Overview
Since2004,theCouncilofGraduateSchools(CGS)hasconductedamultiyearempirical
examinationofinternationalgraduateapplication,admission,andenrollmenttrends.This
analysisrespondstomemberinstitutionsinterestinongoingchangesintheenrollmentof
studentsfromabroadseekingmastersanddoctoraldegreesfromU.S.collegesand
universities.Internationalstudentscomprise17%ofallgraduatestudentsintheU.S.1
ThecoreofthisexaminationisathreephasesurveyofCGSmemberinstitutions.TheCGS
InternationalGraduateAdmissionsSurveycollectsaninitialsnapshotofapplicationstoU.S.
graduateschoolsfromprospectiveinternationalstudents(PhaseI,conductedinFebruaryof
eachyear),finalapplicationsandaninitialpictureofadmissionsofferstoprospective
internationalstudents(PhaseII,June),andfinaloffersofadmissionandfirsttimeandtotal
internationalgraduatestudentenrollment(PhaseIII,October).2
Datafromthe2014PhaseIIIsurveyrevealcontinuedgrowthinoffersofadmissionand
enrollment.Between2013and2014,offersofadmissiontoprospectiveinternationalgraduate
studentsincreased7%,firsttimeinternationalgraduateenrollmentincreased8%,andtotal
internationalgraduateenrollmentincreased8%.
Thefirstsectionofthisreportdescribesthemethodologyusedtocollectthedataandcalculate
changesinoffersofadmissionandenrollmentfrom2013to2014.Thesecondsectionpresents
thesurveyresultsonoffersofadmissiontoprospectiveinternationalstudentsandcompares
theoneyearchangestothoseinprioryears.Sectionthreepresentsdataonfirsttime
internationalgraduateenrollmentandcomparestheoneyearchangestothoseinprioryears.
Sectionfourexaminestotalinternationalgraduateenrollment,andsectionfiveoffersa
summaryandconclusion.
I.SurveyMethodologyandResponseRate
Thesurveypopulationforthe2014CGSInternationalGraduateAdmissionsSurvey,PhaseIII:
FinalOffersofAdmissionandEnrollmentconsistedofall498U.S.collegesanduniversitiesthat
weremembersofCGSasofSeptember2014.CGSalsohasmemberinstitutionsinCanadaand
globalaffiliates,buttheseinstitutionsarenotincludedinthesurveypopulation.Thesurvey
questionnairewasemailedtothegraduatedean(orequivalent)ateachmemberinstitutionon
September10,2014,andresponseswerecollectedelectronicallythroughOctober16,2014.

Thesurveyaskedinstitutionstoreportthefinalnumberofoffersofadmissiongrantedto
prospectiveinternationalgraduatestudentsforfall2013andfall2014,thenumberofnew
(firsttime)internationalgraduatestudentsinfall2013andfall2014,andthetotalnumberof
internationalgraduatestudentsinfall2013andfall2014(seeAppendixA).3Inthesurvey,an
internationalstudentisdefinedasapersonwhoisnotacitizen,national,orpermanent
residentoftheUnitedStatesandisinthiscountryonastudentvisa,oronatemporarybasis,
anddoesnothavethelegalrighttoremainindefinitely.Forsomecampuses,thePhaseIII
surveywasadministeredbeforefinalenrollmentnumberswereknown,andtheseinstitutions
providedpreliminaryfiguresasofthesamedateeachyear.Thetaxonomyispresentedin
AppendixB.
Institutionswerealsoaskedtoprovideadmissionsandenrollmentdataforinternational
studentswhooriginatefromsevenkeysendingcountries(Brazil,Canada,China,India,Mexico,
SouthKorea,andTaiwan)andthreeregions(Africa,Europe,andtheMiddleEast).China,India,
andSouthKoreaarethetopthreecountriesoforiginforinternationalgraduatestudentsinthe
UnitedStates,accountingforaboutonehalfofallnonU.S.citizensontemporaryvisas
attendingU.S.graduateschools.4Thus,examiningstudentflowsfromthesethreecountriesin
particularprovidesagoodindicatorofoveralltrendsinoffersofadmissiontoandenrollmentin
U.S.graduateprograms.DataregardingstudentsfromBrazil,Canada,Mexico,andTaiwan,as
wellasregionsofAfrica,Europe,andtheMiddleEastwereincludedbeginningin2012because
ofthedesireofCGSmembershiptoknowmoreaboutstudentsfromthesecountriesand
regions.Itshouldbenotedthatbeginningin2012,studentsfromCyprusandTurkeywere
includedinEurope.Priorto2012,studentsfromthesecountrieswereincludedintheMiddle
East,andyeartoyearcomparisonsbyregionshouldbemadewiththisinmind.Institutions
werealsoaskedtoprovideoffersofadmissionandenrollmentdataforstudentsineightbroad
fieldsofstudy:artsandhumanities,business,education,engineering,lifesciences,physicaland
earthsciences,5socialsciencesandpsychology,andotherfields.
Responseswerecodedaccordingtothe2010Carnegiebasicclassification.Specifically,
respondinginstitutionsclassifiedasRU/VH:ResearchUniversities(veryhighresearchactivity),
RU/H:ResearchUniversities(highresearchactivity),orDRU:Doctoral/ResearchUniversities
weregroupedasdoctoralinstitutions.RespondinginstitutionsclassifiedasMasters/L:Masters
CollegesandUniversities(largerprograms),Masters/M:MastersCollegesandUniversities
(mediumprograms),orMasters/S:MastersCollegesandUniversities(smallerprograms)were

SouthDakota,andWisconsin);Northeast(Connecticut,Maine,Massachusetts,NewHampshire,
NewJersey,NewYork,Pennsylvania,RhodeIsland,andVermont);South(Alabama,Arkansas,
Delaware,DistrictofColumbia,Florida,Georgia,Kentucky,Louisiana,Maryland,Mississippi,
NorthCarolina,Oklahoma,PuertoRico,SouthCarolina,Tennessee,Texas,Virginia,andWest
Virginia);andWest(Alaska,Arizona,California,Colorado,Hawaii,Idaho,Montana,Nevada,
NewMexico,Oregon,Utah,Washington,andWyoming).
Finally,theoverallchangesinthenumbersofoffersofadmissiontoprospectiveinternational
studentspotentiallymasksubstantialdifferencesbetweeninstitutionswithsmallerandlarger
numbersofinternationalstudents.Responseswerecodedinoneoffivecategories,being
collegesanduniversitiesawardingthe10largest,25largest,50largest,and100largest
numbersofmastersanddoctoraldegreestointernationalstudents,aswellasresponding
institutionsoutsidethelargest100.TherankingsarebasedondatacollectedbytheU.S.
DepartmentofEducationIPEDSdatafile.6
Atotalof308institutionsrespondedtothesurvey,foraresponserateof62%.Eightyofthe
100institutionsthatawardthelargestnumberofmastersanddoctoraldegreesto
internationalstudentswererepresentedinthisstudy.Thehighresponseratefromthetop100
institutionsisimportantbecausetheyconferabout59%ofallgraduatedegreesawarded
annuallytointernationalstudentsintheUnitedStates.Overall,the308institutionsresponding
tothePhaseIIIsurveyconferred72,970or67%oftheapproximately109,000graduatedegrees
awardedtointernationalstudentsintheUnitedStatesin2011/12.Thevastmajority(93%)of
degreesawardedbythe308institutionsparticipatinginthissurveywereawardedbydoctoral
grantinginstitutions.
InstitutionsrespondingtothePhaseIIIsurveyprovideddataforfall2014onatotalof198,399
offersofadmissiontoprospectiveinternationalgraduatestudents,76,821internationalfirst
timeenrollees,and236,747totalinternationalgraduatestudents.Inafewcases,institutions
wereunabletoprovidedataforboth2013and2014foreitherthetotalsoroneofthe
subcategories.Inthoseinstances,theserespondentswereexcludedfromtheappropriate
analyses.Datawerenotimputedfornonrespondinginstitutions.Summarydataappearin
AppendixCandAppendixD.
Theserankingsarebasedonthenumberofgraduatedegreesawardedinacademicyear2011/12,themostrecentdata
available,asderivedfromtheIntegratedPostsecondaryEducationDataSystem(IPEDS)datafiles.
II.OffersofAdmissiontoProspectiveInternationalGraduateStudents
TotalNumberofOffersofAdmission
Forprospectiveinternationalstudents,offersofadmissiontoU.S.graduateschoolsincreased
7%between2013and2014.Thisincreaseinoffersofadmissionfollowsa10%increasein2012
and9%increasesintheprevioustwoyears(seeFigure1).Thefinal7%increaseininternational
offersofadmissionfromthisPhaseIIIsurveyisquiteconsistentwiththeinitial9%increasein
internationaloffersofadmissionreportedinthePhaseIIsurveyreport,releasedinAugust
2014.

ThePhaseIIIsurveyresultsrevealsubstantialincreasesinoffersofadmissiontoprospective
graduatestudentsfromIndiaandBrazil(seeTable1).Offersofadmissiontoprospective
graduatestudentsfromIndiaincreased24%in2014.Thisisespeciallynotableduetothefact
thatprospectivegraduatestudentsfromIndia,baseduponrespondentstothissurvey,
constitute27%ofalloffersofadmissiontoU.S.graduateschools.Offersofadmissionto
prospectivegraduatestudentsfromBrazilincreased94%in2014,althoughitisimportantto
notethatprospectivestudentsfromBrazilarerelativelysmallinnumber.Offersofadmissionto
prospectivegraduatestudentsfromtheMiddleEastincreased5%in2014,followinga13%
increasein2013anda17%gainin2012.Offersofadmissiontoprospectivegraduatestudents
fromChinadecreased2%in2014.Thisisnotablebecause,baseduponrespondentstothis
survey,Chinesenationalsconstitute37%ofalloffersofadmissiontoU.S.graduateschools.

OffersofAdmissionbyFieldofStudy
Morethanonehalf(58%)ofallinternationalgraduatestudentsatU.S.institutionsareenrolled
inoneofthreebroadfields:engineering,physical&earthsciences(whichincludes
mathematicsandcomputerscience),andbusiness,7andthePhaseIIIsurveyrevealsthat

internationaloffersofadmissionincreasedinallthreeofthesebroadfieldsofstudy,8%,14%,
and3%respectively.Increasesalsooccurredinsocialsciencesandpsychology(5%),life

OffersofAdmissionbyInstitutionalControlandCarnegieClassification
Internationaloffersofadmissionincreasedatbothpublicandprivate,notforprofitinstitutions
in2014.Atpublicinstitutions,internationaloffersofadmissionincreased7%in2014following
a12%gainin2013.Atprivate,notforprofitinstitutions,internationaloffersofadmissionalso
increased7%in2014followinga7%gainin2013(seeTable2).Ofthe292institutionsthat
providedtotaloffersofadmissiondataforboth2013and2014inthisyearsPhaseIIIsurvey,
209werepublicinstitutions,82wereprivate,notforprofitinstitutions,andonewasaprivate,
forprofitinstitution.Datafortheprivate,forprofitinstitutionareincludedinthetotalsin
Table2,butarenotbrokenoutseparately.
ByCarnegieclassification,internationaloffersofadmissionincreased6%atpublicdoctoral
institutionsin2014aswellasprivate,notforprofitdoctoralinstitutions.Internationaloffersof
admissionincreased37%atpublicmastersfocusedinstitutionsin2014and23%atprivate,
notforprofitmastersfocusedinstitutions.Whilethegrowthrateformastersfocused
institutionsisveryhigh,itisimportanttonotethatitrepresentsachangefromasmallbase
numberofapplications.Inthe2014PhaseIIIsurvey,just7%ofalloffersofadmissionto
prospectiveinternationalgraduatestudentswerefrommastersfocusedinstitutions.

OffersofAdmissionbyGeographicRegion
OffersofadmissionbyU.S.graduateschoolstoprospectiveinternationalstudentsincreasedin
allfourmajorregionsoftheUnitedStatesin2014.Internationaloffersofadmissionincreased
9%eachintheMidwestandSouth,and5%eachintheWestandNortheast.Ofthe292
institutionsthatprovidedtotaloffersofadmissiondataforboth2013and2014inthisyears
PhaseIIIsurvey,110institutionsarelocatedintheSouth,71intheMidwest,60inthe
Northeast,and51intheWest.
OffersofAdmissionbyNumberofGraduateDegreesAwardedtoInternationalStudents
In2014,increasesinthenumberofoffersofadmissiontoprospectiveinternationalgraduate
studentsweresmalleratinstitutionsawardinglargernumbersofgraduatedegreesto
internationalstudentsthaninstitutionsawardingsmallernumbersofgraduatedegreesto
internationalstudents.Internationaloffersofadmissionincreased6%onaverage(from
132,605to140,055)attherespondinginstitutionsthatareamongthe100largestinstitutionsin
termsofgraduatedegreesawardedtointernationalstudents,and11%onaverage(from
50,994to56,827)attheinstitutionsoutsidethelargest100.AmongthisyearsPhaseIIIsurvey
respondents,theinstitutionsthatareamongthe100largestaccountedfor71%ofalloffersof
admissionreported,withtheremaining29%ofalloffersofadmissioncomingfromthe

institutionsoutsidethelargest100.Dataonoffersofadmissiontoprospectivegraduate
studentsfromIndiadrivetheoveralltrend.Forinstance,offersofadmissiontoprospective
studentsincreased18%onaverage(from35,016to41,320)atthe100largestinstitutions.By
comparison,offersofadmissiontoprospectivestudentsincreased39%onaverage(from
14,184to19,756)atthe100largestinstitutionsintermsofnumberofdegreesawarded.Data
collectedfortworegionsoforigin,EuropeandtheMiddleEast,followasimilartrendinwhich
increasesinoffersofadmissionatthe100largestinstitutionsaresmallerthanincreasesat
institutionsoutsidethelargest100.Forexample,offersofadmissiontoprospectivestudents
fromEuropeincreased2%onaverageamongthe100largestinstitutions,and5%onaverage
amonginstitutionsoutsidethe100largestinstitutions.Offersofadmissiontoprospective
studentsfromAfricadecreased3%onaverageamongthe100largestinstitutions,and
increased4%onaverageamonginstitutionsoutsidethe100largestinstitutions.
Thereweresomedifferencesinpatternsofoffersofadmissionbyfieldofstudy.Forinstance,
offersofadmissioninthefieldofengineeringincreased17%onaverageatinstitutionsoutside
thelargest100andincreased6%onaverageatthelargest100institutions.Similarly,inphysical
science,offersofadmissionincreased10%onaverageatthe100largestinstitutionsand
increased27%onaverageattheinstitutionsoutsidethelargest100.Inlifesciences,offersof
admissionincreased5%onaverageatthelargest100institutionsand3%onaverageat
institutionsoutsidethelargest100.

III.InternationalFirstTimeGraduateEnrollment
TotalFirstTimeGraduateEnrollment
Firsttimegraduateenrollmentistypicallythebestindicatoroffuturetrendsingraduate
enrollment.ThePhaseIIIsurveyresultsshowthatfirsttimeenrollmentofinternational
studentsinU.S.graduateschoolsincreased8%between2013and2014,slightlylowerthanthe
10%gainin2013,butequivalenttothe8%increasesin2012and2011(seeFigure2).

FirstTimeGraduateEnrollmentbyCountry/RegionofOrigin
Bycountryoforigin,thelargestincreasesinfirsttimegraduateenrollmentwerefromstudents
fromBrazilandIndia(seeTable4).FirsttimeenrollmentofstudentsfromBrazilincreased91%
in2014,althoughthepercentageisbaseduponarelativelysmallnumber(595in2013and
1,134in2014).FirsttimeenrollmentofstudentsfromIndiaincreased27%in2014,from
17,278to21,889.FirsttimeenrollmentsalsoincreasedamongstudentsfromMexico(8%),
whichwasanimprovementfromthe2%decreasein2013.
FirsttimegraduateenrollmentamongstudentsfromChinadecreased1%in2014(from26,535
to26,351),thefirsteverdecreaseinfirsttimeenrollmentofstudentsfromthatcountrysince
theCGSInternationalGraduateAdmissionsSurveywasinitiatedin2004.Firsttimegraduate
enrollmentofstudentsfromSouthKoreaandTaiwanalsodeclined,7%and8%respectivelyin
2014.FirsttimeenrollmentofstudentsfromCanadaalsodeclined(1%)in2014.

ChangesinfirsttimegraduateenrollmentofstudentsfromtheMiddleEastwerethelargestof

FirstTimeGraduateEnrollmentbyFieldofStudy
Internationalfirsttimegraduateenrollmentincreasedinallbutonebroadfieldin2014(see
Table4).Thelargestgainswereinphysicalandearthsciences(20%)andengineering(11%).
Therewerealsoincreasesinfirsttimeenrollmentinlifesciences(7%),arts&humanities(3%),
otherfields(2%),business(2%),andsocialsciencesandpsychology(2%).The3%increasein
arts&humanitieswasthelargestincreaseamongnonSTEMfields.Therewasa1%decreasein
firsttimeenrollmentamonginternationalstudentsinthefieldofeducation.
FirstTimeGraduateEnrollmentbyInstitutionalControlandCarnegieClassification
Internationalfirsttimegraduateenrollmentincreasedatbothpublicinstitutionsandprivate,
notforprofitinstitutionsin2014(seeTable5).Atpublicinstitutions,internationalfirsttime
graduateenrollmentincreased9%in2014followingan11%gainin2013,whileatprivate,not
forprofitinstitutionsinternationalfirsttimegraduateenrollmentincreased6%in2014
followingan8%increasein2013.
ByCarnegieclassification,internationalfirsttimegraduateenrollmentincreased7%in2014at
doctoralinstitutionsfollowinga9%increasein2013,andincreased30%atmastersfocused
institutionsin2014(seeTable5).ByCarnegieclassificationandinstitutionalcontrol,
internationalfirsttimegraduateenrollmentincreased7%atpublicdoctoralinstitutionsand5%
atprivate,notforprofitdoctoralinstitutions.Atmastersfocusedinstitutions,international
firsttimegraduateenrollmentincreased37%atpublicinstitutionsand20%atthemasters
focusedprivate,notforprofitinstitutions.Dataformastersfocusedinstitutionsshouldbe
interpretedcautiouslygiventhesmallnumberoftheseinstitutionsrespondingtothesurvey
andduetothefactthatasmallnumberoffirsttimeinternationalgraduatestudentsare
enrolledattheseinstitutions.

InternationalfirsttimegraduateenrollmentincreasedinallfourmajorregionsoftheUnited
Statesin2014.Internationalfirsttimegraduateenrollmentincreased10%intheSouth,9%in
theWest,8%intheMidwest,6%intheNortheast.Ofthe292institutionsthatprovided
internationalfirsttimegraduateenrollmentdataforboth2013and2014inthisyearsPhaseIII
survey,109institutionsarelocatedintheSouth,71intheMidwest,60intheNortheast,and52
intheWest.
FirstTimeGraduateEnrollmentbyNumberofGraduateDegreesAwardedtoInternational
Students
Institutionsawardinglargernumbersofgraduatedegreestointernationalstudentshadsmaller
increasesininternationalfirsttimegraduateenrollmentin2014thaninstitutionsawarding
smallernumbersofgraduatedegreestointernationalstudents(seeTable6).Internationalfirst
timegraduateenrollmentincreased7%onaverage(from51,709to55,341)attheresponding
institutionsthatareamongthe100largestintermsofgraduatedegreesawardedto
internationalstudents,comparedwitha12%averageincrease(from18,901to21,151)atthe

institutionsoutsidethelargest100.AmongthisyearsPhaseIIIsurveyrespondents,the
institutionsthatareamongthe100largestaccountedfor72%ofallinternationalfirsttime
graduateenrollmentin2014,withtheremaining28%ofinternationalfirsttimegraduate
enrollmentattheinstitutionsoutsidethelargest100.

U.S.graduateschoolsincreased8%between2013and2014followingincreasesof7%in2013

Byregion,totalgraduateenrollmentofstudentsfromtheMiddleEastincreased11%in2014,
markingthesixthconsecutiveyearofdoubledigitincreasesintotalenrollmentamongstudents
fromthatregion.WhiletotalgraduateenrollmentofstudentsfromAfricaincreased3%in2014,
totalgraduateenrollmentdecreased1%amongstudentsfromEurope.
TotalGraduateEnrollmentbyFieldofStudy
In2014,internationaltotalgraduateenrollmentincreasedinallbroadfieldsexceptfor
business,whichdecreased1%(seeTable7).Thelargestincreasesininternationaltotal
graduateenrollmentoccurredinphysicalandearthsciences(15%,from44,806to51,569)and
engineering(11%,from66,508to73,658).Smallerincreaseswereinarts&humanities(4%),
education(3%),andlifesciences,socialsciencesandpsychology,andotherfields(1%each).
TotalGraduateEnrollmentbyInstitutionalControlandCarnegieClassification
Internationaltotalgraduateenrollmentincreasedatbothpublicandprivate,notforprofit
institutionsin2014(seeTable8).Atpublicinstitutions,internationaltotalgraduateenrollment
increased8%in2014followinga7%risein2013.Atprivate,notforprofitinstitutions,
internationaltotalgraduateenrollmentrose7%in2014,thesameincreaseasin2013.
ByCarnegieclassification,internationaltotalgraduateenrollmentincreased6%atdoctoral
institutionsin2014,and37%atmastersfocusedinstitutions(seeTable8).The6%gainat
doctoralinstitutionsin2014matchesthe6%gainin2013,whilethe37%increaseatmasters
focusedinstitutionsin2014followsa14%increasein2013.ByCarnegieclassificationand
institutionalcontrol,internationaltotalgraduateenrollmentincreased7%atpublicdoctoral
institutionsand5%atprivate,notforprofitdoctoralinstitutions.Atmastersfocused
institutions,internationaltotalgraduateenrollmentincreased44%atpublicinstitutions,and
increased26%atprivate,notforprofitinstitutions.Dataformastersfocusedinstitutions
shouldbeinterpretedcautiously,however,giventhesmallnumberoftheseinstitutions
respondingtothesurveyandtothesmallnumberofinternationalgraduatestudentsatthese
institutions.

V.SummaryandConclusions
Summary
Theresultsofthe2014CGSInternationalGraduateAdmissionsSurvey,PhaseIII:FinalOffersof
AdmissionandEnrollmentrevealedthat198,399offersofadmissionweremadetoprospective
internationalgraduatestudentsin2014.OffersofadmissiontoU.S.graduateschoolsincreased
7%between2013and2014.OffersofadmissiontoprospectivegraduatestudentsfromIndia
increased24%,whileoffersofadmissiontoprospectivegraduatestudentsfromChinadeclined
2%.Thisisthesecondconsecutiveyearinwhichoffersofadmissionforprospectivegraduate
studentsfromChinadidnotrealizeadoubledigitincrease.Offersofadmissiontoprospective
studentsfromBrazilandtheMiddleEastcontinuetoincrease.
Surveyrespondentsreportedatotalof76,821internationalfirsttimeenrolleesin2014.The
PhaseIIIsurveyresultsshowthatfirsttimeenrollmentofinternationalstudentsinU.S.
graduateschoolsincreased8%between2013and2014.Firsttimeenrollmentamongstudents
fromChinadecreased1%,markingthesecondconsecutiveyearwithoutdoubledigitincreases
infirsttimegraduateenrollmentamongstudentsfromthatcountry.Incontrast,firsttime
enrollmentamongstudentsfromIndiaincreased27%in2014,thesecondconsecutiveyearof
doubledigitincreasesinfirsttimeenrollmentofstudentsfromthatcountry.Although
comparativelysmallinnumbers,itisnotablethatfirsttimeenrollmentamongstudentsfrom
Brazilrose91%.
Byfieldofstudy,thelargestgainswereinphysicalandearthsciences(20%)andengineering
(11%).Firsttimeenrollmentinbusiness,afieldwhichhastraditionallybeenpopularamong
internationalstudents,increased2%overallin2014,whichislowcomparedtoprioryears.
Firsttimeenrollmentinarts&humanitiesincreased3%in2014,representingthesecond
consecutiveyearinwhichthiswasthecase.Moreover,firsttimeenrollmentdeclined6%at
institutionsthatawardthelargestnumberofgraduatedegrees.Growthinfirsttimeenrollment
inbusinesswasfairlyevenlydistributedamonginstitutionsthatrankedbetweenthe10and
100largestgraduatedegreegrantinginstitutions.
Finally,respondentstothe2014CGSInternationalGraduateAdmissionsSurvey,PhaseIII:Final
OffersofAdmissionandEnrollmentreportedthat236,747internationalgraduatestudentswere
enrolledingraduateprogramsin2014.Totalgraduateenrollmentofinternationalstudentsin
U.S.graduateschoolsincreased8%in2014followingincreasesof7%in2013and4%in2012.
WhereastotalgraduateenrollmentofstudentsfromChinarose3%in2014,thisincreasewas

considerablysmallerthanthedoubledigitincreasesseeninpreviousyears.Totalgraduate
enrollmentofstudentsfromIndiaincreased26%,thesecondconsecutiveyearofdoubledigit
increasesintotalenrollmentamongstudentsfromthatcountry.Totalgraduateenrollmentof
studentsfromTaiwanandSouthKoreadeclined7%and6%respectively.Byfieldofstudy,the
largestincreaseininternationaltotalgraduateenrollmentoccurredinphysicalandearth
sciences(15%)andengineering(11%).Therewasa1%decreaseintotalenrollmentinbusiness.
Conclusions
The2014CGSInternationalGraduateAdmissionsSurvey,PhaseIII:FinalOffersofAdmission
andEnrollmentshowscontinuedgrowthinoffersofadmission,firsttimeenrollment,andtotal
enrollmentamonginternationalgraduatestudentsatU.S.institutions,anindicatorthatU.S.
institutionsremainadestinationofchoiceformanyoftheworldsstudents.
Growthinfirsttimeenrollmentisparticularlyrobustinphysical&earthsciencesaswellas
engineering,twotraditionallypopularfieldsofstudyamonginternationalstudents.However,
firsttimeenrollmentinthefieldofbusiness,anothertraditionallypopularfieldofstudyamong
internationalstudents,iswaning.The2%increaseinfirsttimeenrollmentamonginternational
studentsinthefieldofbusinessin2014wasthelowestseensince2010,andthe1%decrease
intotalenrollmentinbusinesswasthefirstdecreaseinthisfieldofstudyintenyears.
TherecentsurgeinfirsttimeenrollmentamongstudentsfromIndiaisundoubtedlyoffsetting
declinesinfirsttimeenrollmentamongstudentsfromChina,aswellasthepersistentdeclines
fromSouthKoreaandTaiwan.DuetothefactthatgraduatestudentsfromChinaoutnumber
graduatestudentsfromanyothernation,includingIndia,continuingstagnationanddeclinesin
enrollmentamongstudentsfromthatcountrywillnecessitateincreasesfrommanyother
countriesinordertomaintaincurrentratesofgrowth.BrazilandthegreaterMiddleEastare
twoexamplesofareasthathaveshownsteadyincreasesinfirsttimeenrollmentoverthepast
threeyears.
Finally,increasesinfirsttimeenrollmentappearstobeconcentratedateitherinstitutionsthat
areamongthetop10institutionsawardinggraduatedegreestointernationalstudents,or
institutionsoutsidethelargest100.Thegreatestratesofgrowthinfirsttimeenrollmentamong
studentsfromBrazil,China,andCanada,forexampleareatthetop10institutions,whilethe
greatestratesofgrowthinfirsttimeenrollmentamongstudentsfromIndia,SouthKorea,and
Mexicoareamonginstitutionsoutsidethetop100.Thisreflectsadifferentpatterninfirsttime
enrollmentbythisparticularinstitutionalcharacteristic.
