1. The esteemed management of the BEE, New Delhi had reposed
confidence

in

the

National

Productivity

Council

(NPC)

and

consequently requested NPC to undertake a third party Verification of


Energy Savings related to the activities of Bureau of Energy Efficiency
spread throughout the country for FY 2009-10, based on secondary
data and stakeholder interactions. This brief presents the findings of
NPC study as follows.

Notes:
I.

A Power plant has a book value life of 25 years plus and avoided capacity
of a power plant, once considered, will be available for next 25 years
notionally. Hence it is not desirable to compound avoided capacity
cumulatively.

II.

Energy saving, being actually achieved year on year, can be added up


w.r.t. to base year (2007-08) for cumulative assessment.

III.

The device life needs to be factored in for assessing cumulative savings in


successive years.

6. Points for Future Consideration


1. The coincidence factor values, where referred to,

are based on

NPCs past experiences. It is recommended that BEE may consider


establishing coincidence factor values, end user savings, device life
etc. for various products & schemes, through an all India study to
bring in accuracy in future impact assessment. The present method
of calculating avoided generation is on annual MWH basis, while ,
with coincidence factors, the values can be arrived at, more
accurately, based on watt saving method itself.

2. Since energy savings from S&L products are market transformation


related , it is recommended that , towards improved reporting and
data

accuracy

BEE

may

consider

specific

studies

(CRISIL,ICRA,CMIE etc.) pertaining to the market research and


market transformation of BEE S&L schemes, as also to identify
enablers for increasing penetration of S&L products etc.

3. Since energy savings from conservation awards are significant, BEE
and SDAs may consider sponsored energy audits of all such units
annually, as a motivation, as well as, as a data capture exercise for
documenting benefits.

1.0 Introduction
1.1

The economic development of a country is often closely linked to its


consumption of energy. Although India ranks sixth in the world so far
as total energy consumption is concerned. It still needs much more
energy to keep pace with its development objectives. Indias
projected economic growth rate is slated at 7.4 % in the period
1997-2012. This would necessitate commensurate growth in the
requirement of commercial energy, most of which is expected to be
from fossil fuels and electricity. Indias proven coal reserves may last
over 100 years, but the limited known oil and natural gas reserves
may last only 18 and 26 years respectively, which is a cause of
concern. The continued trend of increasing share of petroleum fuels
in the consumption of commercial energy will lead to more
dependence on imports and energy insecurity.

1.2

Under the circumstances, a paradigm shift in approach to energy


policy issues is needed - a shift from a supply dominated approach
to an integrated approach incorporating a judicial mix of investment
in supply side capacity, operational efficiency improvement of
existing

power

generating

stations,

reduction

of

losses

in

transmission and distribution, end-use efficiency and renewable


technologies. The policy goals and concepts will have to be shifted
from energy conservation to energy efficiency, and from energy
inputs to the effectiveness of energy use and energy services.
1.3

Recognizing the importance and benefits of energy efficiency, the


Government of India has enacted the Energy Conservation Act,
2001, which has come into force from 1st march, 2002.

Under the provisions of the Act, Bureau of energy Efficiency has


been established with effect from 1st march, 2002 reinventing the

erstwhile Energy Management Centre under of Ministry of Power,


Government of India. The Bureau would be responsible for
spearheading the improvement of energy efficiency of the economy
through various regulatory and promotional instruments.
1.5

The mission of Bureau of Energy Efficiency (BEE) is to


institutionalize energy efficiency services, promote energy efficiency
delivery mechanisms, and provide leadership for improvement of
energy efficiency in all sectors of the economy. The esteemed
management of the BEE, New Delhi had reposed confidence in the
National Productivity Council (NPC) and consequently requested
NPC to undertake a third party Verification of Energy Savings
related to the activities of Bureau of Energy Efficiency spread
throughout the country for FY 2009, based on secondary data and
stakeholder interactions.

The report presents the findings of NPC study as follows.

2.0 Methodology
2.1

Review of Documentation
To assess the energy savings achieved through the different
programmes of BEE, the following documents were reviewed and
analysed.
Standard & Labeling Basis for energy saving calculation due to
star labeled products and sales data of Air-conditioners,
Refrigerators, Ceiling fans, Storage water heaters, Agriculture
pump sets, Color Televisions, Tube Lights & Distribution
Transformers from reputed manufacturers.
State Designated Agencies Data collected by SDAs under
different programmes.
Energy savings achieved in Office Buildings and BPO Buildings
considered for star rating.
National Level Energy Conservation Award Program details of the
participating industries.

2.2

Review of BEE Methodology


The methodologies adopted by BEE/SDA for the calculation of
energy savings in the different programmes were reviewed and
necessary corrections were made where necessary.

2.3

Visits to Stake Holders


For the data verification from the various stake holders, visits were
made to select stake holders. Data and back up calculations were
analyzed and necessary corrections were made in the energy saving
calculations.

2.4

Conclusion
After review of the methodologies adopted by BEE and analysis of
data, necessary corrections were incorporated for evaluating Energy
Savings. The same is highlighted in this report.

2.5

Basis for Energy Saving Calculation


The electrical energy saving has been calculated by NPC based on
the operating hours and number of days of operation in a year for
different products are given in table 2.1.

to level-up for coincidence factor correction.

Actual coincidence factor values will permit use of BEE methodology


in future occasion.

In building sector, NPC methodology considers difference between


max EPI value and reported EPI value for a type of building whereas
BEE methodology considered the difference between reported EPI
value and 1 star EPI value as savings.

3.1

About BEE Schemes


The major schemes that Bureau
implementing during XI plan are:

Bachat Lamp Yojana to promote energy efficient and high


quality CFLs as replacement for incandescent bulbs in
households.

(b)

Standards & Labeling Scheme targets high energy end use


equipments and appliances to lay down minimum energy
performance standards.

(c)

Energy Conservation Building Code (ECBC) that sets


minimum energy performance standards for new commercial
buildings.

(d)

Operationalising EC Act by Strengthening Institutional


Capacity of State Designated Agencies (SDAs). The
scheme seeks to build institutional capacity of the newly
created SDAs to perform their regulatory, enforcement and
facilitative functions in the respective states.

(e)

Star Rating of Office Buildings and BPO Buildings.

(f)

Agricultural and Municipal DSM Schemes targeting


replacement of inefficient pumpsets, street lighting, etc. to
achieve energy saving from end users.

(g)

Energy Efficiency Schemes in Small and Medium


Enterprises targeting SME clusters to adopt energy savings
schemes and to cover large SME sector units.

(h)

National Mission on Enhanced Energy Efficiency (NMEEE)


Program targeting 9 energy intensive industrial sectors
including railways, with four new initiatives namely.
PAT Scheme involving the market based mechanism
to enhance cost effectiveness of improvements in EE in
energy intensive industries through certification of
energy saving which can be traded. (Perform, Achieve
& Trade).

Accelerating the shift to energy efficient appliances in


designated sectors through innovative measures to
make the product more affordable.
Creation of a mechanism that would help finance DSM
programs in all sectors by capturing future energy
saving.
Developing fiscal instruments to promote energy
efficiency
3.2

The Standards and Labeling (S&L) Programme have resulted in


electricity saving of 4350.92 million units, equivalent to avoided
generation capacity of 2179.31 MW.

3.3

The National Energy Conservation Award Programme has resulted


in electricity saving of 2450.6 Million units, equivalent to avoided
generation

capacity

of

358.6

MW. Apart

from

this,

these

programmes were able to reduce 1.366 Million MTOE of thermal


energy.
3.4

The ECBC programme has given a fillip for the construction of


Energy Efficient buildings and systems. To promote energy
conservations in buildings, BEE has developed a star rating scheme
of the building based on annual energy consumption per sq-m per
year(EPI) . EPI has been developed for different climatic zones and
foe buildings with less than 50% air conditioners area as well as for
buildings having more than 50% air conditioners area. During the
year 2009, about 100 office buildings and 4 BPO buildings were
applied for star rating. The estimated energy savings in these
buildings is about 21.06 Million Units, equivalent to avoided
generation capacity of 3.082 MW.

4.0 STANDARD & LABELING (S & L)


The Standards & Labeling program for
equipment and appliances was launched on
18th May 2006, with the objective of providing
consumers with information on the energy
performance of commonly used equipment and
appliances. To widen the scope for energy
savings,

Labeling

program

for

several

appliances have been introduced including air


conditioners, refrigerators, tubular fluorescent lamps, ceiling fans,
color TV, electric geysers, LPG stoves, distribution transformers and
induction motors. Effective 7th January 2010, four equipments i.e.
Frost Free Refrigerator, Distribution Transformers, TFLs and Room
Air-conditioners have been made mandatory for labeling.
In order to estimate the savings of electricity from this program, the
energy savings were calculated on the basis of the sales and
production data of BEE labeled products in 2009-10 (FY) submitted
by the manufacturers registered with BEE.
4.1

AIR CONDITIONERS
In order to estimate the
savings of electricity from
star

labeled

Air-

conditioners, following methodology has been used:


Methodology:
The actual number of products manufactured and sold in each
Star category was taken from manufacturers
The Energy Efficiency Ratio (EER) has been considered
individually for all the products.
The Star 0 (EER 2.2) has been used as baseline for the
calculation of Energy Savings due to the star rated products.

Total Power Savings is the product of Savings by single product


(With Average EER) in each star category and the total number of
products sold
An average of 150 working days in a year was considered.
An average of 8 working hours in a day was considered.
The coincidence factor considered is 1 for estimating avoided
capacity.
The energy savings calculated for refrigerator is as follows:
Energy Savings: Power Savings of each star rating when compared to
base case of EER 2.2 * no. of hours of operation in a day * no. of days
used in a year * no. of labeled products sold in 2009-10 for respective
star rating.

Total number of star labeled air conditioners sold is over 2.2 million
units.
The estimated energy savings due to star labeled Air-conditioner is
1090.18 MU. The corresponding reduction in avoided generation
capacity is 1455.89 MW.

4.2

Refrigerators
In order to estimate the savings of electricity due to star labeled
refrigerators, following methodology has been used:
Methodology:
The actual number of products sold in each Star category was
taken from manufacturers
Yearly Energy Consumption has been considered individually for
all the products sold
The energy consumption in Star 1 has been used as baseline for
the calculation for Energy Savings by other star rated
refrigerators.
Total Power Savings is the sum of Power Savings from all the
individual products sold. The details are summarized in Table 4.3.

The energy savings calculated for refrigerator is as follows:


Energy Savings: Power Savings of each model when compared to base
case adjusted volume *no. of hours of operation annually* no. of
labeled products sold in 2009-10 for respective star rating.

Total number of star labeled frost refrigerator sold is over 1.59 million
units.
The estimated energy savings due to star labeled refrigerators is
892.056 Million units of electricity. The corresponding reduction in
avoided generation capacity will be 163.22 MW.
4.3

Distribution Transformers (DTRs)


The Standards & Labeling programme of BEE has also included
Distribution Transformers in 2008-09. Distribution Transformer is one
of the primary electrical equipment used in large quantities by all the
electricity distribution companies. Energy efficiency improvement in
these transformers will have a significant impact in reducing
distribution losses. The energy savings by Star labeled transformers

is estimated by BEE is based on losses in Star 1 rated transformers


at 80% average loading.
It may be appreciated that the loading on the DTRs varies widely
during the day with maximum loading @ 80% occurring only during
evening peak periods. Therefore for a more realistic saving
estimation, the average loading on the DTRs is considered @ 50%
on 24 hour basis. The estimated savings are given in Table 4.4.
The energy savings calculated for DTR is as follows:

The estimated annual energy savings due to star labeled DTRs is 45.77
MU and the corresponding avoided generation capacity is 6.7 MW.

4.4

Fluorescent Tube Lights (FTLs)

In order to estimate the savings of electricity from FTLs, the


penetration of Star Labeled 40W and 36W Fluorescent Tube Lights
(FTLs) were considered. Data from the manufacturers were
collected for 40W and 36 W FTL sold. The estimated savings are
given in Table 4.5.
The considered number of hours of operation per TFL is 1200 Hrs /
year. The energy saved is calculated by the penetration of 36 watt
star rated TFL, which is assumed to replace a 40 watt TFL. The
energy saved is 4 watts. The energy saving calculated is as follows:

considered by NPC, as against value of 1.0 considered by BEE.
Total number of star labeled FTLs sold is over 35 million units. The
estimated annual energy savings due to star labeled FTLs is 171.49
MU and the corresponding avoided generation capacity is 160.3
MW.

Colour Televisions:

The numbers of hours of operation for a television is considered as 6


hours in active mode and 12 hours in standby mode all through 365
days of year. The base case assumed is to be 1 star. The energy
saving calculated is as follows:
Energy Savings: Annual Power Consumption Savings of each
model when compared to base case *no. of labeled products sold
in 2009-10 for respective star category.

The estimated savings are given in Table 4.6.

NPC methodology of avoided MW computation is based on MWH as


against BEE methodology of avoided MW based on watt difference
of star rated products, PLF, T & D.
Deviation of MWh savings due to NPC MWh Savings calculated
based on kWh difference in standby mode and active mode
considering 12 hrs and 6 hrs operation while BEE MWh savings
calculated based on manufacturers annual consumption data and

5.0 NATIONAL ENERGY CONSERVATION


AWARDS SCHEME (NECA)
Ministry of Power, through BEE, organizes
the annual energy conservation awards
function on the occasion of National
Energy Conservation Day on the 14th
December.

These

awards

recognize

innovation and achievements in energy


conservation by the Industry; Commercial
Buildings,

Railways

and

help

raise

awareness about the need and efficacy of


energy conservation and efficiency. The Honble Minister of Power, Shri
Sushil Kumar Shinde, presented the Awards to sixty seven (77) industrial
units, buildings and Zonal Railways selected from 558 nominations
received. For the year 2009, aviation sector and manufacturers of BEE star
label appliances are also considered. The awards are recognition of the
demonstrated commitment to energy conservation and efficiency.
Methodology:
The award scheme is voluntary and participation is invited through a
national announcement in the mass media. A template of filing the
nominations has been prepared and the applicants are required to
send the data in them.
The

nomination

received

by

BEE

are

then

evaluated

for

completeness and thereafter it is examined by an expert committee


comprising of officers drawn from CEA, NPC, BIS, Industry
Association, etc, under the overall supervision of BEE.
The claim of the industry is verified by relevant documents, and if
need be, by inspection.

The recommendations of the technical committee are then


considered by an inter-ministerial National Award Committee under
the chairmanship of Secretary, Ministry of Power.
Data Collection and Evaluation of Savings: The list of award winners

is given at Annex-I and the summary of data collected and analysed to


evaluate energy savings is provided at Annex-II. The Award Scheme has
motivated the participating units to undertake serious efforts in saving
energy and environment. These units have collectively invested Rs. 3180
Crores in energy conservation measures, and achieved an annual
monetary savings of Rs. 2377 Crores, implying a payback period of 16
months. The participating units have also saved fuel equivalent of 2.032
million tons of oil equivalent and 2450.6 MU (0.665 million toe) of
electricity equivalent to power generated from a 358.6 MW thermal
power station end.
The estimated energy savings is based on the individual savings achieved
by all the units participating in the National Energy Conservation Award
Programme. Energy Savings from the award scheme is shown in Table
5.1.

6.0 ENERGY SAVING IN STAR RATED BUILDINGS


It may be mentioned about 100 buildings have participated in the BEE
scheme for star rating of office buildings and 4 buildings under BPO
category. Total of 49 star labels have already been issued till date and
remaining labels are being held back due to incomplete documentation.
Under the present labeling scheme for the office buildings and BPOs the
buildings are being labelled as per their actual Energy Performance
Indices on a scale of 1 to 5 star with 5 star buildings being the most energy
efficient one. The sets of standard EPI bandwidths developed to rate
buildings under this scheme

for different climatic zones

indicate

the

range of variations in the energy performances of different office building


types lying in a particular climatic zone and do not indicate whether the
building has taken any energy saving measure to be eligible for issue of
this label .

7.0 Energy Savings Identified in Bachat Lamp Yojana (BLY)


BEE is coordinating the Small-Scale Programme of Activities (SSC-PoA)
and will support the project implementer(s) in implementing the CDM
Programme Activities (CPAs) in India through collaboration with Electricity
Distribution Companies (DISCOMs). The scheme after implementation will
result in reducing GHG emissions (CO2) from power plants connected to
the grid.
Under the BLY scheme quality long-life CFLs would be distributed by SSCCPA implementer(s) to grid-connected residential households in exchange
of an incandescent lamp (GLS) at INR 15. To bridge the cost differential
between the market price of the CFLs and the price at which they are
distributed to households, the Clean Development Mechanism (CDM) is
harnessed. The SSC-CPA implementer(s) would cover the project cost
through sale of GHG emission reductions achieved in their respective CPA
areas.
Three types of GLS lamp wattages commonly in use viz. 40 W, 60 W and
100 W are likely for replacement under the BLY scheme
The BLY scheme upon implementation would result in reducing an
estimated.
1. 6000 MW of electricity generation capacity translating into a
potential saving of INR 24000 crores per annum
2. Combined lamps emission savings on replacing an estimated 400
million GLS with CFLs would result in reducing 20 million tonnes of
(CO2) from grid-connected power plants.

8.0 ENERGY SAVINGS - STATE DESIGNATED


AGENCIES
8.1

The Energy Conservation Act was enacted in 2001 to spearhead the


improvement in energy efficiency of the economy through various
promotional and regulatory measures. State Designated Agencies
(SDAs) are statutory bodies set up under section 15 of the Energy
Conservation Act (EC Act), 2001 at the state level to implement the
Act. They are the nodal agencies at state level that need to
coordinate and cooperate with BEE at the central level to ensure a
balanced implementation of the Act in the country. Although no direct
energy saving target has been put for the central scheme for
building capacity of SDAs, they have been encouraged to take up
energy efficiency projects with due monitoring and verification. The
action plan of SDAs prepared is a step in this direction.

8.2

In order to strengthen the SDAs in Energy Efficiency programmes


BEE has formulated a procedure for providing assistance to the
SDAs during the financial year 2007-08 based on 19 point
deliverables prepared for the SDAs. The 19 point deliverables also
forms the basis for preparation of the comprehensive Five year
Action Plan. About 15 SDAs have submitted the avoided capacity
addition due to implementation of energy efficiency measures. The
avoided capacity addition is based on only those which are achieved
through implementation of energy efficiency measures and not those
achieved through renewables like biomass, biofuel or biogas.

8.3

Considering the energy saving potential shown by SDAs, NPC has


visited/collected details from the following SDAs to review the
Energy Efficiency activities carried out at the state level. The data
provided by the SDAs to BEE was verified and the observations are
highlighted below.

8.3.1 Chhattisgarh State Renewable Energy Development Agency


(CREDA)
The major energy savings achieved in the state of Chhattisgarh is by
power generation through waste heat recovery in Sponge Iron plant
and other steel industries. The power generation from WHR system
commissioned during current financial year i.e. 2009-10 has been
considered for estimating avoided capacity. In addition, CREDA has
compiled district wise data on energy saved by designated
consumers and also other SDA Energy Saving programmes and
submitted the same to BEE. The total estimated energy savings in
Chhattisgarh is 678.73 MU. The corresponding reduction in avoided
generation capacity is 100.46 MW.
8.3.2 Maharashtra Energy Development Agency (MEDA)
The estimated energy savings by various Energy Conservation
Programs by SDAs and by Designated Consumers is submitted to
BEE. MEDA has taken initiative to reduce VAT to 4% for CFL lamps.
This has resulted in sale of more than 2.15 crore CFL lamps in the
State of Maharashtra. The total energy savings is 917.39 MU and
the corresponding reduction in avoided generation capacity is
157.88 MW.

8.3.3 Gujarat Energy Development Agency (GEDA)

GEDA has taken initiative to replace old inefficient agriculture pumps


with energy efficient pumps. About 60,000 have been replaced which
has resulted in reduction of connected load. The savings are
calculated based on 60% operating load. The estimated energy
savings is 86.9 MU. The corresponding reduction in avoided
generation capacity is 15.9 MW.
8.3.4 Rajasthan Renewable Energy Corporation Ltd., Rajasthan
The Rajasthan SDA has shown savings from designated consumers
in the State. In addition SDA has implemented installation of 7 lacs
litres of solar water heaters. The estimated energy savings is 40.58
MU. The corresponding reduction in avoided generation capacity is
4.59 MW.
The energy savings reported by the following SDAs verified based
on the documents submitted by the SDAs. Energy savings achieved
due to renewable energy sources such as wind, bio-mass, bio-fuel
are not included. However, savings achieved through solar water
heaters and SPV system are accounted. The savings achieved
through energy conservation programs of SDA are accounted to
estimate the avoided capacity.
8.3.5 Non-Conventional Energy Development Cooperation of Andhra
Pradesh Ltd.
The estimated energy savings in Andhra Pradesh through NEDCAP.
is 100.25 MU. The corresponding reduction in avoided generation
capacity is 18.34 MW.

8.3.6 Chief Electrical Inspectorate, Government of Assam

The estimated energy savings in the State of Assam is 5.813 MU.


The corresponding reduction in avoided generation capacity is 1.04
MW.
8.3.7 Karnataka Renewable Energy Development Limited (KREDL),
Karnataka
The estimated energy savings in the State of Karnataka is 11.395
MU. The corresponding reduction in avoided generation capacity is
2.25 MW.
8.3.8 Electricity department, Chandigarh
The estimated energy savings in Chandigarh is 3.14 MU. The
corresponding reduction in avoided generation capacity is 1.36 MW.
8.3.9 Energy Management Centre, Kerala
The estimated energy savings in the State of Kerala is 29.716 MU.
The corresponding reduction in avoided generation capacity is 2.65
MW. The energy saving includes ENCON measures by State
designated consumer and also by distribution of CFL lamps.

Points for Future Consideration


a. The coincidence factor values, where referred to, are based on
NPCs past experiences. It is recommended that BEE may
consider establishing coincidence factor values, end user
savings, device life etc. for various products & schemes,
through an all India study to bring in accuracy in future impact
assessment. The present method of calculating avoided
generation is on annual MWH basis, while , with coincidence
factors, the values can be arrived at, more accurately, based
on watt saving method itself.

b. Since

energy

savings

from

S&L

products

are

market

transformation related , it is recommended that , towards


improved reporting and data accuracy , BEE may consider
specific studies (CRISIL,ICRA,CMIE etc.) pertaining to the
market research and market transformation of BEE S&L
schemes,

as

also

to

identify

enablers

for

increasing

penetration of S&L products etc.

c. Since

energy

savings

from

conservation

awards

are

significant, BEE and SDAs may consider sponsored energy


audits of all such units annually, as a motivation, as well as, as
a data capture exercise for documenting benefits.
