Our Youth Centers are full of young people who have
no limits in serving their locals

In our Youth Centers operating under the supervision


of Provincial Directorates of Youth and Sports, young
people are encouraged to engage in social, cultural
activities, arts and sports in their spare time according
to their interests, wants and abilities.

In our Youth Centers, young people with the principle


of volunteering do the work and these centers are
organized as the sustainable structures enabling young
people learn from each other and work with the partners

We Developed Our
Strategies in Regional Meetings
We held regional meetings to plan our 2007
activities and to develop our strategies

After the Nevþehir Meeting, which started the system,


holding 5 general meetings we have targeted to reach
to an increased number of voluntary young people.
After these five meetings, we spread our meetings to
7 regions.

In this road to restructure our Youth Centers, we took


important steps with these meetings by bringing
together Provincial Directors of Youth and Sports,
Directors of Youth Centers, "nokta"s and the candidates.
While planning the activities of the next year, we also
tried to find solutions to make these people from three
different occupations work together as a team. Besides,
we have reached 81 provinces with these meetings
and increased the number of voluntary young people.

Between 29 August and 1 September 2008, HEPiBÝZ
8 - Meeting for Knowledge - Sharing between "Nokta"s
(SUSTAINABILITY) was held at the Plateau of
Sultanmurat, Çaykara, Trabzon.

At the opening of the meeting, after the speech of


Adnan Gül, Head of Department of Youth Services,
a sociolog Mr. Saadettin BATU gave information on
life in Sultanmurat, on being young today and being
a young in the locals. The day after, in the context of
Youth Social Development Program, activities held in
Youth Centers were evaluated and workshops on the
future activities were conducted.

We are going on to make our young people

The Çanakkale War is the struggle for the existence


of Great Turkish Nation.
The Çanakkale Victory is the triumph where the
military genius of Mustafa Kemal Atatürk, the
founder of the Republic of Turkey, has been
recognized by the entire world and he is qualified
as the Great Commander.
The Çanakkale War; is a great event where a
nation commanded the rest of the world with justice
for centuries had said stop to the imperialist powers
agglomerated to exploit the world.
The story of Çanakkale is the evidence of what
the people can do when they have the belief.

Turkish Folk Music Competitions where young
people engage in social and cultural activities in
their spare time, meet and learn to communicate
with each other.

organized at three stages: provincial, group and
national championships. 15 universities, youth
centers of 81 provinces and clubs; a total of 2520
young people participated in these competitions.
Besides, 3400 young people from youth centers
of 81 provinces participated in Turkish Folk Dances
Competitions.
In addition, youth festivals, where young people
find chance to enjoy with the emotions of friendship
and tolerance and share a lot of things, are
organized every year. Planning, programming
and implementation of these festivals are
conducted by the provincial directorates. In these
festivals regional and national singers take part.
In 2008, 92.000 young participated in these
festivals.

In order to make our country and republic more


recognized in the rest of the world, "Great Anatolian
Meeting of World Cultures and Youth Project" was
prepared by General Directorate of Youth and Sports.
The date was agreed as the week that includes "19
May Youth and Sports Feast" and celebrated every
year as "Youth Week" with the decision of Council
of Ministers. Aiming to celebrate this week with other
young people from the rest of the world, this
organization is conducted.
1500 young people from our Youth Centers in 81
provinces and 1200 young people from 56 different
countries have been participated in "Great Anatolian
Meeting of World Cultures and Youth" between the
dates 15-21 May 2008 in Ankara.

This project, strengthening the social and cultural ties
between our youth and the youth of the world, was
conducted in the Great Meeting Arena that is named
as "Youth Village" in Ankara.
This Great Meeting Arena was established on 25.000
square meters, 10.000 square meters of which was
indoor arena. Young people participated in the
calligraphy, illumination, ceramics, glass-blowing courses
and puppet, drawing, painting, sculpture and folk dances
activities. They also introduced the cultures of their
countries. In this arena, also, some groups exhibited
their folk dances, which are important parts of their
cultures.
On the 15th of May, at 3.00 pm, a group of 3500 people
visited Ataturk's Mausoleum and after, starting from
there, they walked through the Gençlik and then
Necatibey Avenues, finishing their walk under the name
of "Love Cortege of World Youth" at Park of Abdi Ýpekçi. Ankara witnessed
cultural mosaics...

Activities taking place in Great Meeting Arena of the
Youth Village ended on the evening of 19th of May
with a premiere with the participation of the protocol.

13-17 Years Old
Young people leave these camps with the nicest
memories of their lives

Participants of those camps for 13-17 years old,


which started as a project of social transformation,
are stated below:
• Young people that had not got the opportunity
to leave the region or province they live;
• Young people that couldn't seen the beauties of
our country;
• Young people that couldn't meet anyone from
other regions of our country.

Young people can participate in these camps


without paying any amount. They are taken from
their homes and traveling to camping centers. At
the end of their camps, they are again brought to
their homes.
In these camps, young people are taking part in

Youth Camps
Nature Camps for 18-24 years old
Our nature camping that young people called "A camp like a
dream" took place at Sultanmurat Plateau this year

Friendship, adventure,
natural life...We lighted
the campfire...

Nature Camp took place in Sultanmurat -


Trabzon this year, with the contribution of
energetic, adventurer and adrenalin lover
young people. There were lots of activities
in this camp that the young people could
participate. It was for a very much smaller
amount of money compared with any other
camps.

10 days on the clouds!


Our nature camp is at 2100 meters height having
all the tunes of green. Accommodation is provided
in the tents of Kýzýlay. Friendship is strengthened
and young people have the chance to express
their different cultures.

No free time!
Activities of the camp increase adrenalin. Climbing,
rafting, trekking, paintball, orienteering are among
the activities which the young people had exciting
memories.

camp program. Some of the places seen are Sümela
Monastery, Uzungöl, Martyrdom of Sultan Murat,

There was a huge demand for our camp carried out
on 19-28 August 2008 this year. Due to this reason,
we started working for carrying our camping activities
to the international level in 2009.

The Story of the "Dream Camp" from the
pen of the camper...

"Trabzon 18-24 age youth camp was 10 day


dream camp, where I participated due to my
interest on Black Sea Region and to my will
to gain new friends. It was beyond my
dreams...

It was a beautiful organization targeting


strengthening the relations between people
from different corners of Turkey. It provided
opportunity for the people coming from same
cities but not knowing each other to establish
long-term friendships. It proved me that not
only from the same city, same university but
also we could have friends from very much
different cities.

Camping area was perfect with its natural


beauties, its history and culture. We had found
the chance to see historical places of Trabzon
by the visits in the camp program. We had
engaged in many sports activities and there
were lots of young people thinking that there
are no sports branches left to try. However,
we were wrong. We experienced lots of new
things, which made us forget the others.

Very much thanks to our heroes at the camp;


leaders. Even the age of the camping group
was high, they were sometimes acting as
children..However, thanks to our angel leaders
for their tolerance, patience, and always
smiling faces.."

8th Conference of European Ministers responsible
for Youth
8th Conference of European Ministers responsible
for Youth took place on 10-12 October 2008 in Kiev
with the main theme; "Future of European Council
Youth Policy: Agenda 2020".
Targets of the Conference:
• To evaluate main successes about the
improvements of youth policy of Council of Europe
and member states;
• To provide the opportunity that the Ministers present
the best practices on the youth policy in their states;
• To develop a medium-term (2009-2020) strategy
for Council of Europe's youth policy and action.
Head of Youth Services; Adnan Gül, with a team of
five people participated in the Conference, where
the ministers responsible for youth of the 49 parties
of European Culture Agreement and of the states
having observer status in Council of Europe also
participated.

Seminar of Cooperation in Youth Field in Turkey


"Participation of Youth"
Council of Europe youth sector has developed a
cooperation program with Turkey on the development
of youth and a youth policy since 2002. In this
framework, on 16-22 June 2008, a training seminar
"Participation of Youth" aiming at experienced
implementers was carried out in Ankara.
25 Turkish and 5 foreign people participated in this
seminar, which is aiming to enable them understand
the realities, wants and ideas of young people in
Turkey, to support the NGO's and finally to develop
a youth policy.

Turkish/English Intercultural Language Training


Turkish/English Intercultural Language Training was
carried out on 17-31 August 2008 in Istanbul. The
aim was to bring young people from different cultures
together and encourage intercultural dialogue by
emphasizing the subjects of human rights and
developing a youth policy at European level.
European Council implemented this project for the
first time as a pilot project in Turkey. 15 Turkish and
15 foreign youth workers and leaders participated
in the training.
The main aim of this training was intercultural
tolerance and learning. Besides the language
education, young people have found chances to
present their own cultures and learn about others'.
They visited mosque, synagogue and church and
witnessed the multicultural life existing in our country.
They were also able to learn about the tolerance
towards different religions by living.

Both of the language trainings have brought together
the different factors enabling participants to gain
intercultural communication skills in a manner suitable
with the youth work. These factors are:

• Activities on intercultural learning, human rights


education and information on international youth work
in the target language;
• Class sessions suitable to the needs and interests
of the participants, linked with youth work and current
works; these sessions, besides grammar and
vocabulary education, also consist of listening,
speaking, reading and writing skills development;
• Study hours that would enable people to practice
their language skills;
• Interviews with the youth organizations in order to
learn about the youth work at the local;
• Cultural visits.
At the end of the program, participants have expressed
their views, in the language they are taught, about the
benefits and sustainability of the program to our
Headship and to the European Council Directorate of
Youth and Sports.

CDEJ Summer University


39th European Council Summer University was
organized on 26-29 August 2008 in Regensburg,
Germany. During the program, structure, aims,
activities, studies at the youth sector, cooperation
plans, priorities, youth policy of the European Council,
cooperation agreement between European Council
and European Commission on the youth issues,
common management system in youth sector, structure
of the European Youth Forum, political priorities,
preparations for 8th Conference of European Ministers
responsible for Youth, National Youth Council of Federal
Germany, conditions of youth in Germany, aims and
priorities of youth policy of Germany and the results
of the Congress "Youth and Globalization 2020 - Future
of International Youth Work" were the main topics
focused on.

European Council 50/50 Training Course


50/50 Training Course, which is organized on the
cooperation and partnership of governmental and non-
governmental organizations, was carried out on 30
November - 04 December in Strasbourg.
During the course, institutions of European Council
were introduced and information was given on the
cooperation that would be executed with Turkey. In
this course, 19 people from governmental and non-
governmental organizations participated. They found
the chance to know each other and discuss about the
opportunities of cooperation.

European Council on the youth field, to evaluate the
activities carried out in 2008 and to discuss the

In order to develop points of view and targets for youth
work and youth policy in the light of globalization, Congress
of Future with the theme of "Global Youth in 2020:
Difficulties and Potentials of International Youth Work"
was organized in 22-28 June 2008, in Bonn.
To the Congress, where international cooperative
implementators on the field of science and youth
participated, presentation of "Training and Implementation
Program aiming at the experts working with the young

selected as the best practice by International Youth Work
Expert Organization of Federal Republic of Germany
(IJAB) in the field of migration in international arena. The

In this context, activities organized in 2008 are:

1- Defining the Concepts in the Youth Field


In order to define the common concepts in the youth field, in
Stockholm, on 07-11 April 2008, visits to different institutions,
workshops and presentations of some experts were carried out
under this activity with the participation of 15 people from Sweden
and 17 people from Turkey.
The second activity of defining the concepts was carried out in
Ankara, on 12-16 May 2008, with the participation of 14 people
from Sweden and 16 people from Turkey. As the second stage of
the first activity, basic concepts of youth and executive structure
in Turkey were introduced and some visits were organized.

2- Determining the Living Conditions of Youth:


In order to determine the living conditions of youth, an activity was
conducted in Nevþehir, on 15-19 September 2008, with the
participation of 13 people from Sweden and 24 people from Turkey.
A survey, which will show the needs, expectations and living
standards of young people in both countries was prepared in this
activity. In Turkey, in every province 270 young people from three
schools (90 from each) participated in this survey, which was also
called the Lupp Method.
The second activity of Determining the Living Conditions of Youth
was carried out in Stockholm, on 01-05 December 2008, with the
participation of 11 people from Sweden and 16 people from Turkey.
In this activity, results of the survey conducted in the previous
activity were evaluated and best practices in both countries were
introduced. Besides, a schedule of the activities for the improvement
of living standards of youth was planned for 2009.
In the context of Turkey - Sweden Youth Policy Cooperation Project,
activities will be continued to be held in 2009. In December 2009,
a symposium and an employment summit, in which Ministers,
European Union President, European Council authorities and
young people from both countries will participate, will be organized.
In this summit, the activities carried out under this project will be
analyzed and project sustainability will be examined.

3- Sharing the Best Practices in the field of Youth Employment:


In order to share the best practices in the field of youth employment,
an activity was conducted in Ankara, on 10-14 November 2008,
with the participation of 13 people from Sweden and 20 people
from Turkey.
In the context of this activity, academicians and the institutions
working on youth employment in Turkey and Sweden made
presentations and introduced the best practices in both countries.

4- Establishing Networks/Spaces/Platforms in the Youth Field

activities of the program, to create platform for young people and

Cooperation with South
Korea in Youth Field

It is foreseen by the protocols signed that Turkey and South Korea would
engage in the cooperative works in "youth" field. These works have been
started by the bilateral exchange programs.
As the Headship of Youth Services, we are continuing
to increase our effectiveness in the works at international
arena. A new one is added to the protocols signed with
Germany.
The first of South Korea Youth Exchanges, which will
take place at the base of countries every year, was
completed in December last year. The exchange is
carried out at two stages, where 10 people from each
country participated. This year first we hosted the group
coming from Korea. They very much appreciated the
visits we organized for them to Ýstanbul, Ankara and
Nevþehir. Especially, they showed very much interest
to historical places. They stated that we were so lucky
to have such kind of beautiful places and that they also
had impressed by the friendliness of the Turkish people.

Youth Services and NGO's are hand by hand

Department of Youth NGO's, which is established in


order to provide the cooperation and coordination
between General Directorate and the youth clubs and
to ensure that they are working within the framework

their activities in a more efficient manner.

by General Directorate. In 2008, 380.000 TL was paid
our youth clubs. to 130 of these.

Fight Against Racism and Art
as a Tool of Tolerance

We are organizing some activities within the context of the protocols signed
with the youth clubs. We participated in the youth exchange in the context
of European Union Youth Programs in Napoli, Italy with Youth and Sports
Foundation Youth and Sports Club.
6 young people from Turkey participated in the project
called "Fight Against Racism and Art as a Tool of
Tolerance" on 15-22 June 2008, in Napoli, Italy,
where also the young people from Hungary and
Slovakia participated.
Young people lived the excitement of seeing a different
country and working as a team with people from
different cultures. Together they organized some
workshops, where they tried to reflect racism and
tolerance by photographs. Young people from our
country emphasized that there is no racism in Turkey
and one of the most important features of our culture
is tolerance. Besides, they exhibited the film of "The
Great Anatolian Meeting of World Cultures and Youth"
which was carried out on 15-21 May 2008 in Ankara, Our cooperation with the

Consultancy and Research
We carry out investigations with young people to plan activities
in line with their interests.

In order to determine the spare time needs of our youth,


to organize structures aiming at their needs and to plan
activities according to the needs of young people at the
Youth Centers, which are working under Provisional
Directorates and are coordinated by our Headship, we
have conducted a research under the name of "Lupp
Survey". With the results driven from this research, which
is applied to more than 4590 young, we have shaped
our activity program of 2009.
We focused our counseling services in 2008 especially
on preventing young from drug addiction and bad habits,
on warning them about these and raising their awareness.
With this aim, at our youth centers by taking the support
of experts from the Youth Camps, we organized trainings
and seminars about drug addiction. Besides, we designed
another type of activity, in which young people inform
their peers in youth centers about the same topic. By
this way, we tried to make them appropriate their friends
and environment and to improve their self-confidence.
In addition to these, we have participated in meetings
organized by certain public institutions about Child Rights
To carry out activities and we provided young people to be beneficial to work
aiming at young people, first with on the Child Rights. By raising awareness of young
people on this topic, we also tried to make them inform
we have to listen them... society.
