The Substation Planning Sector is the part of the Engineering Division that deals with all the
technical aspects of substations planning.

The Substation Planning Sector designs new substations and switching stations, as well as
improvements, expansion and retrofitting of existing stations.

The Substation Planning Sector specializes in customized design, from concept to completion,
according to the customer’s special needs and requirements.

The Substation Planning Sector has broad experience in the integration of systems from differ-
ent manufacturers and technologies.

2. Experience

The Substation Planning Sector had designed in Israel 176 substation (with a transformation
capacity of 14000MVA) and 13 switching stations (with a transformation capacity of 9800MVA). In
that period the sector had planned hundreds of significant substations retrofitting projects, and
improvements and changes projects in existing substations.

3. Example Projects

3.1. GEZER Switching Indoor Station

Gezer Switching Station was put into service in May 2001.


The station includes an EHV (400KV) station, 400/161KV 500MVA autotransformers, HV (161KV)
station, 161/24KV 45MVA transformers and MV (24KV) station.

EHV station
The 1 1/2 breakers EHV GIS station includes six diameters (with a future capacity of total 11 diam-
eters). The GIS was supplied by SIEMENS.

To the EHV station, are connected:


• Six EHV lines

• Two 400/161KV 500MVA autotransformers

HV station
The double-busbar HV GIS station includes two busbars (with a future design for total eight bus-
bars). The GIS was supplied by GE-HITACHI.
To the HV station, are connected:
• Eight HV lines (with a future design for total eleven lines)
• Two 400/161KV 500MVA autotransformers
• Two161/24KV 45MVA transformers (with a future design for total four transformers)

MV station
The Single-busbar MV GIS station includes two busbars (with a future design for total four bus-
bars). The GIS was supplied by ABB SACE.
To the MV station, are connected:
• Twelve MV lines
• Two 9MVAR capacitor banks
• Two161/24KV 45MVA transformers

Protection and control systems


The station is equipped with an ABB SCS 100 control system.

Line protections: 2 X LZ96a (ABB) or REL316*4 DIST + REL316*4 DIFF (ABB)

3.2. Misgav Substation

The following is a list of electrical design services that we can provide:

Misgav Substation was put into service in August 2000.


The station includes an HV (161KV) station, 161/24KV, 45MVA transformers and MV (24KV) sta-
tion.

HV station
The Single-busbar HV AIS station includes two busbars. The Circuit Breakers and Isolators were
supplied by SIEMENS.
To the HV station, are connected:
• Two HV lines (with a future design for total four lines)
• Two161/24KV 45MVA transformers (with a future design for total four transformers)

MV station
The Single-busbar MV GIS station includes two busbars (with a future design for total four bus-
bars). The GIS was supplied by ABB SACE.
To the MV station, are connected:
• Twelve MV lines
• Two 9MVAR capacitor banks
• Two161/24KV 45MVA transformers

Protection and control systems


The station is equipped with a SIEMENS LSA control system.

3.3. Retrofit for Jerusalem C substation

Jerusalem C was put into service in 1970.


The station includes a single-busbar AIS HV (161KV) station that includes six transformer bays,
four line bays and a coupler.
The station is equipped with two 161/24KV 30MVA, one 161/36KV 45MVA, one 161/36 30MVA
and two 161/13.8/13.8KV 2x25MVA transformers.
The MV station consist of two busbars with 36KV AIS (SACE), two busbars with 24KV metal-clad
switchgear (FEUCHTWAGNER with S&S circuit breakers) and four metal-clad 13.8KV busbars (SIE-
MENS)
The protection and control systems are based on electro-mechanical equipment and relays.

The retrofit objectives


The retrofit has three main objectives:
• Replacing the 24KV and 36KV stations with modern GIS stations.
• Modernization of the control and protection systems.
• Expanding the HV station.
All along the retrofit process, the station should remain operative.

The retrofit content


The retrofit will include the following:
• Expansion of the HV station – Lengthening the HV busbars and adding three HV bays
(two measuring bays, and one line bay).
• Conversion of one existing line bay to a transformer bay, and adding one 161/24KV
30MVA transformer.
• Replacement of the existing two metal-clad 24KV busbars with a modern GIS station with
three busbars. The GIS is to be supplied by ABB SACE.
• Replacement of the existing two AIS 36KV busbars with a modern GIS station with two
busbars. The GIS is to be supplied by ABB SACE.
• Replacement of the existing electro-mechanical control system of the substation with a
modern digital control and protection system «GE POWER» (Supplied by GE MULTILIN),
with a communication protocol IEC61850.
