1. Scope
The scope of this document is to establish minimum requirements to be fulfilled by LV Capacitors
Bank (52-LVCB-20A and 52-LVCB-20B) to be supplied for the MP Compression Project at San
Roque Plant, Neuqun, Argentina.

The LVCB will be installed inside an air conditioned room.

5. Design characteristics
5.1 General
This equipment shall monitor the power system status and acts on the connection or
disconnection of capacitors in order to reach the preset target power factor (cos ).

The equipment will consist of two (2) 400V, 50Hz automatic power correction banks, each one
with 12 steps. Reactive power will be defined in detail engineering. One bank will be connected to
bus bar A and the other one will be connected to bus bar B in 52-LVS-20, at MP Compression
Technical Room (see Appendix 1)
Basically, the equipment shall be composed of:
Protection system
Operation devices
Control and signalization system
Capacitor banks

Harmonic filters
5.2 Protection system
A disconnection switch shall be installed in the incoming feeder.
The equipment shall incorporate short circuit protection, that shall consist of individual highrupturing-capacity fuses (NH type). Fuse rating shall be chosen according to reactive power and
service voltage, and shall not be less than 120% of capacitor nominal current.
Protection equipment shall be capable of support in-rush current generated by capacitors during
its connection. However, this peak current shall be limited to allowable values using a limiting
ferromagnetic inductance, which presents a high impedance at high frequencies.
5.3 Control devices
To control the automatic connection and disconnection of capacitors, power contactors shall be
used. Capacitor rating shall be chosen according to reactive power and service voltage, and shall
not be less than 120% of capacitor nominal current.
Control equipment shall be capable of resist limited in-rush current. Pre-insertion resistors shall
be installed in contactors in order to limit in-rush current during the connection of capacitors.

5.4 Control and signalling system


The system will be designed to work in automatic and manual operation. Automatic shall be
normal mode.
An automatic reactive power regulator shall be installed, one for each LVCB panel, connected on
bus bar A and B of 52-LVS-20 (see Appendix 1). They will be based on solid state technology
and should be equipped with a communication card for remote reading of operation and
measurement of the regulator. Automatic reactive power regulator shall comply with IEC 60664
and IEC 61010-1.
The automatic reactive power regulator monitors the power system status in each bus bar and
connects or disconnects capacitor steps in order to reach the preset target power factor.
Both regulators shall be capable to work together when the change-over circuit breaker Q3 is
closed and both bus bars are coupled (see Appendix 1). This means that when this situation
occurs, one regulator must rule the working of the other, avoiding unnecessary connections or
disconnections of capacitors from each bank.
If the power system goes out, all capacitors must disconnect. When the power comes back,
capacitors shall be connected step by step when necessary, depending on reactive power
requirements and measurements.
Regulator shall have an incorporated alarm system. At least, regulator must give an alarm signal
in the following situations:
over and under voltage
over current
reactive power out of range of compensation
insufficient reactive power to reach preset target power factor
over and under frequency
over compensation
Alarms shall be detected locally and remotely using an internal dry contact. Alarm signals shall
remain visible until resetting them.
5.5 Capacitor banks
Capacitor shall be industrial type, three-phase, and shall comply with IEC 60831-1 and 60831-2.
Capacitor shall be made of a low-loss, metallized, dry, ecologically safe, biodegradable and with
self-healing characteristics dielectric.
Capacitor shall include internal discharge resistors and internal protection. Protection shall consist
in a high-rupturing-capacity fuse (NH type) operated in case of overcurrent and in case of
overpressure produced by power losses.

Capacitors shall be overinsulated in order to be protected against harmonic currents causing


overvoltages in their terminals.
Characteristics:

Rated voltage: 440V


Rated frequency: 50Hz
Working temperature: 25C
Maximum overvoltage: 30% during 8 hours
Maximum overcurrent: 50% permanently
Capacity tolerance: 0 +10%
Insulation level: 6kV @ 50Hz during 1 minute
Dielectric losses: 0.7W/kVAr maximum (including discharging resistors)
5.6 Harmonic filter

In case capacitors cannot be connected directly to the distribution network due to presence of
harmonic currents or the possibility of resonance between them and certain inductive loads, it
should be necessary to add reactances, either to match with capacitors and filter the disturbances
or to obtain an adequate rejection for the harmonic currents.
A detailed harmonic study shall be carried out for MP & LP compression plants in order to
determine the necessity of an harmonic filter system. This detailed harmonic study shall include
variable frequency drivers supplied by turbocompressors vendor, power control devices for
heaters, etc.
This study shall determine the type of filter to be used and the arrangement of capacitors and
inductors needed to reduce harmonic contents. Filter shall be of the active or passive type,
depending on the kind and magnitude of harmonic currents to be reduced.
5.7 Electrical Panel Characteristics
Low Voltage Capacitor Bank (LVCB) shall be constructed according to GS ELE 135: Low Voltage
Switchgear. It shall not be of the withdrawable type.
LVCB should be indoors type and will include the whole supply of capacitor banks, power
equipment, control panel, automatic control devices, power protection components, electric
protection, relays and devices, command, signalling, alarming, measurement and all other control
elements.

6. Inspection and tests


6.1 General
All equipment covered by this specification shall be subject of inspection and testing by
COMPANY at the SUPPLIER works during manufacture. In certain cases these activities may
extend to SUPPLIERs SUBCONTRACTORS.
Inspection and tests shall be in accordance with IEC standards.
6.2 Type tests
Type tests in accordance with the referenced standards shall have been carried out on
SUPPLIERs similar equipment and the type test certificates shall be provided with the quotation.
When appropriate type tests certificates do not exist, test shall be made at the time of
manufacture of the equipment to which this specification refers, subject to agreement by
COMPANY.
6.3 Factory acceptance tests (FAT)
Unless otherwise specified, FAT shall be performed by SUPPLIER and witnessed by COMPANY
representative. The routines tests in accordance with IEC standards shall be performed.
A test report of the acceptance test shall be made.

7. Documentation to be supplied by manufacturer


Documentation shall be in accordance with the Project Documentation Plan. It shall include:

8. Warranty
SUPPLIER shall warrant goods of its manufacture as being free of defective material and faulty
workmanship. Warranted goods will be returned to SUPPLIER's during the period of coverage.
Manufacturer shall repair or replace without charge those items it finds defective.
