ISLAMABAD:ByviolatingitscommitmentmadeinParliament,thegovernmenthasdeprivedthousandsofsuperintendentsfromperks
andprivilegesafterupgradingtheirpostfromGrade16toGrade17inallministries/divisionsandattacheddepartments.
FinanceMinisterIshaqDar,inhisbudgetspeechforfiscalyear201415,hadannouncedthatthesuperintendentpostwouldbe
upgradedfromGrade16toGrade17,buttheirhopesweredashedtothegroundafterissuanceofofficialnotificationintheaftermath
ofapprovalofthesummarybyPrimeMinisterNawazSharif.
Technically,thesuperintendentpostisstillsubstantivelyofGrade16,buttheFinanceMinistry,throughanofficeorder,hasupgraded
thepostbygrantinghighertimescalewithsubjecttocertaintermsandconditions.Thepostofsuperintendenthasnotbeengranted
Grade17onregularbasis.
Withthisdevelopment,theSuperintendentsconsiderthemselvesasaggrievedpartybecausethegovernmentdidnotfulfilits
commitmentwhichwasmadebythefinanceministeronthefloorofParliamentoneveofhisbudgetspeech.Wedemandthatthe
governmentshouldupgradeourpostinGrade17initstrueletterandspirit,oneofSuperintendentsleadertoldTheNewshereon
Saturday.Theywereoftheviewthatthegovernmenthadupgradedpostsindifferentdepartmentsinthepast.CitingexampleofFBR,
theyarguedthatthegovernmentupgradeddifferentpostsinthetaxcollectionmachinery.ThepostofPrivateSecretaryoftheFederal
SecretarywasupgradedintoGrade19,andifthesegradeupwardrevisionshadnotcreatedanyanomalyhowthepostof
superintendentwoulddisturbbureaucratichierarchy.
Although,theprimeministerhasgrantedapprovaltothesummaryforupgradingthepostofsuperintendent,buttheoffice
memorandum(OM)issuedbytheFinanceDivisionstatesthatongrantofhighertimescale,thereshallbenochangeinthe
entitlement/admissibilityofrentalceiling/houserentandmedicalallowance.Astheconveyanceallowanceisinuniformshape,sono
changemadeforsuperintendentsaswell.
AccordingtoOM,thePMhasbeenpleasedtoaccordapprovaltothegrantofhighertimescaletothesuperintendentsinthefederal
governmentministries/divisions,attacheddepartmentswithimmediateeffectasunder:
a)OnetimegrantofBPS17toallsuperitendentsworkinginBPS16irrespectiveoftheirlengthofservice.
b)Infuture,threeyearssatisfactoryserviceassuperintendentmaybeprescribedforgrantofBPS17tothem.
Officialdocuments,includingapprovedsummary,officiallettersoftheEstablishmentDivisionandFinanceDivisionavailablewithThe
NewsstatethatthesuperintendentsofthefederalgovernmenthadfiledanappealintheFederalServicesTribunal(FST)forup
gradationofpostfromBPS16to17.
Intheofficialcommunication,theEstablishmentDivisionraisedcertainobjectionsstatingthatinthehierarchyoffederalsecretariatthe
postofSuperintendent(BPS16)isnextbelowthepostofsectionofficer.Thesuperintendentsworksectionofficerorassistant
director/admnofficerswhoarecalledinchargeofthesection.Therefore,theproposalofFinanceDivisionwilldisturbhierarchyofthe
FederalSecretariat.
WhencontactedtotheFinanceMinistryspokesmanforseekinghiscomments,hesaidthatthegovernmenthadissuedOMtoprovide
benefitstosuperintendentinaccordancewiththeannouncementofFinanceMinisterIshaqDar.HesaidthattheEstablishment
DivisionhadraisedobjectionstograntingpostregularGrade17tosuperintendents,arguingthatitcoulddisturbhierarchyofFederal
Secretariatincaseofcompromisingroleofasectionofficer.
