Reports To: Ralph Thornton Centre Executive Director

Location: South Riverdale area, Toronto, Ontario

Hours of Work: 35 hours of work per week. Generally, Monday to Friday with some evening and weekend hours required.

Salary: $71,374.98 to $83,865.60

Ralph Thornton Centre (RTC) was established by Toronto City Council in 1980 as a multi-purpose community facility
within the former Postal Station G, at 765 Queen Street East. RTC has been a cornerstone of the vibrant South Riverdale
community for over 30 years. A community-based, multi-purpose neighbourhood centre, RTC provides a range of
programs and services to residents of our catchment area, using community development and capacity building
approaches. RTC provides 3 types of services to our community: programs provided by RTC, especially for children,
youth, newcomers & low-income people; programs offered by others using RTC space; and space for community meetings
and other events.

MAJOR RESPONSIBLITIES
Reporting to the Executive Director, the Program Director is responsible for the overall management of the Centres
programs and services both internal and external. The position is part of the senior management team that and fosters
and promotes innovative programs and services and cross organizational effectiveness in order to realizes the centres
mandate, goals and objectives and strategic action plans.

Hires, supervises and manages staff performance ensuring effective teamwork, high standards of work quality,
organizational performance, continuous learning/improvement, and encourages innovation in others. Monitors and
evaluates staff performance, recommends and approves salary increments, encourages a collaborative working
environment, recommends and implements timely disciplinary action in accordance with the Collective Agreement.

Responsible to develop, implement and manage a broad range of community, social, educational and recreational
programs. This includes all aspects of program development: research, community consultation, organizational impact
analysis, model development, grant/funder preparation, contract negotiations, etc.
Leads service planning and evaluation processes for all programs using a community and participant centred approach,
that fosters community engagement, public accountability and the delivery of high quality programs, services and
community activities and builds a strong cohesive community programs department.

Leads program development and continuity through oversight, development, and the preparation and submission of
various grant/funding/foundation applications, reports, etc. Ensures that programs and services are meeting
funder/organizational expectations and contractual obligations while ensuring the appropriate use of public funds.

Develops and implements the Centres community advocacy and public training initiatives including the development and
implementation of advocacy and training frameworks.

Provides leadership in related annual budget planning cycles ensuring that the budget process includes timely
consultation with relevant units, preparation and coordination of all submissions, and related material for the annual
budget, and ensuring expenditures and revenues are controlled and maintained within approved limits.

Provides leadership in managing various special project work that advances the Centres strategic objectives.

Manages the Centres complaints process related to program delivery and ensures the delivery of high quality public
services that meet City of Toronto standards and other best practices. Ensures compliance with all applicable legislation
including, but not limited to Health and Safety, Collective Agreements, City of Toronto HR policies, ESA.

Develops and manages various partnerships with community agencies, City of Toronto, funders, local businesses and
community members to provide accessible services that improve community well-being as well as representing the Centre
at community events, on committees, taskforces etc. Represents the Centre in responding to concerns/issues and
provides information to the public.

Attends various Board and Board Committee meetings and provides regular information, reports, updates and
recommendations on programs, events and activities at these meetings.

Performs duties as the acting Executive Director and Executive Directors designate as assigned.

QUALIFICATIONS KNOWLEDGE AND EXPERIENCE
Extensive experience (minimum 5 years) in a senior leadership role in a social services/human services unionized
environment; demonstrated ability to lead, motivate, coach and develop staff and effective cross departmental
program/service delivery.

Post-secondary education in a discipline pertinent to this work and/or the equivalent combination of education and
experience.
2.
Extensive expertise and experience in the planning, development, and implementation of community-based
programming by integrating community development, civic engagement and social inclusion principles and practice in
program planning and partnership development.
3.
Highly developed knowledge and expertise of current issues and trends in community programming models and various
community issues related to diverse communities including marginalized and under-served populations, social housing
and shelter services, mental health and addiction issues, municipal trends and policies and experience managing
various community advocacy initiatives with a particular focus and expertise working with diverse communities.
4.
Highly developed conflict resolution, problem solving, and facilitation and skills, demonstrated in a leadership capacity 5.
Ability to communicate effectively, both orally and in writing; proficient at a level appropriate for this position. 6.
Demonstrated experience managing administrative and financial activities associated with program operations
including report and grant writing, well-developed budget and variance reporting experience.
7.
Demonstrated experience developing and maintaining working knowledge of Collective Agreements, Occupational
Health and Safety Act, MFIPPA, PHIPA, and other relevant legislation.
8.
Sound decision-making and judgment skills in public relations with the ability to effectively manage communications to
community and government agencies, committees and coalitions.
9.
Working knowledge of statistical methods of data collection and analysis. 10.
Must be able to work flexible hours including weekends and evenings. 11.

SUPERVISION SCOPE
Program Supervisors (up to 2 FTE management staff) and various unionized staff (up to 30 FTE).
