The objecve for the Montpelier Drive plan is increased safety and slowing trac. Montpelier Drive is 7,000 feet of roadway from 197 to the Pepco easement (power lines).
It is 54 wide, open pavement which encourages people to drive fast.
Simple restriping of Montpelier Drive was considered, but it would not be likely to slow down trac as the road is very wide and unimpeded. The recommended plan includes bumpouts
in the parking lane, a marked bike lane, double center line, and new wider sidewalks (see next page). No speed humps are suggested. These are not recommended by emergency services.
Property owners along the full stretch of Montpelier Drive will be contacted for another meeng (February or March) to discuss bump out locaons and other recommendaons. Members were also encouraged to contact the Department with their quesons.
As WSSC is planning on major work to pipes along Montpelier Drive and Cedarbrook, the County planners will coordinate their plans so that streets are not torn up twice. The Neighborhood Design (Bradford Tree Replacement Program) will also be contacted to coordinate plans.
The design plan recommended would put curb extensions or bump outs, approximately
every 100 or so, in the parking lane, stripe in a designated bike lane, stripe in two
lanes for trac (with a double line in the middle designang no passing. Some allowances can be made to create a turning lane for major intersecons. The bump outs
will inially be grass, but environmentally-friendly designs (trees, plants, ground cover,
etc.) can be created. This plan also includes replacing the exisng sidewalk with a 5
sidewalk and adding a sidewalk to the other side of Montpelier Drive. Sidewalks would
be ADA compliant and all driveway aprons would be replaced. The enre roadway will
be ground and resurfaced.
One major advantage to this plan Work could be started this summer.
Rumble strips could be added to the design, but homeowners in many communies nd
the noise created by rumble strips to be undesirable. Medians were suggested and they
could be added, but that will delay the project. They would also not be wide enough for
trees or much more than grass.
This design is not the end of the story but if the community wants to go beyond the
scope of the current design, the project will be delayed. Ms. Lehman cauoned members that delaying the project will likely mean that Montpelier Drive will not be repaved
for several years.
The design of the realignment of the roads is complete. Mr. Dwight Joseph, Chief of Construcon Division, encouraged members to contact him if improvements are needed during the construcon phase. Drainage, bumps, etc. are easier to x during the me the
crews are working.
BGE will be starng work next week. Extensive ber opc preparaon and various agencies involved in the area of the realignment of the intersecon delayed the beginning of
construcon, but construcon should begin this summer (July/August) and be completed
by the summer of 2016. The majority of the work will be on the other side of Muirkirk
Road. Much of the work will be done in phases and behind barriers. The clearing of the
area for the Odell Road realignment will be done rst (July-August 2015).

Although most of the work will involve the opposite side of Muirkirk, Montpelier homes
backing up to Muirkirk will be aected. Under drains and swales should prevent water
runo into any homes below the road. Homeowners were encouraged to discuss their
concerns and observaons with the planners directly. There will be less buer behind
the property lines in some cases and some tree removal. The detailed map was presented
and members should discuss concerns.
