The Complainant submits this complaint to the Court and states that there is probable cause to believe Defendant committed the following offense(s):

Offense Date (on or about): 09/25/2014 Control #(ICR#): 14341480 Charge Description: That on or about September 25, 2014, in the City of Minneapolis, Hennepin County, Minnesota, WAYNE STEVEN ODEGARD directly or indirectly threatened to commit a crime of violence with purpose to terrorize another, or in a reckless disregard of the risk of causing such terror. 1 STATEMENT OF PROBABLE CAUSE
Complainant has investigated the facts and circumstances of this offense and believes the following establishes probable cause:
On September 25, 2014, around 11:14 p.m., officers from the Minneapolis Police Department were flagged down by security staff from the Saloon, located at 830 Hennepin Avenue South in the City of Minneapolis, Hennepin County, Minnesota. Security said they had a male in-custody who had just shot a patron of the bar with a BB gun. The shooter was identified as WAYNE STEVEN ODEGARD (D.O.B. 10/21/1970),Defendant.
Officers walked over to where the security guards had detained Defendant. Defendant was on the ground in handcuffs. Defendant was looking at the person he shot, an adult male (Victim), as well as other patrons walking in and out of the bar and calling them faggots. Defendant was placed in a squad car.
One of the security guards (Witness 1) reported the following information. Victim and his friend were sitting on the patio of the Saloon, which is connected to the public sidewalk. Defendant was walking on the sidewalk, looked right at Victim and Victims friend, and said, fucking faggot. Defendant then pulled out a BB gun from the front of his waistband, pointed it at Victim, and fired multiple times. Victim was struck in the leg once. Defendant then walked away, but was taken to the ground by security and placed in handcuffs.
Victim reported seeing Defendant walking down the sidewalk and hearing Defendant mumble something. The next thing Victim remembered was hearing loud pops and feeling pain on his shin.
Victims friend did not hear exactly what Defendant was saying, but heard the pops and saw Defendant with the gun in his hand.
In a Mirandized statement, Defendant said he saw two men kissing in public and wanted it to stop. Defendant pulled out his gun, pointed it in the direction of the kissing men and shot. Defendant admitted to saying faggots before the shooting, and said that seeing men kissing pisses him off. 2 sworn to before the undersigned.
