SECTION 01100 GENERAL REQUIREMENTS


PART 1 GENERAL
1.1

SUMMARY

A. Scope of Work: These specifications, together with the referenced specifications, standards, and
drawing (in Section 02510, Appendix C) specified in the contract documents, cover the
requirements for all work associated with this project.
Work includes, but is not limited to, the following:
1. To perform hydrostatic testing for the underground portion of the fire main according to
NFPA 13, Paragraph 10.10.2.2.1 and NFPA 24, Paragraph 10.10.2.2.1.
2. Provide final test report.
3. To pre-qualify, confirm on-call access to, and obtain and document hourly rates from,
services of the following providers, who shall be prepared to provide requested services
within eight (8) hours of such requests at the direction of the FAA:
a.

Pavement saw cutting services;
Trenchers / backhoe operators;
Soils removal / building material supply;
Safety equipment providers (barricades, safety tape, trench plates, etc);
Large scale work lighting (to illuminate the path of the tested piping);
Sufficient large diameter fire hose (approximately 800 feet of 4 inch diameter hose) to
provide a temporary fire protection water supply to the ATCT and Base Building from
an existing hydrant on Hangar Road, in case of extended impairment of the tested
piping. Necessary adapters for connections at the supply hydrant and the Fire
Department Inlet Connection at the Base Building. Necessary ramps to provide for
vehicular traffic over the hose for Hangar Road (two directional traffic) and for the
American Airlines parking lot (minimum two locations);
h. Additional Fire Watch during extended impairments.
B. Existing Facility Operations: The operation hour of ORDA ATCT is between 6:00AM and
10:00PM, seven days per week. The facility is occupied by Air Traffic and Airway Facilities
personnel. The hydrostatic test shall be conducted during the ORDA ATCT non-operational hours
of 10:01PM to 5:59AM and shall be conducted beginning on a Monday evening at 10:01PM.
It will be necessary for the Contractor to schedule and plan all work and coordinate all work with
the Contracting Officer's Technical Representative (COTR) at least ten (10) days prior to work and
shall be subject to approval by the FAA.
The Contractor shall be responsible for prior coordination of all work including that of standby
service providers, and all necessary communications with the FAA.
COTR may cancel or postpone the hydrostatic test at any time. COTR shall be authorized to
provide direction to the Contractor with respect to the performance of the hydrostatic test or its
termination.

C. Intent of Specifications: All material, labor and equipment required to perform the work shall be
furnished by the Contractor. All work shall be accomplished by experienced workers in
accordance with the highest standards of the various work trades involved. All work performed
and all materials and equipment used shall be approved by the Contracting Officers Technical
Representative (COTR). This shall include, but not be limited to, testing, inspection, scheduling,
reporting, and submittals.
D. Contract Documents: The Contractor shall not use dimensions scaled from drawing (in Section
02510, Appendix C). All dimensions shown on the drawing shall be verified by the Contractor by
actual measurements in the field. The reference drawing forms a part to this specification and is
applicable to the extent specified herein. If any conflict exists between the drawing and the
specifications, the specifications shall govern.
E. Materials: The Contractor shall provide all materials, equipment, and labor necessary to complete
the project. Equipment used in the work shall conform to applicable specifications and standards
or as specifically approved in writing by the Contracting Officers Technical Representative.
F. Submittals: The Contractor shall submit for approval six (6) copies of each required submittals.
Deviations from these specifications shall be submitted in writing to the COTR for approval by the
Project Engineer.
G. Construction Limits and Access: The Contractor shall confine operations, activities, and employee
parking within the designated areas, as directed by the COTR. Any additional area needed shall be
obtained off site, at no additional cost to the FAA.
H. Contractor's Use of Premises:
1. The Contractor and his subcontractors shall maintain the job site in a neat and orderly
condition.
2. It shall be the Contractors responsibility to remove and haul any waste materials to a legal offsite disposal facility.
I.

Security Requirements:
1. The Contractor shall be responsible for obtaining security clearances and badges, and
permission to access the Airport and ATCT sites, as necessary to accomplish the hydrostatic
test. Contractor shall be responsible for obtaining clearances, badges and access for any subcontractors and standby service providers.

J. Temporary Facilities:
1. Temporary Water: The existing building water system may be used for construction purposes
at no cost to the Contractor. Cold water only is available from the exterior wall of the facility.
The Contractor shall obtain location connections from the Contracting Officers Technical
Representative.
2. Temporary Electrical Power: The Contractor shall be responsible for all connections and costs
for obtaining temporary electrical power from the local power company. Connections to the
existing ATCT facility electrical system at any other point is prohibited. Coordinate with the
Contracting Officers Technical Representative.
The Contractor shall provide all supply lines for light and power, extension outlets, extension
cords, trailers, receptacles, bulbs, fuses, and other equipment required for safety, for proper
execution of the work, and for inspection purposes.
3. Temporary Telephone: The Contractor shall provide his own telephone service.
4. Temporary Restrooms: ORDA ATCT s sanitary facility is available for the Contractors
crews.

5. Removal of Temporary Facilities: The Contractor shall promptly remove all temporary
facilities from premises at the end of work. If the Contractor fails to do so within a reasonable
time after notification, the COTR will have the items removed at the Contractor's expense.
K. Cleaning:
1. Final Cleanup: Upon completion of work and before final acceptance by the FAA, the
Contractor shall remove his/her working tools, equipment, debris, rubbish, and unused
materials from the construction site.
L. Contractor's Liability: Damage to the existing facility or equipment caused by the Contractor shall
be immediately reported to the COTR. The Contractor shall be responsible for repairing or having
repaired damaged areas of the facility structure or equipment caused by the Contractor or his/her
employees. All repairs shall be accomplished at the Contractor's expense without delay and to the
satisfaction of the COTR.
1. Protection of Existing Utilities: It shall be the Contractor's responsibility to assure that
locations of all underground cables, pipes, conduits and utility lines are established before
beginning excavation work. Any damage to cables and utility lines shall be promptly repaired
at the Contractor's expense to the complete satisfaction of owners of such lines and cables.
The Federal Aviation Administration will field establish the approximate locations of its own
cables. Coordinate with the COTR before beginning testing activities.
2. Requirements Included: It shall be the Contractor's responsibility to provide protection of
work from weather, physical damage, improper use, and other adverse natural conditions.
3. It shall be the responsibility of the Contractor to replace any damaged work including finishes,
material and equipment.

SECTION 02510 - WATER DISTRIBUTION


PART 1 - GENERAL

SUMMARY
A.

This Section includes water-distribution piping and specialties outside the building for the
following:

SUBMITTALS
A.

Contractor Qualifications.

B.

Contractor Equipment and Contractor Reporting Requirements: The Contractor shall provide all
necessary materials, tools, equipment and manpower resources to safely and expeditiously
accomplish the hydrostatic test. The Contractor shall provide the following documentation:
1. List of Personnel who will perform work, including Fire Watch provider (10 days prior to
test date).
2. List of Standby Service Providers business name, potential function for this effort, point
of contact name, point of contact telephone number (10 days prior to test date).
3. Evidence of valid calibration of test gauges (within 1 year of date of use) to be used during
testing (10 days prior to test date).
4. Contact List for all Contractor personnel involved on the date of test name, company, cell
phone, email address.
5. Completed Contractors Material and Test Certificate for Underground Piping -see NFPA
13 Figure 10.10.1 and NFPA 24 Figure 10.10.1 for examples (within 7 days of completion
of test), signed by the Contractors license holder or officer of the company, and by the
NICET III certified technician (one signature will be acceptable if the individual is the license holder/officer and is NICET certified).

6. Hydrostatic Test Report a narrative description of the test including conduct of the test,
data recorded, description of impairments and restorations, and Pass/Fail determination, etc.
(within 7 days of completion of test).

QUALITY ASSURANCE
A.

Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70,
Article 100, by a testing agency acceptable to authorities having jurisdiction, and marked for
intended use.

B.

NFPA Compliance: Comply with NFPA 24 for materials, installations, tests, flushing, and
valve and hydrant supervision for fire-service-main piping for fire suppression.

PROJECT CONDITIONS
A.

Existing Utilities: Do not interrupt utilities serving the ATCT unless permitted under the
following conditions and then only after arranging to provide temporary utility services
according to requirements indicated:

Notify COTR not less than seven days in advance of proposed utility interruptions.
Do not proceed with utility interruptions without the COTR written permission.

CONTRACTOR PERSONNEL
A.

The Contractor shall be responsible for assembling a testing team to safely and expeditiously
conduct this hydrostatic test. The team shall be comprised of the following, at a minimum:
1. On-site Supervisor (one). To direct all Contractor activities and serve as a point of communication with FAA representatives, and to provide required communications to other parties
(e.g., remote supervising station, Chicago Fire Department). The job site supervisor shall
be a minimum National Institute for Certification in Engineering Technologies (NICET)
Level III (Fire Protection Engineering Technology: Inspection and Testing of Water-Based
Systems) certified technician. This individual shall be the same person throughout the duration of the project. The on-site supervisor shall have a cellular phone at all times.
2. Fire Sprinkler Service Technicians (three). To accomplish water-based system impairments, administer the hydrostatic test, observe the system at three locations of impairment
(hot box, fire pump room, and hydrant), observe the path of the tested piping during the test
for leakage, and restore water-based system impairments upon completion of test.
3. Fire Alarm Service Technician (one). To accomplish fire alarm and related system impairments, to manually control the fire alarm and related systems during an emergency at the direction of the FAA, and to restore the fire alarm and related system impairments upon completion of test.

CONTRACTOR QUALIFICATIONS

The hydrostatic test shall be performed only by a qualified Fire Sprinkler Contractor. The term
qualified means experienced in performing the work required by this specification, and licensed
by the City of Chicago. The Contractor shall have a minimum of five (5) years documented
experience in projects similar in size and scope to this project. The Contractor shall submit
evidence of such qualifications upon request.
The Contractor shall hold a valid City of Chicago Business License.
Contractor shall provide a job site supervisor who is to be present on-site at all times during the
performance of testing and all other related work. The job site supervisor shall be a minimum
National Institute for Certification in Engineering Technologies (NICET) Level III (Fire
Protection Engineering Technology: Inspection and Testing of Water-Based Systems) certified
technician. This individual shall be the same person throughout the duration of the project. The
job site supervisor shall have a cellular phone at all times.

COORDINATION
A.

All communications related to the hydrostatic test shall be conducted during normal working
hours; 8:00 a.m. to 5:00 p.m. CST, Monday through Friday.

B.

The Contractor shall be responsible for the following communications with the COTR:
1. Review of the proposed test schedule of events and detailed Test Procedure prepared by the
Contractor.
2. Review of expected test performance, and any required ATCT personnel response.
3. Identification of proposed fire protection system impairments, expected duration of impairments, and interim measures employed.
4. Notification of the impending system impairment and request that the Remote Supervising
Station to be notified the system status be place On Test until further notification.
5. Notification that all systems have been returned to normal operational status, and request
that the Remote Supervising Station return to normal processing of all incoming signals
from the ATCT/Base Building.
6. Copies of the completed Contractors Material and Test Certificate for Underground Piping
and hydrostatic Test Report.

PART 3 - EXECUTION
3.1

FIELD QUALITY CONTROL


A.

Hydrostatic Tests:
1.

Piping to be Tested: The purpose of this section is to define the required testing
procedure for the dedicated fire protection underground piping. The dedicated fire
protection underground piping shall be defined as all fire protection underground piping:

a.

Downstream of the terminal flanged joint of the double check valve backflow
prevention assembly gate valve in the hot box (see drawing and APPENDIX B),
and

b.

Upstream of the wall Post Indicating Valve in the Base Building Fire Pump Room
(see attached drawing and APPENDIX B), and

c.

Upstream of the hydrant main valve (see drawing and APPENDIX B).

2.

The hydrostatic test shall be conducted during non-freezing weather periods.

3.

The test pressure shall be gradually increased in a controlled manner until the minimum
acceptable test pressure is achieved. The initial pressure increase shall be to not more
than 50 psi. The subsequent pressure increase shall be to not more than 100 psi.
Thereafter, incremental pressure increases of not more than 20 psi each shall be applied
to the system. Each pressure increase shall be held for a minimum of ten (10) minutes,
and the system shall be observed over its entire length for any signs of leakage before the
next incremental increase in pressure. If significant leakage and associated pressure drop
is identified at any time during the test, the test will be terminated. Final test pressure
shall be 200 psi minimum. Test pressure nominally in excess of 200 psi will be
acceptable. Test pressure shall not exceed 220 psi. The expected duration of the
hydrostatic test process is eight (8) hours.

4.

Test Process
Refer to APPENDIX A, RECOMMENDED SEQUENCE OF EVENTS Day of Test,
for recommended step by step instructions for conducting the hydrostatic test. The
Contractor shall review the instructions and provide constructive modifications, if any,
for FAA review and approval. The Contractor shall prepare a detailed Test Procedure for
review and approval by the FAA. The detailed Test Procedure shall be signed by the
Contractors license holder or officer of the company, and by the NICET III certified
technician (one signature will be acceptable if the individual is the license holder/officer
and is NICET certified). The detailed Test Procedure shall incorporate the following, at a
minimum:
a.

IDENTIFICATION OF SYSTEMS TO BE IMPAIRED: All impaired systems


shall be identified by implementing proper lock out-tag out procedures for each impaired system. The following fire protection systems will be impaired due to the
hydrostatic test of the fire protection underground piping:
i.

Fire Detection and Alarm system. The system will be placed in test mode,
such that signals automatically transmitted to the Remote Supervising Station
will not be processed until notification is provided that system test status is
concluded. Note that local fire detection and alarm functions will operate normally; only off-site communications will be affected by the hydrostatic test.

ii.

Fire Pump/jockey pump system. This system will be impaired during the hydrostatic test, and remain impaired until the test is completed and all systems
restored to normal operating condition.

iii.

Automatic sprinkler and standpipe systems. Although the recommended sequence of operations will provide for pressurized water to remain in the sys-

tems, these systems will be impaired during the hydrostatic test, and remain
impaired until the test is completed and all systems restored to normal operating condition, or until alternate water supply is provided for the systems.
iv.

Stairwell pressurization system. As this system is controlled by the fire detection and alarm system, it will be impaired during the hydrostatic test to the
same extent as the fire alarm system, and remain impaired until the test is completed and all systems restored to normal operating condition. Manual actuation of the stairwell pressurization system will be possible at the fire alarm control panel during the hydrostatic test.

v.

Fire Protection Underground Piping. This system will be impaired due to


valve closures and joint disconnections at the hot box and at the Base Building
Fire Pump Room, and remain impaired until the test is completed and all systems restored to normal operating condition.

b. INTERIM LIFE SAFETY MEASURES: During hydrostatic testing activities, it is


likely temporary hazards may be posed due to the work being conducted at the facility. Interim Life Safety Measures (ILSM) are actions that must be taken to compensate for the temporary hazards. Implementation and enforcement of ILSM is the
responsibility of all occupants within the building, including employees and construction/testing personnel. However, primary identification of hazards and the actions taken to compensate for temporary hazards are the responsibility of the Contractor. All ILSM are subject to approval by the FAA.
i.

Prior to commencement of testing, conduct a meeting, to be coordinated via


COTR, during normal working hours to inform all Tower and Base Building occupants (employees and construction personnel) of the project scope
and duration. This should include, at a minimum, the following:

An overview of the testing project.


A preliminary schedule for the construction.
Discussion of affected fire protection and life safety systems including active and passive features.
Discussion of the effect on daily and emergency operations.
Demonstration of signs, messages, etc. to be used to identify hazardous conditions and the corresponding ILSM.
List of contacts for reporting hazardous conditions.

ii.

The Contractor shall provide appropriate signage, in a location(s) approved


by the FAA, to notify occupants of current activities and ILSM in effect at
the facility. The signage shall be verified prior to each construction shift
and employee shift. The signage shall indicate the present hazards and the
safety measure(s) provided to compensate for the hazards.

iii.

The facility fire alarm system will not be fully operational during this testing, due to other fire protection system impairments. The Contractor shall
provide, at a minimum, the following additional ILSM:

Inform the fire department of the impairment of the facility fire


alarm system and inform them of the ILSM being taken to compensate for the impairment.
Fire Watch. The contractor shall notify the COTR and ensure a
plan is in place to notify the occupants of the ATCT and the Base

Building, and the Chicago Fire Department in the event of a fire


during the impairment. In order to achieve occupant and fire department notification in these instances, a fire watch is necessary.
The Fire Watch service, plan and personnel shall be approved by
the FAA prior to the hydrostatic test.
iv.

If the testing activities result in the use of temporary ignition sources (hot
work), i.e. welding, cutting, plumbers torch etc., the Contractor shall comply with OSHA 29 CFR 1910.251-252 and provide, at a minimum, the following ILSM:

Inform the COTR of hazardous operations.


Keep a log of all hot works activities.
Provide the appropriate type fire extinguisher to the personnel performing the work (all construction personnel shall be trained in the
proper use of fire extinguishers prior to the commencement of
work).

Determination of Pass / Fail


1.

Primary Criteria: The primary criteria for passing the hydrostatic test are to pressurize the
portion of the system to be tested to a pressure not less than 200 psi (13.8 bar), and to
maintain that pressure without loss for a period of not less than 2 hours.

2.

Alternate Criteria: the hydrostatic test can be considered to have passed by comparison to
the maximum allowable leakage identified in the referenced standards. See NFPA 13
10.10.2.2.4 and NFPA 24 10.10.2.2.4. Except for the potential termination of the test
as directed by the COTR due to the observation of significant leakage and associated
pressure drop, this alternative test procedure is intended to be conducted concurrently
with the primary test procedure, and the process of determining the volume of water
required to restore the initial test pressure shall immediately follow the 2 hour test period
of the primary test procedure. This alternative test procedure will be pursued only if the
basic criteria identified in item 1, above is not achieved
Allowable leakage is identified as a function of the number of joints in the tested piping,
at a maximum rate of 2 quarts/hr (1.89 L/hr) per 100 gaskets or joints, irrespective of pipe
diameter. Given that the length of pipe run is approximately 740 feet and 70 joints are
estimated, 2 quarts/hr (1.89 L/hr) for two hours, or a total of 4 quarts (3.78 L) will be
considered the maximum allowable leakage. If 1 gallon or less is required to restore the
system to the initial test pressure, the test will have passed. If more than 1 gallon is
required to restore the initial test pressure, the test will have failed.
The amount of leakage in buried piping shall be measured at the specified test pressure
by pumping from a calibrated container (i. e., the two hour test duration will begin when
the test pressure is 200 psi or higher. If the pressure drops during the test, at the end of
the two hour test period the system will be re-pressurized to the initial test pressure by
pumping water from a calibrated container so that the volume of water required to restore
the initial test pressure can be determined).

1. System static pressure before test.


2. Time and pressure for each incremental increase until minimum test pressure (200 psi) is
achieved (start time).
3. Time and pressure at 15 minute intervals during the minimum 2 hour test period.
4. Time and pressure at end of 2 hour test period (end time).
5. System static pressure after testing is concluded, and all systems are fully restored.
6. (If alternative test is performed, only):
a. Time and pressure for each incremental increase until minimum test pressure (200 psi)
is achieved (start time).
b. Time and pressure at end of 2 hour test period (end time).
c. Time and quantity of water required to restore test pressure to start time pressure.
D.

Restoration of the system to the before test condition, removal, of any impairments, and
confirmation that the fire protection systems are fully operations.

APPENDIX A
RECOMMENDED SEQUENCE OF EVENTS Day of Test

This sequence assumes all required prior communications related to the scheduling, performance and
standby service providers for the hydrostatic test have been properly accomplished. This sequence assumes that the basic criteria for hydrostatic testing is pursued descriptions related to the alternative test
criteria based on test performance compared to maximum allowable leakage are not provided below.

Test Procedure
1. Notify the Remote Supervising Station and the local Fire Department via COTR of the intent to
impair systems for testing purposes.
2. Impair the Fire Alarm System by putting in test mode.
3. Impair Fire Pump and Pressure Maintenance (Jockey) Pump. Place controllers in Off position.
4. Impair valves. Close wall Post Indicating Valve at Fire Pump Room, and close two 8 OS & Y
valves on inlet and outlet side of backflow prevention assembly in hot box.
5. Relieve pressure from system. At hydrant, remove hydrant outlet cap, open hydrant main valve
to relieve pressure. Leave valve open temporarily.
6. Prepare system piping for test. Accomplish disconnection of flanged joints in Fire Pump Room
and hot box. Rotate and re-install elbows for better access. Install gasketed test flanges in Fire
Pump Room (with pressure gauge) and in hot box (with fill connection).
7. Fill system with water, through test pump, to normal static pressure. Do not operate test pump.
Use upstream test cock on backflow prevention assembly as source of fill water. Relieve any air
in system piping at hydrant; when system is full of water and air is relieved, securely close hydrant main valve. Inspect the piping and site for the full length of the tested piping for any leakage. Correct/tighten any leaking joints.
8. Using test pump, gradually and incrementally increase pressure in system. See Section 02510
paragraph 3.1.A.3. Initial pressure increase shall be to 50 psi or normal static pressure, whichever
is higher. Next pressure increase shall be to not more than 100 psi. Subsequent pressure increases shall be incremental, with each incremental increase not more than 20 psi. Hold each incremental pressure increase for 10 minutes before accomplishing the next pressure increase. During the 10 minutes hold time, inspect the piping and site for the full length of the tested piping for
any leakage. Terminate test immediately if any significant leakage and associated pressure drop
is observed.
9. Achieve system hydrostatic test pressure of not less than 200 psi.
10. Secure test pump fill valve, and detach/remove test pump from tested piping.

11. Record pressure data before, during, and at conclusion of test. See Section 02510 paragraph
3.1.C. During 2 hour test period, record pressure every 15 minutes, and inspect the piping and
site for the full length of the tested piping for any leakage at the same frequency. Terminate test
immediately if any significant leakage and associated pressure drop is observed, or if directed to
do so by the COTR.
At the conclusion of the 2 hour test period:
1. Gradually relieve pressure from the system by opening the hydrant main valve. Relieve all pressure from the system.
2. Remove test equipment from the flanged connections in the Fire Pump Room and the hot box.
Restore the flanged elbows to their original positions in the Fire Pump Room and the hot box. Inspect all gaskets before reuse, and replace as needed. Apply anti-seize lubricant to bolt and nut
threads and flange/washer mating surfaces. Secure all flanged connections. Taking a minimum
of four bolt tightening passes, torque flange bolts to minimum 200 ft-lbs force, in accordance
with ASTM/ANSI B16.1 or ASTM/ANSI B16.5.
3. With hydrant main valve open to relieve air, fully open OS & Y valve on upstream side of backflow prevention assembly. Slightly open OS & Y valve on downstream side of backflow prevention assembly to establish a low volume flow rate, and fill the restored piping with water. When
air is relieved from the system, securely close the hydrant main valve.
4. Fully open OS & Y valve on downstream side of backflow prevention assembly.
5. Gradually open wall Post Indicating Valve at Fire Pump Room until fully open.
6. Restore the Pressure Maintenance (Jockey) Pump to service. Place Pressure Maintenance
(Jockey) Pump controller in Auto position. Allow Pressure Maintenance (Jockey) Pump to run
until it automatically stops.
7. Restore the Fire Pump to service. Place Fire Pump controller in Auto position. Fire Pump
should not run.
8. Confirm all valves affecting fire protection water supply are positioned normally. Restore securing of OS & Y valves in hot box with chain and lock. Confirm no leaks are present at any joint in
the system affected by the performance of the hydrostatic test.
9. Restore the Fire Alarm System to normal condition. Communicate via COTR that the system
impairment is concluded to the Remote Supervising Station and the local Fire Department.
10. Remove all test equipment, apparatus, etc. from the site. Clean up site to before test condition.
11. Advise the COTR that test has been completed, and all systems have been restored to normal operating condition.
12. Remove all advisory signage from the ATCT and Base Building.
13. Provide certified test report to the FAA with recorded results.
