A regular session of Troy City Council was held Monday, October 6, 2014, at 7:00 p.m. in Council Chambers.
Members Present: Clark, Heath, Kendall, Oda, Phillips, Snee, Tremblay and Twiss.
Upon motion of Mr. Phillips, seconded by Mr. Clark, Mr. Schweser was excused from this meeting by
unanimous roll call vote.

INVOCATION: An invocation was given by Council Member Clark. The Pledge of Allegiance followed the
invocation.
PRESENTATION.
INTRODUCTIONS:
Troy Senior Citizens Center Board President Neal Webster and Executive Director
Tamara Ganger presented cookies to elected officials to thank them for the support of
the Troy Senior Citizens Center.
Outgoing ?'h grade and incoming 5th grade members of Mayors Youth Council were
introduced, as well as current 5th grade members.
Katherine Hayes, newly appointed Executive Director of Troy Main Street, Inc. was
introduced.
MINUTES: The Clerk gave a summary of the minutes of the September 15, 2014, meeting of Troy City Council.
There were no corrections or additions to these minutes. A motion was made by Mr. Clark, seconded by Mr.
Kendall, to approve these minutes. Motion passed by unanimous roll call vote.
COMMITTEE REPORTS:
Law & Ordinance Committee: Mr. Phillips reported as follows:
1. Committee recommends that legislation be prepared to accept the dedication of 0.3473 acres of right-of-way
on Peters Road, which is part of Outlot 424, so that a house being constructed on Peters Road will have the
required frontage.
2. Committee recommends that legislation be prepared amending the sign code to remove the color restrictions
for changeable copy signs in all zoning districts to permit full color displays, with all other restrictions remaining.
As the new sign for the Hobart Arena would be able to utilize a full color changeable copy sign, Committee
supports emergency legislation in view of the lead time required for a new sign to be manufactured.

Recreation & Parks Committee: Mr. Heath, Chairman, reported that Committee recommends legislation be
prepared authorizing a grant application for funding assistance to resurface areas of the recreational trail from
Miami Shores Golf Course to the Market Street Bridge, Adams Street Bridge to Ridge Avenue, and Trade
Square to Lytle Road. Committee noted that the City would be responsible for $56,600, or 20% of the estimated
project cost. The grant application would be to the Miami Valley Regional Planning Commission (MVRPC),
which entity is administering the State Transportation Improvement Program (TIP). As there is an October 8
grant application deadline, emergency legislation is supported.

CITIZEN COMMENTS:
-Lester Conard, 1210 S. Clay Street, commented that he opposes the Riverfront Development Project as he
believes the debt on the project is excessive and more consideration should be given to what is best for the
citizens. He also commented about his understanding related to the Mayor of Miamisburg not supporting
Riverfront Development and Mayor Beamish commented that is not correct and suggested Mr. Conard ask the
Mayor of Miamisburg about that directly.

COMMENTS OF THE DIRECTOR OF PUBLIC SERVICE AND SAFETY: Mr. Titterington commented as
follows:
-The reconstruction of N. Market/Piqua-Troy Road/Troy-Urbana Road intersection is underway, the road is
barricaded and closed, and for the safety of the workers in the work zone there is zero tolerance for those who
go around the barricades.
-The Adams Street Phase 2 Project has also started. Any road closing for this project will be minimal and of
short duration.
-CSX has advised the City of their plans to put new rails down at the Staunton Road railroad crossing, which will
close that crossing for a week to two weeks. The work is expected to take place at the end of October. As
soon as CSX announces the work dates, detour information will be issued.
-Leaf collection starts next week weather permitting. The cooperation of citizens is appreciated in following the
regulations for this service. A map of the zones and leaf collection schedule is on the City's website.
COMMENTS OF PRESIDENT OF COUNCIL: Mrs. Baker asked if, in light of some emails that have been
received, could the letter sent to residents regarding non-compliance regarding yard waste be reworded to
indicate trash and/or yard waste. Mrs. Baker indicated that some residents may be confused or offended by the
reference that their yard waste is trash. Mr. Titterington advised that the letter will be reviewed, but the code
reference needs to be included.
AUDIENCE COMMENTS:
Lester Conard, 1210 S. Clay Street, commented that a call was made to the City about a tree at the corner of
Charles and Clay Street that is dead and has a broken limb, but there has not been a response.

2015 HEAL TH DISTRICT AGREEMENT/FUNDING
SUMMARY REPORT: (To be read at Council Meeting)

Committee members Oda and Clark met on October 6 to discuss the 2015 funding of the Miami County Health District.
Troy's funding is based on the millage equivalent as paid by 22 of the 24 political subdivisions in the County for public
health services. Troy's payment is funded from the General Fund. Troy's 2015 Miami County Public Health funding
would be $330,656.24, which is a decrease of 4.51 % from the 2014 funding.
RECOMMENDATION: (To be read at Council Meeting)
It is the recommendation of this Committee that legislation be prepared to approve the 2015 funding to the Miami County
Health District for public health services for Troy citizen in the amount $330,656.24.

Committee members Oda and Clark met on October 6, 2014 to discuss the 2015 funding for the Miami County Health
District. This meeting was also attended by Council President Baker, Council Members Kendall, Phillips and Snee, the
City Auditor, the Director of Public Service and Safety, and members of the City staff.
Since 2001, funding to the Miami County Health District has been based on the millage equivalent as paid by 22 of the 24
political subdivisions in the County for public health services. Troy's payment is funded from the General Fund. In
November of 2012 Troy placed on the ballot funding the District through taxes, but the ballot issue failed.
Troy's 2015 Miami County Public Health funding would be $330,656.24 based on the equivalency of the .4 outside millage
plus .2 inside millage, the Public Utility Personal Property Taxes (PUPPT), and the Tangible Personal Property Tax
Replacement Fund (TPPTRF). This is a 4.51 % decrease from the 2014 funding.
As was noted during the Committee discussion, funding of public health through Miami County is at a lesser cost than if
the City provided its own Health District .
RECOMMENDATION:
It is the recommendation of this Committee that legislation be prepared to approve the 2015 funding to the Miami County
Health District for public health services for Troy citizens in the amount $330,656.24.

Committee members Phillips and Snee met on October 6 to consider the consent legislation provided by the
Ohio Department of Transportation (ODOT) regarding the ODOT paving project for part of SR 718, from
Washington Road to 1-75. This project will be bid by ODOT in 2016, and the work will be done at no cost to
the City.
RECOMMENDATION: (to be read at Council meeting)
We recommend that the consent legislation provided by ODOT be approved related to the paving of part of
SR 718. We support the legislation being presented as an emergency measure.

Committee members Phillips and Snee met on October 6, 2014, to consider the consent legislation provided

SUMMARY REPORT: (To be read at Council meeting)
Committee Members Phillips and Snee met on October 6 regarding authorizing an application for Ohio Public
Works Commission (OPWC) funds for the McKaig Road Improvement Phase Ill. The project scope includes
roadway reconstruction/paving, sidewalk/curb/gutter, and utility work. The project area is from the railroad crossing
at Monroe Street to the alley west of Lake Street. While this project has not yet been designed, it is currently
estimated at $1,091,940. The OPWC grant would not exceed $525,000. This project would be designed in 2015 and
constructed in 2016.
RECOMMENDATION: (To be read at Council meeting)
It is the recommendation of this Committee that legislation be prepared authorizing the Director of Public Service
and Safety to file an application for OPWC funds for the McKaig Road Improvement Phase Ill. As the application
deadline is October 31 , we support emergency legislation.

Committee Members Phillips and Snee met on October 6, 2014 to consider recommending the application be
submitted for Ohio Public Works Commission (OPWC) Funds for the 2016 construction of the McKaig Road
Improvement Phase Ill. Also attending the meeting were Council President Baker, Council Members Clark, Kendall
and Oda, the City Auditor, the Director of Public Service and Safety, and members of the City staff.
The City was notified by the Ohio Public Works Integrating Committee that the City's application for the McKaig
Road Improvement Phase Ill has scored high enough to receive funding. The project area would be on McKaig
Road from the railroad crossing at Monroe Street to the alley west of Lake Street. The project scope includes
roadway reconstruction/paving, sidewalk/curb/gutter, and utility work.
While this project has not yet been designed, it is currently estimated at $1,091,940. A more definitive estimate will
be part of the design process; however, the OPWC grant would not exceed $525,000. The City will be required to bid
the project and seek reimbursement for the State portion. The design of this project will be included in the 2015 budget.
Construction would be in 2016.
RECOMMENDATION:

SUBJECT: RIGHT OF WAY AND EASEMENT TO DP&L FOR LIGHTHOUSE PLACEMENT
SUMMARY REPORT: (To be read at Council Meeting)
Committee members Clark and Tremblay met on October 15 to consider authorizing the Board of Park Commissioners to
enter into an electric right of way and easement document with DP&L to provide for an underground easement related to
the placement of the lighthouse structure at Treasure Island Park. The lighthouse is The Troy Foundation's Legacy Gift to
the City in recognition of the Bicentennial. The fabrication of the lighthouse structure is nearing completion. The right of
way and easement will provide the documentation for DP&L's removal of a pole and overhead electric and providing
underground utilities for the lighthouse so that the base work can be completed.
RECOMMENDATION: (To be read at Council Meeting)
It is the recommendation of this Committee that legislation be prepared authorizing the Board of Park Commissioners to
execute an electric right of way and easement to the Dayton Power and Light Company (DP&L) associated with the
lighthouse structure project at Treasure Island Park. So that the right of way and easement can be executed as soon as
possible, we support emergency legislation.

Utilities Committee
Committee members Tremblay and Clark met on October 15, 2014 to review the Board of Park Commissioners
recommendation for Council to authorize that Board to enter into an electric right of way and easement document with
DP&L to provide for an underground easement related to the placement of the lighthouse structure at Treasure Island
Park. The lighthouse is The Troy Foundation's Bicentennial Legacy Gift to the City in recognition of the Bicentennial.
This meeting was also attended by the Director of Public Service and Safety and members of the City Staff.
DP&L is eliminating a pole and overhead electric line over the river, and establishing underground utilities. The
underground utility work will include boring a hole from the transformer substation that is located between the Hobart
Arena and the levee area near the Barn in the Park. The new utility line needs to be in place prior to any more work being
done to construct the base for the lighthouse structure and the installation of the lighthouse. The fabrication of the
lighthouse is nearly done. This work has been on DP&L's schedule, but the right-of-way and easement documents were
recently received. So that there is no delay in executing these documents and completing the project, we were asked to
consider emergency legislation. There is no cost to the City for this work.
RECOMMENDATION:
It is the recommendation of this Committee that legislation be prepared authorizing the Board of Park Commissioners to

RESOLUTION AUTHORIZING THE DIRECTOR OF

WHEREAS, Council has established a need to improve the Marina Building at
Treasure Island Park,
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Troy, as
follows:
SECTION I: That the Director of Public Service and Safety of the City of Troy,
Ohio is hereby authorized to advertise for bids and enter into a contract for the Marina
Building Improvements, in accordance with the specifications now on file in the office of
the Director of Public Service and Safety, at a cost not to exceed One Million Dollars
($1,000,000.00).
SECTION II: That this Resolution shall be effective at the earliest date allowed

RESOLUTION AUTHORIZING THE DIRECTOR OF
PUBLIC SERVICE AND SAFETY OF THE CITY OF TROY,
OHIO TO ENTER INTO AN AGREEMENT WITH THE
MIAMI COUNTY GENERAL HEAL TH DISTRICT FOR
HEAL TH SERVICES
WHEREAS, the City Health Department combined with the Miami County
General Health District in 1993, and
WHEREAS, the fees paid by the City of Troy for Troy residents are to be
approximately equivalent to the basis of fees paid by other County entities,
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Troy, as
follows:
SECTION I: That the Director of Public Service and Safety of the City of Troy,
Ohio is hereby authorized to enter into an agreement with the Miami County General
Health District (dba Miami County Public Health) and that the fee for the City of Troy to
the Health District for 2015 is Three Hundred Thirty Thousand, Six Hundred Fifty-six
Dollars and 24/100 ($330,656.24).
SECTION II: That this Resolution shall be effective at the earliest date allowed

WHEREAS, the City has determined to make the McKaig Road Improvement
Project Phase Ill a 2016 Ohio Public Works Commission (OPWC) Project; and
WHEREAS, OPWC will fund approximately 48% or up to Five Hundred Twenty-five
Thousand and 00/100 Dollars ($525,000.00) of said construction cost and the City will
fund the remainder of said construction cost.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Troy, Ohio,
as follows:
SECTION I: That the Director of Public Service and Safety of the City of Troy,
Ohio is hereby authorized to fi le all necessary applications and documents with the State
of Ohio concerning the OPWC project of the McKaig Road Improvement Project Phase 111.
SECTION II: That this Resolution is declared to be an emergency measure
necessary for the immediate preservation of the public peace, health and safety of the City
of Troy, Ohio, and for the further reason that the application is required to be filed by

The following is enacted by the City of Troy, Miami County, Ohio,
hereinafter referred to as the CITY, in the matter of the stated described project.
SECTION I - Project Description
WHEREAS, the STATE has identified the need for the described project:
To complete microsurface of the existing roadway at various locations within District 7 to include
State Route 718 Straight Line Mile 8.35 to Straight Line Mile 10.14 a portion within the City of
Troy, Miami County, Ohio. Said project is further identified as D07 MICRO PM FY16.
NOW THEREFORE, be it ordained by the City ofTroy, Ohio.
SECTION II - Consent Statement
Being in the public interest, the CITY gives consent to the Director of Transportation to complete
the above described project.
SECTION ill - Cooperation Statement
The CITY shall cooperate with the Director of Transportation in the above-described project as
follows:
The CITY has no obligation for costs for the project as described in Section I. ODOT will provide
all Federal-aid and State funds as set aside by the Director of Transportation for the financing of
this improvement from funds allocated by the Federal Highway Administration, U.S. Department
of Transportation.
In addition, the CITY also agrees to pay One-Hundred Percent (100%) of those features requested
by the CITY which are determined by the State and Federal Highway Administration to be
unnecessary for the Project.
If curb ramps are constructed by ODOT in compliance with the Americans with Disabilities Act,
future maintenance of installed sidewalk curb ramps shall be the responsibility of the City. The
City shall adjust any existing castings, as required, with City forces.
SECTION IV - Utilities and Right-of-Way Statement
The CITY agrees that all right-of-way (if applicable) required for the described project will be
acquired and/or made available in accordance with current State and Federal regulations. The
CITY also understands that right-of-way costs include eligible utility costs. The CITY agrees to
be responsible for all utility accommodation, relocation, and reimbursement and will comply with
the current provisions of23 CFR 645 and the ODOT Utilities Manual.
SECTION V - Maintenance
Upon completion of the Project, and unless otherwise agreed, the CITY shall: (I) provide adequate
maintenance for the Project in accordance with all applicable state and federal law, including, but
not limited to, Title 23, U.S.C. Section 116; (2) provide ample financial provisions, as necessary,
for such maintenance of the Project; (3) maintain the right-of-way, keeping it free of obstructions;
and, (4) hold said right-of-way inviolate for public highway purposes.
SECTION VI - Authority to Sign

the City of Troy to enter into contracts with the Director of Transportation necessary to complete
the above described project.
SECTION VI - Emeri:eocy
That this Resolution is an emergency measure necessary for the immediate preservation of the public peace, health
and safety of the City of Troy, Ohio, and for the fwther reason to expedite the highway project and to promote
highway safety, NOW WHEREFORE this Ordinance shall be effective immediately upon its adoption and approval
by the Mayor.

RESOLUTION AUTHORIZING THE BOARD OF PARK
COMMISSIONERS TO GRANT A RIGHT OF WAY AND
EASEMENT TO DAYTON POWER AND LIGHT COMPANY
(DP&Ll AND DECLARING AN EMERGENCY
WHEREAS, The Troy Foundation has funded a lighthouse structure to be
placed at Treasure Island Park as a Bicentennial Legacy Gift to the City of Troy; and
WHEREAS, it has been determined that underground utility work will need to be
completed prior to the installation of the lighthouse.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Troy,
Ohio as follows:
SECTION I: That the Board of Park Commissioners are hereby authorized to
execute an electric right of way and easement to the Dayton Power and Light
Company (DP&L) to complete the underground utility work necessary.
SECTION II: That this Resolution is an emergency measure necessary for the
immediate preservation of the public peace, health, and safety of the City of Troy,
Ohio, and for the further reason that the utility work needs to be completed prior to
the installation of the lighthouse, NOW, WHEREFORE, this Resolution shall be
effective immediately upon its adoption and approval by the Mayor.

SUBJECT:REPORT OF THE PLANNING COMMISSION ON A REZONING APPLICATION INLOT 2176
(PARCEL DOB-022170), WHICH IS THE ADDRESS OF 1200 S. CRAWFORD STREET, FROM THE ZONING OF
M-2, LIGHT INDUSTRIAL DISTRICT, TO THE ZONING OF R-5, SINGLE-FAMILY RESIDENTIAL DISTRICT.
On September 10, 2014, the Troy Planning Commission considered the rezoning of lnlot 2176 (PARCEL 008-
022170), which .is the address of 1200 S. Crawford Street, Troy, Ohio, from the zoning of M-2, Light Industrial
Olstriet, to the zoning of R-5, Single-Family Residential District. The owner of the property is Charles Griesemer;
the applicant is Jerry Miller.
The Commission had received a report of City staff, which was reviewed as part of the meeting discussion. That
report indicates that the owner plans to continue to use the property as a single-family residence. Under the
current M-2 zoning, if something happened to the property that destroyed more than 50% of the property, It could
not be rebuilt for residential use. A copy of the packet provided to the Commission is attached.
The Planning Commission determined not to hold a public hearing on this rezoning application.
By unanimous vote, the Troy Planning Commission recommends to Troy City Council that the requested rezoning
be approved for lnlot 2176 (PARCEL 008-022170), which is the address of 1200 S. Crawford Street, Troy, Ohio,
from the zoning of M-2, Light Industrial District, to the zoning of R-5, Single-Family Residential District, based on
the following findings of staff:
o The area has the same zoning to the west, north, and east as the proposed zoning classlfication.
o The parcel meets the bulk requirements for an R-5 zoned property and fits the use well.
o The proposed rezoning is consistent with the intent and purposes of the City of Troy Zoning Code.
o The rezoning would eliminate a non-conforming use.

BACKGROUND:
Jerry Miller, agent for Charles Griesemer, owner of 1200 South Crawford Street, has
applied for Planning Commission to consider allowing the rezoning of 1200 South
Crawford Street. Currently the property is zoned M-2, Light Industrial District, and the
applicant requests that the zoning of the parcel be rezoned to R-5, Single Family
Residential.
The property consists of .15 acres located on the NE comer of South Crawford Street and
Racer Street. The surrounding zoning districts include R-5, Single-Family Residential to
the north, west and east, and M-2, Light Industrial District to the south. A map depicting
the surrounding zoning districts has been attached to this report
DISCUSSION:
The Zoning Code describes the R-5 district as "designed to accommodate single-family
dwellings on lots with areas of at least six thousand (6,000) square feet per dwelling unit
This parcel meets the required bulk requirements of the R-5 zone.
The Comprehensive Plan's Future Land Use (Figure 14-2) shows the surrounding area to
be predominately residential use with light industrial to the south.
In reviewing a rezoning proposal, Section 1139.07 outlines the criteria on which to
base decisions:
(A) Whether the change in classification would be consistent with the intent and purpose
of this Zoning Code.
The proposed rezoning is consistent with the Zoning Code, specifically with sections
113 l.02(e), and (r). These sections dictate the intent and purpose of the Zoning Code.
Theses sections are listed below:
);> 1131.02( e) "To separate incompatible land uses and to cluster compatible and
mutually supportive land uses".
);> 1131.02(r) "To direct particular land uses to the parcels of land best suited for
them ... "
The rezoning is consistent with the above listed intentions of the Zoning Code. The
residential use of the property fits well with the current uses that exist in the area.
(B) Whether the proposed amendment is made necessary because of changed or
changing conditions in the area affected, and, if so, the nature of such changed or
changing conditions.
The application was not submitted based upon any changing conditions in the area.
(CJ Whether the uses that would be permitted on the property if it were reclassified would
be compatible with the uses permitted on other property in the immediate vicinity.
The use would be permitted on the existing parcels of land located to the west, north, and
east of the proposed rezoning area
(D) Whether adequate utility, sewer, and water facilities, and all other needed public
services exist or can be provided to serve the uses that would be permitted on a property
if it were reclassified
All utilities are provided.
(E) The amount of vacant land that currently has the same zoning classification as is
proposed for the subject property, particularly in the vicinity of the subject property, and
any special circumstances, in any, that make a substantial part of such vacant land
unavailable for development.
There is no vacant land in the vicinity of this proposed rezoning.
(F) Whether the proposed amendment would correct an error in the application of this
'Zoning Code as applied to the subject property.
Not applicable in this request.
PUBLIC HEARING:
Due to the straight forward nature of the rezoning request and the fact that City Council is
required to hold a public hearing if the request proceeds on, staff does not feel that a
public hearing before the Planning Commission is warranted.
RECOMMENDATION:
Staff is recommending that the Planning Commission recommend approval of the
rezoning from M-2, Light Industrial District to R-5, Single Family Residential District,
based on the following:
o The area has the same zoning to the west, north, and east as the proposed zoning
classification; and
o The parcel meets the bulk requirements for an R-5 zoned property and fits the use
well; and
o The proposed rezoning is consistent with the intent and purposes of the City of
Troy Zoning Code.; and
o The rezoning would eliminate a non-conforming use.

We are providing the following for your information:
The bid opening for the Fleet Maintenance Program will be held on
Wednesday, October 29. This will be a three-year agreement with up to two
one-year mutually agreeable extensions. Council authorized $400,000 per
calendar year for this program.
Major Project Update:
o Sidewalk Program 8 - construction continues.
o Kent Lane - Finfrock Construction continues work on this water line
upgrade.
o North Market Street/ Piqua-Troy/Troy-Urbana Intersection Realignment
- construction continues. The road remains closed.
o Barnhart Road, Arthur Road, Oak Street, Scott Street & Frank Street
Waterlines - work continues in the area of Oak/Scott/Frank Streets.
Contractor will start on Barnhart next from the south end (near
Speedway) .
o Adams Street Phase 2 - work continues.
The first round of the 2014 leaf pick-up began on October 13, and is now in
full swing. Weather permitting, the second round is scheduled to start
November 3. In addition to the leaf collection schedule posted on the City's
website, there is a map that shows the zones noted in the schedule.
October 25, the Children's Halloween parade sponsored by the Noon Optimist
Club will start at 9 :45 a .m. at the parking lot of the Miami County Public
Library. Costume judging will take place on Prouty Plaza. This will be
followed by a downtown merchant trick-or-treat for the children. There is no
rain location for the costume contest.
The annual Troy-Piqua football game pep rally will be held on Prouty Plaza on
Thursday, October 30 at 8:00 p.m. October 30 is also the date of Trick-or-
Treat (6:00 p .m. - 8:00 p .m.). The pep rally has been scheduled to follow the
Trick-or-Treat event.

year's Community Christmas Tree. The tree is a beautiful Spruce tree and is
scheduled to be placed on the Public Square the week of November 12 for the
upcoming Holiday Season. The Grand Illumination Celebration is scheduled
to be held on Friday, November 28.

Street - Including Solid Waste - Jerry Mullins, Foreman
Collected and transported 266 tons of residential trash since the last report of
374 tons.
Delivered recycling bins as requested.
Asphalted 6 areas marked for repair, 2 main break, and 5 water services.
Staff has used over 719 tons of asphalt to repair street openings since the plant
opened.
Dura-patched 47 spots marked for repair.
Cleaned the downtown for weekend events.
Mowed and weed-whipped ditches and rights-of-way.
Repaired concrete catch basin and sidewalk on Littlejohn Road and Tamworth
Road.
Picked up brush and yard waste bags.
Finished painting at night and began sign replacement and repair.
Completed assemblies on three brining trucks for this winter's brining
operations. These three brine trucks will allow pretreatment of all roadways in
an eight hour day.
Round one of the curbside leaf collection program has begun. As always we will
follow the schedule as weather permits. The leaf schedule is posted on the City's
website. Brush should not be mingled in with leaf piles. If residents place brush
out during leaf season it will still need to be bundled or placed in yard waste
bags in order for it to be collected.

Completed Ohio Utilities Protection Service requests as needed.
Completed the department's safety report for the month of October.
Hung the fall banners on the poles in the downtown area.
Wired up and readied for service the motor to Train 1 at the Water Treatment
Plant.
Repaired a security light above the men's restroom at the Community Park.
Installed new underground electric for West Wells 16 and 19 for the Water
Treatment Plant. The old wiring faulted to ground and needed to be replaced.
Continued the three year preventive maintenance on the traffic signals.
Water Distribution/Sewer Maintenance - Tom Parsons, Foreman
Marked numerous Ohio Utilities Protection Service tickets.
Investigated numerous high consumption alerts.
Completed a number of work orders for Billing and Collection.
Shut-off non-payment customers and reconnected as payments were made.
Worked on meter change out program.
Kent Lane Waterline Extension - cleaned sewers, repaired existing water main,
and made a 6" tap for water project.
Frank, Oak, & Scott Street Waterline Project- cleaned sewers.
Air Stripper Installation - assisted with installation of motor on basin drive and
completed influent piping.
Repaired a 12" raw water main break on the line near the DP&L substation and
8" main break on Maplewood Drive.
Upgraded water services at residences on South Walnut Street, South Mulberry
Street, and Drury Lane.
Made a l" tap on Maple Street.
Repaired a hydrant hit by truck on Amberly Court and repaired two hydrants at
Wastewater Treatment Plant.
Cleaned and TV'd storm line on Short Street at West Canal, sewer lines on
Stanfield Road and Kings Chapel area, and all of downtown around the Public
Square.
Vacuumed at Treasure Island, and at the lift stations for Wastewater Treatment
Plant.
Dug 300 foot trench for electricians at West Wells 16 and 19 and vacuumed for
the electricians.
Installed storm line check valve behind the DP&L substation.
Water Treatment Plant - Tim Ray
City Electricians completed the installation of a new 480V power supply cable for
wells 16 and 19. These wells have been returned to service.
City staff and a welder from our vendor completed a difficult placement of the 35'
air stripper influent pipe to the packed tower. Water Distribution staff connected
this stainless steel tower piping to the west well field supply line. After a small
cleaning line is installed this week, all yard piping to the Carbonair Air Stripper
tower will be in place.
A crew from our vendor has begun the cleaning and inspection of production well
# 13. This well will receive a nitrogen gas high-pressure pulsing treatment known
as Boreblasting to shatter and remove mineral deposits from the well screen and
adjacent aquifer area. This well was drilled in 1989 to a depth of 118', and is
approved by OEPA to produce 1,200 gpm.
Our vendor is finishing routine maintenance work on the dome of the 4 mg
finished water reservoir. Repairs are expected to be completed within one week
and include stucco and small crack repairs, resealing, and painting.
The final discharge piping in the Air Stripper Pumphouse was installed.
Mounting of the 15 hp Peerless lift pumps will begin once all piping is set in
position.
Our vendor installed industrial grade surge suppression modules at Herrlinger
Tower and the Air Stripper Pumphouse to protect sensitive electronics at these
sites.
Maintenance staff completed the annual maintenance and inspection of plant
boiler and chlorination systems. Boilers and remote heaters have been
inspected, cleaned and repaired. One chlorine feed unit was sent to our vendor
for OEPA required periodic maintenance and recertification.
Preparations continue for the annual clarifier rotation. A flushing system electric
actuator has been found defective and repair parts are on order. Basin train
rotation will begin as soon as repairs are completed.
Wastewater Treatment Plant - Tim Snider
Staff continued working on the annual onsite inspections for industries included
in the Municipal Industrial Pretreatment Program (MIPP) program.
Submitted Quarterly Industrial Pretreatment Report to OEPA.
Installed a voltage regulator ahead of the Variable Frequency Drive (VFD) on
Waste Activated Sludge (WAS)pump #1 to eliminate overvoltage trip issues.
Assisted the Sewer Maintenance Division in the following:
o cleaning grease and debris from lift stations.
o replacing two faulty yard hydrants at the plant site.
o cleaning sump well in the sludge processing building.
Recalibrated the pressure sensor at the Race Drive storm water pump station to
eliminate surcharging the sewer lines coming in to the pump station.
Cleaned grease and debris from behind the equalization basin influent gates.
Replaced faulty Dissolved Oxygen (D.0.) sensor at the north aeration tank.
Replaced faulty sump pump in the sludge processing building.
Vendor repaired a leak on the cooling system of the 1500 Kva generator.
Contractor made a site visit to correct "drop outs" in the SCADA system HMI's.
Maintenance staff continues to complete required preventive maintenance work
orders.
