Happ Supports Domestic Abusers Insanity Pleas
Fellow District Attorneys Question Her Record, Ask for More Scrutiny

[WISCONSIN] Susan Happ has a disturbing track record of allowing domestic abusers in her county plead
not guilty by reason of insanity.

A review of her record raised significant questions from her peers.

"Pleas are common in every county, but an NGI plea in a domestic violence case is not common." said three
Wisconsin District Attorneys in a joint statement. "That these cases are routinely resolved this way by Susan
Happ is quite odd and deserves more scrutiny."

Outagamie County District Attorney Carrie Schneider, Calumet County District Attorney Nick Bolz and
Ozaukee County District Attorney Adam Gerol called for a further review of Happs record.

Happ has yet to explain her actions.

In her short time in office shes allowed more than a dozen abusers make that plea. She doesnt request an
additional medical examination and takes the word of one particular doctor as gospel.
13 cases in six years.
Happ personally appeared in court on 12 of the cases.
James Freiburger was the doctor in all 13 cases.

"Susan Happ doesn't take domestic violence seriously," said State Senator Alberta Darling. "She takes a
personal interest in these domestic violence cases and agrees with defense attorneys and this one particular
doctor who sees insanity as a sure-fire path to freedom for abusers. Susan Happ is an enabler and a risk to the
public safety of Wisconsin's women."

Her stats are an anomaly as can be seen in a comparison to a nearby county of a similar size. Happs opponent,
a district attorney from a much larger county, does not blindly let domestic abusers claim an insanity defense.

Happs actions stand out as particularly lenient. Unlike Susan Happ, her peers do not let domestic abusers
avoid jail time with NGI pleas.

"If you commit domestic violence in Susan Happ's Jefferson County, you'd be crazy not to plead insanity, it's
Happ's get out of jail free card," said Schimel campaign manager Johnny Koremenos. "Susan Happ goes out of
her way to let abusers stay free, we can't afford to give her the keys to the state's Department of Justice."

Nearby Ozaukee County, which is slightly larger than Happ's Jefferson County, only had seven cases resolved
by NGI plea, none of which involved domestic abuse, during the same time period Happ's office had more
than 30 cases resolved by NGI plea, 13 of which involved domestic violence.
