APPROVAL OF MINUTES

COUNCILMEMBER HEWITT MOVED THE MINUTES OF THE NOVEMBER 4, NOVEMBER


18, NOVEMBER 25, AND DECEMBER 2, 2009 COMMITTEE MEETINGS, AS SUBMITTED.
MOTION CARRIED, 2-0.

DISCUSSION/ACTION

Discussion on the Cabaret License Ordinance

Councilmember Wood expressed an interest in identifying a monetary amount for services within the
resolution that would trigger action on behalf of the City to recoup some of the costs for city services in
responding to incidents.

Councilmember Hewitt stated that he believes the purpose of the ordinance to be to define what is
ordinary versus what is extraordinary when the City is responding to calls for service.

Councilmember Hewitt questioned if a dollar figure is necessary or if we can rely on the Chief of Police
and Fire to determine what that threshold is through a policy.

Councilmember Wood questioned how many officers expended at one site would be considered
extraordinary.

Captain Hall stated that this is a big concern to him and to the Lansing Police Department when he has to
send out seven officers and one command officer.

Councilmember Wood questioned if the Lansing Fire Department files a follow up report following an
incident.

Chief Cochran stated that there would be a hospital report if their services were needed. It would take
approximately 15 to 30 minutes to produce the report. He does not have an average “time” that it takes to
deal with specific responses ahead of time, as it would differ each time.

Mr. Smith suggested that Council request a detailed report of costs from the Administration that could be
included as part of the record and findings of fact underlying the cabaret ordinance and the anticipated
resolution. This piece could wait until after the ordinance is in place.

Councilmember Wood requested that next year’s Committee on Public Safety continue working on the
resolution to accompany the cabaret ordinance and make it applicable.
