Dear Judge Spencer,
First let me thank you for your tireless service in this disconcerting trial. Virginia
has provided many leaders to this great country and our legacy is second to none.
The sanctity of our democracy is vital in the continued preservation and execution
of the ideals established by our forefathers to safeguard our nation.
My name is Jeffrey Warren Ainslie and I was born in Richmond Virginia. Having
lived in various states across this country, I have witnessed the diverse range of
dedication and commitment exercised by leaders in every discipline and truly
understand the consequences of those actions or inactions. Graduating from
Bayside High School and Old Dominion University were just two evolutionary
milestones of a lifelong education I was fortunate to receive as a citizen, and
having spent the last 45 of my 55 years in Virginia, I have been able to repay some
of that fortune as I have served the Commonwealth in many capacities over the
last 30 years.
I met Bob McDonnell 25 years ago and over time, witnessed him supervene as the
selfless man that consistently focused on the right thing to do for those around
him. Fellow Virginians all across this great Commonwealth have benefitted from
his untiring passion, integrity and commitment to upholding the centuries old core
values upon which this nation is built. His strong spiritual beliefs and family
values have provided amazing strength in extremely challenging times where
others have failed miserably. I have been fortunate to know him in many roles.
As Bob McDonnell The Attorney, I watched as he has assisted those who had
been taken advantage of by unscrupulous operators, both public and private,
representing them in ways to protect their rights and maintain their dignity. He
worked diligently to establish case law that protected citizens from inappropriate
rulings and overzealous attorneys that routinely took advantage of loopholes in
the system.
As Bob McDonnell - Attorney General, he upheld the Constitution in a way that
earned him the admiration and respect of all 8 million Virginians. His ability to
immediately acquire the core knowledge and control the level of intensity required
to bring resolution to almost any challenge, was paramount in many decisions that
helped Virginia maintain its leadership position in the nation.

As Bob McDonnell Our Governor, he aggressively confronted issues that crippled
many other states and found solutions in almost every instance that created a safe
and successful educational and business environment, allowing and encouraging
our fellow citizens to survive and thrive in an economic climate where many
others continually failed under pressure.
As Bob McDonnell - The Man, his rich character, passion and relentless quest for
tirelessly serving his family, friends and fellow man are the qualities which we can
only dream might be exhibited by every elected and appointed official, in our
Commonwealth and across the Nation.
Understanding that, in extreme positions of leadership and responsibility, the
oversight of every possible circumstance and outcome is impossible we must put
our faith in the strength of our true leaders as they make decisions in support of
their fellow man.
Understanding the importance of focusing on critical and vital issues that deliver
the greatest benefit to those in need is the mark of a true Statesman.
Failing to dedicate ample time and resources to successfully address every
personal issue, while focusing on the myriad of challenges that arise daily and
ensuring the success of the Commonwealth, is unfortunately, the demise of any
leader that is selflessly dedicated to the office for which they are elected.
Thank God we are fortunate enough to occasionally have a few of these folks step
up to serve our great country. Out of respect for their true honor and passion, we
must always judge them responsibly, but also commensurate to the selfless
commitment they have made as tireless leaders and statesmen. Bob McDonnell is
one of those few, and we must never forget the four decades of public service he
has altruistically devoted to Virginia.
I believe that in his heart, Bob had the best interests of Virginia at hand, and
although he may have been led astray or even wandered on his own as he
attempted to balance his professional and personal lives, he deserves the most
lenient sentence possible based on his principles, commitment and service to the
Commonwealth.

Dear Judge Spencer,

My name is Aka Akapelwa and I am currently a student enrolled in Vanderbilt Universitys


Master of Science in Finance program. Through this I have had the pleasure of building a close
relationship with my classmate Sean McDonnell, son of Governor Bob McDonnell.
I would firstly like to thank you for your service, and for taking the time to read this letter. When
I met Sean at the beginning of the year, he immediately stood out in the class. Subsequent to our
various interactions, I began to learn about Seans background and his outstanding family. I was
moved by Seans stories about his dad, Governor McDonnell. Not having grown up with a dad of
my own (he passed away when I was 12), I thoroughly enjoyed Seans stories of his weekend
fishing trips with his dad, and what particularly stood out was how Governor McDonnell
instilled in his children strong family values built upon his catholic faith.
Outside of the classroom I found it very peculiar that Sean, a University of Virginia graduate,
was a huge Norte Dame Sports fan. I later found out that this is due to Seans fond memories of
watching and attending Norte Dame Football games with his dad. He mentioned how Governor
McDonnells Loyalty to his alma mater fueled him and his brothers loyalty to the program,
despite not having attended the school.
This loyalty of Governor McDonnell to his former university and his family is also reflected in

It has taken me weeksto rewrite many times and try to decidehow to condenseall
the things I would like to say to you on this matter. I am writing to humbly ask for
leniencyin the sentencingof GovernorMcDonnell.I have known Bob since 1995 and
have had numerousinteractionswith him over the years, includingmy husbandand
I hosting him as a houseguestseveraltimes, and considerhim to be a true and close
friend. I was his WesternPoliticalDirectorfrom 2003 - 2009 and drove him for days
at a time all over WesternVirginia- from the ShenandoahValley to the far SW
coalfields.I heard him on hundredsof phonecalls,I saw him interactwith people
over and over again,both supportersand otherwise,and I never saw anythingbut a
genuinedesireto listento their issuesor their complaintsand he nevertreated
anyone, includingmyself, with anything but the utmost respectand courtesy.
There were many things I was privy to on the campaigntrail (and have never
discussedwith anyone until now) but not the least of which was his strong ethical
characterand his commitmentto his family. I clearlyrememberseveralinstances
when supporterswould hand him a checkwhile we were on the campaigntrail or
stick one in his coat pocket, and he would alwaysgive it to me right away to send to
our fundraiserfor reporting;he didn't want to hold onto the checkhimselfbut
wanted it in securehandsimmediatelyto complywith electionlaws. Duringthe
courseof a coupleof hoursdrivingon the road he frequentlyreceivedmultiplephone
callsfrom Maureenabout beinggone and her needinghis help at home immediately.
Of coursewe were 5-7 hoursaway with a full scheduleand it was impossibleto
changeat that point and he did his absolutebest to calm her down but I couldhear
her voicethroughthe phone. Somehowhe managedto stay calm himselfand quiet
her down a bit. He alwaysstayedon an even keel and then he'd hang up and put
his head back on the seat and just closehis eyes tight. He never commentedon
those calls but I knew there were problemsjust from hearingher voice but he
always showedcompleteloyalty to his wife and, as a wife myself, I admiredthat.
Everysingleeveninghe would call each one of his kids and talk to them about their
day, ask questionsabout their day at school,ask how they were doing,say how
much he lovedthem and wish them a good night. I know this is what most parents
do all the time, but when you're campaigningon the road with 18 hour days it could
be easy to forget - but he never did. Not once.

I know Bob. And, havingwatchedhim interactwith thousandsof peopleover the


courseof 6 years, I know that the only thing he's truly guilty of is a serious
misjudgmentof someonehe DID considerto be a closefriend; he alwaysgives
p"opt"ihe benefitof the doubt and takes them at face value. He DID believethat
jonnie Wllliamswas his friend and there is nothingillegalabout acceptinggifts from
friends or getting a loan from a friend. That's the extent of his guilt and I honestly
do not belGvethat it risesto the level of a jail sentence. He was duped and
betrayedby HIS friend, period. He is not a criminal,nor is he a threat to anyone.
He is one of the most gentle,kind, honest,ethical,and empatheticpeopleI've ever
and I totally believein his innocence;my husbandjoins
had the privilegeof kn-owing
me in this as well and he is an excellentjudge of peopleand their character. I
understandthat the trial is over at this point, but I do hope that you will considerhis

Dear Judge Spencer,
I'm sure you remember seeing me day after day with the family during the trial. Each time you
offered to pray for the jury or ask them to pray for you, I was reminded of the fact that 30 years
ago you and I were theology students at neighboring universities, Howard and Catholic. I have
been a priest now for more than 25 years, and the last 14 of those I have served as a judge in
our tribunal system. I have dealt with everything from embezzlement to pedophilia, but mostly
I deal with marriage cases. I have also worked as a chaplain for DOD, FCI-Petersburg, and the
VA, where I worked mostly in psychiatry.
By now you have received many letters attesting to the character of Bob McDonnell, and I will
not rehearse that here. Without violating the seal of confession with Bob, Maureen or any of
his family, I hope to, like Johns gospel, provide you with the non-synoptic view, a look at him
from a different perspective, from the spiritual side.
Bob grew up in, not only the typical Irish Catholic family, but the stereotypical Irish Catholic
family. Everyone says his mother was a saint, and after all the stories I have heard, I have no
doubt (despite my belief in purgatory) that she went straight to heaven. She drilled into her
children the two great commandments, and the beatitudes. As in all families, each child
internalized them differently. As the oldest, and the one most like his mother, for Bob the
primary beatitude was Blessed are the peacemakers.
As he grew up, love of neighbor, expanded into service to country, his Catholic faith grew to
include a strong ecumenical spirit, choosing to attend what is now Regent University, and
following his mother's example, he was determined that he would be the perfect Christian
husband and father. He was going to have the perfect family. After a mostly long distance
relationship, he married the beautiful cheerleader, and raised 5 children. But nothing in this
world is perfect, no matter how much you want it to be.
By the time he arrived on my doorstep this summer I knew that he had somedistorted notions
of what it means to be a good Christian, and what it means to love. You or I may have looked at
Jonnie Williams and from a mile away said, snake oil salesman. Bob would have said we were
being un-Christian. I have no doubt Bob would have told Bobby to give back the golf clubs. But
when Bobby said he was keeping them, Bob would have dropped it, because in his mind good
Christian families don't fight.

A part of the decision for him to move in with me was a recognition by his siblings that there
was work to be done with Bob that I was in the unique position to do. From day one, John 8:32
has been a key verse for reflection. As Catholics, we are also great believers in confession
because we believe before you can remove the speck for you brothers eye, you must remove
the plank from you own. All of his siblings could attest that I have pushed, not just Bob, but
everyone to take ownership of their part in this tragedy. My motto could be taken from Pope
Benedict XVI, Caritas in Veritate (Love in Truth). Over these months Bob has come to accept
many hard truths about many things including himself. Like all of us, there is still work to do,
and I hope that the outcome will allow me to continue to accompany him in this process. .
As I close I ask first for Maureen. Even today I look at her and the words of Jesus from the cross
come to mind, Forgive them Father for they know not what they do. A basic principle of
moral theology is that a human act requires operation of the intellect and the will. I am certain
beyond any doubt that she did not and does not understand. I ask that you look not only to her
punishment, but to her healing.
As for Bob, what more is there to do? His name is destroyed. And the thing he cherishes most
in this world, his family, has been rent asunder. To borrow from Ezekiel, The parents eat sour
grapes, and the childrens teeth are set on edge.
In you final deliberations I would pray that you return in your heart to your days at Howard,
return to those fundamental truths we learned as idealistic students of theology, and let your
justice be tempered with mercy. Please give serious consideration to the alternative sentencing
proposals so that some visible good might come from this series of events that have caused so
much pain to so many people. Throughout the trial you unabashedly showed that you were a
man of faith. On January 6, I ask you to show the world that you are also a man of charity and
most of all a man hope.
I continue to pray for you, not only in your deliberation of this matter, but as you carry out
your ministry of justice in the lives of all those whose names go unnoticed by the world, but are
also Gods beloved children.

As the Chief Executive Officer of Bon Secours Virginia Health System, I had the good fortune of meeting
and working with Governor McDonnell during his four year term as Virginia Governor.
I specifically worked with the Governor and his team on the location of the Bon Secours Washington
Redskins Training Center in Richmond. This became a multifaceted project that will ultimately create
over 225 new jobs and a capital investment of some $32.5 million in the city of Richmond, with a special
emphasis on Richmonds East End area. In this effort and on other projects working with the Governor
through organizations like the Virginia Business Council and Management Round Table in Richmond, I
came to appreciate Bob McDonnells service and commitment to the citizens of Virginia, especially the
underserved and less fortunate. His questions were always directed toward how the projects or polices
would provide jobs and positive economic impact to the community.
It has been very humbling for me to witness the Governors fall from grace, for I am personally aware of
numerous positive contributions he has made to the citizens of Virginia during his years of public
service. Judge, I urge you to consider Governor McDonnells good work on behalf of the Commonwealth
of Virginia when he appears before you for sentencing in January.

My family and I thank you for your service with respect to the trial of former Governor Robert
McDonnell. My name is A. Hugo Bowers, Jr. I am a citizen of Richmond, a graduate of Virginia
Union University, and current Chief Executive Officer of a family owned business here in
Richmond, Virginia. I am the current president of the Black Business Alliance of Virginia
(BBAVA) and Chairman of the Virginia Statewide Coalition. In addition, I am a Lifetime Member
of the National Association for the Advancement of Colored People (NAACP) and the eldest son
of thirteen (13) children, born and raised in Virginia.
I have known Bob McDonnell for many years. Five years ago I was asked to serve on his
Minority Business Enterprise (MBE) Advisory Board for the state of Virginia. During this period
of service, Bob McDonnell insisted that this group craft new ideas that would assure fair play on
state contracts. Bob directed his staff on many occasions to treat every citizen in Virginia the
same regardless of ethnicity. Through his leadership, I can attest that opportunities for
minority contractors, their employees and family members increased 360%.
Judge Spencer I have chaired an event in Mecklenburg County, VA for twenty (20) years. Each
year of Governor McDonnells tenure, I requested his office to send a congratulatory letter to
two graduating students of Bluestone Senior High School, Skipwith, VA, who unknowingly were
going to receive a scholarship to the college of their choice. The parents of and the students
had never had someone of Bob McDonnells stature to take time from his schedule to do
something so inspiring. The principal of Bluestone and the 200 guest of this rural community
were all moved by the personal character of Bob and the goodness of the message written in
those letters.
Your Honor, I am just a common citizen, along with many others, who have experienced a great
deal of decency and leadership in a man (Bob McDonnell) who did not hesitate to act on issues
that enhanced the common man. Not having any idea of how you judge or render sentences, I
not only ask you to employ compassion as you ponder sentencing, I respectfully ask for a
lenient sentence for an extremely good Virginian, Bob McDonnell, who happened to make

I am a 69 year old resident of Virginia since I was born in the Northern Neck. My career
included almost 30 years as an Extension Specialists at Virginia Tech, Charter Member of the
Virginia Corn Growers Association, Farm Journal Magazine - Man of the Year, and board
member of the Virginia Agribusiness Council for over a decade.

I met Governor McDonnell on many occasions during his term of public service in
Virginia. He is a good man, good public servant, and deserves tremendous credit for his service
to this country. I think it is a real crime the way he and his family has been treated this past
year. He was a part of something that was "inappropriate" but he his punishment has not fit the
crime.

I am disgusted about the way he has been treated and think he deserves an apology from
those that have tried to benefit from his mistakes. He worked hard to us during his public
service. I asked a former media person about him. She said that she know him when he was
Attorney General. He went the extra mile to be available and give honest answers.

Please judge the total contributions of this professional, not just one part of his service.
Balance is important is all aspects of life, and hopefully the law. A little public service by Bob
McDonnell should be all that would be required. He has already paid more than he should in
personal and family pain.

service as a judge and public servant. Thank you as well Judge Spencer for the
opportunity to express my personal knowledge and unqualified support for Robert F.
McDonnell, and my encouragement to you to extend him a lenient sentence.
I write you with great respect and a heavy heart for a man who I have known, worked
with, and also worked for over 20 years. During this time, I have served the
Commonwealth as Special Assistant to the Secretary of Health and Human Resources
where I worked directly with then Delegate Bob McDonnell on the issue of welfare
reform. I worked with him again, when I served as Communications Director and Senior
Advisor to the Commissioner for the Virginia Department of Social Services during the
implementation of welfare reform in the mid 1990s. Most, recently I directly served the
people of the Commonwealth under Governor McDonnells leadership as the
Commissioner of the Virginia Department of Social Services, and Special Advisor to the
Governor for Family Reintegration of State Offenders.
In these various capacities I have worked with former Governor McDonnell on issues
that range from:
Significantly reducing the number of homeless people in Virginia
Increasing the number of foster children who are adopted
Helping imprisoned adults to reintegrate with their children and family members
while in prison and once they get out
Helping individuals entrapped in the spider-web of dependency on welfare to find
work, reestablishing their work ethic and regaining their personal dignity
Aggressively restoring the rights of formerly incarcerated parolees
increasing the number of people who volunteer and donate to Virginia Food Banks
Increasing the number of prisoner reentry initiatives that helped to reduce the
recidivism rate in Virginia
Strengthening Virginia families by reduce the number of children who grow up
without a mother and father in their home

What is important to note is during this period of great leadership on behalf of the least
of these, Delegate and then Governor McDonnell could have chosen to focus on more
lucrative issues that would have likely increased his influence, his wealth, and his stature
in the General Assembly. I believe this personal decision to focus on issues that help
those less fortunate demonstrates a side of Governor McDonnells character that should
be considered by the court.
Governor McDonnell chose to focus on issues that disproportionately affected the poor,
the young, the weak, the imprisoned and vulnerable in our Commonwealth. These are
constituencies that seldom vote, give money to campaigns, or have any great political
influence. These are issues that are seldom championed by most politicians and
particularly not Republicans.
As background, I grew up in Norfolk, Virginia, and spent the first four years of my life in
government subsidized housing project called Liberty Park. During my high school years
we lived in a single family dwelling at the intersection of Princess Anne Rd, and
Merrimac Ave. across the street from both Bolling Park and Roberts Park. This was my
home. When I toured prisons, welfare offices, housing developments and the like, with
Bob McDonnell, I was taking him to places and introducing him to people who were like
me as I grew up.
My personal experience, for good or bad, has likely made me overly sensitive to well
meaning, do-gooder politicians. Those who come around only during election time,
those who make promises but dont deliver, those who look for a photo ops with poor
people, using them as props to advance their own political careers. I would not be a party
to this type of behavior. What I saw in Bob McDonnell was the very opposite of that.
Governor McDonnell went to places when the media wasnt there, and when it was not to
his advantage politically to do so. He served those less fortunate because of his love for
people, and his character and commitment to try to make their lives better.
The Bob McDonnell that I personally experienced, partnered with, and observed in the
middle of Richmond City Jail, a church in Church Hill, or a visit to Gilpin Court, was the
same man that I saw in the Governors Cabinet meeting, or a private meeting in his office
to discuss legislation, or bumping into him walking the hall during a busy day. A man of
principle, a man of love and compassion for others in need of help.
The Bob McDonnell I witnessed countless times, time and time again was a man of great
compassion who could relate as comfortably with a tatted up prisoner, welfare mother
or child in need of adoption, as with a member of the General Assembly or dignitary.
For the sake of time I will limit my observations to three memorable occasions.

In the summer of 1994 the Virginia Commission on Citizen Empowerment held a series
of large and small meetings, tours and discussions across Virginia to get the best ideas to
improve the delivery of welfare assistance to the poor. I served as staff to that
Commission and then Delegate McDonnell served as a member of the commission and
future patron of the welfare reform legislation. We visited a number of government
subsidized facilities like Gilpin Court in Richmond and housing projects in Norfolk and
Roanoke. I saw then Delegate McDonnell warmly and respectfully listen, learn and
discuss the best ways for people to transition off of welfare.
His view was not one embrace by Republicans who were more draconian at the time, in
fact his approach, demeanor and message was one of hope, support and encouragement to
help those entrapped in a cycle of poverty to break free from the debilitating and spider
web of welfare. He did not come or leave with an entourage, but by himself. He spoke
personally and directly with people, often staying after the event to converse with people
with compassion, attentiveness and respect. These were individuals who likely did not
vote for him, support him, or likely never vote for him. But he treated them as if they
were at a Republican convention. His compassion and respect extended great dignity to
the people he spoke with.
In July of 2013, Governor McDonnell was in the twilight of his tenure as Governor. In
my capacity as Special Advisor to the Governor for Prisoner Reentry and Family
Reintegration I arranged for the Governor to participate in a Daddy Daughter Dance
which was taking place at the Richmond City Jail. The Governor did not need to come,
the event would have happened without him. The press coverage was limited, but the
focus was on encouraging offenders who would be getting out within the next two years
to reestablish relationships with their family.
The Daddy Daughter Dance served as a opportunity for the guys to reconnect
relationally, but also emotionally with their daughters. Governor McDonnell not only
came with his own daughter, but stayed for the entire event, rather than popping in and
popping out for a photo op. On his way out, he then sat and talked with more inmates
who were also focusing on reintegrating with their family members. Governor
McDonnell expressed great respect, warmth and grace to these men, giving them dignity
and hope for the future.
While most of my interaction with Governor McDonnell has been professional, I have
also interacted with him on one personal occasion. Governors make dozens of decisions
daily and he made one which adversely affected me directly. After the decision was
made, Governor McDonnell took time to review it, looked into the matter further and
realized that he had relied on incomplete information when making his decision. Once he
realized this error, he rectified the decision and then sought me out to let me know why
he made the first decision and how he was made it right in his second decision. He did
not have to do that. He could have blown me off and moved on. But, instead he sought

me out to personally communicate his apology and appreciation that all was resolved. I
so respect the man for doing what others rarely do at all.
In closing, Judge Spencer, thank you again for the opportunity to share my thoughts with
you as you make this important and difficult decision. I respectfully request that you
employ great leniency in your sentencing. Please know that if you would like any

One last occasion that I would like to share that highlights the character of Bob
McDonnell is his Executive Order which expanded the automatic restoration of civil
rights to non-violent ex-offenders. Governor McDonnell often stated when talking about
the restoration of rights that we are a nation of second chances, we believe in
forgiveness and restoration. That giving people second chances is the American way.
Ben Jealous, National President of the NAACP, participated in the event and lauded
Governor McDonnell for demonstrating great courage and integrity. In an interview with
Democracy Now, Mr. Jealous said it best:
You heard the Governor talk about redemption for instance. That is the value
that he and I found three years ago when we talked about this, that we both
treasure. That was the principle we could come together on. People have a right
to redemption. And if someone is going to redeem themselves, then we as a society
have to do everything that we can..to help them.
Judge Spencer, as you execute justice in your sentence, please do so with the
consideration of the type of man of character and integrity that Bob McDonnell has
demonstrated throughout his life and career. Please extend to him the grace, mercy and
redemption, that when given the opportunity, Bob McDonnell extended to others.

Dear Judge Spencer,
I write on behalf of my longtime friend and colleague, Bob McDonnell. I served with Bob in the
Virginia House of Delegates, and upon my election to the US House of Representatives and
during my time in the leadership of the House, continued to work closely with Bob as he served
as Attorney General and then Governor of Virginia. I always knew Bob to be a man of integrity
with a strong commitment to the people of Virginia.
Bob and I were both elected to the House of Delegates in 1991 and were seatmates in Richmond.
I quickly came to know Bob and his family and to recognize his strong dedication to family,
community, commonwealth and country. We served together in the legislature for nine years
starting as freshmen members of a party deep in the minority and endured many hard fought
battles. I soon saw Bob's commitment to keeping his word when during our first term, Bob and I
joined only three other of our colleagues in voting against the Governor's budget. This vote was
a true test of standing by your principles despite fierce opposition, and Bob never wavered.
After Bob was elected to serve as Attorney General of Virginia, Bob moved his family from
Virginia Beach to Richmond. In fact, they settled into the same neighborhood as my family.
Our children attended and graduated from high school together. I know Bob not just as a
committed public servant, but as a husband and caring father, whose youngest sons spent most of
their teenage years growing up in the neighborhood with my own children. I understand the
extraordinary sacrifices one makes to serve in public office. Our families are asked to make
great sacrifices as well. I know Bob worked hard to provide his children with a "normal" life,
apart from the constant media and public attention that comes with elected office.
I met with and spoke with Bob regularly during his time as Governor. We both shared a great
commitment to offering positive results for the people of Virginia, and we spent a good amount
of time working through issues and sharing challenges, ideas and also many successes. There
were also times of disagreement. But even in those times, I knew we could have candid
conversations about what we thought was best in any given situation, and that we could come to
a fair and reasonable agreement. I always trusted Bob to maintain appropriate discretion and I
was never disappointed. He was always a man of his word.

Beyond the collaboration on official and professional business, I also saw Bob's commitment to
our community at a personal level. For example, we both are supporters of the Central Virginia
Food Bank. I have been with Bob and his sons as we volunteered at the Food Bank, and I know
this was something Bob did every year as Governor.
Thank you for the opportunity to share my support of Bob. I hope the experiences I share in this
letter help demonstrate the high level of character and integrity Bob has shown to me over the
last twenty-three years that I have had the opportunity to know him.

I'm writing today, first and foremost, to thank you for your service to the Commonwealth of
Virginia and to the idea of a free and fair judicial system. I know firsthand that public service
is not easy and requires sacrifice, and I sincerely thank you for giving so freely of yourself in
your esteemed capacity.
I also have the honor of writing to you today as a personal friend of Gov. Bob McDonnell.
Bob and I go back more than rz years, when I was first elected to the Virginia House of
Delegates. Bob was already a Delegate when I was sworn in, and we quickly developed a
strong friendship that has grown to transcend our political affiliation.
The strongest bond that Bob and I share is our commitment to our faith. Bob's Christianity
influences everything he does, and I saw it firsthand on several occasions. He is one of the
most faithful and Godly men I have ever had the pleasure of knowing.
Weare bonded together as well by our deep love of family. Many times, as Bob and I spent
time campaigning together, I watched as Bob put everything on hold to take calls from his
children and ensure that they had uninterrupted access to their father. We exchanged stories
about our sons and daughters - and Bob beamed with pride at each one - and he said many
times that there is no place he'd rather be than surrounded by his children.
Bob and I also share a deep love of country and a commitment to our fellow citizens. Bob's
record serving our country helped shape who he is, and he passed that devotion onto his
children. That patriotism will live on for generations to come.
I humbly ask you today to consider a lenient sentence for my friend, Bob McDormell. I
cannot thank you enough for your time and consideration of this matter. Bob has impacted
my life in an incredibly positive way, and I hope you will see fit to consider leniency for Bob

Dear judge Spencer,
Thank you for taking the time to consider this letter. I'd also like to thank you for your public
service and your commitment to justice that you live out in your daily life as a judge. That the rule
of law is taken for granted so widely in this country is largely thanks to the selfless service that you
and countless others through our nation's history have undertaken.
I currently serve as the Assistant Director for the University of Notre Dame's Institute for
Educational Initiatives. Before this I served as a teacher in Notre Dame's Alliance for Catholic
Education at an under-resourced school in Mobile, Alabama for two years, and before that I was an
undergraduate at Notre Dame. Over this time, I have had many encounters with Bob McDonnell.
The first was a brief encounter when I helped his twin boys navigate campus when they were here
for a summer camp. Since assuming the office of Governor, though, three experiences in particular
have demonstrated - to me, anyway- what kind of a man Bob McDonnell really is.
The first came three years ago as I was just starting my employment at Notre Dame. Governor
McDonnell came to Notre Dame to offer a reflection about the importance of the role of educationand particularly Catholic education- to our society and our citizens. It was as moving and personal
as it was spontaneous. Bob spoke without notes about the great history of education in our country,
and everyone who heard him could tell this was something that he truly valued. What I'd like to
point out, though, has nothing to do with his public appearances. For whatever reason, Gov.
McDonnell's usual staff person who traveled with him was on vacation. It fell to me to try to keep
the Governor on time to events (the weekend was stacked with events due to a large building
dedication that he was in town for). The governor was almost impossible to keep on time not
because of his lack of respect for the people he was going to see but because of his deep interest in
every single person that he was encountering along the way. At no point in the weekend did anyone
who wanted to shake his hand leave disappointed. And, once you get to shake Bob's hand, you're in
for at least a short conversation about your family and your personal experiences. As someone for
whom small talk of this sort does not come naturally, I can attest to the physical exhaustion that
would have done Bob had he been faking his enjoyment in even the slightest way. Bob is simply
interested in and caring of people.

The second experience was in August of 2013. My family happened to take a trip to Richmond and
Washington, DC and by total coincidence happened into the same church for Sunday Mass that
Governor and Mrs. McDonnell attended. After the service, I approached them simply to say hello.
They immediately wrapped me up in a hug, noticed my family across the congregation (thanks to
my brother's likeness to me), and called them over as well. For the next 20 minutes, they got to
know all of the members of my family. Again, this was a genuine gesture that Bob clearly enjoyed.
He also insisted that we see something that we had cut off of our list- the reenactment of the "Give
me liberty or give me death" speech- that ended up being the highlight of our trip for each of us.
That Bob would take the time to talk to me and get to know my family when it was clearly not
expected reinforced my earlier perception of him as one who cares deeply about people.
Finally, I was blessed to be back in Richmond two months later as part of a national bus tour to visit
the teachers in our teacher formation program across the country. Once again, Bob showed
incredible energy, gratitude, and warmth for all of our teachers, the other members of the
community, and the students and families who gathered for the event that we were able to have at
the Governor's Mansion.
I realize that this is, by now, a lengthy letter, but I think that each of these touch points is important
to show because they were all different settings (including one very private one - his and
Maureen's trip to church on a Sunday morning!), but across the time, geography, and contexts of
these interactions, Bob's warmth, generosity, and care for every person who was fortunate enough
to cross his path remained utterly consistent and incredibly apparent.
Thank you again for your public service, and I hope and pray that you will judge Bob with leniency
and consideration for these stories that I hope in some small way have conveyed the goodness and
generosity that I have only ever (and often) witnessed from him.

Thank you for your service to the people of the Commonwealth, and the Nation.
I am Douglas W. Domenech. I served as Secretary of Natural Resources for the Commonwealth
of Virginia in the Administration of Governor Robert F. McDonnell from 2010 to 2014. Since I
was one of the few members of the Cabinet who did not testify before your Court during the
McDonnell trial, I thought I would write to offer my view of this man.
As the Commonwealths principal environmental and natural resources official, I had the honor
of overseeing Virginias vast and abundant natural resources. While there were many
challenges, as the unofficial Secretary of Fun, I had the opportunity to manage Virginias
network of State Parks, historic Civil War Battlefields, wildlife management areas, and
restoration of the Chesapeake Bay.
Bob McDonnell took a keen interest in all of these activities. In spite of the enormous demands
on his schedule, the Governor took time to hike and plant trees with school children, announce
the protection of important battlefields and Virginia Indian sites, develop and proclaim important
pollution reduction actions, and fund and inspect oyster restoration efforts in the Bay.
He reminded people at many of these events that it is our charge to leave the campground a
little better than we found it. And he kept this commitment leaving behind measurably
improved air and water quality, more abundant land and aquatic wildlife, and over 220,000
additional acres of conserved lands. He did many other things related to these efforts but I want
to relay to you a story about this man during one particular trip that reflects on his character.
In August of 2013, Bob McDonnell along with a group of local and state officials, leaders from
the oyster industry, and staff from the Marine Resources Commission traveled to Kellum
Seafood oyster-shucking and packing house in Weems, VA. After the plant tour, we were going
to head out by boat to inspect oyster growing grounds in the Rappahannock River.
As usual, a group of reporters was covering the event including Rex Springston, environmental
reporter for the Richmond Times Dispatch. Rex stumbled while getting into the boat and, while
the Governor reached out to catch him, Rex explained in a later article that he stiff armed a part

of the boat, discovering later that he broke his arm. As Rex tells it, I set about to interview
McDonnell. The talk didnt last long, and I stepped back to check my notes. The next thing I
knew, I was sitting on the deck of the boat with people, including the governor, hovering about
asking how I was doing. I had passed out from the pain, I learned later and fallen. My first
words, Im told, were gems of wit under fire: Did something happen?
Something did happen. I was standing next to Rex when he literally hit the deck. And he hit
hard. Not knowing how injured he might be, I propped him up with my legs. To my surprise, it
was not the trained marine law enforcement agents or the boat captain or the Governors
protective agents who jumped to administer aid. It was Bob McDonnell. The Governor of the
Commonwealth of Virginia, the former Boy Scout, the former Army Officer was immediately
there offering first aid. With Rex leaning on my legs I had a front row seat to the compassionate
Bob McDonnell, checking his vital signs, unbuttoning Rexs shirt, asking him questions about
his pain and medical history. Wow.
Here we were there with 20 or so people gathered for a boat trip but everything was on hold. We
had a second boat and the Governor could have easily turned the scene over to his staff and the
officers present. But he stayed there until Rex was lifted into a chair and was stable. Later, Rex
would say in an article, I wonder if Obamacare will work as well as McDonnellcare.That
evening, McDonnell called me at home. It turns out that politicians can be caring people. Who
knew?

I know you have many things to consider in sentencing Bob McDonnell. I hope this story gives
you a glimpse into the true character of this compassionate man.

I am writing to you on behalf of former Governor, Robert F. McDonnell, to make
request for a lenient sentence, because of the long history of good he has done for
our great Commonwealth, and because he became over the last four years, a
personal friend.
My family has been in Virginia since colonial times, and I have a great love for
our Commonwealth and the people who live here. I was the first person in my
family to graduate from College, Im a proud graduate of Virginia Tech and
manage my own small business. But I am also the wife of a former member of
Governor McDonnells Cabinet, Secretary of Natural Resources, Doug
Domenech, and in that capacity, I was privileged to get to know the Governor
personally during my husbands term, 2010-2014.
One of the things I respected and appreciated was the Governors first hand
knowledge of military service. There were many occasions when he honored and
supported military families. I felt this personally. My son is an active duty Army
Officer, and during 2012 he was serving with the 82nd Airborne unit in
Afghanistan. As you can imagine, with a son downrange, we were anxious for
news of his welfare, and said many prayers on his behalf.
Once the Governor knew that our son was in the Army, he ALWAYS asked
about how he was, and how I was doing, as he understood first hand how hard it
is to have your child serving in harms way. As a man of faith, the Governor

encouraged us that he was praying for our son. We were grateful for the
understanding and concern he showed. We are grateful to God that our son
returned safely, along with all of his platoon.
I was also very impressed by the Governors initiative to find homes for the
children remaining in Virginias foster/adoption system, and my husband and I
both supported that effort, since we adopted our youngest child through a
Virginia Agency. The Governors Initiative was very successful, placing over
1,000 children in loving homes. The desire of the Governor to meet the needs of
some of the least powerful and disposessed people in our Commonwealth shows
the true heart of this man you will have to sentence.
In light of his compassionate and long service to our Commonwealth, I implore
you to make his sentence lenient.

We are Paul and Gail Duberstein. We are former neighbors of Bob McDonnell when he resided in
Virginia Beach. I have been a Regional Director of Operations with Jackson Hewitt Tax service for the
past 16 years, retiring this past April. Gail, after serving 30 years as a Virginia Beach Educator specializing
in reading and writing, is also retired. We have known Bob and his family for 20 plus years.
During that time we have witnessed Bob tirelessly giving of himself whenever asked. I recall one
incident when our neighborhood association needed some assistance with a proposal to the Virginia
Beach City Council regarding an adjacent neighborhood that was going to be built. Bob offered his
services and spent many hours with the neighborhood council formulating a proposal. He then went
above and beyond by actually delivering the proposal to the Virginia Beach City Council. In addition, his
time spent on this project was pro bono.
This is only one example of the many times that Bob was there for someone when needed. Over the
years Bob has earned our respect and admiration for his service and actions in which he has been
involved.
We would like to thank you for your service during the course of the recent trial for Bob. We would also
ask that you consider leniency when handing out the sentencing for him. We ask this because we know
Bob as a person, neighbor, and good friend.

I am writing on behalf of Governor Robert F. McDonnell in regards to his
pending sentencing. My name is Jasen Eige, I served as Counsel and Senior Policy
Advisor to Governor McDonnell. Prior to that I was counsel to his transition office
and his gubernatorial campaign. Before working on Governor McDonnell's
campaign, I served in several roles in the Office of the Attorney General of Virginia
from 2003-2009, including as Chief of Staff and Counsel to then -Attorney General
McDonnell.
I first met Governor McDonnell in 1999 while attending law school and
interning in his legislative office. After the internship, I kept in contact with him,
and when he was elected attorney general in 2005, I stayed at the Office of the
Attorney General and worked in his administration.
Based on this long history with Governor McDonnell, I write this letter to
share some of my experiences with him, particularly those that highlight his
integrity, commitment to serving others, and principled approach to governing.
When Governor McDonnell was attorney general, he decided to take h is twin
sons to New Orleans on spring break to help with relief efforts after Hurricane
Katrina devastated that region. He not only wanted to spend time with his children,
but also wanted to instill in them a sense of public service and giving. The most
compelling aspect of this selfless endeavor was that h e did not want th is trip to be
public. He wanted this to be a time of service to those in need and a lesson for his
sons. I believe it was only after he returned home with his broken jaw wired shut
from an accident in New Orleans that the media learned of this trip.
As attorney general, Governor McDonnell also promoted giving back to the
community and those in need. For example, he began the annual Legal Food Frenzy
as a Food Bank drive for lawyers and law firms, raising tons of food each year for
those in need across the Commonwealth.

Then-Attorney General McDonnell managed the Office of the Attorney


General with care and concern for the well-being and morale of the staff, who were
primarily career state employees, and for ensuring the ethical operation of the
office. He frequently asked what more could be done for the staff, and how he could
help them develop professionally and personally. He also insisted that we run a
well -managed and ethical agency, particularly in terms of our office finances, and
that we were fully compliant with all applicable laws and regulations for a state
agency, including our annual audit. To that end, we were able to reach zero audit
points during his administration.
Governor McDonnell is also a man of faith. He readily demonstrated the
importance of faith among staff and others. He routinely opened cabinet meetings
in prayer seeking wisdom and strength while serving the Commonwealth. He also
regularly prayed over meals, whether at a formal dinner in the Mansion or when
having lunch meetings with staff. This was not a public display intended for show,
but a glimpse into the heart of a true servant leader.
Governor McDonnell not only shared the joys of his staff and members of the
community, but more importantly, he also comforted and cried with those going
through painful experiences. I specifically recall him calling me late at night while
my wife and I were at the airport, when he learned that a dear friend of ours had
tragically passed away and we were leaving for the funeral. I also recall him
meeting privately with a victim's family, who suffered unimaginable terror and pain,
and listening to their story and crying with them over the loss of their child. This
was not a public meeting and display for the media, but a genuine desire to
understand and help heal this family's pain, showing genuine empathy behind
closed doors.
His heartfelt concern and support during these losses is well acknowledged
among countless friends, staff and citizens. This was not something he had to do,
this was not something that would make headlines, but it is a window into the true
nature of this man. He genuinely cares about the life of the people he knows and
even those he has never met.
As the governor's counsel and senior policy advisor, I also saw first hand his
principled approach to governing. Sometimes this meant Governor McDonnell did
not foJlow his party's lead, or did things that did not have a high probability for
success. Nevertheless, he proceeded based on what he truly believed was in the
best interests of the Commonwealth. One example of his principled approach to
governing was the historic transportation funding legislation that he initiated in
2013. Many told him that the political risks were too high and that the legislation
would never pass. Regardless of the very real risks to his political career and the
likelihood of a spectacular legislative failure, he strongly believed this legislation
was needed to serve the best interests of the Commonwealth and its citizens.
Despite these significant challenges and personal risk, Governor McDonnell pursued
this legislation successfully.

Governor McDonnell also showed his compassion and principled approach to


those who went through the criminal justice system, including his desire to reduce
recidivism in the Commonwealth. He strongly believes the Commonwealth should
restore those who paid their debt to society and want to become productive citizens.
To that end, he took the unprecedented approach to restore the rights of non-violent
felons at a level greater than any other governor, making it "automatic" during his
administration. He also implemented significant prisoner reentry programs and
reforms. There are arguably many reasons not to pursue these policies, but
Governor McDonnell believed these actions were the right thing to do for the
Commonwealth and its citizens.
Governor McDonnell has a long record of principled public service. He has
demonstrated countless times his desire to do the right thing and to devote his
professional career and his personal time to serving the public, and doing what is
right regardless of the potential risks to his political career or the likelihood of
success. Based on my long-standing experience with Governor McDonnell, I believe
I have a unique opportunity to know his heart and who he is at the core. Due to this
experience and knowledge of his character, as I testified at the trial, I would work
for him again. I have no doubt that he will continue selflessly serving others.
In summary, I respectfully request that you -consider these factors when
determining Governor McDonnell's sentence. Based on the totality of
circumstances, the ends of justice can be served with a more lenient sentence for
Governor McDonnell. Thank you for your time and consideration of this matter.

Dear Judge Spencer~ My name is Polly Franks and I am an advocate for victims of violent
crime, particularly childhood sexual abuse. I have known Robert McDonnell since 2006, shortly
after he became Attorney General. Although I am a Democrat, I came to profoundly appreciate
Bob McDonnell's work on behalf of crime victims. His "Safe Kids Initiative" which was signed
into law in 2006 demonstrated his commitment to protecting Virginia's children from sexual
predators.
Years earlier, in 1995, Bob McDonnell sponsored a bill which would have a direct impact on my
family. That same year, my 8 and 9 year-old daughters became the victims of a former neighbor
and friend who - to our horror - turned out to be a convicted serial rapist from Texas. We knew
him as Joe Smith. History will remember him as Richmond's notorious "Bandanna Bandit."
Smith would ultimately be linked to at least 286 victims in two states - Virginia and Texas.
When this monster was tried in Chesterfield County in 1998 for the sexual assault of yet another
child, Smith was sentenced to life without parole. Because of Bob McDonnell's efforts in 1995,
this incredibly dangerous man will never be eligible for parole. My children will never be
subjected to the very real horror of a parole hearing and Smith will have no further opportunities
to sexually assault another innocent child.
Judge Spencer, I am asking you to please consider the tremendous good that Bob McDonnell has
done in his life. He is not a danger to society. With his age, education and life experience, there
is still a tremendous amount of good that he can do - not only with his own life but on behalf of
other people as well. Please do not send him to prison. For the sake of his family, please give
serious consideration to other means o~shment

Re: I believe in miracles and I pray that you will allow Our Lord to steer your decision and be lenient to both Former
Governor Bob and Former First Lady Maureen McDonnell. In this journey of life, every human at some point in
their lifetime makes a bad decision or toI know I havewith that being said, everyday I repent and asked Our
Lord to forgive me for I lack wisdom, discernment, knowledge and understanding as my purpose is serving The
One and Only Almighty, Lord Jesus Christ and Our Holy Spirit.
Dear Judge Spencer,
I was one of the 10-executive women who were invited to dinner in Virginia Beach when Bob was campaigning in
2008. As a small business owner and honorably served in the USAF, I was the only executive with an Agenda:
1. Bringing Christian Principles and discipleship back into our country. When I was stationed in different countries,
as Americans we were taught to respect the countrys beliefs, culture, environment, rules and regulationsshould
be the same for Our Country.
2. Bringing Jobs back into our country and I oppose to Americans not having jobs available to them. Most
importantly, large companies headquartered in different states and doing business here in Virginia.
3. Assist our military transition back into civilian communities and start holding companies, organizations from
exploiting veterans and government dollars.
4. Assist entrepreneurs being successful with effective programs which one day, would grow up and become large
companies.
5. Provide a soft-landing for the homeless by giving them a second-chance with their professional lives.
At the end, Bob thanked me for being candid about my love for our Lord and my agenda items. I recalled calling
Bob during his campaign and giving him contacts to meet with business owners, organizations including minority
organizationshe humbly contacted each and met with them. Ive yet to meet someone who cares and so humble
even when he was in office. I ran into both Bob and Maureen a few times during his term as Governor at events,
both have always treated me as if I was just as important to them as their family member.
In closing, I can honestly say, Bob and Maureen are naive, because they were just as humble, loving, and caring to
everyone when I was around including yours trulya total stranger during her darkest hour before being a
Governor and after elected to become the Governor. On a side note, just as Bob and Maureen, I too have trusted
peoples words and values and paid a huge price as they are now. Nonetheless, my prayers is for them not
experience jail time. Furthermore, when I watched the trial, it brought tears to my eyes as they were not the same
people as they were being presented and portrayed to be? Moreover, I felt they experienced some form of betrayal

MynameisTomGardnerandIhaveknownBobMcDonnellforalmost40years.Heismarriedtomy
sisterMaureenandasmybrotherinlawhasbeenintegralpartofmyfamilyformanydecades.I
believethatIhavealwayshasacloserelationshipwithBobandhisfamily.AsmybrotherinlawIhave
alwaysknownBobtobeatruefamilymanandalwaystreatednotjusthisownfamilywiththeutmost
respect,butmineaswell.
SinceBobandIhaveknowneachotherforthebetterpartofourlives,IfeelthatIamagoodcandidate
tosharewhatkindofpersonheis.WhenIwasyounger,whenhefirststarteddatingmysister
Maureen,Ilookeduptohimasanolderbrother.BothheandIhavebeenpartofbigfamilieswith
parentswhoalwaysstayedtogether.Thatkindofenvironmentandbackgrounddirectlywasthebiggest
reasonhehasalwayshadastrongfoundationthatbuilthissolidcharacter.LikeBob,Ialsoama
veteran,spendingsixyearsintheUnitedStatesMarineCorps.Bobalwayshasbeentherelikeanolder
brotherandfriendasIwentthroughthetoughesttimesinmylifeandIhavetriedtobethereforhimas
well.WhichiswhyInowwritethisletter.Yourhonor,recentlybothBobsfamilyandmyfamilyhave
lostparents.Ithasbeenaroughfewyears,butBobremainedsteadfastonbeingthepillarthatthe
familyneededandalsotheCommonwealthofVirginianeededasourleaderandGovernor.
Bobhasalwaysbeenanamazingfather,directlyinvolvedineveryaspectofthelivesofallfiveofhis
children.Mostparentswouldbeenviousofthebondthathehaswithallthreeofhisdaughtersand
bothofhissons.Speakingformyself,Iappreciatedwhatkindofafatherhehasbeen,thateightyears
agoIaskedBobtobemyonlysonsGodfatherandofcourseheaccepted.Hehasbeenaverycaring
uncleforbothmysonanddaughter.
Irespectandcompletelyunderstandthatyouhaveaverydifficultjobtodo,butIknowBobsoIaskthat
considerthefactthatthismanhasdonequiteabitforhisfamily,thestateofVirginiaandfortheUnited
StatesofAmerica,andbecauseofwhathehasaccomplishedandhowhewasraised,heisamanof
integrityandhonor.Furthermore,hesahusbandandfather.Hisimmediatefamilyneedshimto
continuebeingtheirpillar.SoIaskthatthatyouconsiderallofthispriortosentencingthisman.Hehas
beenafaithfulservanttohisfamily,communityandcountry,andlikeascoutandveteran,helefthis
postinbettershapethanhowhefoundit.IbelievethattobeafactasdomanyotherVirginiansand
Americans.
