TheagendaforinclusivegrowthwasenvisagedintheEleventhPlandocumentwhichintendedtoachieve
notonlyfastergrowthbutagrowthprocesswhichensuresbroadbasedimprovementinthequalityoflife
ofthepeople,especiallythepoor,SCs/STs,otherbackwardcastes(OBCs),minoritiesandwomenand
whichseekstoprovideequalityofopportunitytoall.Bringingtheseexcludedsectionsofthesocietyinto
themainstreamofthesocietysothattheyareabletoreapthebenefitsoffastereconomicgrowthisthekind
ofinclusionwhichisbeingenvisionedintheconceptofinclusivegrowth.
Inclusivegrowthmeanseconomicgrowththatcreatesemploymentopportunitiesandhelpsinreducing
poverty.Itmeanshavingaccesstoessentialservicesinhealthandeducationbythepoor.Itincludes
providingequalityofopportunity,empoweringpeoplethrougheducationandskilldevelopment.Italso
encompassesagrowthprocessthatisenvironmentfriendlygrowth,aimsforgoodgovernanceandahelps
increationofagendersensitivesociety.Specialeffortstoincreaseemploymentopportunitiesareessential
asitisanecessaryconditionforbringingaboutanimprovementinthestandardoflivingofthepeople.
MahatmaGandhiNationalRuralEmploymentGuaranteeAct(MGNREGA),oneofthelargestsocialsafety
networkinIndia,hasimprovedthestandardoflivingofpeopleandhasbeenabletocheckmigrationtoa
greatextent.Apartfromthis,theGovernmenthaslaunchedvariousflagshipprogrammeslikeSarvaSiksha
Abhiyan(SSA),NationalRuralHealthMission(NRHM),BharatNirmanetc.tobringaboutimprovement
intheareaofeducation,healthandinfrastructuretherebymakinggrowthmoreinclusive.
ThegrowthstoryofIndianeconomyhasbeenremarkableintherecentyears.During200506to200708it
hasachievedanaveragegrowthrateof9.47%,thoughdeclinedsomewhatafterwardsinthewakeofglobal
financialcrisis.Eventhenitwasabletomaintainadecentaveragegrowthrateof7.76%fortheperiod
200809to201011.Further,itisexpectedthatthegrowthislikelytoaverage8.2%fortheEleventhFive
YearPeriod(200712)whichislessthanthetargeted9%butabove7.7%achievedduringtheTenthFive
Yearplan.Indiahascomfortablelevelofinvestmentandsavingsratetosteersuchagrowthrate.
ButintermsofHumanDevelopmentIndex,IndiaislaggingbehindChina,SriLankaandmanyother
AfricanandLatinAmericancountries.Indiahasarankof119intheHDIrankingdonebytheUNDP
(HumanDevelopmentReport2010).Similarlyintermsofotherindicatorslikepoverty,unemploymentand
regionaldisparitiesIndiahaslotmoretodo.TheHDR2010,hasalsocomeupwithanewparameterto
measurepovertycalledMultidimensionalPovertyIndex(MPI)replacingHumanPovertyIndex(HPI).
IndiasperformanceisdismalinthisregardpoorerthanChina,SriLanka,KenyaandIndonesiaasabout
41.6percentofIndiaspopulation(intermsof$1.25aday)livesbelowthepovertyline.Thus,thereisa
needtobroadbasetheeconomicgrowth,increaseparticipationofpeopleandsharethebenefitsofthe
growthprocessinordertomakeitmoreinclusive.Reducingruralurbangap,genderdiscriminationand
achievinghigherlevelofhumandevelopmentwillalsobringaboutinclusiveness.Inclusivegrowthcan
hardlyignoretheenvironmentalconcerns.IndiaseffortinthisregardiscommendableasIndiaisoneofthe
lowestGreenhouseGas(GHG)emittersintheworldandstillIndiahasannouncedthat,byproactive
policies,itwillreducetheemissionsintensityofitsGDPby2025percentoverthe2005levelsbytheyear
2020.IndiasTwelfthFiveYearPlan(tobelaunchedon1stApril,2012)willalsofocusonachievingalow
carboninclusivegrowthasoneofitstargets.
