Last year the town was successful in receiving a Preservation of Place Grant submitted with the
support of the Canton Main Street Program. The Canton Main Street Program desired to
pursue their own grant application this year, but their official designation as a 501c3 has not yet
occurred and they are therefore ineligible. The Canton Economic Development Agency is
therefore partnering with the Main Street Program in the preparation and support of this grant
as well as in the carrying out of the project if the funds are received.
The village of Collinsville is a distinctive and historic village center within the community of
Canton which sits within the Farmington Valley region. It is a compact and walkable mixed-use
village that exudes an authentic industrial character, centralized around a business district.
Collinsville/ Canton is home to a core of creative, entrepreneurial small businesses that pride
themselves on personal attention and quality service. Collinsville/ Canton is seeking to enhance
itself as a destination for tourism, retail, and hospitality business.
During the process of developing the Canton Main Street Program, it was identified that
Collinsville is grappling with its image and identity. Many local residents and business owners
want to maintain its unique flavor, but still want to grow, leaving room for many questions.

In 2013 the Connecticut Main Street Program conducted an assessment of the Collinsville
Business District which identified and recommended the following:
o The promotional goal to bring more people to Collinsville to shop, dine, relax,
recreate, and be entertained, and ultimately to work, live, and invest through
the marketing of the unique aspects of the district; and
The Canton EDA seeks the support of the Board of Selectman to submit the application to the
Preservation of Place Program for funds to assist in the development of a comprehensive brand
and marketing strategy intended to increase consumer and tourist traffic for Collinsville.
This effort is directly aligned with, addresses key issues of, and realizes opportunities identified
by, the Connecticut Main Street Programs 2013 Assessment. Further this effort moves forward
Implementation Measures recommended by the 2014-2024 Town of Canton Plan of

Conservation and Development of which the Canton Economic Development Agency is the
Lead, and the Canton Main Street Program is a Partnering Agency.
Recent strategic planning sessions conducted by the Canton Economic Development Agency
have identified the need for stronger, more targeted communications to be aimed at groups
that would be likely to enjoy and shop in historic Collinsville.
These initiatives represent efforts to implement specific strategies and measures of the 20142024 Town of Canton Plan of Conservation and Development, specifically:
o Economic Development Strategy B. Page 38, Develop a coordinated economy
plan.
o Economic Development Strategy C. Page 38, Help existing businesses grow
and succeed.
o Implementation Measures:
CC15 Encourage a variety of commercial enterprises
CC20 Encourage collaboration between artists, trades people, and
business
CC21 Promote and encourage uses that further tourism in Canton
CC23 Encourage context appropriate attractions and businesses
that leverage the Towns assets
CC34, 35 Agency actions that promote the small business,
entrepreneurial, and industrial heritage of Canton.
ED22 - Identify target markets (including potential niche markets) and
locations to maximize economic potential and sustainability of the
Town in keeping with overall POCD objectives.
ED23 - Develop a marketing strategy to promote the Town as a place
for doing business, recreation, entertainment, and tourism. Look for
ways to bring in customers from outside of Canton.

The $20,000 will be used to hire a consultant through a RFQ process that meets the
requirements of the Connecticut Main Street Program.
