obligations in relation to issuing
appropriate guidance to member and
officersintheundertakingoftheirroles.

Function:Assurance

RolePurpose

The Assurance Director acts as the custodian of all democratic processes for the Council. It
leads the delivery of all assurance functions for the Council including the Corporate Anti
Fraud Team and Internal Audi. It is responsible for ensuring that the Council meets the
highest standards of governance, risk management and probity and that sound governance
principlesareembeddedacrosstheorganisationanditspartners.

Therolewill:
BetheMonitoringOfficerwithastatutoryreportinglinetotheChief
Executive.
Provideguidanceandchallengetoseniorstakeholdersincludingsenior
officersandelectedmembers.
Provideassurancetoseniorstakeholdersthatdecisionsarebeingmadein
linewithCouncilgovernancearrangements(includingConstitution)and
Councilpolicyandprocedures.
ProvideassurancetoseniorstakeholdersthattheCouncilsoperationhas
adequategovernanceandisoperatingeffectively.
Haveoverallaccountabilityforthelegalsharedservicearrangementwith
Harrow(NBcontractmanagementoftheservicewilltakeplaceinthe
CommissioningGroup).
Developmediumtermbusinessplansalignedtothecorporatestrategy.
ActastheguardianofthedemocraticprocessfortheCouncil.
BeresponsiblefortheoperationoftheCouncilsconstitution.
Beresponsibleforensuringthatservicesareoperatingincompliancewith
relevantlegislation.
Leadtherelationshipwiththelegaljointventure.
Ensurethatcorporateantifraudandauditactivityinundertakeneffectively.
Ensurethatassurance/governanceservicesmeettheneedsofcitizensand

withinagreedfinancialparameters.Ensurethatserviceareasoperateincompliancewith
relevantlegislation,statutorydutiesandCouncilpoliciestomanageriskappropriately.
IndependentAssurance:Toprovideindependentassurancetoseniorstakeholdersthat
decisionsarebeingmadeinlinewithagreedCouncilgovernancearrangements,alongwith
alertingtheStrategicCommissioningBoardandMemberstorisksofillegalityor
maladministration;andinappropriateconductofcouncillorsorofficers.
CorporatePerformanceManagement:Tomonitorcorporateperformanceanduse
customerandprofessionalinsighttofosterdevelopmentofserviceandbusiness.Ensurethe
servicesprovidedbytheCouncilareanticipatingandmeetingcustomerneeds(internaland
external).
RegulationandStandardSetting:Toprovidecorporateleadershiptoensurethatsenior
stakeholdersarefullyinformedonriskinrelationtononcompliancewithrelevant
legislation,statutorydutiesandcouncilpoliciesimplementingchanges/improvements
whereneeded,withresponsibilityfortheoperationofthecouncil'sconstitution.Ensurethat
theCouncilsRiskManagementStrategyiscurrentandappropriatefortheevolvingneedsof
theCouncilandadviseonthemostcosteffectivewayofmanagingthoserisks,toensure
costcontrol.
