the Chief Minister
window vide complaint No. CMOFF/N/2015/24442 dated 20-2-15; where as abused camels were
allowed to move in goods transport vehicles No. HR-69-5458 and HR-67A-1421, these two vehicles
loaded with camels, leg tied, were caught at village Manolee under the jurisdiction of Kundli Police
station by the public and then handed over to the SHO, Kundli in my presence but said vehicles
along with abused camels again sent to the Rai Police station and no FIR was lodged by the SHO,
Kundli for repeated second offense because Honble Court of law, never allowed camel shifting in
goods transport vehicles in very cruel manner, we have images and video recording as well for this
crime. It would also be pertinent to mention here that SHO, Kundli lodged FIR against some
activist including the complainant of FIR No. 78 for community Policing and performing their
constitutional duties, on the basis of statement of the offenders of said FIR, where as camel meat is
not for human consumption, as per the Food Safety and Standards Authority of India notification.
Hence FIR may kindly be lodged against said two vehicle owners, drivers, custodians of abused
camels along with the SHO, Rai for the violation of section 3, 11 and 38 of the Prevention of Cruelty
to Animals Act, 1960 read with the 120-B, 420 IPC and section 94 of the Haryana Motor Vehicle

Act, all abused camels may kindly be handed over to the Infirmaries for treatment, care and shelter
during court trials.
