Regulatory Requirements for Installations for New

Underground Storage Tank Systems

Purpose
This guide is intended to help owners and operators understand the state requirements for
installation of new underground storage tank, or UST, systems used to store regulated
substances. These requirements are codified in the code of state regulations at 10 CSR 20-10
and are available on the Web at www.sos.mo.gov/adrules/csr/current/10csr/10csr.asp#10-20.
Although owners and operators often hire contractors to install new tank systems and rely on
them to know the requirements, the department must by law hold the owners and operators
responsible when a system does not meet state regulations. This guide is intended to help
educate owners and operators on the basic state requirements for new UST systems.
Scope
This fact sheet is intended primarily as a guide for new installations at service stations and
convenience stores that will operate petroleum tank systems. However, it also applies to any
new underground tank installation where the tank is larger than 110 gallons and where a
regulated substance will be stored. There are a few exceptions, such as residential or farm tanks
less than 1,100 gallons, and there are some deferrals for certain types of tank systems, such as
field-constructed tanks and emergency generator tanks. Also, additional requirements apply to
hazardous substance tanks. Questions concerning small (tanks less than 2,000 gallons) or
special purpose (e.g. hazardous substance or emergency generator) tanks should be directed to
the Department of Natural Resources Hazardous Waste Program at 800-361-4827.
New Installation Notification and Inspections
Owners and operators must notify the department of their intent to install an underground
storage tank system at least 30 days prior to starting installation activities. The Notification
of Installation of New Underground Storage Tank System (Form 780-1949) is available on the
Web at www.dnr.mo.gov/forms/780-1949.pdf. In addition, the department requests confirmation
of the tank and piping installation date at least five business days before installation, as installa-
tion dates often change. Department staff will conduct at least one inspection of the installation to
ensure compliance with applicable manufacturer specification and industry standards.
Note: All tank and piping installations must be conducted in accordance with the manufacturers
requirements, as well as in accordance with an approved industry standard (see American
Petroleum Institute Recommended Practice, or RP, 1615 and Petroleum Equipment Institute
RP 100 on page 5).
All tank system installers must provide proof of financial responsibility to the Missouri
Department of Agriculture prior to beginning installation activities. For additional information

Checklist
The following checklist is designed to summarize the regulatory requirements for new
underground storage tank installations but it may not cover every aspect or situation. The code
of state regulations, referenced above, is available online or by contacting the Secretary of
States office at 573-751-4015.
Installation of a standard tank system should incorporate at least one item under every
heading below, unless otherwise noted. You may contact the departments Tanks Compliance
and Enforcement Unit at 573-522-5665 for approval of any planned tank system installation,
including nonstandard system installations, hazardous substance tank systems or with any
other design questions.
Mention of specific tank designs in this checklist is not intended as an endorsement by the
department of any tank or piping product or manufacturer.
Compliance Checklist
1. Tank Design (10 CSR 20-10.020(1)(A))
Fiberglass reinforced plastic, or FRP.
Dielectrically coated steel tank with cathodic protection, or CP (e.g. STI-P3

).
Clad or jacketed steel tank (FRP or urethane outer tank, e.g. ACT-100 or Glasteel).
Bare metal in non-corrosive environment (certified by a corrosion expert).
2. Piping Design (10 CSR 20-10.020(1)(B)1. 6.)
Fiberglass reinforced plastic piping.
Dielectrically coated steel with cathodic protection.
Flexible thermoplastic piping.
Double-walled thermoplastic piping.
Bare metal in non-corrosive environment (certified by a corrosion expert).
3. Spill Protection (10 CSR 20-10.020(1)(C)1.A.)
Spill bucket at fill pipe.
Spill catchment basin.
Not required if filling less than 25 gallons at a time (e.g., used oil tanks).
4. Overfill Protection (10 CSR 20-020(1)(C)1.B.)
Automatic shut off device.
Overfill alarm.
Ball float valve.
Not required if filling less than 25 gallons at a time (e.g., used oil tanks).
5. Release Detection for Tanks (10 CSR 20-10.043)
Inventory control and tightness testing (may be used for only 10 years after new tank is
brought on line. Tank tightness test required every five years).
Manual tank gauging (tanks up to 2,000 gallons capacity).
Statistical inventory reconciliation, or SIR.
Automatic tank gauge, or ATG.
Interstitial monitoring (for double walled tanks).
Groundwater monitoring.
Vapor monitoring.
Not required only for emergency generator tanks.
Other method that meets requirements of 10 CSR 20-10.043(H).

6. Release Detection for Piping (10 CSR 20-10.044)
Pressurized Piping
Automatic line leak detector (required for pressurized systems) and at least one of the following:
Annual 0.1 gallon/hour line tightness testing.
Monthly 0.2 gallon/hour electronic line tightness testing.
Groundwater monitoring.
Vapor monitoring.
Interstitial monitoring (for double walled piping).
Statistical inventory reconciliation.
Suction Piping
Not required Safe Suction (meeting 10 CSR 20-10.041(1)(B)2.A-E).
Suction with three-year line tightness testing.
Suction with a2 through a6, listed under Pressurized Piping.
7. Corrosion Protection (10 CSR 20-10.020)
For all metal system components, including, but not limited to tanks, piping, flexible connectors
and ancillary equipment.
Meets corrosion protection by design.
Sacrificial anode system.
Impressed current system.
8. Installation per Industry Standard (10 CSR 20-10.020(1)(D))
Installed per American Petroleum Institute RP 1615.
Installed per Petroleum Equipment Institute RP 100.
9. Certification of Installation (10 CSR 20-10.020(1)(E) and 10.022(4))
Installer certified by tank and piping manufacturer.
Installation inspected and certified by a professional engineer.
Manufacturers checklists completed.
10. Post Installation Tightness Testing
Must be conducted in accordance with manufacturers requirements and the industry
recommended practice (see 8 above).
Single wall tanks and piping tightness tested.
Double wall tanks and piping tightness tested.
Double wall tanks and piping interstice tested.
Other as approved by the department.
All ancillary equipment must be tested in accordance with manufacturers requirements
(e.g., automatic tank gauge, line leak detector).
11. Financial Responsibility Coverage (10 CSR 20-11)
Petroleum Storage Tank Insurance Fund.
Financial test of self-insurance.
Guarantee.
Insurance or risk retention group.
Surety bond.
Letter of credit.
Trust fund.
Local government mechanism.

12. Registration within 30 days (10 CSR 20-10.022(2))
Must include all of the following:
Registration form completed.
Registration form signed by owner.
Registration (with original signature) mailed within 30 days of bringing tank into use.
13. Stage I and II Vapor Recovery Construction Permits
Permits must be issued before construction begins. In the St. Louis and Kansas City areas

Summary
The above checklist is a summary of the regulatory requirements for petroleum underground
storage tank systems. If a system meets these requirements, it should be in compliance.
However, the checklist may not cover every aspect of an installation. A five-day notice to the
departments Jefferson City office, prior to beginning on-site activities, is requested in order for
the department to provide technical assistance.
Note: Vapor recovery equipment, suction piping systems and pressurized deliveries may affect
the functionality of some overfill prevention equipment, therefore, certain overfill prevention
devices may not be used in these situations
