EL “DERECHO AL DESARROLLO” ES UN FACULTAD QUE TENEMOS LOS SERES HUMANOS AL

PROGRESO; LA ORGANIZACIÓN DE LA NACIONES UNIDAS (ONU) LO DEFINE COMO UN
DERECHO HUMANO INALIENABLE. HOY EN DÍA ES UN ÁREA MULTIDISCIPLINARÍA DE LA
CIENCIA DE LA JUSTICIA: “EL DERECHO”, DONDE CONVERGEN LOS DERECHOS ECONÓMICOS,
POLÍTICOS, SOCIALES, AMBIENTALES, CIVILES Y CULTURALES.

THE “RIGHT TO DEVELOPMENT” IS A FACULTY OF THE HUMAN BEING TO THE

PROGRESS; THE UNITED NATIONS (UN) DEFINES IT AS AN INALIENABLE
 HUMAN RIGHT. NOWADAYS IS A MULTIDISCIPLINARY PROFESSIONAL AREA
OF THE SCIENCE OF LAW, WHERE CONVERGE ECONOMIC, POLITICAL, SOCIAL,
ENVIRONMENTAL, CIVIL AND CULTURAL RIGHTS.

En 1987, la Comisión Mundial del Medio Ambiente de la ONU, define al desarrollo sostenible como
un desarrollo que satisfaga las necesidades del presente sin poner en peligro la capacidad de las
generaciones futuras para atender sus propias necesidades.

On 1987, The World Commission on Environment and Development

defines sustainable development as the responsible satisfaction of the
present needs without compromising the future generations’ ability to
attend their own.

Entendemos el Derecho al Desarrollo como un ejercicio de derecho que los ciudadanos deben
realizar para mejorar su calidad de vida de forma integral y sostenida a través de su propia
participación ciudadana, con equilibrio y respeto al medio ambiente, al entorno cultural y a los
recursos naturales, garantizando así una mejor calidad de vida para generaciones futuras.

We understand the Right to Development as an exercise of law made by

citizens, in order to improve their quality of life in a sustainable an integral
way, trough citizenship, caring and respect for the environment, the
natural resources and cultural costumes therefore; to guarantee a better
quality of life for next generations.

El Derecho al Desarrollo tiene una ámbito de aplicación internacional en México desde hace un
poco mas de 31 años con la entrada en vigor del Pacto Internacional de Derechos Civiles y Políticos
el 3 de enero de 1976; y posteriormente el 23 de marzo de 1976 entra en vigor el Pacto
Internacional de Derechos Económicos, Sociales y Culturales; y el 4 de diciembre de 1986 es
aprobada por la Asamblea General la Declaración Sobre el Derecho al Desarrollo.

The Right to Development has an international application platform in

México, since 01/03/1976 with the International Covenant on Civil and
Political Rights; then with the International Covenant on Economic, Social
and Cultural Rights in 03/23/1976; and the Declaration on the Right to
Development in 12/04/1986.

Como ciudadanos organizados, estamos convencidos que el rumbo del derecho al desarrollo en
México debe ser orientado hacia el bienestar económico y social a través de proyectos y
programas beneficien las diferentes aristas de un desarrollo integral, aplicando mecanismos
legales e institucionales de transparencia, rendición de cuentas, buenas prácticas en las empresas,
diplomacia pública y libertad de expresión en materia de desarrollo; dicho de otro modo,
generando acciones que coadyuven al cumplimiento y aplicación de los derechos económicos,
políticos, sociales, civiles, culturales y ambientales.

As organized citizens we are convinced that in México the Right to

Development must be addressed to the economic and social well-being,
trough social-responsible programs and projects that benefit the different
 aspects of an integral development, with the application of legal
mechanisms of transparency, social accountability, best practices among
the private sector, citizenship and freedom of expression in development
matters; in other words, to enforce actions oriented to fulfill the
economic, political, social, civil, cultural and environmental rights.

Para que estos compromisos y objetivos sean aplicados en la sociedad y en el individuo, es

necesario que el sector público, social y privado trabajen de manera conjunta; De igual manera, la
capacitación a las organizaciones de sociedad civil debe ser continua y permanente para que éstas
a su vez, puedan participar en propuestas y estrategias para la atracción inversiones responsables
en coparticipación con las empresas y el gobierno. Ésta forma de trabajo en conjunto es un
elemento importante y necesario para crear escenarios de bienestar económico, social,
democracia efectiva y gobernabilidad.

In order to address directly this compromises and objectives to the society

and the individual is necessary that the public, private and social sector
work together; moreover, the empowerment and capacitating of the
organized society must be continuous and permanent so they can
participate in strategies and proposals for the attraction of responsible
investments in coordination with the government and the enterprises.
This model of work is an important and necessary element to achieve and
create an effective democracy and governable scenarios with social and
economic well-being.

Como resultado final se tendrán programas sociales con esquemas de financiamiento donde
convergen dineros públicos y privados para atraer o generar recursos que puedan ser dirigidos al
fortalecimiento de las diferentes aristas del desarrollo; de ésta manera, es posible contrarrestar
movimientos sociales generados por el clientelismo político, el oportunismo, el populismo y las
prácticas corruptas.

As a final result we will have social programs with financial schemes where
 public and private money converge for the attraction and generating of
economic resources which can be addressed to empower different
aspects of development; by these means, it is possible to offset against
social movements motivated by political opportunisms, corrupt practices,
and populism.

Estos programas de responsabilidad social que acompañan a los proyectos de inversión (sea cual
sea el sector económico) pueden ser aprovechados para: la mitigación del daño ambiental,
educación comunitaria, salud, profesionalización, capacitación cívica, rescate de usos y
costumbres entre muchos otros.

These social-responsible programs go along with investment projects (at

any economic sector), so they can be used and oriented to mitigate
environmental damage, community education, social health, increasing of
labor skills, civic teaching, rescuing of community costumes, among
others.

Así es como se genera realmente bienestar y se alcanza un desarrollo

integral.

This is for sure a responsible way to generate well-being in order to

achieve an integral growth.

¿Q UIÉNES LO EJERCEN ?
El Derecho al Desarrollo lo ejercen y lo propician los ciudadanos, en México existen organizaciones
como Alianza PADDEC A.C. donde fomentamos y ejercemos el derecho al desarrollo a través de la
participación ciudadana en proyectos de inversión responsable, generando opinión pública,
exigiendo el cumplimiento de las leyes y por ende, coadyuvando a la armonización de estándares
internacionales y a crear escenarios que contribuyan a alcanzar mejores índices de
gobernabilidad. En Alianza PADDEC hacemos diplomacia pública, construimos puentes y creamos
alianzas estratégicas donde convergen diferentes aristas sobre desarrollo para lograr un desarrollo
humano integral.

The Right to Development is exercised and generated by the citizens;

there are social organizations in México such as PADDEC Alliance Civil
Association (A.C) which encourage and exercise our Right to Development
by proposing responsible investment projects, generating public opinion
and demanding the application of law; moreover, we contribute to fulfill
international standards on development, in order to generate better
governance scenarios. In PADDEC Alliance A.C. we make public diplomacy,
build institutional-legal bridges and strategic alliances, where converge
different development aspects for an integral human development.

Aún cuando para algunos ciudadanos la “brecha” entre el gobierno, sus decisiones y los
ciudadanos pareciera ser grande, compleja de entender, quizás hasta imposible de ser reducida les
decimos que desde nuestra perspectiva, la brecha puede ser tan grande como nosotros lo
permitamos que sea; es urgente comenzar a hacer conciencia y a explicar a las futuras
generaciones que vivimos en comunidad, que las acciones de un individuo repercutirán en otro
inevitablemente y que está en manos de cada uno de nosotros la responsabilidad de participar
ejerciendo y exigiendo nuestro derecho al desarrollo para el crecimiento integral de nuestras
comunidades y de nuestro país.

Even when for some people the space between government and the
citizens shows distant, complex to understand, even impossible to reduce,
we tell them that the distance can be as long as we allow it to be; it is
urgent to make conscience to the new generations, that we live in a
global community, that individual actions rebound to others for sure, and
that it is in the hands of every one of us the responsibility to exercise this
right of a integral human development, also to achieve and demand
progress in our communities and in our country.
