Program Description
• This program is a continuation of the existing statewide Home Energy Efficiency Survey (HEES)
Program, which is coordinated among all IOUs
– IOUs share similar program theory, design and goals
– IOUs may implement logistics differently
– SCE/SCG implement a joint program
• HEES provides residential customers with information to help them become familiar with ways to
control and reduce energy and water usage in their homes as a path towards comprehensiveness
• Program is offered in multiple languages (e.g., English, Spanish, Chinese, Vietnamese and Korean)
to reach California’s diverse culture
• Up to four surveys delivery options available depending on the needs of customers
– Mail-In Energy Survey
– On-Line Energy Survey
– In-Home Energy Survey
– Phone Energy Survey
• Program provides survey results to enable participants to understand how their energy use varies
throughout the year and how their households compares with similar households
– Detailed information on their actual energy usage, including rate and usage analysis
– Information and literature on water conservation other integrated demand-side management programs (e.g.,
Residential Energy Efficiency, Summer Discount Plan, California Solar Initiative, Peak Demand Initiatives and
Low Income Energy Efficiency
– Recommendations are based on a whole-house system approach
– In the case of In-Home Energy Surveys, participants can start receiving instant savings with the free retrofit kit
(CFLs, LEDs, faucet aerators and other small energy-saving devices)

Integration with WHHP Program
• HEES drives customers to take action through DSM programs by providing
specific recommendations on actions and information
• Leverage HEES to move consumers on a path towards comprehensive
whole-house energy solutions
– HEES Energy Report will be a primary mechanism to drive customers to save
energy by educating them on their household impacts to the environment while
comparing household usage with similar households
– Lead customers to whole-house products and services, including financing
options, energy efficiency product and service providers, rebate/incentive program
applications and customer service touch points
• IOUs will utilize data collected from the surveys to provide targeted marketing
and strategic planning opportunities for WHHP and other residential energy
efficiency and DSM programs
• In-Home Energy Survey auditors will undergo WHHP training and provide
referrals for the WHHP program.
• Provide customers with the option of receiving a blower door test during the
in-home survey to generate leads for the WHHP program

to reach energy consumers across California’s diverse climates,
cultures and demographic segments
• The 2009-11 Residential Energy Efficiency Program is a bundle of
offerings that does in fact responds to a “convergence of influences”
– Programs are designed to offers different entry and exit points and
several lanes towards savings
– Every single measure offered is a path towards comprehensiveness
• 2009-11 IOU programs are already in alignment with Waxman-
Markey Bill

Program Description
• For SCE, continuation and enhancement of the WHHP pilot in 2006-08
• IOUs will implement local programs with the intent of developing a statewide program by 2012
– SCE and SCG offer joint programs
• Delivers comprehensive improvement packages tailored to the needs of each existing home and its
owner and provides consistent standards of professional branding associated with DOE/EPA’s
Home Performance with ENERGY STAR® Program
• Solicits, screens, and trains qualified residential repair, renovation, and HVAC contractors to
assemble a capable contracting team to perform whole-house diagnostic, develop a comprehensive
improvement package, complete recommended improvements, and verify and report overall results.
• Incentives are new for 2009-11 and will be offered to homeowners and contractors
– Customers receive incentives and information on available financing options to help offset costs for installing
WHHP measures performed by an eligible WHHP contractor
– Contractors receive incentives for formal home diagnostics, post-retrofit quality assurance testing and
reporting data on all jobs
• “Prescriptive” program approach design will be used with a third-party implementer to conduct
contractor training and verifications
• Provides participating contractors a full range of services including technical training, business
(marketing and sales) seminars, field mentoring, specialty team building and support, including
website materials, email newsletters, online peer group Q&A form and broad range of alliance-
