Topics for Discussion: a) Meeting with General Contractors February 17, 2011 A meeting with the Maple Reinders and CHFour has been scheduled, at the request of the contractor, for February 17, 2011 at the Georgian Bluffs Council Chambers to discuss: projection commissioning/optimization, owner liquidated damages, and other related additional costs. b) Project Status Rick gave the committee a status report. Currently the FOG discharge line to the pasteurizer is frozen
and the hydrolyser has not been commissioned.
In order to maintain the design flow for the sewage dumping station, a new discharge hose with reducer has been ordered to restrict the flow. The new hose will reduce from 6 to 3.5 in order to maintain the design flow of 330 gallons per minute. Rick stated that since the substantial completion was issued, the contractors are requesting that the maintenance on the generator is the responsibility of the Townships. Dwight questioned why the Townships would be responsible as the system is not yet producing power and the system is being used to provide heat and may reduce the equipment warranty. This is to be addressed during the meeting on February 17. Bob indicated that warranty issues on other large projects that he has been involved with were not an issue. Dwight again questioned the generator warranty as it is in essence moving wear parts. Ross gave an update regarding the OPA and Hydro One status. There are additional documents that need to be submitted to OPA and Hydro One in order for the generation payments to be received. The Township Treasurers are forwarding the necessary financial documents to Ross to be forwarded to the OPA and Hydro One. c) Three Phase Hydro Ross will be sending a letter to the OPA regarding the upgrading of the transmission lines which will allow the generator to be upgraded in the future to a 350 Kw system from the existing 100Kw. d) Contractor Communication Rick stated that the committee is to be careful as to whom communication is directed to as the general contractor is responsible for the total project. It was discussed that all correspondence with CHFour or its sub trades is to be done through Maple as Maple is the one who has posted the performance and maintenance bonds and will be the one responsible if something fails. Committee unanimously directed Ross to send a letter to Maple indicating that all communication is to be channelled through Maple. Ross is to present the draft to Rick prior to sending.
e) MOE Minister Meeting
Al and Bob gave notice that the original meeting scheduled with Minister Wilkinson for February 11th was rescheduled for February 22nd at Queens Park. The meeting is to discuss the banning of untreated septage waste on agricultural lands and the construction of additional bio-digesters. f) Purchase of Metering and Testing Equipment Rick discussed with the committee the need to purchase gas detecting and testing equipment in order to properly run the bio-digester and to ensure the personal safety of the employees when completing the daily rounds. The committee authorized Rick to obtain prices on the recommended equipment. g) Landfill Agreement Bob indicated the need to discuss and restrict truck traffic to the Chatsworth landfill to specified haul routes when the Georgian Bluffs garbage is directed to the landfill. The Committee believes the Memorandum of Understanding covers that requirement. h) Bio Digester Operators Course Rick described the course that was attended in Cambridge by himself, Troy Unruh and the Veolia Operator, Tanner Misch. The course was put on by the University of Guelph and included experts from Alberta and Germany, as well as, tours of two bio digesters in operations. Pictures of the Georgian Bluffs/Chatsworth Bio-Digester were reviewed by the German expert (Birgit Pfeifer) who thought the system was well designed. She did provide some concern with gas build up under the hydrolyser lid. Ross is to address this concern with CHFour. 5. Date of next Meeting The next meeting is scheduled for Thursday February 17, 2011. The Committee will meet at the Georgian Bluffs office. 6. Adjournment Meeting adjourned at 10:30 a.m.
