thattheyareabletoprovideuswiththeworkoutputnecessarytosustainouroperations.
Thisseemssimplehowever,thismeansweeacharealsorequiredtoprovideourstaffwithasafe
environmentinwhichtoaccomplishtheirtasks.
Regardlessoflevelorposition,allFEMAemployeesinherentlyrelyonotherstoprovidethemwithasafeand
healthyworkingenvironmentandthetoolswithwhichtoperformtheirassignedtaskssafely,soattheend
oftheday,theycanreturnhometotheirlovedones.
OurFEMAworkenvironmentistheproductofothersefforts,aswellasourown,toensurethatwehave
doneeverythingwithinourauthorityandabilitytomakeitsafeforstaffmembers,contractors,citizens,and
visitors.
Asmanagers,wearethelocalizedrepresentativesauthorizedtogetthingsdonesafely.
TheSafety,HealthandMedicalReadinessDivision(SHMR)isthecentralizedorganizationwithinFEMAthat
providespolicy,oversightandguidancetomanagement.
SHMRmanagementrepresentativesassistagencymanagers,regardlessoflocation,inprovidingthebest
localizedsafetyprogrampossible.
ByworkingwithyourlocalSafetyOfficialsorSafetyProfessionals,youcanmakeamajordifferenceinthe
workingconditionswithinFEMA.
Itisyourresponsibilitytoprovide,train,equip,andrequirethosewithinyourchargetosafelyaccomplishthe
tasksthatyouassignthemtodo.
Astheprogramarearesponsibleforprovidingagencyoversightregardingallsafetyandhealthmatters,SHMR
willreviewanddocumentagencywideprogressandconcerns,andreportthemtoseniormanagement.

PresidentialExecutiveOrder12196,OccupationalSafetyandHealthProgramsforFederalEmployees,
statesthatsafetyandhealthprogramsthroughouttheExecutiveBranchmustbedeveloped,universally
accepted,andadheredto.
EachFEMAAdministratorisrequiredtoprovideforandfundaprogramareatooverseeinternalsafetyand
healthprogressandreportoutregardingthestateofsafetyandhealthmatterswithinallareasinthe
agencysspanofcontrol.
Tooverseetheinternalsafetyandhealthprogress,eachFEMAAdministratordesignatesanExecutivelevel
seniorstaffmemberwithsufficientauthoritytoberesponsiblefortheinternalsafetyandhealth
administrativeprogramoversightandtoprovidedirectiontotheDirectoroftheSafety,HealthandMedical
ReadinessDivision(SHMR).
ThisseniorlevelmemberisassignedthetitleofDesignatedSafetyandHealthOfficer(DSHO).TheDirectorof
SHMRreportsdirectlytotheDSHO.

AccordingtothehealthandsafetystandardssetbytheOccupationalSafetyandHealthAdministration
(OSHA),underTitle29oftheCodeofFederalRegulations,Part1960BasicProgramElementsforFederal
EmployeesOSHA:
EachFederalagencyisrequiredtoprovidetopmanagementofficialswithorientationandotherlearning
experienceswhichtrainthemtomanagetheoccupationalsafetyandhealthprogramsoftheiragencies.
Suchorientationshouldincludetrainingon:

againstaworkerforexercisinghisorherrighttoreportanunsafeorunhealthyworkingconditionorfor
participatinginFEMAsafetyandhealthactivities(Section1201(f)PresidentialExecutiveOrder12196).

Workplaceaccidentshaveenormousemotionalandphysicalimpactonvictimsandcoworkers.Besidesthe
emotionalimpact,thecostsassociatedwithaccidentsareoftenthoughttobecoveredentirelybyinsurance.
Thegovernment,beingselfinsured,hastobearthecostsassociatedwithaccidents.This,inturncan
negativelyimpactthefundingforFEMAsoperatingbudget.

signedbyPresidentBushin2004,theProtectingOurWorkersandEnsuringReemployment(POWER)
InitiativewassignedbyPresidentObamain2010.Coveringfiscalyears20112014,itsaimistoimprove
workplacesafetyandhealth,reducethefinancialburdenofinjuryontaxpayers,andrelieveunnecessary
sufferingbyworkersandtheirfamilies.Itexpectsagenciestocollectandanalyzedataonthecausesand
consequencesoffrequentorsevereinjuryandillnessintheFederalworkplaceandprioritizesafetyandhealth
managementprogramsthathaveproveneffectiveinthepast.

POWERInitiativeGoals
In1970,CongresspassedtheOccupationalSafetyandHealthAct(OSHAct)toassuresafeandhealthful
workingconditionsforallemployees.TheOSHActassignstwomainfunctionstotheOccupationalSafetyand
HealthAdministration(OSHA):settingstandardsforworkplacehealthandsafetyandconductingworkplace
inspectionstoensurethatemployersarecomplyingwiththestandards,providingasafeandhealthful
workplacetoemployees.
ThehealthandsafetystandardssetbyOSHAfallunderTitle29oftheCFR.FromthisTitle,thestandards
thatareapplicabletoyou,asaFederalmanager,supervisorordesignatedmanagementrepresentative,
include:

Safety,HealthandMedicalReadiness(SHMR)Division
SHMRservesasaninternalresourceforyoursafetyofficials,includingDisasterSafetyOfficer(DSO),
CollateralDutySafetyOfficer(CDSO),andsafetyprofessionals.SHMRprovidestechnicalexpertise,guidance
andoversighttoensureyouandyoursafetyofficialhavethetoolsneededtoimplementasuccessfullocal
safetyprogram.SHMRservesasFEMAssubjectmatterexpert(SME)inallaspectsofoccupationalsafetyand

Introduction
ThislessonisdirectedtowardaFederalCoordinatingOfficer(FCO)whoisappointedbythePresidentand
operatesundertheauthorityoftheAdministratorofFEMA.AstheseniorFEMAmanagerwithassigned
responsibilitiestomanageFederalresourceswithinaspecificdeclareddisaster,theFCOmustsupport,
promote,andprovideforworkingenvironmentsthatareassafeandhealthyascircumstancespermit.
ProvisionsareincludedwithintheFEMAIncidentCommandSystem(ICS)toprovideforaCommandStaff
Officer,theSafetyOfficer,whohastheassignedresponsibilitytoactasthelocalizedexpertregardingsafety
andhealthprogrammanagement.
TheFEMADisasterSafetyOfficer(DSO)isassignedtospecificdisastersandsubsequentlyprovidedwith
technicalguidanceandsupportbytheFEMASafety,HealthandMedicalReadiness(SHMR)Division.Inthe
absenceofanassignedDSO,theappointedFCOispersonallyresponsibletoensurecompliancewithall
mandatoryregulationsregardingworkplacesafetyandhealthprogrammanagement.

FederalCoordinatingOfficer(FCO)SafetyandHealthResponsibilities
IfyouareanFCO,YOUareresponsibleforthesafetyandhealthofallFEMAemployees,fulltime,parttime
andCORE,aswellasFEMAReservistsworkingatyoursite.
FCOsmust:
EnsurethatmembersoftheFEMA/SHMR/FQSCertifiedDisasterSafetyOfficer(DSO)Cadrearepromptly
requested,toensurecontinuityofoperationandthethoroughnessofthesafetyandhealthprogram.
EnsurethatthedelegationofresponsibilityfortheDSOmustnotbetransferredorrelocatedto

DSOstoensurecompliancewithregulationsaswellasrecordkeepingrequirements,accident
investigation,andhazardreduction.AssigningaDSOensuresthatyoucanexecuteyourresponsibilities
andreceiveadviceandactionstotakeforregulatorycompliance.
EnsurethattheDSOisprovidedwithauthoritytobesuccessful
IfyouaretheFCO,thesafetyandhealthofFEMAresourcesisultimatelyyourresponsibility.TheDSOis
chargedwithprovidingtechnicalguidancetoensurethatregulatoryconcernsareaddressedandthatthe
healthandsafetyofyourstaffaremonitoredandprovidedfor.TheDSOhasaccesstoFEMAsafetyand
healthsubjectmatterexperts(SMEs)withinSHMR.
LapsesintheDSO'sauthoritycanaffectthesafetyandhealthperformanceoftheFEMAdisasterteam.
Therefore,itisimportanttounderstandthatoncetheDSOorsafetyrepresentativeisreleasedfromthe
site,soleresponsibilityforallsafetyandhealthmattersonyoursiteresideswithyou.

DSOResponsibilities
TheassignedDSOmust:
ActivelyparticipateinthedevelopmentofthedisastersIncidentActionPlan(IAP),evaluatingthe
proposedtaskstodeterminesafetyrisks,recommendingriskabatementormitigationasappropriate.

supervisor,ordesignatedmanagementrepresentative,areabletofurnishtherequiredinformationwhenever
itisneeded.ItalsohelpstheOfficeofChiefCounsel(OCC)provideeffectivelegalsupporttoresolveclaims
expeditiously.Youmustfollowtheseguidelinesforrecordkeeping:
EnsurethattheSafetyOfficialhasacopyofalltherecordsrelatedtotheincidentandhasforwardedallof
thenecessaryforms,ifrequested,toOCC.

ReportingIncidentsResultinginInjuriesandIllnesses
EmployeeswhosustaininjuriesorillnesseswhileonthejobMUSTreporttheincidenttotheirmanagers,
supervisors,ordesignatedmanagementrepresentatives.
FEMAusesOSHAForm301InjuryandIllnessIncidentReportasthefirstreportofaninjuryorillnessthat
hasoccurredintheworkplace.
Thisformmustbecompletedbyeithertheemployeeortheemployeessupervisorwithin7calendardaysof
theincident.
Themanager,supervisorordesignatedmanagementrepresentativemustnotifythesitesafety
representativeoncetheyreceivenotificationofaninjuryorillness.EmployeesmaygetcopiesoftheOSHA
301formfortheirinjuries.

WorkersCompensationforInjuries/Illnesses
Employeeswhosustaininjuriesorillnesseswhileonthejobthatresultinlostworktimeormedicalexpenses

areentitledtothebenefitsoftheFederalEmployeesCompensationAct(FECA).Thisprogramisadministered
bytheDepartmentofLabor'sOfficeofWorkers'CompensationPrograms.
ItisimportanttounderstandthatFEMAmanagers,supervisors,ordesignatedmanagementrepresentatives
