Access to energy for the masses: About 300 million people do not have access
to power. Govt intend to electrify 100% households in next 5 years (microgrids,
rooftop solar, DER.)
Renewable integration to grid: Central theme of 12th Five Year Plan (2012-17) is
low carbon development. Several initiatives being taken to increase the share of
renewable in energy mix.
Peak load management: Demand response for high volume consumers and
micro grids for groups of consumers with captive generation facilities that can
island during peak hours; enhancement in energy efficiency and other demand side
management programs
India Smart Grid Forum has formulated a Smart Grid Roadmap which
is under discussion by Govt and stakeholders

UHBVN, Haryana has proposed the Smart Grid Pilot in Panipat City
Subdivision (Haryana State) covering 30544 consumers
with
functionalities of AMI R, AMI I, PLM.
CESC, Mysore has proposed the pilot project in Additional City Area
Division (ACAD), Mysore covering 21,824 consumers
with
functionalities of AMI R, AMI I, OM, PLM, MicroGrid / DG.

No load shedding Black out to Brown out; where some base load is
allowed in the case of shortage of power in consultation with

Large variation in cost of Smart Meters observed and a uniform cost
for AMI/AMR Meter was considered for all utilities.
In home display units excluded at this stage and big consumers to be
encouraged to put up such displays at their own cost
A fixed % of the Project Cost allowed as the Project Management
Charges and Consultant Deployment charges to all the utilities.
Smart Grid project needs to be integrated with existing RAPDRP
scheme.
Utilities shall be required to submit the Detailed Technical
Specifications along with BoQ of their Tender Document for
selection of System Integrator to ISGTF.

All the 14 pilots recommended for consideration with Total value of MoPs
contribution within the overall ceiling of 200 Crores.
For evaluation and documentation of the results and learning from the pilots
and suggesting the future course of action leading institutions like IITs to be
involved as Third Party Evaluation agency

To also assist MoP in forming the future road map and scheme for deployment of
Smart Grid in India
Before executing these projects, utilities should take regulatory approval for
processes such as employing ToD/ToU tariff or agreement with consumers
for load curtailment during peak or by remotely disconnecting / connecting
the consumer.
