That the Faculty Senate hereby endorses the Universitys revised Faculty
Handbook in the form attached to this Resolution as Exhibit A; and
(2)
That the Faculty Senates endorsement in Paragraph (1) of this resolution is based
in part on assurances given by the President and the Provost that the new language
included in Section 2.7 of the revised Faculty Handbook will not provide a basis
for any form of post-tenure review of the performance of tenure-accruing faculty,
except for the existing customary annual review of faculty performance for the
purpose of determining merit increases in faculty salaries; and
(3)
That the Faculty Senate understands and expects that future proposed revisions to
the Faculty Handbook will be presented to the Faculty Senate for its review and
recommendations in accordance with the procedures followed in connection with
the adoption of this Resolution.

ThisHandbookhasbeenpreparedfortheinformationanduseofthefacultyoftheGeorge
WashingtonUniversity.Someparttimefacultyarecoveredbythecollectivebargaining
agreementbetweentheuniversityandServiceEmployeesInternationalUnionLocal500.For
thoseparttimefacultymembers,thecollectivebargainingagreementshallcontrolwhenthere
isaconflictbetweenitandtheHandbook.
Thepoliciesandproceduresdescribedhereinmayberevisedbytheuniversity,andunless
otherwisestated,willbeeffectiveasofthedateofadoption.Revisionswillbepostedtothe
onlineversionoftheHandbookassoonaspracticableaftertheyareadopted.Itisthe
universityspracticeandintentthatnosubstantiverevisionsrelatingtoacademicpoliciesthis
HandbookwillbemadewithoutconsultationwiththeFacultySenate.

studyonthegraduateleveland1,000arenondegreestudents.GWstenschoolsand

2.3.3 AppointmentofRelativesofFacultyMembers

Inaccordancewithgeneraluniversitypolicy,thebasiccriteriaforappointmentand
promotionshallbeappropriatequalificationsandperformance.Relationshipbyfamily
ormarriageshallconstituteneitheranadvantagenoradeterrenttoappointmentor
promotion.Membersofthesameimmediatefamily,samehousehold,orthoseinvolved
inapersonalrelationship(RelatedParties)arepermittedtoworkinthesameuniversity
department,providedthatnodirectreportingorsupervisortosubordinate
relationshipexists.Thatis,noindividualshouldhavedecisionmakingauthorityor
significantinfluenceoverthehiring,workresponsibilities,salary,hours,career
progress,benefitsorothertermsandconditionsofemploymentofaRelatedParty.
2.3.4AppointmentandEmploymentofForeignNationals
TheGWcommunityisenrichedbythepresenceofshorttermvisitors,visiting
professorsandresearchers,aswellaslongertermandpermanentfacultyappointees
fromothercountries.Inthisregard,certainguidelinesmustbefollowedwithrespectto
immigrationregulations.Theseregulationsapplytosuchindividualsfromforeign
countries,regardlessofwhethertheyareformallyemployedbyGW.Inaddition,hiring
individualsfromanothercountryisasignificantactionthatrequirescarefuladvance
planning.Departmentscontemplatingtheappointment,employment,orcompensation
ofanyindividual(includingastudentorteachingassistant)whoisnotaU.S.citizenora
lawfulpermanentresidentmustconfirmthattheindividualhasproperimmigration
statusauthorizingemploymentatGWwhenrecommendinganofferofappointment.

2.3.5 FacultyinResidenceandFacultyGuideProgram
TheFacultyinResidenceandFacultyGuide(Fir/FG)programenhancesthelifeof
residentsintheresidencehallsandsupportstheacademicmissionoftheuniversityby
facilitatingeducationallymeaningfulinteractionsamongresidentsandfacultyoutsideof
theclassroom.
Livingandworkinginresidencehalls,FiR/FGfacultymembersplanprogramsinand
beyondtheresidencehallsfromstudybreakstoconcertsatthenearbyKennedy
Center.FiRsandFGsserveasbridgesforresidentialstudentstoexistingacademic
programsandhelptoreinforcehealthylearningbehaviorsinanefforttocultivatea
strongacademicenvironmentwithintheresidencehalls.

2.3.6 SecondaryandCourtesyAppointments
Afacultymemberholdingaregular,activestatusappointmentinonedepartmentor
schoolmaybegrantedasecondaryorcourtesyappointmentinanotherdepartmentor
schoolforaspecifiedterm.Asecondaryorcourtesyappointmentshallrequirethe
recommendationoftheappropriatefacultyandofficersofadministrationoftheunit
grantingthatappointmentandshallcomplywithrulesandproceduresforsuch
appointmentsestablishedbytheunitgrantingthatappointmentandbytheProvost.
Asecondaryorcourtesyappointmentisnotaregular,activestatusappointmentand
doesnotautomaticallyconferanyoftherightsprovidedbytheFacultyCodeandthe
FacultyOrganizationPlantoparticipateinfacultygovernanceintheunitgrantingthat
appointment.Unlikeacourtesyappointment,asecondaryappointmentshallallowa
facultymembertoexerciseoneormorespecifiedgovernanceprivilegesinthefaculty
unitgrantingtheappointment,butsuchprivilegesmustbeapprovedbythatunits
regular,activestatusfaculty.Asecondaryorcourtesyappointmentterminates
automaticallyupontheexpirationofitsspecifiedtermoruponterminationofthe
facultymembersregular,activestatusappointment.
RelocationandMovingAllowanceforNewFaculty
FullTimeFaculty
Newfulltimefacultymaybeeligibleforreimbursementofcertainexpensesconnected
withmovingtotheWashingtonarea.Reimbursementcovers:
1.Actualcostsofmovinghouseholdgoods(e.g.,toamovingcompany,vanrental
agency,postofficeforbookshipments),withthemaximumamountauthorized
basedonthefacultymembersrank,asfollows:

2.Travelcostsintheformofamileageallowancefrompointoforigintothe
Washington,D.C.area.TherateofreimbursementistiedtotheIRSbusinessmileage
rate(56centsfor2014).TheIRSestablishedmileagerateformoving(23.5centsfor
2014)islessthanthebusinessmileagerate.Theportionofthereimbursementthat
exceedstheIRSrateforrelocationisconsideredtaxableincomeandwillbeaddedto
yourwagesandsubjecttoincometaxwithholding.
VisitingFaculty
Afacultymemberonatemporaryoneyearappointmentmaybeeligibleforeitherthe
movingallowanceorthemileageallowance,whicheverisgreater.Nomovingormileage
allowanceisavailabletoparttimefacultyortofulltimefacultyappointedforone
semester.
Compensation

FullTimeFacultySalaries
Facultysalariesarepaidonthelastworkingdayofeachmonth.Excludingtheinitial
academicyearappointment,afacultymemberappointedonanacademicyearbasis
customarilyreceivesninesalarychecksfromthelastdayofSeptembertothelastdayof
May.Intheinitialacademicyearappointment,regularfulltimeorvisitingfulltime
facultywillbeplacedinatenmonth(August1throughMay31)appointmentstatusfor
purposesofpayandbenefitadministrationunlesselectingtobepaidinnine
installments(SeptemberMay31).
DeferredCompensation
Fulltimefacultymembersmayelectatwelvepaymentoption(Septemberthrough
August)byrequestingthatarrangementinwritingtotheFacultyPersonnelOffice.
Facultymembersshouldconsultwithataxadvisorregardinganyquestionsaboutthe
impactofelectingtoreceivecompensationover12months.

2.5.2 OverloadCompensation
Amemberofthefulltimefacultywhoisauthorizedbythedepartmentchairanddean
toteachanextracourseduringasemesterispaidoverloadcompensationatthe
appropriateparttimefacultysalaryrateschedulebasedontheminimumrates
establishedinthecollectivebargainingagreementforparttimefacultypaidbythe
course.Schoolbasedoverloadcompensationratesmaybeestablishedbyrequestfrom

Consistentwiththepolicy,allfaculty,includingthosewithcoursereductionsfor
administrativepurposes,arenoteligibleforoverloadcompensationunlesstheyhave
taughtfifteen(ortwelvewiththepermissionofthedean)credits.Ifafacultymembers
usualteachingloadisfourthreecredit,aschooldeanmayapproveanoverloadforthe
fifthcoursetaughtduringanacademicyear.Suchanapprovalmayonlyoccuronacase
bycasebasisandshouldcomeintheformofamemofromthedeantotheViceProvost
forFacultyAffairs.
Facultyonfiscalyearappointments,suchasassociatedeans,departmentchairs,and
programdirectors,cannotteachoverloadsduringtheacademicyear,exceptinspecial
circumstancesandsubjecttoadvanceapprovalfromtheProvost:theymay,however,
becompensatedforadvisingorcoordinatinginspecificprogramsatanagreedupon
rateforsuchactivity.Additionalcompensationforoverloadteachingoncampusoroff

2.5.3 SummerSessionsCompensation
Fulltimeandparttimefacultymaybeappointedtoteachamaximumoftwocourses
duringthesummer;anyexceptiontothisrulemustbeclearedinadvancebythedean
andtheProvost.Ineachschool,thedeanmayfurtherrestrictteachingtoonecoursein
ordertomakesummerteachingavailabletoagreaternumberoffaculty.Withthe
exceptionofLaw,MedicineandNursing,theuniversityusuallypays1/11ofthe
academicyearbasesalary,uptoanestablishedcapsetatafactorof1.2oftheaverage
salarywithinaschooloraschoolsubdivision,foreach3credithourcoursetaught
duringthesummerbyfulltimefaculty.The1/11fractionisappliedtothebasesalary
earnedintheacademicsemesterprecedingthesummerprogram.(Compensationfor

support.Departmentchairs,forexample,oftenfindattendanceatmeetingsessentialto

toalsomakeotherscholarlycommunicationsavailableforopendissemination.An
advantageofhavingabookintheopenaccessrepositoryisthatitwillbeavailabletomore
peoplearoundtheworld.Forbooksthatgooutofprint,havingitintherepositorywill
keepitcirculatingmuchlonger.Mostacademicauthorsdonotmakemuchmoneyontheir
books,sobeingmorewidelyvisiblecanhaveagreaterimpact.If,however,theagreement
withthepublisherdoesnotpermitopenaccessarchivingorcopyrightedmaterials
includedinthebookprecludeitfrombeingmadeavailableunderopenaccess,youshould
notincludeitintherepository.Or,youcanincludeitwithouttheopendissemination
option.Thesameistrueofotheruniqueformsofpublication(e.g.whitepapers,technical
reports,etc.).

TheoverallobjectiveoftheOpenAccessPolicyistomakeyourresearchmorevisibleand

Publicationsgothroughthenormalpeerreviewprocesspriortotheirbeingdepositedin
theinstitutionalrepository.Justbecausetheworkisavailableasanopenaccess
publicationdoesnotmeanithasnotgonethroughpeerreview.Thepublisher'sstandard
peerreviewmechanismisusedandthefinalpostpeerreviewedcopyofthemanuscriptis
theversiondepositedintheinstitutionalrepository,unlessthepublisherprefersthatyou
depositthecopyedited,formattedversionaspublished.
