Dear Mr Brouwer

COMPLAINT AGAINST LEGAL SERVICES COMISSIONER


1. I refer to my letter of 24 September 2009 requesting that you elevate, reactivate and properly investigate my
complaints of serial, pandemic and criminal misconduct and corruption by the Victorian Legal Services
Commissioner, Ms Victoria Marles and those (Victorian solicitors and barristers) that Ms Marles was
suppossedly under statutory duty to regulate.

2. I made these requests against the background of your extraordinary report of her misconduct contained in
your 2008-09 Annual Report to the effect that I am just one of 95 people who made similar complaints about
this woman's misconduct and corruption during financial year 2008-09. That's 2, almost 3, complaints every
week (after excluding public and school holiday periods).

3. I attach for your information further correspondences, describing latest developments in my dealings with
this recalcitrant and defective Government authority.

4. Please note that I received positive information last week that Ms Marles has in fact resigned (better late
than never) and indeed received a positive reception from two of 'her' senior investigators who where visibly
appalled by the magnitude of the lawyerly misconduct I described. Accordingly, I am deferring issuing fresh
legal proceedings against Ms Marles and her Office, to give the 'new guard' an opportunity to redress their
inaction thus far. However I remain sceptical given the cultural problems with the Office that you describe in
your Annual Report 2008-09 that the 'new guard' has the resources, the capacity and the attitude to properly
investigate what is clearly the largest lawyer misconduct and corruption scandal that their Office has ever
had to deal with.

5. Substantial input from your Office and/or an independent misconduct and corruptio commission set up by
the Attorney-General are essential for a proper investigation and handling of the corruption within legal
circles that (solicitors, barristers, judges, courts and statutory oligarchs such as the Legal Services
Commissioner) that I have blown the whistle on, and indeed the Victorian and Federal Attorney-General's
have blown the whistle on, very publicly and ever more loudly – even during the past 3 or 4 weeks.
