A Bill to Create Regulation to Ensure Net Neutrality

Pro:
Net Neutrality protects free speech
August 28th, 2014 Wall Street Journal Robert McDonald
Net Neutrality also threatens free speech by literally charging for your
speech to be heard. Keeping free speech also means keeping net
neutrality because the internet providers are forced to give everyone fair
access. Net Neutrality being forsaken is also a state-sponsored violation of
free speech.
The edge that companies gain from taking away

the first amendment and

Making money off of free speech is unconstitutional

The Guardian March 17, 2014
The very idea of making money off of speech is against the constitutional
rights that are guaranteed in the 1st amendment. Net neutrality would
violate the freedom of speech.
The internet was created with the
basic idea that all people can not only access the information that is
found, but they can also help contribute to the internet database. taking
away net neutrality
can harm free press. More than 65% of Americans
rely on the internet either on mobile devices or computers. A violation to
equal access would also mean that only certain news could reach people
with any accuracy.
This would take away the access of people to say what they would want without hav ing to pay for it.

Not only can

harm free speech, it also

Protects smaller companies

Foreign Affairs Magazine July/August Issue Marvin Ammori
The headliner companies of the large ISPs and big companies like
Verizon, Netflix, Facebook, and Apple are the voices that are being
opposed to net neutrality.
. The discussion is being dominated by
larger companies that effectively silence the small companies. The small
companies need to maintain the internet as a ground in which they have a
chance at an equal footing. Without the internet, the smaller companies
would be at risk of having no representation and growing larger.
It is the largest companies that have the largest voices in the net neutrality debate.

This proves the need to have net neutrality in the first place

Represents populations interests

CNBC November 17th, 2014 Andrew Lumby
In a recent poll taken by the Pew Research Center on the issue of net
neutrality, a majority of 72% of respondents were in favor of equal access
on the internet. Another interesting statistic was that 65% of respondents
were in favor of the government increasing regulation in the internet
when dealing with net neutrality.
The correct action in terms
of representation is to support net neutrality.
It seems that the path should be clear for many representatives to support what has been asked of them by who they are supposed to represent.

Companies manipulate data for profit

American Civil Liberties Union Jan.-Feb. 2013
Companies take private users data and slow down traffic in order to
maximize profit for the ISPs and large companies. This leads to a further
incentive for ISPs to manipulate the data for higher profits but under the
current system of equal access, data manipulation is regulated and
monitored.
This is one of the keys for the indiv idual person and their libert ies. Net neutrality ends up helping the

individual.

The consumer ends up gaining the most benefit whenever companies have
to compete with each other. The free market system was built around
competition
. The free market system also relies on laissez-faire
government not placing artificial regulations on sectors that would harm
the healthy competition. The artificial restrictions that the government
places on the internet sector and ISPs harm the competition between the
large companies. If the companies were forced to compete for user access
on non-equal access field then the consumer would end up the winner of
the saved profits.

Fallacy of loss of free speech

National Review July 10th, 2014
The internet already has a hierarchy in
which large companies have a disproportionate influence and smaller
companies find it nearly impossible to reach the resources that the large
companies have. Free speech isnt lost if we dont have net neutrality
because the internet didnt have free speech in the first place. Many
search engines take the large companies or ads and place them at the top
of the search queue while other companies have no resources. This is
already a violation to free speech. Taking away net neutrality wouldnt
make it worse in any way.
People who say that net neutrality would take away equal access free speech on the internet must be looking at a different internet than I am. The internet that is in front of me cannot find the equal free speech that is promised if we have what we already have. That is why I dont understand the opposition of net neutrality on the grounds that it would take away free speech.

Government regulation is ineffective in private companies

National Telecommunications and Information Administration 2013
Government regulation has historically always favored the large
companies and early bids of net neutrality bills seem to favor the large
companies even though it is aimed to protect small companies and the
individuals.
companies will have significantly less regulation on data
manipulation and data purchase. Even if ISPs cannot make money on
fast lanes, they can make more money from data manipulation which is
even more harmful to the privacy of the individual.
Since there is few regulation on data manipulat ion,

Net Neutrality takes away from Privacy (No place to Hide)

No Place to Hide(Book) 2014 Glenn Greenwald

The control that increased government regulation brings to the internet
also threatens privacy for individuals.
the only reasonable
conclusion that comes with more government oversight, is that there will
also be extra government documentation. 90% of the data that
individuals access on the internet can be saved by the government. Net
Neutrality would have unforeseen measures on the amount of privacy
individuals have.
The extra amount of control that the government obtains will be used in documenting the act ions of US citizens. Especially in light of the new NSA programs,

Short term fix only and leaves no room for expansion into new technology
Houston Chronicle November 14th, 2014
but the largest amount of problems come in the future of net
neutrality legislation. The internet is constantly evolving with new and
different ideas that change the outlook on the future. Setting regulations
on the globalized, ever-changing internet will prove to be only small fixes
to problems for companies
Viewing the internet connection as a
commodity which needs to be equal to all types of data types, presents
serious limitations to technology. This caps the creativity and potential
change that comes with the nature of the internet.
Many plans that are set forward by the FCC or law makers have flaws that are already present,

A Resolution to Encourage the Implementation of Proportional Representation Voting

to Elect Members of the House of Representatives
Pro:
Fair representation of populous
The Week June 2009 Proportional Representation
The current system is unrepresentative - it gives all the power to a two
party system,
people are viewed as either conservative or liberal
instead of anything in between.
Voters are limited to few choices.
Proportional representation is important to give people who dont fall into
the archetypes of the two parties a chance to elect people to represent
their attitudes.
however small its majority might be over other ideas that can be present in the populous. For instance,

That means that people are elected to roles of government based on an unfair representation.

Works in European countries

BBC 2013 European Representation
The idea of proportional representation is very successful in the terms of
helping voters. For instance, in Western Europe, 21 of 28 countries use
proportional representation, including Austria, Belgium, Cyprus, Denmark, Finland,
Germany, Greece, Ireland, Luxembourg, Malta, the Netherlands, Norway, Portugal, Spain, Sweden, and
Switzerland. These countries see benefits of 3rd party input into the success of

the government and people are benefitted from these additions. The
system is already set up which can be adopted elsewhere and spread.
Voting numbers
also increased and the voter turnout is also increased.
simple: legislators are elected in multimember districts instead of single-member district s, and the number of seats that a party wins in an elect ion is proport ional to the amount of it s support among voters. So if you have a 10-member district and the Republicans win 50% of the vote, they receive five of the ten seat s. If the Democrats win 30% of the vote, they get three seats; and if a third party get s 20% of the vote, they win two seats. Electoral system designers have devised several ways to achieve these proportional results, and so there are three basic kinds of PR described below: party list, mixed-member, and single-transferable vote (also called choice voting).

The basic approach of proportional representation is

Helps 3rd party candidates

USA Today July 8th, 2012
US ballot access only helps the majority party candidates.
The
minority party candidate would be forced to both join the majority party
and become part of its rank. That means sacrificing their own ideology to
gain more recognition.
The other option would be to outspend
the majority parties which is impossible for any candidate not affiliated
with a national convention on a regional, state, or national level.
This causes the 3 rd party to do one of two things to gain voter recognit ion which are both difficult to do for these candidates.

This often means that the party will view the 3rd party as an addit ion to their own and not independent as they should be in other political systems.

Lessens political mudslinging

Steven J. Rosenstone 3rd party America 2008
The increase of political representation of minority groups also means that
the majority parties can no longer rely on distracting issues of politics and
instead must have real political discourse. The 20th century has seen the
majority of the political rhetoric aimed at the individual and not the issues
of politics. To focus politics back on the issues, minority parties need a
voice to call attention from the republican and democratic leaders who use
buzz words and political slogans instead of issues.
Increased Voter Participation
Huffington Post January 2, 2015
Proportional representation increases voter participation.
This gives
people more reason to vote -- and they do. Turnouts average 70% to 90%
of eligible voters in PR democracies. However in the United States, 55.5%
of eligible voters turned out for the 2012 general elections, and 43.7% in
the 2010 general elections. This becomes worse in the primary, especially
under the new Top Two system, where only 22.5% of voters turned out in
the June 2012 primary election.
More people have the ability to elect a candidate who represents them.

More chance for compromise

The Comparative Study of Electoral System 2005
Proportional representation systems tend to have more compromise than
other electoral systems. In a proportional representation there are more
parties present and one party seldom has complete control of the system.
This forces you to be constantly combining ideas and compromising with
various parties across the board.
the Western Europe system leads
to more compromise.
As compared to the gridlock that is found majority system in the North Americas,

Con:
Increased gridlock with smaller parties
London School of Political Science 2012
Western Europe has had a history of historical gridlock spawning from the
large amount of political parties

amounts of political parties with different political leaders should work

together for a common goal.
When compared to even the large
amount of gridlock in the United States, the 20 countries in Western
Europe seem to be much worse with reforms. In the global recession, the
countries with proportional representation werent able to compromise on
economic reforms.
That doesnt work out in the actual sense because the many organizat ions have many com peting ideals on basic ideas.

Voting for a party not a candidate

New York Times 2004
The big problem with proportional representation is that the votes are
being directed to a party and not a specific candidate which can skew the
results. Many people vote based on party lines
One major
problem with this reasoning is that a candidate can be leaning left or right
but that is rarely factored in when looking the proportional representation
elections.
already, but with increased party representation, there is more error in voting for a party and not the individual person.

Leads to distrust of the system in Europe

Proportional representation review 2008
Many voters are not comfortable with the proportional representation
system when compared to the majority system. One burden that comes
with PR elections is that voters need significant education to understand
the effective system. It is not straightforward when compared to the
majority system where a person gets a vote and the person with the most
votes will win.
While it may seem like a good theoretical idea at
the start, voters distrust the system thinking that they are voting for
ideas that still dont represent their views. The average uneducated voter
gives PR elections a 60% approval rating just worse than the 63% that
majority elections receive.
Instead people vote for the idea of a party that falls into the same problems of majority vot ing.

Voter turnout wouldnt increase

Andre Blais and R.K. Carty European Journal of Political Research 2006
There is certain bias that is used to say that proportional representation
leads to an increase in voter turnout. However, the countries in Western
Europe that have increased turnout of voter participation simply do so by
correlation only. There is no actual link to PR elections and increased voter
turnout. The explanation for increased voter participation can be directed
to the fact that there are numerous more agencies that entice voters to
vote. Also the youth is more socially active in politics in Western Europe.
The answer for an increased voter turnout isnt PR elections, it is
motivation of youth and minority voters.
A Bill to Issue Guest Worker Visas to Illegal Aliens to Halt Illegal Immigration and
Stimulate the US Economy
Pro:
Guest workers cost the US economy less money

Southern Poverty Law Center 2012

Illegal immigrants represent a large drain on the US economy.
However, other ways other than citizenship are able to lessen the harm to
the impact of the US economy.
. Though there are economic
losses tied with illegal immigration which amount to $4500 a year. This
continuing economic hurt is not beneficial to the US economy. Guest
Workers dont always add to the economy but only cost the US economy
an average of $500 a year. That is a significant decrease in the cost to the
US economy that adds to a total of 4 billion dollars a year.
It is because there is no infrastructure, documentation, or type of control on illegal immigrants.

Since the economic gains cannot be represented in terms of real dollars for illegal immigrants the numbers are difficult to express in certain terms

Legitimate immigration legislation with action (Obamas plan)

Wall Street Journal December 28th, 2015
There is an immediate and pressing concern to require legislation that
would add to the legitimacy of President Obamas executive order.
Right now, Obama has set forth large ideas that are being supported by
the executive branch, but there also needs to be real and true protocol in
order to have real action. Executive orders often need partner legislation
to give guidelines and regulation to any actions going forward for the next
year.

Congress needs to quickly respond wit h legislation which will be able to set forward a precedence

to the act ions of Obama.

Helps assimilation on Path to Citizenship

Washington University School of Law 2006 CM Rodriguez
Guest Worker programs help the workers to assimilate into the culture
that they are working in. Oftentimes, illegal immigrants are not able to
become part of the main stream culture and they try to resist the change
to the dominant culture. Guest Worker programs are able to bridge the
gap between citizens and immigrants. The importance of assimilation
becomes clearer when looking at the success of following a Path to
Citizenship. Guest Workers are 2 times as likely to legally follow the path
to citizenship and 4 times as likely to remain on the path until they reach
full citizenship.
Guest Workers are paid more fair wages
Foreign Affairs November/December 2001
Guest Workers are given real wages and have enough documentation and
representation to ensure that the have living wages. An estimated 7
million illegal immigrants out of the 9 million in the United States are
living with non-livable wages. These illegal immigrants are able to paid
wages under the norm and the minimum wage because there is no
government oversight. With extra government oversight and guest worker
programs, immigrants are given enough money and living wages to
support themselves.
Guest Workers are less likely to be abused
Los Angeles Times March 30th, 2013

Demand for Guest Worker programs are in part due to the less abuses that
illegal immigrants receive. Guest Workers receive fair compensation and
any violations that happen can be documented thoroughly. There is actual
measures of government regulation and law enforcement can stop any
abuses of people towards Guest Workers.
Guest Workers have increased rights
The Nation July 2nd, 2012
In terms of legal rights, guest workers have significant strides over illegal
immigrants or people on short term visas. These workers in the United
States are able to obtain rights for themselves and can have equal
justification of the law with citizens. Abuses are easier to document and
the people are able to have equal footing. The real harms come when
illegal immigrants have to try and use lawful protection in order to protect
themselves but have no legal rights. This leads to many times when illegal
immigrants have documented abuses and could use legal rights.
Con:
Guest Workers pose illegal immigration threat
Washington Post January 30th, 2013
The work visa programs that would halt illegal immigration
would be the L-1, H-2A, H-2B, H-3, and other low quality visas that dont
promote progress. Not only that, but that would mean that these people
would not have the effect that they would like to have. Many Guest
Workers seem to illegal extend their stay which would cause the problem
to keep occurring after the Guest Workers system is up. Approximately
65% of Guest Workers break their work visas after it has expired in some
way.
The Senate revolv ing around the G ang of 8 and the legislation they are proposing for Guest Workers are not going to work and they have not worked before.

Guest Workers are treated as 2nd class citizens

Princeton University 2010 Anna Slitz
The growing number of US temporary, contract, and guest workers also
mean that a defined relationship between guest workers and citizens have
been crystalized in the past 20 years. These years have seen an increase
in the amount of guest workers in the United States. The relationship
between Guest Workers and citizens have declined over the past years
amounting to the creation of a second class of citizens. Guest workers
have very little rights and regulations whereas the citizens can

Limits other Guest Worker programs that benefit US

Brookings Institute June 18th, 2013
. The amount of qualified Guest Workers that are rejected from
entry to the United States is incredibly high.
The current plan
has the problems of treating the low skill work visas as the same as high
skill work visas which means that if more low skill work visas are issued
then even less high skill visas can be issued. While there are some visas
that are saved for high skill workers, most are up for grabs in the public.
Over 2 million qualified high skill work visas were denied while over
300,000 low skill workers gained visas.
Guest Worker programs in the United States are under far too many limitations to accompany the demand for work visas in the economic sphere

Part of the challenge is trying to balance the need of workers from different backgrounds and still matching the quot a for imm igrat ion.

Illegal immigrants have no incentive to get pardon

The Washington Post November 25th, 2014
The large problem with giving illegal immigrants some type of pardon is
giving them incentive to actively seek out the solution that is placed in
front of them. Most illegal immigrants are illegal in part by choice and
would choose to remain illegal. These immigrants arent placed at a large
enough disadvantage to require them to seek out a fix to their illegal
status. Employers often receive under the table benefits that come with
hiring illegal immigrants which makes the status of being an illegal
immigrant more attractive from some employees.

Palestine is not the problem
The Independence September 2nd, 2013
The real tension in the Middle East area of West Bank or Gaza Strip
doesnt come from Palestine which many people assume. Instead the real
problem comes from the problems that Israel creates in the area.
Israel in the past 6 years has bombed areas with 100s of tons of
explosives and is the main cause for the backlash of the region. Radical
organizations spawn from Israels poor involvement in issues of the area.
Israel receives more foreign aid and spends more in wasteful, military
ways than other countries including Palestine.

So Israel is indeed ferociously single-minded in pursuing it s self-defense within the region. Israel has only its own

interests in mind which means that the ripple effect that comes from its act ions, it isnt there to fix any of the problems.

Humanitarian assistance is beneficial

Tufts University March 10th, 2013
Humanitarian aid represents a commitment to support vulnerable host
populations that have experienced a sudden emergency, requiring
ongoing assistance to maintain or improve their quality of life.
but most function under one universal humanitarian principle:
to protect the vulnerable by decreasing morbidity and mortality, alleviate
suffering and enhance well-being, human dignity, and quality of life.
Groups that are undergoing stresses on their environment need
humanitarian aid in order to return their lives to a sense of normalcy.
Giving humanitarian aid to those who are suffering is the highest priority
of any group that claims to be just in any way.

Over the past 15 years the number of humanitarian agencies, privat e organizations, governments (taxpayers), corporations, individuals and other

stakeholders have grown enormously. This group of diverse donors have differing mandates, values, goals, strategies, actors and act ivities,

However, many stakeholders believe that humanitarian aid has been

unsuccessful in delivering on these prom ises through lack of coordinat ion and duplication of serv ices. This results in a failure to meet the needs of those meant to benefit . Indeed humanitarian aid with its diverse mandates, roles, people, time lines and funding, as well as the absence of clear definitions to describe specific identit ies (purpose, principles), presents a chaotic and confusing image to the public, host governments and recipients, as well as ongoing challenges for agencies and aid workers. Since appreciable donor finances total billions of dollars annually, these critiques present serious credibility and survival issues to agencies that depend on donor funding in order to save and improve the lives of the vulnerable. It is for this compelling reason that it is important to deconstruct the roles of and linkages between emergency, relief and dev elopment aid, ident ify problems that impact effectiveness and

sustainability , and also acknowledge progress and successes both past and present.

National Center for Biotechnology Information January 14 th, 2014 Mark

The Physician Payment Sunshine Act became federal law in the United
States in January 2012 with the sole goal of reducing corruption in the
public health field.
The mandate of the act was released and has
been subject to a lot of in depth research as to its impact of the
corruption. There has been no evidence that gifts have been reduced and
the corruption in the medical field has been documented by The National
Academies Press even 2 years after the law was passed.
This law which is supposed to stop direct payment of company or other donors to physicians.

Sunshine act is violated constantly

Bureau of National Affairs April 17th, 2013
The financial relationship between medical professionals and donors is
one that is often abused by the medical professionals. The Sunshine Act is
in place to try to stop this corruption, but has had very little success in
stopping the abusive relationship. Since the passing of the act nearly 18
months ago, there have been thousands of documented violations of the
act that have gotten out of punishment due to loopholes in the weakly
stated and enforced Act which still leave space for error in the system.
Sunshine act hurts education
Forbes September 28th, 2014
The education process for many physicians requires help to train with
equipment that is expensive and out of the price range for many in
training. In order to have the proper education, many partnerships and
clinic rely on the charity of other organizations to help bridge the gap.
This capitalist view of gifting as an investment has been helpful to many
physicians but the Sunshine Act has taken this opportunity away from
many young physicians requiring even more capital to start out a practice.
Con:
Sunshine act isnt limiting education
American Medical Association Winter 2014
The Physician Financial Transparency Reports that the Sunshine Act
requires of medical professionals to complete in no way limits the
physicians access to useful tools for education. It only stops the
physicians from using this idea of gifting an item to secure money in
illegal ways. These physicians use the lax nature of the regulation as a
way to take money. If education is the goal then the Sunshine Act doesnt
inhibit this goal.

Sunshine act stops corruption

Colorado Medical Press Association July 2014
The Sunshine Act has the benefit of ending corruption in the medical field.
The Physician Financial Transparency Reports have been made it more
difficult with the passing of regulation. The increased amount of
regulation has turned a ring of Billions of dollars into more tightly
governed spectrum. The corruption has been greatly lessened due to the
regulation.
Sunshine act needs more time to show benefits
American Clinical Society 2013
The Sunshine Acts have shown very promising results, but in order to
show the impact that it can have on the medical field it needs more
unobstructed time to work. The Act is designed to reform the way that
medical education takes place and to be most effective the medical field
will need time to adapt. That doesnt mean that the Sunshine Act is a
failure for needing time, it just means that the full impact will come years
from now when medical education has reformed.
The Patient is protected under the Sunshine Act
The New York Times Office 2013
Patient protection has increased in the medical field in the past 2 years
with the addition of two laws that give equal access to doctors instead of
favoring large companies or big donors. Along with the Patient Protection
Act and the Sunshine Act the focus of the medical profession has been
placed back on the individual patients where it should be.

they first were seen in the clinic. Of those who had screening
documentation, nearly 71 percent admitted to cutting or burning
themselves. There is a temporary escape in self harm for those with
eating disorders. Eating disorders have the highest mortality rate of any
psychological disorder at an estimated rate of 17% of serious cases.
It also found that in most cases, clinicians didn't screen for such behav iors. "Self-injurious behaviors have been shown to be common in adults with eating disorders and in adolescent s with bulimia in small studies," said study aut hor

Dr. Rebecka Peebles, formerly an instructor at the Stanford University School of Medicine and now an assist ant professor at the C hildren's Hospital of Philadelphia.

Awareness for Eating Disorders is key to solve the issue

National Eating Disorders Association 2013
People who dont have these eating disorders find it hard to understand
the hard nature that comes along with these disorders. Public awareness
is needed to understand the plight of the people who are victims for any
disorder. Public awareness often leads to more comprehensive treatment
and expanding the knowledge of the issue leads to care in the community.
The battle for eating disorder treatment is an uphill battle unless public
opinion shifts to care for the afflicted.
Con:
Over diagnosis harms people who need serious attention
Oxford Journal December 26th, 2014
The problem with the trend to want to give a comprehensive diagnoses to
all of those who may be borderline with problems also means that these
people may end up becoming over diagnosed. Expanded diagnoses just
continues the trend of over simplifying a clinical disorder. In a study
conducted by Oxford Journal, the rate of false diagnoses with everyday

normal people leveled around 40% of people. This means that people who
may have no problem at all are diagnosed. This would severely detract
away from the people who need serious help.
Depression is often associated with negative connotation
National Alliance for the Mentally Ill Jacob Freedman July 2012
A large obstacle that is attached with clinical depression is the public
disapproval that comes along with this diagnoses. There has not be a
large push for the correct and respectful treatment and the cultural
paradigm that many people operate off of are not extremely conducive to
the fair and just treatment that people with clinical depression.
Eating Disorders need special treatment to be fixed
US News and World Report January 29th, 2015
Eating disorders require special attention and treatment that other
general treatments are not able to do. Oftentimes in terms of depression
treatment, the individual can be placed with restrictions on the contact
that certain triggers have. Food is a much more difficult item to tackle and
while eating disorders may resemble depression, they require complete
new treatment and care.
Terms for Eating Disorders arent conducive to treatment
The Guardian January 18th, 2015
The term eating disorder is much too vague to treat with a single
sweeping prescription. Is similar to treating all forms of injuries with one
type of pain medicine no matter how severe the actual impact may be.
Instead there are many variations to this umbrella of terms that it
encompasses. Eating disorders need to be looked at as a term that cant
be defined easily. Eating disorders can encompass over 50 things and that
list keeps growing every day. Treating all eating disorders the same will
not fix the problem.
