Pay Fixation (At Page 91)



The following sentence may be added in continuation of sub clause vi
of para 5.16 of page 91.

Further four stagnation increments viz. the first threeannual and
the fourth as biennial may be allowed subject to the condition that
the maximum pay after such increments shall not go beyond
Rs.58640.

Local Fund Audit Department (At Page 300)

The following recommendation of the Commission with respect to
Local Fund Audit Department have not been seen printed in the Report.
The following para may also be added as sub para iv of para 7.51.2 at page
300.

One post each of selection grade Typists in the District Offices of
Thiruvananthapuram, Kollam, Ernakulam and Kozhikode to be
upgraded as Office Superintendent.

Panchayats (At Page 332)

In sub para (ii) of para 7.62.3 of page 332 the following sentence
also may be added.

The post of Secretary will be interchangeable with that
of Senior Superintendent.

State Planning Board (At Page 401)

The Commission recommended the up-gradation of 3 Joint
Directors also as Joint Director Selection Grade, but it was omitted in
the report. Hence the following recommendation may be included as
sub para ii (a) of para 7.80.2 at page 401.

ii (a) Three more posts of the Joint Directors may be placed in
the Selection Grade corresponding to the scale of pay of
Rs.23200-31150

The proposed scale of pay noted against the post of Joint
Director Selection Grade may be corrected as 40640-54140

Career Advancement Scheme (At Page 566)

The Commission made recommendation on Career
advancement Scheme to the Graduate Engineers in the Public Works
Department also and other professionals. But the same was omitted to
be included in the report. Following are the recommendations of the
Commission and may be added as Para 9.155 and 9.156 at Page 566.

Public Works Department

Assistant Engineer with degree in Engineering on
completion of 8 years service may be given non-cadre promotion
under Time Bound Career Advancement Scheme in the scale of pay
corresponding to Rs.12250-19800 and designated as Assistant
Executive Engineer (NC).

Assistant Executive Engineer with degree on completion of 7
years or 15 years in the cadre of Assistant Engineer and Assistant
Executive Engineer together may be given non-cadre promotion
under Time Bound Career Advancement Scheme in the scale of pay
corresponding to Rs.20700-26600 and re-designated as Executive
Engineer (NC).

Professionals working in various Departments who are not
covered in the Career Advancement Scheme may be brought under
Career Advancement Scheme by the Government.

Amendment to Medical Attendance Rules (At Page 447)

The following para may be added as, para 8.6.4 vi at page 447

The Medical Attendance Rules require modification in
consonance with the medical needs of the employee.
Reimbursement of medical expenses is not allowed for implanting
certain equipments as part of hearing and speech therapy. It has
been brought to the notice of the Commission that the cochlear
implant enables hearing of deaf person. But the expense for this
implant is not at present reimbursed saying that it is not a life saving
treatment. Hearing is very important without which normal life is
highly difficult and it is part of leading a fruitful life. It is therefore
recommended that reimbursement for cochlear implants and similar
implants shall be allowed. This benefit has to be limited in the case
of implants on children of Government servants below or up to the
age of 15 years.











Pension


In clause (ii) of sub para 11.48 (at page 594) the following
sentence may be inserted as penultimate sentence.

In cases where the assured increase of pension is less
than the one rank one pension scheme, the pension
shall be stepped up to one rank one pension scheme.






































Errata

The final report is verified with the orders of the Commission
and the following corrections are noticed.

Legislature Secretariat (Librarian)
In fixing the scale of Librarians in the Legislature Secretariat an error
has crept in. The scale of pay recommended for the Higher Grade Deputy
Librarian is Rs.29180-40640 whereas the scale of pay of the Librarian is
Rs.24040-36140, which would be an anomaly also. Hence the Commission
recommends to modify the scale of pay of Librarian to Rs.32110-44640.
