Introduction
This policy outlines the charging and remission arrangements at Parklands
Community Primary School. It covers the following:
Charges for Breakfast Club;
Nursery charges;
Lettings to external companies/service providers;
Charges for extra-curricular activities such as educational excursions and
activities;
Hire arrangements in respect of the school;
Monitoring roles & responsibilities

Principles
In line with our School Vision & Values Statement, we aim to:

Ensure that education in school is free;


Ensure that activities offered wholly or mainly during normal school teaching
time should be available to all pupils regardless of their parents ability or
willingness to help meet the cost;
Ensure that that there is no statutory requirement to charge for any form of
education but the school has the discretion to charge for optional activities
provided wholly or mainly out of school hours;
Ensure that the school has the right to invite voluntary contributions for the
benefit of the school or in support of activities organised by the school,
whether during or outside school hours.

Practices
With the aforementioned aims in mind, it is the Policy of this school:
To continue to request voluntary contributions from parents towards activities
organised by the school during school hours.
The headteacher is willing to support the funding of certain activities through
the school fund account. Subsidies may be available to reduce the total cost
of the trip/activity for all children to make it accessible to all.
If insufficient voluntary contributions are forthcoming for an activity and
insufficient subsidies are available, then that activity may be cancelled.
The school may invite voluntary contributions towards, for example, the cost
of ingredients, materials and equipment for activities such as Cookery Club. .

This school may make charges for breakages and damage to property
including window breakage and cost for graffiti removal.

Music Tuition
There is no charge to pupils for music lessons delivered as part of the curriculum to
classes by peripatetic teachers.
Swimming
The cost of transporting children to and from the swimming baths, lifeguard cover
and lesson costs are paid for by school. Donations are not requested from the
parents towards the cost of the swimming.
Nursery Provision
Parklands Nursery provides Early Years Foundation Stage provision to children
when they reach the age of 3. Children can attend Nursery as soon as they are 3
years of age but must pay for any provision they receive before they reach their free
entitlement. Parents can claim up to 15 hours free provision a week, the term after
their childs third birthday. Parents can choose to take their childs 15 hours over full
days if they wish.
Parklands Nursery complies with flexible entitlement by offering additional provision
as follows:
Morning sessions x 2.5 hrs 9.00 11.30 am
Lunchtime cover x 1 hr
11.30 12.30 pm
Afternoon sessions x 2.5 hrs
12.30 3.00 pm
Charges for the above are as follows:
2.5 hr sessions
Lunchtime supervision

5.00 per session


3.00 per session

A pre-numbered receipt will be given for any money received. The receipt book will
be kept in accordance with CWAC financial regulations. Money is collected in by
staff on a daily basis.
Breakfast Club Provision
The daily charge for Breakfast Club is eighty pence per day. This is paid when the
child arrives for Breakfast Club. This charge contributes towards the cost of staffing
and breakfast foods.
After School Clubs
After school club activities are currently free with the exception of Cookery Club,
where parents are asked for a set contribution towards ingredients when the child
signs up for this club.

Trips
Each trip is subsidised by school fund and donations are requested from the parents.
All parents are given the option of paying by instalments with a payment card.
Residential trips are also subsidized and arrangements are in place to ensure that all
children are able to access residential visits if they wish.
Educational trips/activities are evaluated on an individual basis to ensure that the
costs involved offer best value and impact on academic, personal or social
development.

Lettings to external companies/service providers


The school is not currently let outside of normal school hours for any activities
organised by external companies or providers.
We acknowledge section 42 of the Education Act 1986 that the use of the school
premises at all times other than during the school day is under the control of the
Governing Body of this school in consultation with Eric Wright Facilities
Management.
We would consider letting the school premises to groups or individuals in the
community for:

educational use that will benefit the school;

social or community use;

commercial or private use


We would not consider any letting to any group that promotes or supports racism,
sexism, ageism, homophobia or any other type of discriminatory behaviour or whose
presence would otherwise be incompatible with the schools ethos and policies.
If an approach was made for a letting arrangement with an external company, this
would be considered by the Resources Committee who would consider viability of
the letting arrangements, profitability and additional overheads involved in
consultation with Eric Wright Facilities Management.

Monitoring roles & responsibilities


Day to day management of the procedures outlined in this policy are the
responsibility of the School Business Manager in conjunction with the Headteacher,
reporting to the Resources Committee of the Governing Body at least termly.
This policy is to be reviewed on an annual basis by the School Business Manager in
conjunction with the Headteacher.
