which will be used in the debate. We made it easy for the debaters to relate this topic to historic events and
various other (political and economical) aspects so that the debaters can guide themselves with the help of the
alliances formed in the debate to maintain peace and look into the interests of their own country.

Human Rights Council

President: Amalia Melissa Medina Cruz

A) Creation of a possible scheme to stop violence and improve social well-being

within Brazil, regarding post-World Cup and pre-Olympic Games effects

Many Brazilian cities are being tormented by criminal gangs, abusive police officers and recent
conflicts between dissidents and the police due to the actions the Brazilian government has taken respecting the
World Cup 2014 and 2016 Olympic Games. Being the host country for the Olympic Games and World Cup
caused a meaningful increment in Human Rights violations inside the country; including slave labor, police
abuses, evictions and threats to freedom of expression.

B) The problematic in Yemen comprehending its torture camps and the expansion of
human trafficking as an aftermath

For many years, African migrants have crossed through Yemen, seeking for jobs in Saudi Arabia. The
problem of human trafficking has suffered a severe impact and augmentation due to the origination of torture
camps in the borderlines of the country and the support of corrupted officials. African migrants are held in
detention camps by Yemeni traffickers, who torture them to acquire personal information from their families and
exhort a payment for their release.

Food and Agriculture Organization of the United Nations

Presidenta: Luisa Fernanda Fuentes Ojeda

A) Iraq's dire state of food security.

The capture of several cities and territories, has caused a massive displacement of
people, lack of access to agricultural lands as well as interruptions in the supply of
fuel subsidies to crops which affects access to food. It has reduced domestic
agricultural production, caused inflation, unemployment and a crumbling system of
subsidised food distributions, making lack of food and non availability to it one of
Iraqis main problems.

B) Genetically Modified Organisms as an alternative solution for fighting hunger.

Hunger is one of the main problems worldwide; 925 million of people in the world
are hungry. GMOs are taken into account for providing many of their benefits to
countries whom are suffering from hunger.

Economic and Social Commission for Asia and the Pacific

President: Diana Karen Tovar Lpez

A) Situation in Thailand regarding the recent coup d'tat and its possible
socio-economic repercussions in the Asia-Pacific Region.

Taking into account the recent events in Thailand due to governmental movements and the public
reactions, we can say it is an issue that causes concern on today's society not only in the Asia-Pacific region,
but worldwide. Society and economy are two of the most affected sectors because of this situation. The army
has performed a series of cruel actions against the population that have been criticized around the world.

B) Measures to Reduce Economic and Social Damage Caused by Dhaka Textile

Collapse.

A recent incident, in 2013, took place. A building called Rana Plaza, which had 5 garment industries
and other shops, collapsed leaving not only thousands of dead and wounded workers, but also their desperate
families and their nonexistent income, which depended on the work (and payment) of their dead ones. As time
went by, investigations affirm that the building was illegally built because the location was not safe. Besides it
has been proven that workers' human rights were being violated.

Commission on the Status of Women

President: Mara Fernanda Zistecatl Espinosa

A) Solutions to the abduction of girls by Boko Haram in Nigeria.

Boko Haram, an Islamist militant group whose goal is to terrorize the northeastern region of Nigeria
in order to establish an Islamic state governed under strict Sharia Law, abducted approximately 300 girls
from their school in Chibok, Nigeria on April 14th, 2014. This attack occurred as a response to the Nigerian
government, fomented by religious conflicts inside the country, and the idea that girls should not be educated
taking as justification the Sharia Law. The abduction of Chibok girls is considered as a critical situation
worldwide, and it is not the only attack that Boko Haram has committed against women.

B) Crimes against women committed in the name of honour in Turkey and Middle
East countries.

Crimes committed in the name of honour against women are an alarming attempt against the rights of
women caused by their male family members. Between 5,000 and 20,000 women and girls are killed
each year in the name of family honour. The attacks, which often go unpunished, have occurred in at least 26
countries; however, the main region of honour crimes is the Middle East. Honour crimes affect or nullify the
enjoyment by women of human rights and fundamental freedoms under general international law or under
human rights conventions; therefore, honour crimes are of great importance for the Commission on the Status of
Women.

AGENCIAS ESPECIALIZADAS Y ORGANISMOS REGIONALES
Subsecretario General: Emilio Rentera Gonzlez.

Council of Europe
President: Juan Manuel Gmez-Portugal Zermeo

A) Preventive measures towards the arising discrimination due the anti-LGBT

propaganda law in the Russian Federation and other conservative European
countries.

Russia's situation when it comes to the preservation of Human rights has always been something that
the council worries about; however, ever since the Winter Olympics took place en Sochi, the discrimination
towards the LGBT group has arisen. This was caused because of a law that banned the LGBT propaganda in
the Federation. Other countries followed Russia in this unethical act and banned the promotion of the good
values of the LGBT community in its territory; this is an obvious discrimination and a segregation of this group
when it comes to human rights and freedom of speech.

B) Status of refugees from the Syrian Civil Belligerent Conflict in Europe and
improvement of their migration policies.

Ever since the belligerent conflict detonated in Syria, thousands of civilians have fled their home and
country. At first, refugee influx was mostly concentrated in countries adjacent to Syria, however over the past
two years, there was an increase on the amount of people running away from the country, most of them
coming to Europe in seek for asylum. However, there have been several problems because of the migration
policies that most European countries have. The council is aware and concerned because of this as it thinks that
Europe could do more to aid Syrian people.

League of Arab States

President: Joana Karime Novia Ibarra

A) Intervention of Foreign Radical Groups Such as Hezbollah in Internal Conflicts

Affecting the Sovereignty of States and the Rapid Solution of These Conflicts with
a Special Focus on Syria.

Radical groups have been taking an active part in internal conflicts within Member States that have
recently overthrown their respective regimes and are seeking for a more representative form of government.
These groups are deeply involved in political decisions, which do not only affect the sovereignty of states; but
also cause political, social and economic instability. The deep involvement the Lebanese radical group
Hezbollah has had in the Syrian armed conflict, has positively affected Bashar al-Assads regime, which is
internationally condemned. The support includes weapons, light and heavy infantry, strategy, training for the
regimes militia and even soldiers from Hezbollah regaining cities previously taken by the Opposition. The
presence of the group in Syria has elongated the problem and turned an internal matter into an international
confrontation. Furthermore, this alliance also includes Iran and allows the radical group to obtain weaponry,
political support, and presence in foreign states as well as foreign supporters; which represents a threat for
international security.

B) Measures to Ensure Civilian's Security and to Reduce Tension in Iraq Caused by

Confrontations Between the Iraqi Government and the Islamic State in Iraq and
the Levant.

Iraq is living a crisis caused by armed confrontations between the Shia government and the Sunni
jihadist group the Islamic State in Iraq and the Levant (ISIS). The conflict exploded in June 2014 when the
group took over the city of Mosul. Ever since, brutal confrontations have taken place within the region; forcing
thousands of Iraqis to flee from their communities. The group is executing thousands of Shia Muslims. Therefore,
if not stopped, the issue may turn into a potential genocide. ISIS is known for being the most brutal and
powerful terrorist group nowadays and has sent direct threats to the United States of America, which may
lead to the intervention of Western countries. ISISs goal is to create a caliphate that would rule Syria and
Iraq under the Sharia law. As this goal represents a threat for international security and stability, foreign
intervention has arrived to Iraq. Nevertheless, this intervention does not represent the cease of fire the UN is
seeking in order to ensure civilians security and to stop the massive violations to human rights that have been
taking place.

North Atlantic Treaty Organization

President: Danae Tea Espinosa

A) NATO's measures to ensure the Russian Federation's cooperation in

accomplishing the Geneva Pact regarding the Crimea situation.

Rebel groups have taken several key Ukrainian government areas and buildings hostage in the
Crimean territory because they wish to be annexed to the Russian Federation. This was supposed to be
accomplished by a referendum declaring the independence of Crimea and later, its annexation to Russia.
However, the international community stated the referendum to be unacceptable and illegal when several
sources accused Moscow of a direct manipulation in the voting. Since then, the Ukrainian government has not
accepted the secession from Crimea as well as accused Russia of sending troops to its border. The NATO
became involved when the concern of member countries increased over Russia and Ukraine's relations as well
as any kind of armed conflict in so close proximity to them. Sanctions have been imposed by the United States
and in a lesser level, by the European Union over the Russian Federation actions after it failed to accomplish
the Geneva Pact, which was also rejected by the rebel groups.

B) NATO's proposal of the ISAF's mission extension beyond 2014.

The International Security Assistance Force mission for Afghanistan was created in 2001 by the UN
Security Council and yielded to the North Atlantic Treaty Organization in 2003. This mission was created in
order to help the Afghan people to reconstruct their country in a social and economic way. ISAF is divided
in 2 actions teams, the Regional Commands and the Provincial Reconstruction Teams. The RCs are in charge of
giving humanitarian and military help to the PRCs, which are in charge of giving help to the Afghan people
and teaching them how to manage their new villages (reconstructed by the PRCs) in a social and economic
way.

This mission has brought many advantages to the Afghan country, but unfortunately it ends this
December. An extension has already been proposed named "Resolute Support" and it's being discussed at the
moment.

Security Council
President: Jos Javier Rodrguez Mota

A) Accusations of violations to the International law by the United States of America

to Russian Federation due to the pro-Russian attacks in Ukraine.

The Russian Federation entered to the Ukrainian territory during the 2014, this is considered as a
violation of the international law, United States of America, along with the European nations, has investigated
the reports from the central government of Kiev in order to get to a verdict and impose sanctions to the
Russian Federation.

B) Measures to achieve peace in the Israeli-Palestinian conflict with special focus on

Gaza.

The Israeli-Palestine conflict has had another clash after some years of peace. The aforementioned
conflict has existed since the last century and is yet one of the most important problems in the international
agenda. Tacking into consideration the attacks that took place in the Gaza Strip during the 2014 and the
peace-treaty signed by the political group Hamas and the State of Israel; the Security Councils mission is to
prevent another clash from happening.

Weapons of Mass Destruction Commission

President: Sal Prado Torres

A) Consequences of testing nuclear weapons in isolated areas and the immediate

implications over neighboring civilized ones.

Since the end of the WWII and the beginning of the Cold War, the effects on the radiation made by
nuclear weapons and nuclear test has been a very important topic. Radiation released from every step of the
production of the nuclear weapon, plus the release from the explosions, has spread invisibly around the planet
and the neighboring areas. Recently there has been an important rise on the cancer rate in the cities near the
Nevada test site as well as other cities around the world.

B) The 2014 Crimean crisis, the fear of the production and use of new weapons of
mass destruction by the countries involved and the mobilization of NATOS
countries with armed forces and weapons to the region.

In 2006 the WMD commission published the report on weapons of terror in which chairman Han
Blix and the 13 members, did some recommendations in terms of political decisions that countries were required
to make. Among other many, there was a recommendation to the United States of America to remove all the
Nuclear weapons that are actually under NATOs jurisdiction. The non-governmental organization
Greenpeace claim that the United States has actually 480 nuclear weapons in Belgium, the Netherlands,
Germany, Turkey, Italy and the United Kingdom.

Whether these accusations are true or not, apparently Russia has already moved troops to Ukraine
shown by satellite images from the European Union. These images may show that the Russian armed forces are
helping separatist groups to fight against Ukraine forces. Both presidents Poroshenko and Obama had accused
Russia for invading Ukraine territory.

United Nations Childrens Fund

President: Lorena Martnez Tejada

A) Protection of children in West Africa affected by the Ebola outbreak and

consequent social impact.

The recent prevalence of Ebola in African territories has led to both health and social matters that risk
children's integrity. Measures for the eradication of the virus have not reached all the affected communities,
leading to an increasingly disproportionate number of infected children. Furthermore, the issues that have
resulted from the Ebola outbreaks go beyond contagion: caregivers concerned by a potential infection are not
available for orphans. Besides, the young population of Guinea, Liberia, Nigeria, Senegal and Sierra Leone are
being affected by the disruption of schooling.

B) Solutions to the elimination of physical violence against married adolescent girls

in developing countries.

The current situation regarding physical, sexual and psychological violence against children, as well
as worldwide attitudes towards it, is reflected in alarming UNICEF data compilations that show the proportion
of married adolescent girls that are not only mistreated, but also consider justifiable to be subject of abuse. In
consequence, only 30% of the victims had sought for help, meanwhile 22% of the total female population has
experimented any type of sexual abuse. The incidence of this behavior increases in developing countries where
the prevalence of partner violence has an accepted cultural background and the general marriage age is
within the teenage years.

International Court of Justice*

President: Adolfo Tapia Quiterio

A) Application of the International Convention on the elimination of all forms of

racial discrimination (Georgia v. Russia)

Between 1990 and 2008 the Russian Federation has had several interventions in South Ossetia and
Abkhazia, Georgia. These two regions trying to get their autonomy as independent regions, with the negation
Georgia, Russia supported separatist forces and promoted racial discrimination against Georgians ethnic groups.
Under the jurisdiction of the court, Georgia brought this case in 2008 regarding for the application of the
international convention on the elimination of all forms of racial discrimination.

B) B: Anglo-Iran Oil Co. (UK v. Iran)

In 1933 a the Anglo-Persian Oil Company (later Anglo-Iran Oil Company) and the Imperial
Government of Persia (later singed a convention giving this company, the right of search, extract and process
Oil in its territory. In 1951 Iran voted for the nationalization of the Oil violating the convention stated in 1933.
Without the concern of the company, the government of Iran took actions against them without trying to
re-negotiate. The company presented its complain to the United Kingdom. UK decided to help and presented
the case in the International court seeking for justice and a solution.
