certain acts of allegiance to a foreign terrorist organization to the list
of acts for which nationals of the United States lose nationality, and
for other purposes.

A BILL
To amend section 349(a) of the Immigration and Nationality
Act to add certain acts of allegiance to a foreign terrorist
organization to the list of acts for which nationals of
the United States lose nationality, and for other pur-
poses.
Be it enacted by the Senate and House of Representa- 1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the Terrorist 4
Denaturalization and Passport Revocation Act. 5

SEC. 2. LOSS OF NATIONALITY. 1
Section 349(a) of the Immigration and Nationality 2
Act (8 U.S.C. 1481(a)) is amended 3
(1) in paragraph (1), by striking or at the 4
end; 5
(2) in paragraph (2) 6
(A) by inserting after thereof, the fol- 7
lowing: or an organization designated as a for- 8
eign terrorist organization pursuant to section 9
219,; and 10
(B) by striking or at the end; 11
(3) in paragraph (3) 12
(A) by striking States, or and inserting 13
States;; and 14
(B) by adding at the end the following: 15
(C) such foreign state harbors an organization 16
designated as a foreign terrorist organization 17
pursuant to section 219;; 18
(4) in paragraph (4)(A) 19
(A) by inserting after thereof, the fol- 20
lowing: or for an organization designated as a 21
foreign terrorist organization pursuant to sec- 22
tion 219,; 23
(B) by striking he has and inserting 24
the person has; and 25
(C) by striking or at the end; 26

(5) in paragraph (4)(B), by inserting after 1
thereof, the following: or for an organization des- 2
ignated as a foreign terrorist organization pursuant 3
to section 219,; 4
(6) in paragraph (4), by adding at the end the 5
following: (C) accepting, serving in, or performing 6
the duties of any office, post, or employment for an 7
organization designated as a foreign terrorist organi- 8
zation pursuant to section 219, after attaining the 9
age of eighteen years, if the office, post, or employ- 10
ment requires knowing engagement in hostilities 11
against United States military or civilian per- 12
sonnel;; and 13
(7) in paragraph (5), by striking or at the 14
end. 15
SEC. 3. REVOCATION OR DENIAL OF PASSPORTS AND PASS- 16
PORT CARDS TO INDIVIDUALS WHO ARE 17
MEMBERS OF FOREIGN TERRORIST ORGANI- 18
ZATIONS. 19
The Act entitled An Act to regulate the issue and 20
validity of passports, and for other purposes, approved 21
July 3, 1926 (22 U.S.C. 211a et seq.), commonly known 22
as the Passport Act of 1926, is amended by adding at 23
the end the following: 24

SEC. 4. AUTHORITY TO DENY OR REVOKE PASSPORT AND 1
PASSPORT CARD. 2
(a) INELIGIBILITY. 3
(1) ISSUANCE.Except as provided under 4
subsection (b), the Secretary of State may not issue 5
a passport or passport card to any individual whom 6
the Secretary has determined is a member of an or- 7
ganization the Secretary has designated as a foreign 8
terrorist organization pursuant to section 219 of the 9
Immigration and Nationality Act (8 U.S.C. 1189) 10
that is engaging in hostilities against the United 11
States or its allies. 12
(2) REVOCATION.The Secretary of State 13
shall revoke a passport or passport card previously 14
issued to any individual described in paragraph (1). 15
(b) EXCEPTIONS. 16
(1) EMERGENCY AND HUMANITARIAN SITUA- 17
TIONS.Notwithstanding subsection (a), the Sec- 18
retary of State may issue a passport or passport 19
card, in emergency circumstances or for humani- 20
tarian reasons, to an individual described in para- 21
graph (1) of such subsection. 22
(2) LIMITATION FOR RETURN TO UNITED 23
STATES.Notwithstanding subsection (a)(2), the 24
Secretary of State, before revocation, may 25

(A) limit a previously issued passport or 1
passport card only for return travel to the 2
United States; or 3
(B) issue a limited passport or passport 4
card that only permits return travel to the 5
United States.. 6
