Manuscript of the report in the WDR-program Sport inside, broadcasted on Monday, 8th

December 2014
Yesterday morning in Vienna.
A meeting with Vitaliy Stepanov, the former employee of the Russian Anti-Doping Agency.
The man who, together with his wife and world-class runner Yuliya, had presented evidence
of widespread doping in Russia. This had very personal consequences for both himself and
his family, they had to leave Russia:

We dont have anything set up yet, there are still a lot unknown, it was a little difficult,
particular for my wife to leave the country. But at this point we thought that was the best
thing to do. And also the safest thing to do.
It is about statements, evidence and circumstantial evidence, which such images call into
question.
Insights unlike any that have ever previously existed.
Including clear instructions for doping by top coaches and physicians.
International sport and the World Anti-Doping Agency reacted with shock:

Well, the combination of all is terribly shocking. Individual components are disappointing.
When you combine everything and you look at the facts of this documentation and oft the
other things, that I have heard and seen, of course it is shocking.
The credibility of sport is in danger - also because Russian coaches, athletes and the
Athletics Federation did not respond to the massive allegations.
This is now done by Russian State television. In a report, it says:
The glory of others did not allow them to come to rest. The German team only took sixth
place in the medal table in Sochi. The reaction was immediate. The journalist of the ARD
TV channel has created something new: he now accuses Russian sport of systematic
doping.
And now the Russian Athletics Federation President, who had not responded to the ARD to
any concrete allegation, has spoken to the international media.

Our preliminary investigation has shown that all statements in this film are false. I have
spoken to the people who are accused, and I have found out that all the information does
not correspond with the reality.

However, the ARD Doping Editorial Group is in possession of many more original and
unedited audio and video documents, which provide good reason for doubt. For example,
one conversation in November 2014. Athletics coach Alexei Melnikov is heard in
conversation with principal witness Yuliya Stepanova. It is about the physician Sergej
Portugalov.
"Can I make my preparations again with Sergej Portugalov?"
"Of course, of course! We must only be much more careful with everything now. If we can
conduct blood tests, we will check everything. So that there are no noticeable changes,
that can happen sometimes, we have to avoid that, it is claimed in the recording.
Neither Portugalov nor Melnikov have responded to inquiries.
A sound recording is also available from world class runner Ekaterina Poistogova:

What about peptides?
We tried them in 2013.
Ekaterina Poistogova, the bronze medal winner over 800 metres at the Olympic Games. She
also did not answer.

I know that many athletes in our country want to change the system and want to talk
about it, but they're afraid. Theyre afraid because they have to live in this country.
Because this is a huge machine which you cannot destroy. Rather the system destroys the
people than the people the system.

If it is a system, then you cannot blame the athletes for this, but rather you must blame
those who have established this system. Because most of the athletes are still young
people.
And new inquiries in Monte Carlo indicate that the doping problem is probably not only
limited to Russia.
Someone who does not wish to be identified out of fear, a long-time member of the Medical
Commission of the IAAF has sensitive information. Internal IAAF lists from the years 2006 to
2008, athletes with alarming blood measurements. Among them: Spaniards, Kenyans,
Greeks, but also Germans, Moroccans, many Russians.

Just take a look the haemoglobin values how they have risen in only 4 months by
38 percent. And in the next four months they have fallen again by 16 percent, he
explains.
And goes on: "It's obvious that there's something wrong there. That simply cannot be. It is
absolutely clear to see and physiologically simply cannot be explained. This can only be
doping".
The IAAF informs us that the blood values in those years had not been enough for a sanction
according to the rules at that time. But that it had specifically tested suspicious athletes.
One claims to have heard little of this:
Unfortunately I have never heard of target testing in almost all cases, which were very
suspicious.
The words of a long-time member of the Medical Commission of the IAAF.
The World Athletics Federation stresses it proceeded according to the rules.
There is apparently need for further clarification. Also in another case.
The Russian long-distance runner Lilya Shobukhova. She apparently paid for her Olympic
participation, as she told the ARD last Wednesday:

"The Federation told us in 2011 that we could have problems - that the participation in
the 2012 Olympic Games was threatened. And we must now pay 150,000 Euros in order to
solve these problems. Then I could take part in the Olympic Games.
Overall, according to Shobukhova, in the end 450,000 Euros was paid, handed over in dollar
bills to the Russian national coach Alexei Melnikov.
In response to direct questions about this, Melnikov refused to reply.
Lilia Shobukhova took part in the Olympic Marathon in London. Later she should have been
retroactively suspended. And subsequently was. She asked for the money back. A sum of
300,000 Euros was transferred to the account of her husband.
From Singapore by a company called Black Tidings. Apparently with the knowledge of the
Russian Athletics Federation President Valentin Balakhnichev, who refused to answer
questions about it.
The owner of Black Tidings: a man from China, according to the investigation of the ARD
documentary broadcast last week.
And yesterday a new WDR research finding was officially confirmed by the IAAF:

The owner of "Black Tidings" is marketing consultant of the IAAF. And business partner of
Massata Papa Diack, himself an IAAF consultant and son of the IAAF-President Lamine Diack.
With good contacts to Russia.
Massata Papa Diack confirmed his business connections with the owners of "Black Tidings".
For example, in joint consulting for the IAAF. With the company "Black Tidings", however,
he says, he was neither a partner, nor a consultant.
The IAAF Ethics Commission is now investigating "Black Tidings", the company, which
apparently stands at the centre of a huge corruption scandal. And the Commission also now
wants to concern itself with the new WDR findings.
Meanwhile Vitaliy Stepanov who, together with his wife Yuliya, did much to get the ball
rolling, is attempting to build a new life. Because in Russia they do not appear to want to
forgive them.

Most of the people in Russia call us liars. In response I can only say that we are the ones
who are honest. It is sad that most people have responded to us in this way, although we
have been telling the truth.
Probably the biggest whistleblowers in the history of the fight against of doping to expose
a system they have exposed themselves to a great personal risk.
