Solution for power congestion

Summary
Power congestion will cause low CSSR of both CS and PS service.
We can check counters as below to find power congestion:
VS.RRC.Rej.Power.Cong+VS.RAB.FailEstPs.Power.Cong+VS.RAB.FailEstCs.Power.Con
g
To check whether UL or L congestion! we have "an# "ethods:
Method1
Check the ownlink power congestion counters as below.
$S.R%C.R&&.Power.Cong
$S.R%C.'SP%.Power.Cong
$S.R%C.Total.Power.Cong
Method2
Check the (eanTCP and (eanRTWP:
). Check the (a* T* power of the congested cell
%dd cellsetup:cellid+))))! "a*t*power+,-.
/. Check counter VS.MeanTCP and VS.MeanTCP.NonHS and calculate the utilit# ratio
to check whether the utilit# ratio is ver# high.
-. (onitor the RTWP to check whether RTWP is ver# high.
0# this check then we can know the uplink and downlink power status.
Method
1pen both uplink and downlink LR then through the counters as below to check.
$S.LCC.LR.Ti"e.ULPower
$S.LCC.LR.Ti"e.LPower
$S.LCC.LR.2u".ULPower
$S.LCC.LR.2u".LPower
Currentl# for uplink we use 34uivalent 2u"ber of User to do C%C5 for downlink we use
TCP to do C%C. %ccording to our C%C strateg#! first "ake sure so"e basic para"eters
should be configured as follows:
A!! CE##A#$%S&'TCH( Cell'd)*+
NBM,lCa-AlgoSelSwit-h)A#$%R'THM.SEC%N!+
NBM!lCa-AlgoSelSwit-h)A#$%R'THM.F'RST/
A!! CE##CAC( Cell'd)*+ ,lTotalE0,serN12)13*/
Solution
6f the configuration is correct and power congestion still happen! we reco""end solutions as
follows:
Uplink power congestion:
6f RTWP is alwa#s ver# high 7"ore than 8&.d0"9! "ost probabilit# it was caused b#
uplink interference. Then first check whether interference proble"! if uplink
interference proble"! then solving interference is the reco""ended "ethod.
6f not interference proble". We can:
). :or single carrier cells or :) cells! use LR algorith":
Switch on the LR switch:
MOD CELLALGOSW!C": Cell#$%& '(ML#cAlgoSwitc)$UL*UU*LD+,-.
Setting LR action:
MOD CELLLD+: Cell#$%& UlL#r/irstAction$(E+ate+e#& UlL#r(E+ate+e#uction+a0'um$-.
Gol#UserLoa#ControlSwitc)$O'.
Downlink power congestion:
6f TCP ratio is ver# high! it "eans downlink power congestion. Then we can:
/. /or single carrier cells& we can use downlink LR:
MOD CELLALGOSW!C": Cell#$%& '(ML#cAlgoSwitc)$DL*UU*LD+,-.
MOD CELLLD+: Cell#$%& DlL#r/irstAction$(E+ate+e#& DlL#r(E+ate+e#uction+a0'um$-.
Gol#UserLoa#ControlSwitc)$O'.
-. /or /- cell& Setting LR as follows:
MOD CELLALGOSW!C": Cell#$%& '(ML#cAlgoSwitc)$DL*UU*LD+,-.
MOD CELLLD+: Cell#$%& DlL#r/irstAction$(E+ate+e#& DlL#rSecon#Action$nter/re1LD"O&
DlL#r(E+ate+e#uction+a0'um$-& Gol#UserLoa#ControlSwitc)$O'.
!)en we can monitor t)e counters as follows to c)eck t)e effect of LD+ action:
$S.LCC.LR.6nter:re4
$S.LCC.LR.03RateL
$S.LCC.LR.03RateUL
:or downlink power congestion! if LR can;t solve the proble"! we can reconfigure the
related congestion threshold:
). Start L LR algorith" earlier
(1 C3LLL(: lLdrTrigThd+<<! lLdrRelThd+,<5
/. Raise the power congestion threshold
(1 C3LLC%C: Cell6d+.! lConv%(RThd+=<! lConv2on%(RThd+=<!
l1therThd+=-! l'1Thd+=>! lCellTotalThd+&-5
