TERMS AND CONDITIONS:
1. Sealed Tenders are invited from eligible registered (under Shop Act/PWD
Registration/others/ licensed manpo!er supplier firm ("abour #ontractor !ith
"abour Department of State $ovt. / #entral $ovt.
%. Tenders should be submitted in a strong !a& sealed/P'# tape sealed envelope
and the envelope should be superscribed at the top as TENDERS FOR HOUSE
KEEPING, SANITATION, CLEANING AND SECURITY etc.,. Tenders received
late/!ithout proper seal/unsealed covers shall not be opened at all( but
straighta!a) re*ected and returned.
+. P,,# re-uires manpo!er supplier firm to suppl) the manpo!er on monthl) !ages
basis as detailed in anne&ure 1( for a period of one )ear.
.. ,nterested manpo!er supplier firm ma) -uote their rates for engaging manpo!er
on monthl)/*ob basis (plus service charges( if an) in percentage on manpo!er
rate to be emplo)ed b) him. All the liabilities of supplied manpo!er directl) or
indirectl) !ill be sole responsibilit) of the manpo!er supplier firm. The other
statutor) e&penses li/e 0P1( bonus etc !ill be the responsibilit) of the supplier.
2. Tender !ithout earnest mone) of Rs.22(333/4 !ill not be accepted.
5. 6ot!ithstanding the above( P,,# reserves the right to accept or re*ect an) tender
or annul the tenders process and re*ect all tenders at an) time prior to a!ard of
the contract( !ithout assigning an) reason( !hatsoever( and !ithout incurring an)
liabilit) or obligation( !hatsoever to the affected -uoter or -uoters.
7. The manpo!er supplier firm must fulfil all conditions re-uired under "abour
#ontract emplo)ment Act.
8. The manpo!er supplier should fulfil all securit) conditions as applicable to P,,(
#oonoor and abide b) Securit) instruction for all purpose.
9. The Police 'erification Report and Securit) clearance for the all the
"abourers/!or/ers and Supervisors staff to be ensured before commencing the
!or/ b) the manpo!er supplier.
13. :anpo!er should displa) in the notice board regarding contract details and
number of men engaged and minimum !ages being paid near the !or/shop.
11. The manpo!er supplier should have proper colour code of dress !ith numbers of
eas) identification b) indicating the contractor;s s)mbol.

1%. 6one of the personnel engaged b) the contractor shall have an) right claim
!hatsoever from direct recruitment or permanent emplo)ment in P,,( #oonoor.
1+. The manpo!er supplier !ill have to ta/e out the follo!ing insurance policies to
cover up all the ris/ and /eep them valid till the successful completion of the
contract (Wor/men;s compensation Ris//"iabilit) of the +
rd
part)
1.. The manpo!er supplier firm shall be governed b) the la!s of ,ndia and
interpretations in accordance !ith such la!s.
12. P,,# is not responsible for an) dispute of manpo!er supplied( and the manpo!er
so provided shall not be in an) !a) be the emplo)ees of P,,#.
15. The manpo!er supplier firm !ill submit a certificate regarding ,ncome Ta& paid
for the last financial )ear.
17. The tender should contain satisfactor) performance report from other clients.
18. The pa)ment(s to be made to the contractor are sub*ect to deduction of ta&(s
#ess leviable b) an) $overnment as per rules from time to time and !ill be made
after the completion of ever) month on doing the assigned !or/.
19. The manpo!er supplier firm !ill be responsible for ma/ing the pa)ment directl)
to the supplied manpo!er b) 2

of each month from his o!n sources and
subse-uentl) raise the bill for reimbursement !hich !ill be verified on the basis
of actual amount disbursed and attendance etc.
%3. The manpo!er supplier firm shall ma/e the pa)ment to the supplied manpo!er
b) depositing pa)ment in their ban/ account.
%1. ,f necessar) P,,# can decide( the ta/e home !ages / remuneration amount for
particular t)pe of manpo!er (!hich !ill be e-ual or more than minimum
prescribed !ages laid do!n for t)pe of manpo!er as per e&isting la! /
regulations
%%. The manpo!er supplier firm should ma/e suitable arrangement for supervision of
the manpo!er supplied and other related !or/s.
%+. The manpo!er supplier firm should have e&perience of at least 1 )ear to suppl)
the manpo!er to the $overnment / Semi $overnment ,nstitutions or big
organi<ations for the various *obs.
%.. #ost of tender form is Rs.233.33 (Rupees five hundred onl) in the form of
DD/#ash. ,f the tender form is do!nloaded from P,,# !eb4site then ban/ draft

for Rs.233/4 in favour of The Director( Pasteur ,nstitute of ,ndia( #oonoor
invariabl) be attached !ith the tender.
%2. The contract !ill be for one )ear in the first instance. =o!ever( the contract can
be e&tended or reduced on the same terms > conditions sub*ect to satisfactor)
!or/ of the contractor till the e&ecution of ne! contract !hichever is earlier.
%5. The manpo!er supplier firm shall be responsible for all in*uries and accidents to
persons emplo)ed b) him. The !or/men shall be insured against personal
accidents arising out of and during the course of their duties.
%7. ,n the event of in*ur)( illness or mis4happening to an) !or/er( P,,# !ill not be
liable to pa) an) compensation. The insurance cover shall include the liabilit)
under the !or/men;s compensation Act.
%8. The manpo!er supplier firm shall have to furnish a performance ban/ guarantee
of Rs.1(23(333 (Rupees ?ne la/h fift) thousand onl) before a!arding of contract
refundable after successful e&ecution/completion of the contract. The earnest
mone) deposited b) successful bidder shall onl) be refunded after he has
furnished performance guarantee. The said ban/ guarantee should be in favour
of Director( Pasteur ,nstitute of ,ndia( #oonoor.
%9. The service charges !ill be primar) criteria for evaluation of bid.
+3. The manpo!er supplier firm shall have to engage the re-uired number of
manpo!er and in case re-uired number is not available on an) da)( !ithout
proper and acceptable reason P,,# can impose penalt) on manpo!er supplier
firm as it thin/s fit.
+1. The manpo!er supplier firm shall in no case pa) its emplo)ees less than the
minimum mandator) rates per month in accordance !ith the minimum !ages
fi&ed b) $ovt. of ,ndia or as approved b) P,,# and a record of that should be /ept
in a register !hich ma) be made available for e&amination to P,,# as and !hen
demanded.
+%. The manpo!er supplier firm shall not appoint an) sub compan)/agenc) to carr)
out an) obligation under the contract.
++. The manpo!er supplier firm shall maintain a dail) attendance register including
the number and names of the !or/ers engaged in the office for !or/s as per
scope of the contract.
+.. The man po!er supplier firm shall abide b) all the la! of land including "abour
"a!s (P1( ,ncome Ta&( Service Ta& or an) other e&tra ta&es levied b) the
$overnment #ompanies Act( Ta& deduction liabilities( !elfare measures of its
emplo)ees and all other obligations that en*oin in such cases and are not

essentiall) enumerated and defined herein( though an) such onus shall be the
e&clusive responsibilit) of the contractor and it shall not involve P,,# in an) !a)
!hatsoever( #ompliance of these provisions shall be ensured at the time of
ma/ing monthl) pa)ments.
+2. ,f the man po!er supplier firm !ants to rescind the contract voluntaril) or
other!ise( he is re-uired to give a notice of at least 53 da)s failing !hich the
amount of securit) deposit including an) other dues !ill be recovered from him
for ma/ing alternate arrangement till the ne! contract is assigned to the other
part).
+5. ,f the man po!er supplier firm repeatedl) violates the terms and conditions of the
contract or fails to suppl) re-uired number of uns/illed manpo!er despite P,,#
having served him proper notices( the contract shall be liable to be terminated
and securit) so deposited shall be forfeited.
+7. The manpo!er supplier firm shall have certificate from ,ncome Ta& ?fficer of ta&
e&emption other!ise income ta& at the rate as applicable as per ,ncome Ta&
Rules shall be deducted at source.
+8. The manpo!er supplier firm shall submit a cop) labour license obtained from the
"abour #ommissioner along !ith tender.
+9. ,f case of an) damage or loss caused to P,,#;s propert) b) the manpo!er
supplied( the same shall be charged from the manpo!er supplier firm. ,t must be
ensured b) the manpo!er supplier firm b) submitting an affidavit on non4*udicial
paper of Rs.133.33 (Rupees hundred onl) stating therein that he !ill bear the
loss out of his o!n poc/et.
.3. The loss caused to P,,# on account of negligence/dereliction of duties b) the
emplo)ees of the manpo!er supplier firm( shall be established after a *oint
in-uir) comprising the representatives of P,,# and manpo!er supplier firm( and
P,,# shall be !ithin its right to ma/e it good from the manpo!er supplier firm.
.1. The normal !or/ing hours shall be 38@+3 am to 32.+3 pm !ith one hour lunch
brea/ from 31@33 pm to 3%@33 pm. =o!ever the timing ma) be changed at the
discretion of P,,# from time to time. ,n case of urgenc) / emergenc)( the labour
can be deplo)ed be)ond normal dut) hours( !hich shall be compensated through
compensator) leave( also for *ob !or/s and house/eeping the suitable timing !ill
be according to need.
.%. The re-uired strength of manpo!er under various categories is indicative onl)(
ho!ever the deplo)ment shall be as per actual re-uirement to be decided in
consultation !ith the manpo!er supplier firm and an) increase/decrease in the
actual deplo)ed strength shall increase/reduce the pa)ment to be made
proportionatel).

.+. The manpo!er supplier firm shall maintain all necessar) registers and displa)
notices as per mandator) re-uirement under the la! of land.
... The uns/illed manpo!er presentl) !or/ing in P,,# on contract basis ma) be
engaged b) the manpo!er supplier firm as per his o!n terms and conditions and
!ith the e&isting individual 0P1 account number.
.2. ,n case of disputes for non4pa)ment of !ages to the supplied manpo!er or an)
other disputes( the pa)ment due to the manpo!er supplier firm can be !ithheld
till settlement of the disputes b) P,,# or on the orders of the court of la!.
.5. The manpo!er supplier firm ma) have to ma/e available the manpo!er as
indicated in Anne&ure 1.

at that time.
,f the ?ffice remains closed or is not able to function due to une&pected reasons the
tender !ill be opened at the same time on the ne&t follo!ing !or/ing da).
An) tender received after the deadline for submission of bids prescribed b) Pasteur
,nstitute of ,ndia( #oonoor shall be re*ected and returned to the tenderer.
