On behalf of the Republic of Union of Powerful States (the Applicant) and the Saxphonist
People Republic (the Respondent), in accordance with Article 40(1) of the Statute of the
International Court of Justice, we have the honor to transmit to you an original of the
Compromis for submission to the International Court of Justice of the Differences between the
Applicant and the Respondent concerning the Jazzpur and Nag ki Fufkar signed in The Hague,
The Netherlands, on the twentieth day of September in the year two thousand thirteen.

SUBMITTED TO THE INTERNATIONAL COURT OF JUSTICE BY

AND Saxaphonist People Republic
ON THE DIFFERENCES BETWEEN THEM CONCERNING
THE ATTACK ON JAZZPUR AND NAG KI FUFKAR

The Republic of UNION OF POWERFUL STATES and the SAXOPHONIST PEOPLE REPUBLIC,

Considering that differences have arisen between them concerning the attack on JAZZPUR and
NAG KI FUFKAR;

Recognizing that the Parties concerned have been unable to settle these differences by pacific
settlement;

Desiring further to define the issues to be submitted to the International Court of Justice
(hereinafter referred to as the Court) for settling this dispute;



In furtherance thereof the Parties have concluded the following Compromis:
Article 1
The Parties submit the questions contained in the Compromis (together with Corrections and
Clarifications to follow) to the Court pursuant to Article 40(1) of the Statute of the Court.
Article 2
(a) It is agreed by the Parties that the State of Union of Powerful States shall act as
Applicant and the State of Saxaphonist People Republic as Respondent, but such
agreement is without prejudice to any question of the burden of proof.
Article 3
(a) The Court is requested to decide the Case on the basis of the rules and principles of
international law, including any applicable treaties.
(b) The Court is also requested to determine the legal consequences, including the rights
and obligations of the Parties, arising from its Judgment on the questions presented in
the Case.
Article 5
(a) The Parties shall accept any Judgment of the Court as final and binding upon them and
shall execute it in its entirety and in good faith.
(b) Immediately after the transmission of any Judgment, the Parties shall enter into
negotiations on the modalities for its execution.

In witness whereof, the undersigned, being duly authorized, have signed the present
Compromis and have affixed thereto their respective seals of office. Done in The Hague, The
Netherlands, this twenty second day of September in the year two thousand thirteen, in
triplicate in the English language.

1. Union of Powerful States (UPS) is a democratic republic country with presidential form
of government. It is situated on the continent of Jambu dweep. The state was the colony
of Pauper Kingdom (PK) until 1885. In 1885 after 20 years of freedom movement the
freedom fighters forced the Pauper kingdom to declare the independence of UPS. UPS
always believed in freedom, democracy and equality. While framing their constitution
they pledged to assist all the people anywhere on the globe who were aspiring of
democracy, freedom and equality. The country has two major political parties namely
Swatantrata Morcha (SM) and Loktantrik Sangghathan (LS). At present they have LS in
power whose leader is Jan Nayak. UPS enjoys the world power status because of its
economic and military might.
2. UPS demography consists of people following Snake god which has earned them the
name of snake charmers all over the world. Snake charmers are widely present on the
continent of Jambu dweep, however, mainly as thin minority of the country in which
they are residing. They are hard working and intelligent people therefore irrespective of
the country of their residence they have always been creame de la creame of the
society in terms of their economic and educational achievements.

3. Ishawar Puri (IP) is neighbouring state to UPS and is an autocratic state. It is ruled by
monarchy that has been in power for past two hundred and fifty years. Ishwarpuris
demography consists of those who believe is God with Saxaphone, which earned them
the nomenclature Phony. IP shares its boundary with UPS which stretches up to 200
kilometer. The border is largely porous
due to which people to tread to other side of border quite easily. People from IP have
been going to UPS in search of jobs because of high wages strong currency of UPS. 1 UPS
currency is equal to 100 IP currencies.
4. The Southern State of UPS which shares its boundaries with IPs northern state, Bean
Pradesh, has witness a great influx of people from Bean Pradesh illegally coming to
Southern state and settling there, as there is always labour crunch in rising economy of
UPS which has made authorities turned blind eye to the influx of these illegal migrants.
5. In 1970 IP experienced a new undercurrent of religious movement in which people were
demanding the imposition of religious law rather than laws made by king and his
autocracy. The movement soon engulfed the entire country and spread like wide-fire. IP
has minority population of snake charmers. The religious tide could successfully carry
out the coup in 1989 and overthrow the king establishing the government of religious
zealots. Ronak was made the head of the government which replace the erstwhile
autocracy of IP. The government was not recognized by the UPS.
6. The loyalists to the king were pushed to the south of the IP. The King Sapera decided to
reclaim his kingdom and in this regard established a contact with the government of
UPS for a clandestine help by them. The government of UPS did not show any interest in
the proposal made by Sapera. Sapera in turn turned to other countries for procuring
weapons and other tactical equipments. In 1990 the loyalists launch a attack on the
armed forces of present religious government. At few places they could successfully
establish the rule of king and soon Sapera could boast one third of territory of IP under
his direct rule. However, while the royal forces were marching up north a crushing
defeat was handed to them by Ronaks religious forces.
7. Sapera was assisted by the snake charmers in their attempt as the king secured them a
religious freedom and promised them positions in the autocracy. The intelligence
agency of the Ronaks government informed Ronak about the financial assistance and
other support that Snake Charmers are providing the Sapera and his forces. Ronak
decided to pass a Religious Protection of Saxaphone Act, 2009. The Act made Snake
charmers second grade citizens and heavily restricted their religious freedom; it made
snake charmers to pay a religious tax and failing which they had to be summarily
executed. In guise of this draconian law many snake charmers were imposed with heavy
taxes which the community refused to pay. In addition to this The Press (Restriction and
Control) Act, 2009 was also passed which allowed only government news agency to
carry out news activity no news broadcasting or print could be carried out save the
government agencies.
8. The armed forces were ordered to document the defaulters and put them all at places
marked for their dwelling until the execution orders were made and carried out.
Defaulters houses were confiscated by the state and handed over to officer of Ronaks
Government or turned into government offices. Those who later tried to pay taxes were
denied the opportunity. By 2012, one third of the snake charmers populations in the
country were living in these Marked Places in various cities of IP. This made the
religious leaders of snake charmer to take arms against Ronaks forces. Sapera and his
forces pledged their support to the cause of Snake Charmers. Nagraj was decalred as
the leader of the mercenary band Nag ki fufkar that was created by snake charmers
to carry out armed resistance.
9. This incensed Ronak and his ministers and to teach the snake charmers a lesson the
orders of summary execution was passed and all the dwellers of Marked Places were
ordered to be summarily executed. This order executed 3000 snake charmers in various
parts of the country within three day. This made Nag ki Fufkar in turn to pass a
resolution in their meeting to carry out terrorist act at all the places of execution squad
in the country. They killed 70 members of the execution squad in retaliation. Ronak and
his ministers saw this attack as an attempt to challenge the writ of his government and
ordered the elite armed forces to carry out search operation so that snake charmers
who were members of Nag ki Fufkar band were arrested and their weapons seized and
confiscated.
10. The swift action team of government forces soon launched operation Sarp vinash. A
crack down by the government forces soon outclassed the Nag ki Fufkar bands member
as they were poorly equipped and trained to take on the professional forces of Ronak.
Soon many mercenaries were captured and caches of armed confiscated, the captured
rebellions were executed in broad daylight in full public gaze.
11. Snake charmers who were paying religious taxes and therefore could save life were
asked to keep only subsistence wealth with them and rest all were to be confiscated by
the government. This led the snake charmers to meet Sapera, and offer their wealth
before they could be confiscated by the government as it could help him support his
resistance against Ronaks forces. Sapera offered them a safe life in his part of territory
of IP, many snake charmers decided to move to his part of the territory and many others
decided to go to UPS.
12. Nagraj who could avoided the arrest met with Sapera and agreed to meet establishment
at UPS so that news could be made to travel on the other side of border. As the border
was porous soon he found himself in the territory of UPS. He met the local leaders of
the snake charmers and told them story of persecution that was carried out by Ronak
and his armed forces.
13. Leaders of UPS arranged a meeting of Nagraj with President Jan Nayak. Jan Nayak shows
his apprehension of intervening in the internal matters of the Ishwarpuri. He also spoke
to Sapera who corroborated the claim of Nagraj. Jan Nayak met with his Chief of Armed
Forces Staff and an understanding was reached between Nagraj and Jan Nayak that he
will assist the member of Nag ki Fufkar in training, equipping and financing them. As the
National Defence Academy of UPS draws the students from Sapera controlled territory
the member of Nag ki Fufkar would also accompany them and they would be provided
with adequate training and these trained officers would in turn train these people in
their territory, especially snake charmers. A namely Treaty of Armed Assistance to
Ishwarpuri was also signed between Sapera, who came and visited Jan Nayak, after
Nagraj in which it was agreed that Sapera would be helped by UPS in its resistance
against Ronak.
14. Sensing trouble Ronak declared his country independent from the Sapera controlled
territory. Ronaks independence declaration was soon recognized by more than fifty
states. The country was named Saxphonist People Republic (SPR) and Jazzpur as its
capital. This left snake charmers trapped in the SPR. The Government of UPS never
recognized SPR and so was Kingdom of Sapera. They decided to re unite its territory by
defeating the forces of Ronak. Referendum conducted by SPR saw eighty percent of
population supporting the independence of SPR from Kingdom of Ishwarpuri.
15. Nag ki fufkar decided to remain in the territory of SPR and train snake charmer, the
porous border between SPR and UPS saw a surge in illegal armed being smuggled into
the territory of SPR. Nagraj now could send more than hundred trained officers from
National Defence Academy of UPS who in turned trained 1400 snake charmers in arts of
military warfare. People from UPS, private citizens, also volunteered to come and joined
the war by the side of their brothers snake charmers.
16. A.K.Hangal, Chief of armed force staff, directed the trained officers of defence academy
to go and train 600 more people and launch a massive attack on the capital of SPRs
government head quarters on 19-06-2013. Plan was executed and a total of 2000
persons along with the army of Ishwar puri launched a massive attack on the capital of
SPR. The mercenaries of Nag ki fufkar attacked not only government head quarter but
also a stock exchange and a gas refinery.
17. Ronak decided to declare a war against UPS as his intelligence services informed him of
the assistance by UPS. A blitzkrieg of air forces saw capital of UPS Twoton being heavily
bombed on 20-08-2013. And similar raids were made on the soil of Ishwarpuri in
retaliation on the attack on Government Head Quarters.
18. UPS decided to take this attack by the SPR to Security Council. Security Council asked all
the parties to halt their armed conflict and resolve their matter by peaceful means and
passed a resolution directing the UPS and SPR to submit their dispute before
International Court of Justice.
19. All the parties are member of UN charter except SPR. Security Council recommended
the General Assembly to allow SPR to resolve the dispute by becoming party to ICJ
statute. General Assembly accordingly passed a resolution to this effect. Both the
parties agreed not to contest the jurisdiction of ICJ.
20. UPS requests the Court to adjudge and declare that:
a) SPR has violated the general and customary international law of use of force by air
bombing in its territory?
b) UPS has not violated any international law of use force and its attack was an act of
individual self defecne against air bombing of its territory by SPR.
c) The act of Nag ki Fufkar are not attributable to the UPS as the act was carried out as
an obligation under Art.1 of Treaty of Armed Assistance.
21. SPR requests the Court to adjudge and declare that:
a) UPS has violated the general and customary international law of use of force by
attacking Jazzpur?
b) To pay compensation for the attack on the territory of jazzpur.
c) The Treaty of Armed Assistance is illegal under the international law and
therefore no collective self defense can be pleaded by UPS.



















Annexure 1:

ART. 1.
If War should break out betwan Ishawrpuri and SPR, during the continuance of the present
War, the UPS and ishwarpuri, shall make it a common cause, and aid each other mutually with
their good Offices, their Counsels, and their forces, according to the exigencies of Conjunctures
as becomes good & faithful Allies. It is also agreed that UPS would be extending all the support
to Nag ki Fufkar who are faithful sons of Ishwarpuri.
ART. 2.
The essential and direct End of the present defensive alliance is to maintain effectually the
liberty, Sovereignty, and independance absolute and unlimited of the said united States, as well
in Matters of Gouvernement as of commerce.
ART. 3.
The two contracting Parties shall each on its own Part, and in the manner it may judge most
proper, make all the efforts in its Power, against their common Ennemy, in order to attain the
end proposed.
ART. 4.
The contracting Parties agree that in case either of them should form any particular Enterprise
in which the concurrence of the other may be desired, the Party whose concurrence is desired
shall readily, and with good faith, join to act in concert for that Purpose, as far as circumstances
and its own particular Situation will permit; and in that case, they shall regulate by a particular
Convention the quantity and kind of Succour to be furnished, and the Time and manner of its
being brought into action, as well as the advantages which are to be its Compensation.
ART. 6.
The parties renounces for ever the possession of the territory of SPR which is in fact territory of
Ishwarpuri as well as of any part of territory and were acknowledged to belong to the Crown
ofIshwar puri.
ART. 8.
Neither of the two Parties shall conclude either Truce or Peace with SPR, without the formal
consent of the other first obtain'd; and they mutually engage not to lay down their arms, until
the Independence of the united states shall have been formally or tacitly assured by the Treaty
or Treaties that shall terminate the War.
ART. 9.
The contracting Parties declare, that being resolved to fulfil each on its own Part the clauses
and conditions of the present Treaty of alliance, according to its own power and circumstances,
there shall be no after claim of compensation on one side or the other whatever may be the
event of the War.
Art.10
Nothing in any treaty obligation shall be considered an objection in carrying out the concerted
war efforts again in present and future against SPR.
