PROCEDURE FOR

FIRE SAFETY
EQUIPMENT IN MMU
















1. Emergency and Fire Preventive Equipments.

1.1 The University has been equipped with Emergency and Fire Preventive
Equipments (FPE) in accordance with Fire Services Act 1988 and Local
Government Act 1976.

1.2 FPE is important to be used during emergency, especially for fire fighting and
necessary action to rescue occupier of the building and property.

1.3 The equipment installed in the buildings need to be thoroughly looked after,
examined and managed to make sure it functions perfectly during emergencies or
whenever needed.

1.4 The installed MMU equipment building is classified according to the following:

1.4.1 Warning System and Fire Detector

Fire Panel is a warning system equipped with a fire detector. It is connected
through wiring / conduit with the following fire prevention system and
instruments;

- Manually operated detector, namely brake glass which must be
broken during emergency to activate fire alarm.
- Detector that detect fires automatically and activate fire alarm,
especially heat and smoke detector.
- Fire alarm, either in the form of bell, siren or light, which will be
activated to awaken building residents for their rescue and
evacuation of the building.

The Fire Panel is also connected to other Fire Preventive and Emergency
Equipment systems for it to be functional and to detect faults.

1.4.2 Passageway and Escape System

Occupants upon hearing the emergency warning should evacuate the building
immediately through means of escape to the assembly area. Emergency exits are
to be used during emergency. Occupants are not allowed to use the elevator. All
exit routes will be lit with emergency and exit sign lights to enable occupants to
safely evacuate the building.







1.4.3 Fire Fighting System

The general Fire Fighting Equipment in MMU buildings are as follows:-

- Fire extinguisher (powder type and CO
2
)
- Hose reel system
- Water sprinkle system
- Wet riser
- Dry riser
- CO
2
extinguishing system (switch and generator room and sub-
station)
- Water pump system (duty pump, standby pump, jockey pump)
- Fire hydrant

1.4.4 Other Related System and Equipments

- Fireman switch, Distribution board DB, Main electricity supply
switch (switch room) to cut off electricity in the event of fire, if the
electricity supply system has not automatically cut off.
- A generator which will automatically supply electricity to certain
area / equipment during power failure.
- P.A. system to instruct occupants of the building.
- Emergency telephones to contact the Fire Brigade.

2. Maintenance, checking, testing and servicing of the Fire Fighting
Equipment.

2.1 Definition

2.1.1 Visual Inspection

Visual inspection means general inspection that can be done by anyone without
involving testing and complicated technical aspects. It can be done from time to
time by checking emergency exits, fire extinguisher expiration date, fire hose reel
leakage etc. Any weakness and damages found have to be recorded and reported.

2.1.2 Inspecting and Testing

Inspection and testing involving technical aspects and FPE should be carried out
by a competent individual according to specifications oulined by Jabatan Bomba
dan Penyelamat Malaysia (JBPM).





2.2 Custody and Ownership

Every FPE is under the ownership of the respective Cost Center. Therefore every
Cost Center and building occupant is responsible for every FPE installed in their
respective buildings and ensures the equipment is always in good working
condition.

2.3 Visual Inspection

2.3.1 Visual Inspection by Cost Center

- Every Cost Center must conduct a visual inspection at least once
every three (3) months on every FPE in their building.
- Corrective actions must be taken whenever weaknesses and damages
are identified. Reports must be submitted to the responsible
department.
- Occupational Safety and Health (OSH) Unit will conduct visual
inspection training for every Cost Center representative from time to
time to enable the representative to carry out the inspection
effectively.

2.3.2 Inspection by Safety Unit (OSH)

- Visual inspection must be done by OSH Unit at least twice (2) a year
for every Cost Center.
- Every inspection conducted by OSH Unit must be accompanied by a
Cost Center representative and an FMD representative, especially
when taking immediate corrective action.


2.4 Inspection, Testing and Maintenance by FMD

2.4.1 FMD has to make sure that inspection, testing and maintenance are carried out in
every Cost Center, whether it is done by competent FMD staff member or
appointed fire contractor which is certified by JBPM for inspecting and testing the
FPE.

2.4.2 The inspection and testing must follow the specification and standard fixed for
every FPE, which is accepted by JBPM.

2.4.3 Contract specification / inspection and testing agreement (including maintenance)
between MMU / FMD and the contractor has to be submitted to OSH Committee
whenever there are changes / renewal of the contract.



2.5 Remedial action and repair

Every Cost Center must ensure that each FPE weakness, defect and damage
identified have to take remedial action and immediate repair.

2.5.1 Any weakness which does not involve technical aspects such as misplaced fire
extinguisher must be placed by the Cost Center in the original location. Goods
kept in the hose reel rooms must be cleared by Cost Center.

2.5.2 While other weaknesses especially involving technical aspects beyond the Cost
Centers technical capacity are to be fixed by FMD.

2.6 Report and Documentation

All inspection results, testing and follow-up actions taken must be documented,
recorded and properly stored for at least 10 years for evaluation and examination
by OSH Committee, DOSH or government authorities. Generally, all the reports
should be channeled and documented as follows:-

2.6.1 Visual Inspection Report by Cost Center

- 1 copy to be kept in respective Cost Center for OSH Committee
inspection.
- 1 copy to FMD for corrective action.
- 1 copy to Security Department for references and to carry out rescue
works during emergency.

2.6.2 Visual Inspection Report by OSH Unit

- 1 copy to be kept in OSH Unit and summarised for OSH Committee
Meeting.
- 1 copy to FMD for corrective action.
- 1 copy to the respective Cost Center.
- 1 copy to Security Department for references and to carry out rescue
works during emergency.

2.6.3 Inspection, Testing and Maintenance Report by FMD

- Inspection, testing and maintenance report of FPE done by FMD or
appointed contractor under supervision of FMD must be properly
kept by FMD.
- However, it is FMDs responsibility to submit the report summary to
the Cost Center, Security Department and OSH Unit for the above
mentioned reason, especially for FPE that is badly damaged or
malfunctioning.

3. Maintenance, Repair and Vandalism Cost.

3.1 All cost related to repair and maintenance works will be undertaken by FMD.

3.2 However, cost for any FPE that has been damaged or vandalised should be paid
by the respective Cost Center.

3.3 For Hostel buildings, disciplinary action according to University regulations
should be taken by STAD on any student abusing the FPE according to regulation
of the University. If STAD is unable to identify the student that abuses the FPE,
STAD shall enforce a fine to every occupant of the floor / wing to cover the cost
of the damaged or vandalised equipment.

4. Specific Regulations Regarding Visual Inspection and Caring of
Fire Preventive Equipment (FPE).

4.1 Emergency Exit (Door/Passageway/Staircase/Lobby)

4.1.1 Every Cost Center is responsible to make sure all emergency exits are not
obstructed and free from any disruption to enable occupants to safely evacuate the
building during emergencies.

4.1.2 For any door that needs to be locked for security reasons, this door must be able
to easily and quickly open during emergencies, for example, by displaying keys
for the door inside a break glass container and stationed near the door.

4.2 Fire Extinguisher

4.2.1 The Fire Extinguisher cannot be blocked with things / equipments, vandalised or
shifted from its original location (used for blocking the door).

4.2.2 All Fire Extinguishers need to have a valid certificate issued by JBPM.

4.2.3 The Fire Extinguisher which has been placed in the boxes must be accessible. If it
is locked, the keys must be displayed on the boxes to enable it to be used during
emergencies.

4.2.4 Fire Extinguisher boxes / rooms cannot be used as storage (especially for storing
cleaning equipments, newspaper etc). The respective Cost Center is responsible
for this.

4.2.5 Any damage or weakness identified such as low gas pressure, blocked nozzle or
no safety pin, vandalised and such must be reported for corrective action to be
taken immediately.


4.3 Hose Reel System

4.3.1 Hose Reel System cannot be used for other than to fire fighting and testing
purpose. Usage of Hose Reel for washing cars / motorcycle or watering plant is
absolutely prohibited.

4.3.2 The Hose Reel which has been placed in the boxes must be accessible. If it is
locked, the keys have to be displayed on the boxes to enable it to be used during
emergency.

4.3.3 Hose Reel boxes / rooms cannot be used as storage (especially for storing
cleaning equipments, newspaper etc). The respective Cost Center is responsible
for this.

4.3.4 Any damage, weakness or leakage identified, for example, missing nozzle,
leaking hose, vandalism and the like must be reported for corrective action to be
taken immediately.

4.4 Wet / Dry Riser System

4.4.1 Any inlet valve and landing valve (for dry riser) and landing valve (for wet riser)
cannot be blocked by any object or equipment. Delivery hose located besides the
landing valve should not be moved or changed from its original location.

4.4.2 Wet / Dry Riser boxes / rooms cannot be used as storage (especially for storing
cleaning equipments, newspaper, etc). The respective Cost Center is responsible
for this.

4.4.3 Any leakage, weakness, defect identified either from the valve or the wet / dry
riser boxes or rooms must be reported immediately.

4.5 Fire Panel

Fire panel box must always be locked. Keys is to be held by FMD and 1 set of
duplicate keys to be handed over to Security Department for emergency purpose
or to reset / isolate panel when there is a faulty / false alarm.

4.6 Fire Alarm (Alarm, Siren, Lamp), Fire Detector (Smoke / Heat Detector / Break
Glass) and Sprinkle System.

4.6.1 All the above mentioned equipments shall not be blocked at any time and are
guaranteed in good working condition. For example:

- Fire Alarm bell is not blocked with paper or other things to prevent it
from ringing.
- Furniture / goods is /are not arranged to heights which prevent
sprinkle heads from functioning properly.

4.6.2 Any weakness, defect or damage identified must be reported immediately for
corrective action to be taken.

4.7 Emergency Light and Exit Sign

4.7.1 Emergency Light / Exit Sign must be inspected regularly to ensure it is
functioning during electric supply interruption. Inspection has to be done by
pressing the small button on every Emergency Light / Exit Sign.

4.7.2 Any weakness, defect or damage identified must be reported immediately for
corrective action to be taken.

4.8 Pump House

Pump House which is placed standby / duty / jockey pump must always be locked
and the key should be kept by FMD. Duplicate keys are to be kept by Security
Department for emergencies.

4.9 Generator Room

Generator Room must always be locked and the key should be kept by FMD.
Only authorized / competent person should be allowed to enter the room.

4.10 Switch Room and Distribution Board (DB)

4.10.1 FMD will distinguish between switch rooms and DB rooms. These rooms will be
labeled / painted properly and is fixed with proper warning signage in accordance
with electric regulations accepted standards.

4.10.2 Switch rooms must always be locked. The keys should be kept by FMD and only
qualified / competent person should be allowed to enter the room.

4.10.3 DB rooms are under the responsibility and control of respective Cost Center. The
Cost Center has the right to either lock or unlock the rooms or to use the room as
a store room.

4.10.4 However, for the DB rooms that must be locked, the Cost Center must make sure
that the keys for the room are easily accessible during emergency. For that reason,
those keys must be kept in the Cost Centers Key Box in accordance with MMU
Key Management Procedure.

4.10.5 For the DB rooms used by the Cost Center as a storage area, the Cost Center must
ensure that goods kept inside the rooms does not block the path to the DB for
emergency or maintenance purpose. The Cost Center must make a request to
FMD to provide yellow line inside the DB rooms to differentiate between storage
area and pathway to the DB.

4.11 Fire Hydrant

Fire Hydrant must be ensured to be always in a good condition. Any defect,
leakage, damage or weakness must be reported for corrective action to be taken
immediately. For instance:

- there is no leakage
- it is not hindered with permanent or temporary structure or vehicle
which will prevent or delay access to Fire Hydrant during fire.
- hydrant key components such as blank cap and false spindle are
always in perfect condition.
- the hydrant pit is free from rubbish, pile of stone / sand etc.

4.12 Label, Colour and Symbols

All boxes / rooms and FPE must be labeled, painted and equipped with
standardised warning symbols wherever applicable.
