OBJECTIVES:
a. To have a sytematic actions in managing emergencies during
helicopter operations, prevent loss of life or injuries, control damage to
property, equipment, and facilities;
b. To have knowledgeable and skilled persons to utilize RFFS equipment
that are available and installed at the heliport to prevent injury, loss of
life, and damage to property; and,
c. The members of the Emergency Response Team could react quickly
in case of emergency during helicopter operation using RFFS
equipment installed and located at the heliport.
d. The ERT Team would be able to secure the heliport, rescue, evacuate
and administer first aid to injured persons, and suppress fire in case of
emergency or engine fire during helicopter operations.
SECTION I. ADMINISTRATIVE:
1.

Hazard analysis and discussion


This emergency preparedness plan as specifically for emergency during
helicopter operation at ICTSI elevated heliport. In of case of fire during
landing or take-off of helicopters, the heliport is equipped with rescue and
firefighting system equipment that will protect the passengers, equipment,
and facilities.

2.

Organizational Structure, Roles and Responsibilities:


The heliport operator established a Heliport Emergency Response Team
that will respond within two minutes during helicopter emergency situation.
The compositions of ERT include ERT Leader, Security Team, Fire
Fighting Team, Medical Team, Evacuation Team and Crowd Management
Team.

The following are roles and responsibilities of the ERT:


1. OIC, ERT
a. In charge in the maintenance, operations and housekeeping of all
Rescue and Firefighting equipment of the heliport;
b. Take the overall responsibility in deploying firefighting personnel
and equipment during emergency at the heliport; and,
c. Give order to the firefighting personnel in suppressing the fire
during helicopter emergency.
2.

Security Team
a. Prevent the entry of unauthorized personnel in the heliport;
b. Ensure the easy access of vehicles (fire trucks, company vehicle
as well as the ambulances;

c. Direct the flow of traffic away from the disaster scene; and,
d. Post at the assembly area and the protect people from harm and
secure the building property from possible looters.
3. Rescue and Fire Fighting Team
a. Knowledgeable and skilled to operate the rescue and firefighting
equipment;
b. Ensure that all rescue and firefighting equipment are available and
operational;
c. In charge in the operation, maintenance and housekeeping of all
rescue and firefighting equipment;
d. In charge in the manning of firefighting equipment during landing
and take-off of helicopters; and,
e. To suppress the fire in case engine fire occurs during helicopter
engine starting and shutdown.
4. Medical Team
a. Respond to medical emergency call and immediately administer first
aid to injured persons;
b. Coordinate transport of victims and accompany them to the nearest
hospital using the ambulance;
c. Notify the appropriate hospitals for emergency treatment of the
injured, to include special medical transportation needs; and,
d. Keep the records of victims and treatment made.
5. Evacuation Team
a. Conduct orderly and safe evacuation of all persons and
equipment;
b. Transfer victims to designated safe locations for medical
treatment;
c. Report any injured personnel/passengers ERT Leader; and,
d. Ensure that the evacuation area is safe and secure.

6. Crowd Management Team


a. Impose traffic control of the vehicles at the entrance and exit gates
of ICTSI Administration Building;
b. Ensure that traffic flow will be maintained in orderly manner;
c. Emergency vehicles such as ambulance, fire trucks, and police
cars are not hindered in entering the premises of ICTSI
Administration Building;
d. Ensure that no panic of personnel will happen during emergency;
and,
e. Ensure that personnel shall stay at the designated evacuation
area or stay at their respective office when it deems necessary.
SECTION II. MITIGATION/PREVENTION:
1. Housekeeping Plan
Cleaning of heliport area will be done daily by ICTSI janitorial services
provider. Likewise, RFFS equipment will be checked and monitored at
least twice a week to ensure its operational readiness.
2. Storage of Equipment
The RFFS equipment will be placed and stored at the adjacent room of
the heliport for easy access.

4. Fire control Plan.


The heliport is equipped with H1 Category RFFS equipment. Prior to any
helicopter operation, designated ERT personnel will position themselves at
the vicinity of the heliport manning their respective firefighting equipment
particularly the four(4) wheeled-typed fire extinguishers and fire hose
equipped with foaming device connected from the heliport water hydrant.

Injury/Fatality Plan.
The ICTSI has its own ambulance with medical team on standby during
helicopter operation. In case of emergency during helicopter operation, the
medical team headed by ICTSI doctor will provide first aid to the injured
person and subsequently bring them to the nearest hospital for medical
attention.

7.

Media Plan
All aspect related to media administration will be handled by ICTSI Public
Information Officer or his designated person.

8. Security Plan.
The ICTSI administration building has detailed security personnel from
ground to fourth floor. The respective security personnel of every floor will
ensure that only authorized personnel will be allowed to enter the building.
During emergency, he will make sure that stairways are free from
obstruction. The duty security personnel at the fourth floor will make sure
that only authorized person will enter the heliport. Likewise, he shall inform
the Safety and Security Offices and Admin Supervisor in case an
incident/accident happens at the heliport whether during or no helicopter
operations.
9. Evacuation and Sheltering Plan.
In case of emergency during heliport operation, the evacuation and
sheltering area will be at the admin gym and CFS training room. Person with
injury shall be brought to the clinic for medical attention.

SECTION III. PREPAREDNESS:

1. Emergency Assignments of Personnel.


The ERT have specific roles and responsibilities to perform during heliport
emergency. The OIC, ERT acts as their overall head and particular teams
under his supervision have been identified to react accordingly during
emergency. These teams are security, rescue and firefighting, medical,
evacuation and crowd management.

Chairperson Is responsible for the overall organization and strategy
of the emergency plan, coordinates logistical efforts and has the
authority for the final decision in any emergency action.
Vice Chairperson In the absence of the chairperson, the Vice
Chairperson provides direction to all personnel at the scene, including
the Marshall.
Coordinator Shall report the status of the emergency operation to
the Chairperson or the Vice Chairperson. Designate an assembly /
evacuation site, directing the orderly evacuation of personnel if
necessary.
HR/Medical Care and Welfare - shall ensure the availability of
necessary medicines for first aid treatment. Ensure that an ambulance

vehicle is available and is parked in front of the drop-off entrance,


ensure that the injured personnel will be accompanied to the nearest
accredited hospital.
Public Information Officer shall order the release of information
through a single source in the organization to avoid confusion.
Security shall be in charge to secure the heliport, shall be
responsible in maintaining order and crowd control, and disallow
people in the affected area. Secure evacuation assembly area, route
and site, maintain smooth outflow of pedestrians, and orderly traffic
within the vicinity.
Finance shall ensure that sufficient funds are available for the
purchase of emergency supplies on site.
Supplies - shall ensure that the site does not run out short of
emergency supplies and procure as needed.
Facilities and Equipment shall ensure adequate transportation for
possible evacuation and ensure the availability of all facilities and
equipment is operational.
Emergency Response Team In case of emergency, ERT is charge
in the staffing of RFFS equipment at the heliport during helicopter
operation. Conduct an orderly and safe evacuation of all persons from
the heliport, manage the traffic and crowd within the area, provide first
aid to the injured person and bring them to the nearest hospitals for
medical treatment.
3. Designation of Emergency Control Center and Alternate
Headquarters
The office of the Administration Supervisor will be designated as
emergency control center in the event there is an emergency during
helicopter operation.

6. Training Requirements and Schedules


A refresher training shall be accomplish yearly (3 rd Quarter) to the
members of ERT. The training shall be conducted at ICTSI admin building
by the authorized government agency that has an expertise in handling
emergency particularly helicopter operation at ICTSIs elevated heliport.
The training serves as refresher course to old ERT members and
acquisition of new knowledge and skills to the new members of ERT. The
training include but not limited to management of ERT, security, operation
and maintenance of rescue and firefighting equipment, handling of injured
person and first aid application, evacuation of other personnel, and crowd
and traffic management.
SECTION IV. RESPONSE:
1.

The person who does the planning to response to heliport operation


emergency is the OIC, ERT. The different teams under the OIC, ERT
supervision tasked to provide services during heliport emergency are
security, rescue and firefighting, medical, evacuation, crowd and traffic
management.

2.

Actions of the person in charge at the emergency scene.


a. Prior to any helicopter landing and take-off, the OIC, ERT, rescue and
firefighting team have already stationed themselves at the heliport
manning the RRFS equipment which will react immediately in case of
emergency or engine fire on the helicopter;
b. The sequences of action in case of emergency or engine fire on the
helicopter:
(1) The rescue and firefighting personnel will suppress the fire on the
helicopter using the wheeled-type fire extinguishers and water from
the fire hydrant with foam suppression. Simultaneously, the lobby
guard at the 4th floor will activate the Fire Alarm System signaling
that there is an emergency or engine fire on the helicopter;
(2) The OIC, ERT will notify the Admin Services Manager regarding the
emergency, medical team with ambulance for first aid and medical
treatment, safety and security officers to assess the situation for the
evacuation of personnel. If evacuation is necessary, all building

occupants will be evacuated to the admin gym and CFS training


room;
(3) When the helicopter can be safely approached, rescue and
firefighting personnel will assist passengers to get out from the
helicopter;
(4) If access is into the helicopter is hindered for whatever reason,
rescue equipment will be used to forcibly enter the helicopter to
extricate trapped passengers;
(5) Injured personnel will be evacuated through the use of evacuation
equipment and will be brought to ambulance for first aid and
subsequently to the nearest hospital for medical attention;
Caution: Extreme care must be utilized when removing injured
personnel to prevent aggravation of existing injuries or causing
additional ones. It is assumed that lower back injuries are
always present. If possible, trained medical personnel should be
obtained before moving injured personnel.
(6) If immediate evacuation is not possible due to wreckage
configuration or occupants being pinned within the compartment,
keep the fire away from the area of the trapped personnel;
(7) In case of fatalities, personnel who have been fatally injured receive
lesser priority for evacuation from the aircraft rather than those still
alive;
(8) Any person should not take additional risks to remove fatally injured
individual from an aircraft if the RFF personnel themselves are at
risk from existing fire or other hazards;
(9) In an accident involving fatalities, only the Doctor can make legal
determination of fatality. Do not release names of persons involved
in the accident; and,
(10)
The security shall control the pedestrian and vehicle traffic at
the entrance and exit gates of ICTSI admin building, south access
road and prioritize the entry of ambulance and fire truck.

SECTION V. RECOVERY:
1.

Damage Assessment/Impact/Evaluation
The damage assessment will be undertaken by Engineering Department
or through the assistance of ICTSIs accredited contractors.

2.

Preservation of the Accident Scene


a. After extrication and evacuation of the helicopter occupants,
preservation of the accident scene and documentation of actions taken
is very important in the accident investigation;
b. The accident scene and perimeter should be immediately cordon by a
rope or caution tape to make everyone aware that the area is restricted
to any person or to the public. Security should be provided to prevent
entry of unauthorized personnel. Any person not actively engaged in the
rescue or firefighting operation should be denied entry to the area;
c. The office of CAAP shall be informed immediately regarding the
incident/accident; and,
d. The RO or OIC, ERT shall ensure that ERT and other heliport personnel
immediately document the following:
1) Condition and position of the aircraft including its initial position
before the incident/accident, position at rest, position before
evacuation, and position after extrication was performed; and,
2) Get photos or videos that may aid during the conduct of investigation.

Recovery and clean-up operations


Recovery and cleaning of heliport area shall be done only after the
conduct of investigation by government authorities.
