This book is the result of a study
undertaken by the Committee on
Infrastructure, established in 1991
by the Building Research Board
(BRB) of the National Research
Council (NRC).
The B R B is responsible for
producing new national policies and

programs for infrastructure improvement. As the first step in this


process, the Committee held workshop colloquia in three communities
(Phoenix, Ariz.; Cincinnati, Ohio;
and Boston, Mass.) to observe the
seeming successes these communities have had in uniting and mobilizing to come to grips with their
infrastructure problems. This report
presents what the committee found
and its recommendations for what
should be done--by policy makers,
infrastructure professionals, and the
public at large--to improve the U.S.
infrastructure. These recommendations call for change in the ways we
think about and manage our infrastructure.
