Domestic Polices on Technical Support Systems
of Smart Cities
We must give high priority to making ecological progress and incorporate it into all aspects and
the whole process of advancing economic, political, cultural, and social progress, work hard to
build a beautiful country, and achieve lasting and sustainable development of the Chinese nation.
We should keep to the Chinese-style path of carrying out industrialization in a new way and advancing IT
application, urbanization and agricultural modernization. We should promote integration of IT application and
industrialization, interaction between industrialization and urbanization, and coordination between urbanization
and agricultural modernization, thus promoting harmonized development of industrialization, IT application,
urbanization and agricultural modernization.
Report to the Eighteenth National Congress of the Communist Party of China on Nov 8, 2012
For urbanization, the core is people, the key is to improve urbanization quality, and the purpose is to benefit
people. We should take intensive, energy-saving, and ecological roads, and try to improve internal bearing
capacity rather than merely build cities. Industrial development should be integrated with urban construction.
To promote urbanization, we should keep to the path of carrying out industrialization in a new way and advancing
informatization, urbanization and agricultural modernization. We should focus on green development, promote
energy conservation, deepen reforms, strengthen social construction, and improve basic public services.

Xing Model of Smart Cities
Urban management
A smart city is to provide better management and
planning of urban infrastructure (such as road, bridges,
and parks), make more efficient use of limited urban
resources (such as land, mineral reserves, and talents),
and improve urban management to the cross-regional
and multi-industry level by using information
communication technologies. In this way, we can
improve urban livelihood, build a healthier economy
industry structure and a stable and harmonious city,
and promote sustainable urban development.
Definition of smart cities:
Lays a solid foundation and operates resources for
efficient management
Ensures peoples well-being, sustains economic
growth, and maintains social stability

Analysis
Due to different international and domestic
market situations, urbanization processes, and
economic structures, cities differ significantly on
policies and ideas of smart development.
Smart city, which is a brand-
new development mode
involving all aspects of
urban development, will
fully explore the values and
potentials of existing urban
networks, shape brand-new
value forms, and change the
existing work modes and
life styles.

Operation Model IGovernment Construction and
Management
Government investments and maintenance management
Governments can outsource the design, construction, and
operation to professional companies.
Features
Governments can use a part of network capacity for
automated government services, and profit from renting
other capacity to ISPs, for example, Corpus Christi in Texas.
Governments can use all the network capacity to build
private networks for government affairs without making
profits, for example, the NYCWIN in New York is dedicated
for public services.
Profit model

Advantage: Governments can perform in-depth
project control and operation supervision.

Disadvantage: Governments should assume
construction expenses and relevant risks, and
should have the construction and operation
capabilities.

Operation Model IIGovernment Initiation,
Private Network Operation, and Service Outsourcing
Governments initiate network service planning and major investments.
Dedicated centers are built for management and application of government
affairs. Private network carriers are responsible for construction and
operation & maintenance of networks and public government affairs
platforms under government guidance. Carriers have operational autonomy,
and can make additional profits by developing government-sponsored and
individual-oriented public services based on the basic networks.
Features

Besides project initiation funds, governments allocate financial budgets to
carriers annually. Private network carriers are responsible for government
service support and operation & maintenance, and sustain service
development through government-dominated value-added services.
Profit model

Typical cases
Beijing, Shenzhen, Xian
Operation
management
Typical
application
E-government, wireless video surveillance, mobile law enforcement, real-time traffic
report, and various service applications of the Internet of Things
Private network carriers are responsible for network operation and maintenance.
Dedicated centers are built for management and application of government affairs.

Advantage: Governments have a high
capability of network supervision.
Private network carriers can use existing
networks, customer resources, operation
experiences, talents, and funds to reduce
commercial risks and keep sustainable
service development.

Disadvantage: Governments should
assume some construction expenses and
relevant risks.

Operation Model IIIGovernment Guidance, and
Carrier Investments for Network Construction and Operation
In the market cultivation stage, governments provide relevant
preferential policies. Carriers use existing networks,
technologies, and products for construction.

Features

Commercial services and public services are divided clearly.
Public services are at the expense of governments, and free
services are provided for the public. Commercial services
together with other value-added services (for example,
advertisements) bring market profits.
Profit model
Advantage: Carriers can balance government supervision
and enterprise operation by flexibly allocating the
investment and profit models. Carriers control product
planning and development, make more efficient use of
equipment resources, and improve customer retention.

Disadvantages: The security requirements of government
affairs cannot be met because government services run in
public networks. Public network carriers are capable of
individual services rather than private network services.
Cross-department coordination cannot be implemented,
and project execution risks are high.

Typical cases
Shanghai, Guangzhou, Xiamen
Operation
management
Typical
application
Provides multiple services, such as E-government, emergency
operations, remote medical care, and weather forecast
Governments make limited investments, have limited management
capacity, and assumes limited risks. Governments need the
implementation, operation, and industry chain integration capacities
of carriers. Governments perform in-depth supervision on network
construction and operation.
