Project/modality related issues: ADB has provided numerous
Public Sector Management (PSM) related TAs over the past
decade, most of which have been managed by MoF (as the
EA). Many of these TAs include multiple components and
subcomponents, with some including different implementing
agencies, with activities and outputs delivered on a parallel
basis (e.g. the facility-type TAs). Experience has shown that for
some of these TAs, implementation has been a challenge
(leading to delays in some cases), given the multiplicity of
components, outputs, and objectives. What are the Ministrys
