School Education Current
Pre-primary (no change)
Basic General (no change)
Upper Secondary
On completion of nine-year basic education, pupils can either continue their studies
at upper secondary school, or move to vocational training.
Upper secondary education lasts three years, covering Grade 10 to 12.
Upper secondary schools admit those who have completed basic education and
prepare pupils for further education. The school year is divided into two terms of
about four months each.
The syllabus at upper secondary schools is a continuation of that at the basic
education schools.
Examinations are taken at the end of each term.
Upper secondary school examinations are the responsibility of the Ministry of
Education and Training. On successful completion of upper secondary school
education pupils are awarded the Bang tot nghiep pho thong trung hoc (Upper
secondary school graduation certificate)
Vocational training school
Vocational schools offer courses to both lower secondary leavers (grade 9) and the
upper secondary leavers (grade 12). Training courses last one to three years.

There are currently three separate strands of vocational training and technical
education in Vietnam:

Secondary Vocational Education (3-4 years)

Secondary Technical Education (2-4 years)
Vocational training (6 months - 2 years)

Secondary Vocational Schools admit students who have completed primary

education, but also graduates of the lower secondary level. Primary graduates must
study for 2-3 years to complete the programme, while secondary graduates may only
need 1-2 years. The graduates of secondary vocational schools are intended to be
skilled workers, and may specialise in agriculture, construction, industry, trade and
services, culture and arts or transport and communications.
Secondary Technical Schools aim to produce middle level technicians. They admit
graduates of lower secondary or upper secondary education, for 3-3 or 2-2 years
respectively. Graduates of some programmes may apply for higher education and be
exempt from the first year of a degree course. Areas of specialisation include finance
and services, agriculture and forestry, culture and information, health and sports,
industry and pre-school teacher training. Secondary technical education is also
available in provincial teacher training colleges and medical colleges, though these
institutions also offer programmes classified as higher education.
Vietnam has an arcane and little used system of vocational classification which rates
workers at skill levels from 1 (the lowest) to 7; skilled workers and technicians are at
grades 3 and 4. There is no systematic vocational qualification system.
