INTRODUCTION
BARCELONA 2014
In the Foundation for Development and Technological Innovation, (FUNDITEC), we strongly
believe that economic and social development can only be achieved if our society manages to
build a befitting environment in which new ideas, innovative solutions and technology tools
can be generated.
For the last 10 years, Funditec as a national foundation has been committed to stimulating and
fostering innovation and technology advancement as key propellers for social and economic
promotion. Always bearing this objective in mind, Funditec has played an active role in the
development, management and coordination of a significant number of projects, acting in
close collaboration with Public Administration Agencies, enterprises, regional, local and
International entities, Research Centres, Universities and Third Sector actors.
You may see in this document the way in which Funditec, a dynamic and innovative
foundation, has devoted its activities to offer a new lead in shaping innovation policies and
practices.
We are very proud of our contribution to economic and social development and we hope to
continue increasing our level of activity, launching new initiatives and deepening our
knowledge of those factors that trigger, most effectively, innovation economic and social

PROFILE
The Foundation for Development and Technological Innovation (FUNDITEC) is a not for profit public
equivalent body that has as its main mission to contribute to economic and social development via the
promotion of technology and innovation.

In this way, FUNDITEC supports and collaborates with Public Administration Agencies; Enterprises;
Public and Private Organisations; Regional, Local and International entities; Technology and Research
Centres; Universities and Third Sector actors in the fields of innovation policy development, cooperative
projects, SMEs support among many other social and economic areas.

FUNDITEC has extensive experience in the development and management of both international projects
(primordially within the Framework Programme; Interreg IIIC& IVC; Interreg SUDOE; Programme MED;
Lifelong Learning Programmes; LIFE; ENPI; UNIDO and World Bank) and national (National Ministries;
Regional Development Agencies; Innovation Support entities).

In all these programs, FUNDITEC promotes and develops synergies focused on improving the following:

Territorial instruments and Innovation Policy: Promotion of innovation-support mechanisms by
strengthening the role of business incubators and Science and Technology Parks and developing case-
specific managerial tools; conducting research initiatives on funding instruments and networks (seed
funds, ); designing, monitoring and evaluation of Regional Innovation Plans, etc.

Social Innovation: Design, monitoring and evaluation of measures aimed at ensuring the sustainability
of the welfare state; development of R&D activities; promotion of Information and Communication
Technologies as a moving force for economic development; evaluation of support institutions
innovation structures; improvement of independent ageing and quality of life through the
implementation of teleassistance services, etc.

Energy efficiency and environmental sustainability: environmental protection and the
development of innovative green solutions are unavoidable requirements for the enhancement of the
regions development and the establishment of a new developmental approach based on the
implementation of social innovation. It is for this reason that the Foundation has become more active in
the implementation of projects that comprehend these goals. FUNDITEC has also considered that
training and capacity building are fundamental issues for the creation of a more sustainable, innovative
and fair society. For this reason our institution has actively promoted the inclusion of training activities
in our projects.

Business and Economic Innovation: In addition to designing and promoting measures to support
business development and entrepreneurship, FUNDITEC also focuses its efforts on the development and
encouragement of a more sustainable economy, using innovation and R&D mechanisms, to foster
environmental, RSC and gender-equality schemes, respond to energy and sustainable development
needs and support standardisation initiatives.

Mediterranean Climate.
Project Description Objectives
Development of high quality toolkits focused on technical and
financial aspects of nZEB renovation of schools in Mediterranean
climates.
Development of 10 case studies with extensive details on
solutions for nZEB renovation of schools.
Development of 5 nZEB tendering specifications, that will be
voluntarily adopted by at least 5 public authorities partners of 4
Mediterranean countries

Fields Transfer learning methodologies and innovative principles from the
secondary sector to the tourism industry in order to allow the
development of new skills for a new job in this sector
Project Description Objectives
Implementing the ECVET principles of formulation of learning
outcomes, design of units, templates for the memorandum of
understanding and the learning agreement for the Tourism
Energy Manager qualification. The methodology for assessment,
validation and recognition of units will be created through pilot
testing that will improve the ECVET system for tourism and of
other sectors.
Creation of an e-learning platform that will be tested in the
consortium. This self-learning tool will be free of charge to all
interested stakeholders and potential end users: teachers and
trainers, managers and staff of hotels, pensions, restaurants,
tourism agents, manufacturers and suppliers for hospitality
industry. The learning experience of the participants to the pilot
test will be certified by the diplomas awarded by the consortium.
Offer an answer of the VET and ECVET system to the identified
needs of the labour market by elaborating the profile of a new
workplace in the tourism industry: Tourism Energy Manager. The
need for this new job was identified in partners' regions Tourism
Action Plans. Our aim is to enhance the cooperation between VET
providers and tourism professional stakeholders (labours,
education and training institutions, relevant public authorities in
tourism industry.

Transfer of the methodology for the course "Doing business
international" from the previous LdV project "Doing Businesses
International for SME", development, update and localisation of
modules, creating a specific training path for managers and

To aggregate all the relevant stakeholders involved in national or

To identify the main obstacles of a wider re-use of PSI at MED
level, addressing the specific legal, cultural and technological
barriers of PSI;
To set up an effective strategy able to harmonise Open data
policy and portals across the area;
To ensure that the Open Data strategy is transferable and re-
usable by a large number of public administrations in the MED
area;
To set up the basis for a transnational digital market in the
Mediterranean area;
To raise awareness and test the economic benefits of making
public data open and reusable;
To raise awareness and test the social and political benefits of

To ensure that all the governments in the Mediterranean space

SeniorLab is a physical and virtual laboratory), it includes the simulation

The Mnemosyne project is conceived to design an online-based platform
of health and social care services for individuals with dementia syndrome
and Alzheimer, and their relatives.
Main objectives
To design an efficient and innovative system that will increase the
quality of life for families, carers and patients
To design a system that will complement the services provided by
health institutions and professional carers
To produce a white paper on policy recommendations to be
used as a guideline by health administrations

The online-based platform will provide innovative means of emotional and
informational support for relatives and care givers of Alzheimer and
dementia patients. It also provides tools for the remote assistance and
monitoring of the patients and educational appliances for cognitive
stimulation. By conducting a pilot test, the validity of teleassistance home
care services for remote therapeutic treatment of dementia and Alzheimer
will be researched. The outcomes will give partners the opportunity to
draw a picture of the state-of-the-art of the sector and to identify the
most pressing needs to be addressed.

Project Description Objectives

This project has as its main objective to support the development of
women-managed business initiatives in Morocco. For this, the project will
develop activities aimed at the promotion of entrepreneurship and
business generation in order to have an impact in the social and economic
environment of the region that will facilitate the inception of new
business-oriented adventures. Moreover, the project is expected to
improve and strengthen the regional competitiveness and to facilitate the
consolidation of a local network of support for women-managed
businesses.

Women business owners and entrepreneurs; business development
agents, public authorities; agents for the promotion of gender-equality;

Activities
In order to achieve its objectives the project will be divided in 2 different
actions:

To develop training activities promoting women-lead business
creation and offering advice in the development of business
plans. The training activities will include, among others, market-
oriented information, market-research training and assistance in
the development of business and marketing plans.
To foster the development of a regional network of women
business owners and entrepreneurs. This network will encourage
coaching activities with relevant agents of the sector,
dissemination activities and will offer valuable information on the

Project Description Objectives

The objective of the Pandora project is to create a training programme,
based on the results obtained in the field analysis, to help European
companies and organisations to implement an effective risk management
system.
The objectives of the training program developed by the project were
focused on a change in attitude toward risk assessment as well as to
facilitate SMEs in dealing with risk assessment in a responsible and
affordable way. According to the project objectives, the best this could be
achieved was to increase risk awareness and make risk assessment a
common practice within SMEs and to assist SMEs in making risk
assessment a common practice within their organisations.

Project Description Objectives

The CREATIN project is aimed at improving the capacity for innovation in
products and services of European SMEs through the application of
creativity techniques, creating a methodology for continuous learning for
the human resources of the centres and organizations for SMEs support,
and the human resources of the SMEs, giving them the skills and abilities
to integrate and apply these techniques to the innovation in products and
services. Focus will be on those human resources in support organizations
that give direct services to the SMEs in the area of innovation (innovation
agents) and the human resources of the SMEs dedicated to research,
development and innovation (innovation managers).

Project Description Objectives
The project aims to adapt to the Hungarian needs two IP-management
courses (IP4INNO and SWAN) which were elaborated and used by leading
European institutions. These customized courses, teaching materials,
educators than shall be accessible for any Hungarian SMEs which will help
them to exploit their intangible assets.

Target Group
The INTASS project intends to fill this gap in Hungary by transferring 2
existing programmes addressed to innovation intermediaries, universities,
SMEs and Big Industries (BIs) for developing awareness of the commercial
value of IP and the appropriate skills for designing and implementing
exploitation strategies for their business. The concerned programmes
have been developed by EU15 partners summing up their experience and
know how. The programmes will be used as base for tailoring training
initiative in the transferee country in line with the regional context and
actual needs. The project addresses directly: Intermediary organizations
Training agencies Research centres, universities; and indirectly:
Personnel of SMEs and BIs; Researchers; Inventors.

Tangible and intangible outcomes: designing of 2 regional modular
training programmes; localization of information material on IPR issues

The main aim of ip4inno is to increase understanding and usage of
intellectual property (IP) by SMEs , with a view to increasing innovation

Ip4inno is aimed principally at SMEs through training staff (train the
trainers) in entities supporting small businesses, such as Technology
Transfer Offices, institutions involved in the innovation process (e.g. from
Chambers of Commerce or Innovation Agencies) or Business Advisory
Bodies and Incubators.

Activities
Ip4inno proposes to address:
Building a Consortium using a pooling approach, integrating an
important number of actors undertaking similar or
complementary activities in the field of innovation. Synergies will
be exploited to perform common analyses and design enhanced

management;
Providing training for specific target groups in the protection and

Project Description Objectives
The DIAGINTEC project conducted a comprehensive computerised
diagnostic of innovation and technology services among SMEs to be used
as a basis for the development of strategic innovation plans among the
former.

The project developed mechanisms of support for SMEs in the definition
of their innovation strategies and provided tools for the improvement of
the firms competitive orientation. To this end, the project provided SMEs
with a comprehensive assessment on technology innovation aimed at
highlighting the firms weaknesses and strengths. From these analyses
companies were supported in taking the necessary steps and in developing
suitable innovation strategies.

The SMEs that participated in the project received a complete assessment
on their technology capacities and innovation performance and were
provided with an innovation plan coherent with the companies nature
and objectives

Project Description Objectives
Funditec worked in the European project Interregional Entrepreneurial
Teams (E-Teams), conducted between September 2004 and October 2007,
and the participating universities, companies and public institutions from 9
different countries, that wanted to exchange experiences and to
demonstrate what business needs to be transferred to political entities to
promote policies that support SMEs.

This project created a platform for cooperation between European SMEs
to provide innovative solutions that were presented at the European
Commission with the aim of taking into account for policies to support
SMEs in cohesion programs European Union 2007-2013.
The E-Teams are working groups composed of between 6 and 10 SMEs,
together with representatives of the administration and the universities,
each of the participating countries who worked in coordination with the
so-called MAPs, groups which bring together representatives of the
administration, university and private sector, and exploit the information
provided by the e-Teams to design proposals for new policies to promote
SMEs. MAP Funditec was part of Spain.

The overall aim of the operation is to create sustainable regional and
interregional infrastructure(s) encouraging entrepreneurship as well as

exchange between SMEs, regional actors and researchers in the involved
regions. Teams will be created in different thematic fields based on

Since the creation of the State Council of the Spanish Government for
Corporate Social Responsibility, the Spanish government has become a
firm supporter of CSR as a tool to enhance competitiveness. Funditec,
aware of the need to improve CSR values among the business
environment, designed the CREARSE project intended to make visible the
efforts made by SMEs in this respect and in coherence with the strategic
vision of public administration.

By means of the CREARSE project, Funditec developed a web site including
variegated content related to Corporate Social Responsibility issues; this,
allowed SMEs to implement CSR-related innovation and strategies in their
strategies. The absence of a regulatory framework for CSR at the time,
were the grounds to add a virtual space allowing companies to understand
the benefits and opportunities posed by CSR and the various initiatives
they could take in this regard.

With this in mind, the project had as its paramount objective the creation
of a Cluster of CSR-sensitive Small and Medium Enterprises

ASESTIC was one of the first projects in Spain designed to enhance the
implementation of ICT solutions among SMEs by means of the
development of an innovative information security management system
based on the UNE-ISO/IEC 27001:2007 standard.

In the context of the interest of the Government of Spain in this field, the
ASESTIC project, developed and led by Funditec, aimed at the
implementation of an innovative system of information management
among a critical mass of companies in the territory. The initiative was
implemented thanks to the funding of the Ministry of Industry, Tourism
and Commerce of Spain.

To this end, project implementation Funditec worked closely with two
leading consultants in this area, ensuring that the undertakings obtained a
quantum leap in the systems of information management in the region.

The CORES project was a supra-regional project, developed in two stages
(CORES Project I and II) implemented in 4 Spanish regions and that
counted with the participation of a multisectoral number of SMEs.

The project's objective was to develop a communication tool (based on an
online application)to assist SMEs and business development agent in the
disseminating of best practices on the field of Corporate Social
Responsibility - CSR among small and medium enterprises.

In order to achieve these results, Funditec developed a methodology and a
virtual platform in which the participant actors could disseminate, publish
and identify the most relevant best practices in the implementation of
Corporate Social Responsibility. Finally, Funditec, carried a study, based on
SMEs participation, to validate the role of CSR for the improvement if
SMEs performance and competitiveness.

The SUPER-SME project aims to contribute to the objective of raising the

- Increase the participation of regional SMEs to nationally funded
R&D programmes and to the EU RTD Framework Programme

intermediation services;
- Transfer of S&T intermediation methodology from each

Funditec, in collaboration with other agents in the region worked on a
study of the art of ecological products and services in order to inform
companies (in particular SMEs) on the added value provided by eco-
friendly products and services.

With this intention Funditec collaborated in the development of a
methodology that would offer participant SMEs accessible and easy-to-use
tools for the identification of market opportunities. These tools required a
minimal investment of resources from the incumbent firms. This
methodology used the ISO 14062 regulation due to SMEs familiarity with
them.

The work performed by Funditec allowed 4 SMEs in Galicia and 6 SMEs in
Catalonia to use an accessible Ecodesign-oriented methodology and
allowed them to endow their products and services with a needs-sensitive
design.

Project Description Objectives

The European project PRISMA, financed within the INTERREG SUDOE
programme, was aimed at the integration of Social Corporate
Responsibility values within the strategic framework of Small and Medium
Enterprises of the Southwest of Europe.

Funditec, as a project collaborator in the region of Catalonia, took part,
together with the rest of European partners, in a multiregional study of
SCR perceptions in the participant regions as well as in the identification of
relevant best managerial practices.

This study was aimed at the promotion of active policies and awareness
raising activities in the region on SCR benefits for firms competitiveness.
At the same time, Funditec collaborated in the development of a tool
gathering regional procedures and initiatives related to Social Corporate
Responsibility.

Throughout the project Funditec accompanied to more than 15 companies
in the region of Catalonia.
