Main Responsibilities

General
To organise all logistics processes, including purchasing, warehousing, communications and transport, as well as the related administrative procedures,
for Oxfam operations.
To supervise and support all logistic personnel working for Oxfam.
To implement and monitor logistics systems, in accordance with Oxfam GB policies and procedures.
To establish and maintain good contacts with suppliers, government offices, UN agencies and other NGOs with regards to logistical matters.
To report weekly and monthly on all logistics activities to the project manager / country Logistics Manager.
To assist the Programme Managers with logistics advice during the drawing up of new project proposals.
To performance manage all reporting staff.
Maintain Quality of logistic work, proper filing of logistic documents as per Oxfams logistic requirements.
To perform any other duties reasonably requested of you by the Project Manager..
Represent Oxfam in INGOs/NGOs Logistics working group in Aden.
Procurement and storage:
To manage procurement of items based on authorised requisitions, in line with Oxfam GB procedures.
To liaise closely with the Administrator/Finance Officer, as well as the Project Manager and Programme staff, on procurement processes.
To keep records of and maintain contacts with suppliers and local repair/maintenance shops, and to conduct price comparisons among them, in order to
get the best deals.
To oversee all warehouse activities, including systems and procedures for receiving, recording and the issuing of stock.
Prepare and manage suppliers contracts for supply of materials, implementation of project activities in coordination with programme staff.
Transport and communication:

To compile monthly vehicle and generator running costs.


To facilitate the installation, programming and maintenance of communications equipment
Supervising and planning vehicle allocation in order to optimally serve the needs of the programme.
To facilitate the monitoring of the fuel consumption of Oxfam vehicles and the skills of the drivers and keep all records.

To personally follow Oxfam GB regulations when driving an Oxfam vehicle.

Personnel:

To instruct and supervise logistics staff.


To provide support and training to the logistic team and programme staff in Aden to ensure that they are fully aware about Oxfams logistic procedures.

Administration:

To ensure that the Oxfam logistics systems, procedures and working practices are adhered to.
To ensure that all transactions/dealing are conducted in an open, fair and honest way so as not to bring the name of Oxfam into disrepute
To ensure that the proper administrative procedures and standards for Supply Request monitoring, ordering, stock keeping and dispatch are followed.
To keep a proper record of expenditures, receipts, requisitions, purchase order forms, waybills, and all other documents.

Security Management:

Checking the security situation on daily basis and making analysis on basis of incidents occur in project sites and in Aden town.
Generate incident reports on basis of security incidents and share with PM/CLM and Security Manager.

Participate in monthly security coordination meetings and give feedback to team in Aden and advise staff security accordingly.
Monitor the vehicle movement and advise staff in pre-field trips planning in terms security and safety for safe travels.
Ensure all safety features are in place in Oxfam Aden office, residence and storage premises like fire extinguishers, fire protection blankets, locking
mechanism of main entrances.
Act as Security focal point for the Aden office.

Good experience in: purchasing, warehousing, vehicle management, administration.
Good written and spoken Arabic &English
Ability to keep clear and concise records.
Valid clean driving licence and sound driving skills.
Very good understanding with security management policies and practices and with strong background working in an insecure environment.
Sound experience in logistics report writing like procurement tracking, stock & inventory management, fleet management report, security management
report, logistics narrative report.
Desirable

Financial management ability.


Experience of supervision of staff.
Knowledge of Oxfam system
Experience working in an insecure environment and security management.
Good report writing skills.
