1. Introduction





The Challenge in China

BEIJING, Dec. 22 2011(UPI) -- Motor vehicles produced more than 52 million tons of pollutants in China last
year, a government report indicates.
The pollutants -- including 40.8 million tons of carbon monoxide, 5.99 million tons of nitrogen oxide, 4.87
million tons of hydrocarbon and 598,000 tons of particulate matters -- are believed to be among the major
contributors to air pollution problems like smog, says the China Motor Vehicle Pollution Control Report of
2011 issued by Ministry of Environmental Protection.

(Reuters) - China's carbon emissions could be nearly 20 percent higher than previously thought, a new analysis
of official Chinese data showed on Sunday, suggesting the pace of global climate change could be even faster

But while China has achieved significant reductions in pollution, with corresponding benefits to public health,
stronger policy measures will be required to control soaring vehicle emissions propelled by the projected
growth trend in the vehicle market demands. In booming China, vehicle ownership of all kinds is soaring.
Since 2000, the total stock of cars, trucks, and buses has more than quadrupled, from 13.5 million to over 60
million, and the number of motorcycles has tripled, from 68 million to over 200 million. China is now the
worlds largest vehicle market, and as quick as this expansion has been, it is accelerating. [ICCT Thu, 2011-07-04

Life expectancy
A recent report from China is quoted as saying that the life expectancy of residents within the polluted cities is
being reduced by 5 years. This will also reflect the cost burden on the health service and hospitals in
addressing the side effects of pollution, running into billions of dollars annually through cost of direct
treatment and loss in production per capita and costs of indirect consequences such as education standards,
mobility and general loss of resilience towards common ailments.

2. The Holistic approach

Within Magnetic Technologies we suggest a combined technology approach:
1. deal with the existing vehicles using a series of incentives and subsidies
o public service vehicles buses and taxis
o private commercial vehicles
o private cars
needing formal installation facilities for safety
needing subsidies

o creating barriers on the outskirts of Beijing [cities] shielding from Industry and dust storms
o creating a central hub, to spread outwards as per scheduled budget and project human technical

4. The city will need to review: use of Toll Roads; Commercial vehicle access times into the City; industry around
the boundaries of cities;
5. They need to carefully consider the use of commercial vehicle DPFs [Diesel Particle Filters] which simply move
the problem, but not remove it. [As Millbrook finally agreed] . Dumping the particles to outer town areas only
recycles via the air flow back into the city centres. Plus most residences are set further out from the commercial
and retail city centres. Potentially cleaning working areas, but increasing the problem within residential areas,
which hold most schools and Universities and mothers, producing the future generations.

'Praesidium' is an 'immediate term' effect technology that diminishes the air pollution over and within the city
environment. If located strategically, it can also duplicate for additional benefits, such as 'fog dispersal' and 'humidity

and economy. All of which far outweighs the costs of the system installation and operation.

4. 'Praesidium'
The Principle in order to Dissolve Air Pollution

Corona discharge of electrodes form the ion generator leads to the ionization of the air above the generator. Under the
influence of an electric field the ionized air rises, thus providing a constant flow of air to the generator from the
adjacent horizontal air mass then rising as charged ionised air.

Water molecules are an electrical dipole and therefore a high concentration of electrical charges in the air is
multiplied which increases probability of moisture condensation. The latent heat is released by condensation, ionized
air is then heated and its vertical movement is increased as an electrical wind

Each water molecule is formed around a particle, therefore the air pollution is actually contained within the water
molecules forming air moisture. Some heavier than normal in the form of pollution. The molecules as dipoles are
charged by the ionic generator , which when charged and pumped upwards within the electrical wind, are attracted to
surfaces either immediately horizontally or drop from the air due to gravity pulling the abnormal heavier pollution
particles.

Some lighter pollutants within the charged molecules continue upwards to the lower stratosphere , breaking through
the inverse layer , [which contains pollution at the lower levels similar to an umbrella] where natural high level air
currents carry and disperse the pollutant molecules naturally, hence the process of dissolving heavier concentrated air
pollution from within and over cities.

What can a Government do to reduce car pollution?
UK/EU example
In addition to the EU's voluntary agreements with motor manufacturers and the introduction of colour-coded
CO2 labels in showrooms, the UK Government has introduced financial measures to favour cars with lower
CO2 emissions.
Since March 2001 the annual Vehicle Excise Duty (VED) rate for new cars has been determined by their CO2
emission figure and the type of fuel used. This banding is linked to the voluntary colour coded CO2 A - G
labelling scheme. Band 'G' was recently introduced but only applies to new cars registered on or after 23
March 2006. VED discounts are available for alternatively fuelled cars, e.g. hybrids, gas and biofuels.
Since 2002 company car drivers have been taxed according to their vehicle's CO2 emissions and fuel type,
again with diesel vehicles paying a tax penalty over petrol vehicles with similar CO2 emissions. Tax discounts
are available for drivers choosing bio-fuel and hybrid electric vehicles.
On the fuels side, a Renewable Transport Fuels Obligation has been introduced which requires 5% of road
fuels to come from a renewable source by 2010. This may be sold as a separate fuel (e.g. 'E85') or blended
into normal diesel and petrol at low percentages (5% or less).
For example the European Union has now agreed a mandatory CO2 target for car manufactures. Under this
legislation the average emissions of a manufacture's vehicles sold in Europe will have to be below 130 grams
of CO2 per kilometre by 2015.

What Can I Do to Reduce Car Pollution?
Follow the checklist to ensure you minimise your impact:
Avoid using cars for short journeys combine trips or, alternatively, walk, cycle, or take a bus.
Care for your vehicle check tuning, tyre pressure, brakes and fuel consumption regular servicing helps
keep your car efficient and saves fuel.
Lighten up roof racks add drag and other unnecessary weight increases fuel consumption.
When your tyres need replacing consider low rolling resistance replacements ask your tyre fitter for advice.
Drive gently racing starts and sudden stops increase fuel consumption. Use higher gears when traffic
conditions allow.
Steady you speed at around 50mph (80 kph) emissions will be lowest, rising dramatically above 70mph (110
kph).
Switch off when stationary if stuck in traffic or stopping more than a minute. Idling engines make sitting in
jams even more unpleasant. Do not run the engine unnecessarily drive off soon after starting (in some areas
it may be an offence to leave the engine running).
Be considerate of those around you - reduce the volume of your car stereo or close your car window in
residential areas, and avoid sounding your horn or revving your engine.
