2009 - 2012 Various bridge alignments and design concepts
are reviewed; costs exceed the set project
budget.
City of Toronto and BUILD TORONTO
2013
recommend a Design-Build procurement model
to deliver a bridge within budget.
An Environmental Assessment Addendum is

initiated to address lower cost alternatives.
City Council directs BUILD TORONTO to work

with the Citys Waterfront Secretariat to lead a
new process for the design and construction of
the bridge using the Design-Build model.
EA Addendum finalized by the City of Toronto,

DESIGN-BUILD MODEL

What is a Design-Build Model?


A project delivery method in which the design and construction services are contracted
from a single entity known as the design-builder. This model gives the design-builder
flexibility and the responsibility to design and construct based on a set of requirements
and a fixed budget.
