I, THE ABOVE NAMED DEPONENT

DO HEREBY

SOLEMNLY AFFIRM AND DECLARE AS UNDER:-

1.

That in order to comply with the directions towards road safety in District

Tarn Taran, Punjab as issued by Honable Supreme Court of India, in above petition, the
under mentioned steps has been taken by the undersigned by

issuing directions,

guidelines and orders to the respective and concerned departments.


A.

That under the Chairmanship of (Deputy Commissioner, (Tarn Taran), the


agenda of meeting regarding road safety which was held on 24-05-2013
is given in the Annexute-R-1.

B.

That under the Chairmanship of. Kulbir Singh, Additional Deputy


Commissioner, Tarn Taran, meeting regarding road safety for the month
of May-2013 has been held on 24-05-2013. The agenda, proceedings and
action taken by the respective departments are given in the Annexute-R-2.

C.

That under the Chairmanship of undersigned (Deputy Commissioner, Tarn


Taran), the agenda of meeting regarding road safety which was held on
12-08-2013 is given in the Annexute-R-3.

D.

That under the Chairmanship of undersigned (Deputy Commissioner, Tarn


Taran), the proceedings, directions and decision taken in the meeting held
on 12-08-2013 is given in the Annexute-R-4.

E.

That under the Chairmanship of undersigned (Deputy Commissioner, Tarn


Taran), the agenda of meeting regarding road safety which was held on
30-09-2013 is given in the Annexute-R-5.

F.

That under the Chairmanship of undersigned (Deputy Commissioner, Tarn


Taran), the proceedings, directions and decision taken in the meeting held
on 30-09-2013 is given in the Annexute-R-6.

G.

That under the Chairmanship of undersigned (Deputy Commissioner, Tarn


Taran), the agenda of meeting regarding road safety which was on 26-112013 is given in the Annexute-R-7.

H.

That under the Chairmanship of Kulbir Singh, Additional Deputy


Commissioner, Tarn Taran, the proceedings, directions and decision taken
in the meeting held on 26-11-2013 is given in the Annexute-R-8.

I.

That as per directions from State Transport Commissioner, Chandigarh,


Vide letter no. 105-26 dated 02-01-2014, (Annexure R-9), the office of
District Transport Office, Tarn Taran, organized annual road safety week
in District Tarn Taran from 11 to 17-01-2014. The letter in this regard
forwarded to State Transport Commissioner, Chandigarh by the office of
District Transport Office, Tarn Taran No. 98 dated 31.01-2014 is Annexure
R-10.

2.

Under the chairmanship of Kulbir Singh, Additional Deputy

Commissioner, Tarn Taran, a meeting concerning the Road Safety week was took,
pace on 17-01-2013, 30-09-2013, 26-11-2013 and 02-01-214 and monthly
meetings

in the presence of respective heads of the all the concerned

departments.

That in the meeting head of office of Civil Surgeon, Tarn Taran

reported that services of ambulances have been made available to rush the injured
of road accident to hospitals. It is also reported that service of telephone no.108
had been made available to the public in general in the event of a road accident.

Letter No. 33 dated 17-01-2013 as annexure R-1and its proceedings Annexure R2 and action has been taken on the proceedings R-2.

4.

Sign boards and signals board have been fixed on the roads sides

for the helps of public in general. More sign board on the places and sites where
are not installed also ordered to be installed and fixed. Proper arrangements of
zebra crossing on the road have also been made so that tress passers can cross the
road safely. Directions in this regard given to Executive Engineer, PWD, (B & R)
A meeting held on 24-05-2013 was held and sign, signals board, pamphlets
displayed at prominent places in the city and proceedings are R-3.

5.

In the meeting directions to the District Education Officer, Tarn

Taran has been given to ensure telephone-Mobile numbers of respective


school/colleges with number of its Driver on all the School/College buses and
other vehicles playing in the District. In the meeting it is also held and directed to
ensure routine checking of these buses so that no vehicle of other state could be
prevented. Directions in this regard given to District Education Officer, Tarn
Taran and proceedings are R-4.

6.

That in the meeting, it is also resolved and directed to the concerned

department that fitness certificate to the vehicles could only be issued after proper
verification of the fitness of such vehicles and no vehicle which is not fit be
issued fitness certificate. Vehicles are prevented from plying on the roads which
are not fit. The office of District Transport Officer proceeded on the matter.
Monthly meeting in this regard held and directions were given to District
Transport Officer, Tarn and the concerned office compliance with the order.
Proceedings are R-5.

7.

That in the meeting, District Traffic Police directed to ensure and

deploy police assistance-helps near all the educational institute so that no un


wanted incident could happens. On the complaint of Principal, Guru Arjan Dev
Government College, Tarn Taran security arrangement have been made in front of

the college by issuing directions to the police department. In the meeting


directions to the S.S.P. Tarn Taran given to trained the School Drivers properly
and ensure proper arrangement to their training. The order was implemented by
the office of S.S.P. Tarn Taran by organizing camp for training of the School
Drivers. Monthly meeting in this regard held and directions were given to District
Transport Officer, Tarn Taran and Traffic Police and the concerned offices
compliance with the order. Proceedings are R-6.

8.

That in the meeting, directions was also issued to the office of District

Transport Office, General Manager Punjab Roadways and S.P. Traffic and to the
police to ensure the stoppage of passengers buses only in the Bus stand and not on
the roads so that traffic could not be disturbed. Meetings held on 30-09-2013 and
directions in this regard given to District Transport Office, General Manager
Punjab Roadways and S.P. Traffic and accordingly all the concerned departments
complied with the directions.

9.

That in the meeting, directions to the Punjab State Power Corporation

has also been given to effect patrolling on the roads during rain and storm so that
no power electric wire fall on the road as well as to keep intact the wires properly
so that no causality could happens. The Executive Engineer, Punjab State Power
Corporation, Tarn Taran surveyed in this regard and ensures the fulfillment of
directions properly.

10.

That in the meeting concerned Forest department directed to cut

the trees from the road sides which are bended towards the earth so that no
causality could happen. The Forest department implements the orders-directions
by cutting and removing such kinds of trees from the road side and directions in
this regard given to Forest Department and accordingly all the concerned
departments complied with the directions. Proceedings are given in R-3.

11.

That in the meeting, District Education Officer, Tarn Taran has

been directed to implements all the terms and conditions as issued by our Honble

Supreme Court of India. In the meeting the head of District Education Officer,
Tarn Taran reported that the office has already issued and served circular letters
and orders to all the head of school and colleges in this regard and also held
meeting with them in this regard.

12.

That in the meeting, directions to the District Traffic Police has been

given to punish the offender of traffic rules by way of traffic challan and by
proceedings against them in accordance with law.

13.

That in the meeting, report from the Executive Officer, Tarn Taran has been

sought concerning the arrangement of proper street lights in the city and he reported
repair works of traffic lights can be done from Chandigarh. It was also directed to the
Police department to taken action against the guilty and offender vehicle drivers who are
responsible for breaking off these traffic lights by causing accidents with their vehicles as
well as to fine them so that loss should recovered from them as reported by the Executive
Officer, Tarn Taran. Monthly meetings in this regard held on 26-11-2013 to ensure the
proceedings which are Annexure R-8.

14.

That in the meeting, the police department on the directions as issued in

the meeting ensured that reflectors will be affixed on the back of tractor-Trolleys,
Cycle Rickshaw, and Horse-cart.

15.

That in the meeting, all the heads of concerned departments has been

directed to sent their proceedings and implementation report so that it could be taken
into considerations in the next meeting.

16.

That annual road safety week by the office was held from 11 to 17-th

January-2014 on the roads to literate the general public towards the road safety.

17.

That all the directions and orders as issued by the Honable Supreme

Court of India, are implemented and are going to be implemented by the


concerned departments.

18.

That besides above, the office of Deputy Commissioner, Tarn Taran

with the help and assistances of other concerned departments also held monthly
meetings from to time to ensure the road safety by organizing camps on the road
sides, aware the public in general by pamphlets and by given publications in Press
and by way of Oath from the Drivers of the vehicles. The concerned department
also checks the proper implementation or these guidelines and orders properly day
to day. All the above mentioned points have been discussed in all the meetings so
that the guidelines as are issued will be implemented properly. Complainants and
grievances of people have been heard and regret the same at the spot by referring
the same to the concerned departments. Proceedings are Annexure R-9 and R10.

It is therefore requested that the contempt petition may kindly be

dismisses in the interest of justice.
