ResponsibilitiesandGuidelines

TheonemillballotreferendumapprovedbyMarionCountyvotersinNovemberof2014includeslanguage
requiringoversightbyanindependentcitizensfinancialoversightcommittee.MarionCountyPublic
Schoolsiscommittedtoensuringthatallrevenuesraisedthroughtheonemillreferendumarespentas
indicatedintheballotlanguage.Therefore,theMarionCountySchoolBoardformallyestablishesthe
IndependentCitizensFinancialOversightCommitteetoreviewandreportontheexpenditureoftheonemill
revenuesforaslongasthereferendumremainsineffect.Thecommitteewilloperateunderthefollowing
conditions:

1.
CompositionandAppointments:TheOversightCommitteeshallbemadeupofsevenmembers.
Eachschoolboardmemberwillappointonemember,theSuperintendentOfSchoolswillappoint
onemember,andtheMarionEducationAssociation(MEA)willappointonemember.Appointments
willbemadethroughanopenapplicationprocess.MembersoftheOversightCommitteemaynot
beemployeesofeitherMEAorMarionCountyPublicSchools.NomembersoftheOversight
Committeeshallbeinthepositionofpersonallyprofitingfromtheactionsofthecommittee.All
membersmustbeapprovedbyamajorityvoteoftheMarionCountySchoolBoard.

2.
OpenApplicationProcess:MarionCountyPublicSchoolsshallallowanyMarionCountyresident,
whoisnotanemployeeofeitherMEAorMarionCountyPublicSchools,toapplyforanappointment
totheOversightCommittee.TheMarionCountySchoolBoard,theSuperintendentofSchools,and
theMarionEducationAssociation(MEA)willmaketheirappointmentsfromthegroupofapplicants.
ThereshallbeaminimumtwoweekperiodforresidentstoapplyformembershipontheOversight
Committeeandaminimumtwoweekperiodforsponsorstoreviewapplicants.

3.
Vacancies:ShouldavacancyontheOversightCommitteeoccur,anewmembershallbe
appointedbytheoriginalsponsorafteranopenapplicationprocessiscomplete.Newmembers
mustbeapprovedbyamajorityvoteoftheMarionCountySchoolBoardatthenextappropriate
meeting.ThechairmanoftheOversightCommittee,uponmajorityapprovalbycommitteemembers,
shallreporttothesuperintendent,theschoolboard,andtheMEAifanOversightCommittee
memberisunwillingorunabletofulfilltheirresponsibilitiessothatanothermembermaybe
appointed.

4.
Term:ThetermoftheOversightCommitteeshallbefromJuly1,2015untilSeptember30,2019,
whichisthreemonthsfollowingthesunsetofthereferendum.Thiswillallowforthedevelopmentof
afinalreportontheexpenditureofreferendumfunds.

5.
Responsibilities:TheresponsibilitiesoftheOversightCommitteeshallbeto:
5.1.
Electachairandvicechair
5.2.
Establishameetingschedule
5.3.
Reviewtheexpenditureofrevenuesfromtheonemillreferendumandaskformore
informationpertainingtotheexpenditureifneeded.
5.4.
ProvideawrittenreporttotheSuperintendent,theSchoolBoard,andthepublicregarding
theexpenditureofthereferendumsrevenuesonanannualbasisand

5.5.

ReporttotheSuperintendentandtheSchoolBoardchairmaninatimelyfashionany
inconsistenciesbetweentheballotlanguageandtheactualexpenditureofonemill
revenues.

6.

Guidelines:TheOversightCommitteeanditsmembersshalladheretothefollowingguidelines:
6.1.
Thechairwillconductallmeetings.Thevicechairwillconductameetingintheabsenceof
thechair.
6.2.
Thechairwillcreatemeetingagendas,whichshallbeprovidedtoeachmemberofthe
OversightCommitteeatleastsevendayspriortothenextmeeting.
6.3.
Meetingswillbeopentothepublic.
6.4.
Thesecretarywillmaintainaudioandwrittenminutesforallmeetings.Writtenminuteswill
bedistributedtoallmembersinatimelyfashion.

7.

DistrictResponsibilities:TheresponsibilitiesofMarionCountyPublicSchoolswithregardstothe
OversightCommitteeshallbeasfollows:
7.1.
Providemeetingspace,recordingequipment,clericalassistance,andotherassistanceas
requiredbytheOversightCommittee
7.2.
ProvideappropriatepublicnoticeofallOversightCommitteemeetings
7.3.
Provideasecretarytomaintainaudioandwrittenminutesforallmeetings.
7.4.
Provideinformationregardingtheexpenditureofreferendumrevenuesandrespondto
inquiriesfromtheOversightCommitteeinaclearandtimelyfashion.
7.5.
ProvideastaffmembertoserveastheOversightCommitteesliaisontoMarionCounty
PublicSchools
7.6.
MaketimeavailableduringSchoolBoardmeetingsforthepresentationoftheOversight
Committeesannualreportandfortheapprovalofnewmembers,asnecessary
7.7.
MaketheOversightCommitteesannualreportsreadilyavailabletothepublicand
7.8.
Respondinanappropriateandtimelyfashiontoreportsofanyinconsistenciesbetweenthe
ballotlanguage(below)andtheactualexpenditureofreferendumrevenues.

ApprovalofAdditionalOneMillAdValoremTaxForSchoolDistrictOperatingExpenses

ShalltheMarionCountySchoolDistrict'sadvaloremmillagebeincreasedbyatotalofone
mill,beginningJuly1,2015andendingJune30,2019,forthenecessaryoperating
expensesincludingreading,physicaleducation,art,music,library/mediaandvocational
programsmeetingclasssizerequirementsandretainingStateCertifiedteachersand
paraprofessionalswithoversightoftheseexpendituresbyanindependentcitizensfinancial
oversightcommittee?
