MEMORANDUM OF AGREEMENT

KNOW ALL MEN BY THESE PRESENTS:

This MEMORANDUM OF AGREEMENT entered into by and between:


The DEPED DIVISION OF CAMARINES SUR, with postal address at Pili, Camarines
Sur, Philippines, herein represented by the Division Superintendent, DR. GILBERT T. SADSAD,
hereinafter referred to as the FIRST PARTY,
and
The UNIVERSITY OF NUEVA CACERES, an educational institution duly organized
and existing under Philippine laws, with principal address at J. Hernandez, Avenue, Naga City,
Philippines, herein represented by DR. LOURDES S. ANONAS, Executive Vice-President and
Vice-President for Academic Affairs, hereinafter referred to as the SECOND PARTY,

WITNESSETH:
WHEREAS, Republic Act 8525, otherwise known as Adopt-a-School Act of 1998 was
passed to encourage quality education in public schools in the country, particularly in the
poverty-stricken provinces;
WHEREAS, the FIRST PARTY has the responsibility of securing resources to make our
public schools competitive and is now calling on the private sector to serve as a major partner in
the nations development and in the improvement of the public education system;
WHEREAS, DepEd SCHOOLS in Camarines Sur are encouraged by the Division
Superintendent to provide quality basic education to students to prepare them for academic
studies;
WHEREAS, the SECOND PARTY believes that basic education provides the greatest
impact in the development of children and their ability to comprehend and to be successful can
be achieved during their formative years if they are under the care of highly competent,
dedicated and able teachers;
WHEREAS, the SECOND PARTY has the desire to assist the public schools by
sponsoring Teacher Training Programs that will help improve the standards of instruction of the
public school teachers to ensure delivery of quality education to children/pupil of said schools,
with the participation of parents;
NOW, THEREFORE, for and in consideration of the foregoing premises and the terms
and conditions herein set forth, the parties hereby mutually agree as follows:

I.

Description of the Collaborative Agreement:

1. The Project shall be known as the UNC School of Graduate Studies Community
Outreach for Rural Educators (CORE). It is primarily based on the premises that teachers are
effective agents of change because of their strategic position in the school; that the most

important resource of an organization is its people; and that educational institutions need to have
efficient and effective people particularly the teachers to make teaching and learning activities
excellent and globally competitive.
2. The UNC School of Graduate Studies has a pool of personnel adequately equipped
with technical skills, experience and expertise to conduct trainings and install development
programs on a voluntary basis.
II.

Program Objectives:
1. To help strengthen the capability of teachers along basic education,
2. To assist DepEd in its efforts to improve quality basic education,
3. To make the UNC School of Graduate Studies the partner in the Adopt-A-School
Program of the DepEd, and
4. To engage the faculty and staff of the UNC School of Graduate Studies as volunteer
trainers and resource speakers.

III.

Responsibilities of the Parties:

1. The FIRST PART shall:


1. Coordinate with the adopted school in the program implementation,
2. Assist in identifying teachers needs in terms of knowledge, skills, and attitudes,
3. Identify and suggest specific training needs of teachers as reflected in their Individual
Plan for Program Development, and
4. Assist in the monitoring and evaluation of the program implementation.
5. Identify qualified parents for Enterprise Development Program.
2. The SECOND PARTY shall:
1. Coordinate with the adopted school in the implementation of the project,
2. Design Teacher Enhancement Program that will address the needs of the adopted
school,
3. Provide resource speakers/facilitators who will render services free of charge, and
4. Coordinate and assist in the monitoring and evaluation of program implementation.
5. Provision of Value Formation and Skills Training for Teachers and Parents.
IV.

Effectivity

This Memorandum of Agreement shall take effect upon its signing and shall remain in
full force and effect for a period of Five (5) YEARS from the effectivity hereof.
Amendments to or modifications of any provision of this Memorandum of Agreement
shall be made in writing upon mutual consent of both parties or their authorized representatives.

IN WITNESS WHEREOF, the parties hereto have signed this Memorandum of Agreement this

The instrument refers to a Memorandum of Agreement, consisting of four ( 4 ) pages
including this page where this acknowledgement appears, has been signed by the parties and
their witnesses on the left margins of pages 1 and 2 and on the lower portion of page 3 as well as
the left margin hereof.
