Iraq Invites International Tenders to Buy 30,000
Tons of Rice

Iraq's Trade Ministry has invited international tenders to purchase 30,000 tons of rice from Uruguay, Argentina,
Brazil, Vietnam, Thailand and the U.S., according to Bloomberg.
The last date for submitting bids is September 22, 2014 and the bids would be valid till September 26, 2014.

ABARES Forecasts Australia 2014-15 Paddy Rice
Production at 894,000 Tons, Up 7% from Last Year

Australia's paddy rice production in MY 2014-15 (April 2014 - March 2015) is estimated to increase to around
894,000 tons, up about 7% from an estimated 833,000 million tons in MY 2013-14, according to data from the
Australian Bureau of Agricultural and Resource Economics and Sciences (ABARES).
The ABARES attributes the increase in paddy rice production to an increase in planting area during the
marketing year. Paddy rice planting area is expected to increase to 91,000 hectares, up about 20% from an
estimated 76,000 hectares in the previous year due to resumption of the supply of irrigation water to the rice
growing regions.
About 99% of paddy rice is produced in New South Wales. The ABARES estimates the paddy rice production
in the region at around 890,000 tons from around 90,000 hectares of planted area. The region is expected to
produce a yield of about 9.89 tons per hectare during the marketing year.
USDA estimates Australian paddy rice production to decline to around 700,000 tons (around 504,000 tons of
rice, basis milled) in MY 2014-15 (April - March), down about 15% from an estimated 825,000 tons of paddy
rice (around 594,000 tons of rice, basis milled) produced last year. It estimates Australia to produce a yield of
10 tons per hectare during the marketing year.

Domestic Rice Prices in Asia Show Mixed Trends in
August 2014, Says FAO

Domestic rice prices in Asia have shown mixed trends in August 2014, according to the UN's Food and
Agriculture Organization (FAO). While domestic prices in Myanmar and Cambodia declined sharply, prices
increased in Indonesia, Bangladesh and Vietnam. Prices in India, China and the Philippines were relatively
stable, says the FAO.
Rice prices in Myanmar and Cambodia declined during August 2014 due to sustained export demand.
Thai domestic rice prices continued to increase in August despite the resumption of rice sales by the military
government as the volume of rice sales was not in line with expectations. Domestic rice prices in Vietnam
increased sharply during the month due to strong import demand from China, supported prices and increased
output from the secondary 2014 summer-autumn crop harvest. Average prices of rice in Indonesia increased
sharply in August due to lower than expected 2014 paddy ouput. Rice prices increased in Bangladesh increased
during the month due to the ongoing government's procurement from 2014 main season crop. Rice prices in Sri
Lanka increased sharply due to contraction in the 2014 paddy production.
Retail prices of Japonica rice in China were relatively stable in August due to good supplies from the 2014
record production and increased import volumes. Average rice prices in the Philippines remained stable during
the month while the government is awaiting imports to support its dwindling stock levels and rising prices. Rice
prices in India also remained stable due to continuing government purchases and export demand.
Rice export prices in Thailand, Vietnam, and Pakistan increased in August 2014, according to the FAO. Thai
rice export prices took an uptrend after the military government suspended rice sales to conduct inspections of
stocks in government warehouses. Export prices remained stable in India while they declined slightly in
Uruguay.

Vietnam Exports 614,677 Tons of Rice in July 2014;
Down 2% m/m and Up 4% y/y

Vietnam's rice exports in July 2014 stood at around 614,677 tons, down about 2% from around 628,322 tons
exported in June 2014, and up about 4% from around 588,400 tons exported in July 2013, according to USDA.
Asia accounted for around 474,021 tons (about 77% of total rice exports by Vietnam in July 2014), down about
10% from around 528,573 tons exported in June 2014, and up about 40% from around 338,503 tons exported in
July 2013.


Vietnam exported around 115,668 tons of rice to Africa in July 2014, almost 5 times of around 22,406 tons
exported in June 2014, and down about 50% from around 230,726 tons exported in July 2013.
Vietnam exported around 12,637 tons of rice to American destinations in July 2014, down about 80% from
around 64,640 tons exported in June 2014, and up about 49% from around 8,475 tons exported in July 2013.
Vietnam's exports to Europe and CIS countries accounted for around 10,289 tons in July 2014, down about 3%
from around 10,607 tons exported in June 2014 and up about 2% from around 10,043 tons exported in July
2013. Vietnam's exports to Australia declined by about 2% to around 2,062 tons in July 2014 from around 2,096
tons
exported in June 2014 and increased by about 3 times from around 653 tons exported in July 2013.
In terms of grade, 15% broken rice exports accounted for around 258,654 tons (or, about 42% of total exports in
July 2014); 5% broken rice exports accounted for around 98,657 tons (or, about 16% of total July exports);
Jasmine rice exports accounted for around 120,052 tons (or, about 20% of total July exports) ; 25% broken rice
exports accounted for around 35,894 tons (or, about 6% of total exports in July 2014), glutinous rice exports
accounted for around 43,559 tons (or, about 7% of total July exports); and 10%, 100% and other varieties
accounted for around 57,861 tons (or, about 9% of total exports in June 2014).

Market Little Changed; Export Sales Slide

The U.S. cash market was little changed today after the USDAs release of the World Agriculture Supply and
Demand Report which showed a 3.1 million cwts decrease in long grain beginning stocks as well as an 11.0
million cwts decrease in long grain production on account of decreased acres and field yields. The USDA also
cut long grain domestic use and exports by 4.0 and 5.0 million cwts, respectively, which ultimately led to a 5.1
million cwt decrease in their 2014/2015 ending stocks projection.
As of today, offers could be found around $12.85-$13.33 per cwt fob farm (about $283-$294 per ton) while bids
were unchanged near $12.50-$12.75 per cwt (about $276-$281 per ton) for September-October delivery;
however, most buyers and sellers have not been able to come together on price.
In the meantime, today the USDA reported that cumulative net export sales for the week ending on September
4, totaled 32,000 tons which was 43% less than last week an 55% less than the prior 4-week average. Increases
reported for the following destinations: 7,800 tons to Mexico, 7,000 tons to Ghana, 5,300 tons to Honduras
including 2,000 tons switched from unknown destinations and decreases of 200 tons, 4,000 tons to Costa Rica,
and 3,000 tons to Turkey while decreases of 2,000 tons were reported for unknown destinations.
Net sales reductions of 3,300 tons were reported for 2015/2016 which resulted in a 200 ton increase for Mexico
which was more than offset by decreases of 3,500 tons for Honduras.
U.S. rice exporters shipped 19,700 tons which was 53% less than last week and from the prior 4-week average.
The primary destinations included: 7,100 tons to Haiti, 4,300 tons to Honduras, 2,800 tons to Mexico, 1,800
tons to Jordan, and 1,300 tons to Canada.

Futures Turn Higher as USDA Revises Supply
Projections Lower

Chicago rough rice futures for Nov delivery settled 19 cents per cwt (about $4 per ton) higher at $12.520 per
cwt (about $276 per ton). Rough rice futures turned higher today as the USDA adjusted supplies lower as a
result of reduced acreage and yield when compared to last months report. Many trade insiders felt that these
changes were necessary and actual expect further reductions going forward. Todays gains are seen as a
technically positive development for the market and could be further confirmation that the market has indeed
put in a low and that a bullish reversal is underway. The other grains did not react as favorably to todays
USDA S&D update and finished the day sharply lower; soybeans closed about 1.2% lower at $9.8150 per
bushel; wheat finished about 2% lower at $5.0300 per bushel, and corn finished the day about 1.4% lower at
$3.4100 per bushel.
U.S. stocks shaved losses on Thursday as oil regained some ground and investors weighed President Barack
Obama's announcement of increased action against Islamic State militants. U.S. stock index futures had pointed
to a weaker open on Wall Street after Obama announced on Wednesday evening new plans to fight Islamic
State militants and jobless claims for the week came in higher than expected. Initial claims for state
unemployment benefits increased 11,000 to a seasonally adjusted 315,000 for the week ended September 6, the
highest level since June, the Labor Department said on Thursday.
However, claims remained near pre-recession levels and did not indicate a significant change in labor market
conditions. Chinese inflation data also caused concern that the world's second-largest economy was losing
steam. Traders are also looking ahead to Friday's data, which includes retail sales and consumer sentiment. Next
week, investors will turn their focus to the Federal Reserve meeting and other political events. The Dow Jones
Industrial Average traded 28 points lower, or 0.16%, at 17,040.17. The S&P 500 fell 2 points, or 0.11%, to
1,993, with health care leading five decliners and utilities the greatest advancer. The Nasdaq was 9 points lower,
or 0.20%, at 4,577. Gold is trading about 0.5% lower, crude oil is seen trading about 0.7% higher, and the U.S.
dollar is seen trading a touch lower at about 1:00pm Chicago time.
Wednesday, there were 673 contracts traded, up from 325 contracts traded on Tuesday. Open interest the
number of contracts outstanding on Wednesday decreased by 70 contracts to 8,975.
USDA WASDE Recap
U.S. 2014/15 rice supplies are lowered 11.5m cwt because of declines in both beginning stocks and production, while imports are unchanged from a
month ago.
U.S. rice production for 2014/15 is forecast at 218.3m cwt, down 10.5m from last month due both to a decrease in area harvested and yield.
Harvested area is estimated at 2.91m acres, down 116,000 from last month.
The average all rice yield is estimated at 7,501 lbs/acre, down 59 lbs/acre from last month.
All rice beginning stocks for 2014/15 are lowered 0.9m cwt from last month to 31.8 (rough equivalent basis) based on USDAs August Rice Stocks
report.


All rice 2014/15 domestic consumption and residual is lowered 3.0m cwt to 131.0m due mainly to lower supplies.
Exports are forecast at 102.0m cwt, down 7m from last month.
All rice ending stocks are lowered 1.5m cwt to 38.1m.
The 2014/15 LG season-average farm price range is projected at $12.50-$13.50/cwt, up $0.50/cwt on both ends of the range from last month
compared to $15.40/cwt for 2013/14.
Projected global 2014/15 rice ending stocks are reduced slightly on lower supplies.
Global beginning stocks are lowered slightly, due mostly to a reduction in Thailand.
Global 2014/15 rice consumption is lowered a little from last month.
Global 2014/15 ending stocks are projected at 105.1m tons, down 268,000 tons from last month, and a decline of 4.8m from the previous year.

Heavy rain is expected across Sichuan Basin, Shaanxi, Shanxi, eastern Hetao areas of Inner Mongolia, Henan
and northern Hubei, in China on Thursday and Friday. In the Yangtze Valley, showers earlier this week
boosted moisture supplies and benefited single-season and late-season rice there.
Scattered rain is expected across Thailand on Thursday and Friday. Thereafter, heavy rain is expected in the
North, the Northeast, the Central, the East and the South West Coast in Thailand from Saturday to Monday.
Seasonably heavy showers last week boosted moisture supplies for rice across Thailand.
Scattered showers are expected across northern Vietnam on Thursday and Friday. Across southern Vietnam,
some rain showers are expecting on Friday. Moisture conditions were improving in Vietnam, and last week's
rain aiding establishment of winter rice there.
In India, heavy rain is expected in isolated places over Uttar Pradesh, Madhya Pradesh, Bihar, Maharashtra,
West-Bengal and Odisha during the next three days. Last weeks rainfall favoured late-planted rice in
Chhattisgarh, Jharkhand , West Bengal, and Orissa. Rainfall in Bihar, however, was unseasonably light, but
moisture conditions remain adequate for rice development.
Rain showers are expected in isolated places in Malakand, Hazara, Peshawar, Kohat, Rawalpindi, Gujranwala,
Lahore, Sargodha, Mirpurkhas, Hyderabad, Karachi divisions, Islamabad, Kashmir and Gilgit-Baltistan, in
Pakistan during the next two days.
Light rain is likely to occur in many places over Chittagong, Rangpur & Sylhet divisions and one or two places
over Rajshahi, Dhaka, Khulna & Barisal divisions in Bangladesh on Thursday and Friday.
Scattered showers are expected across most of Indonesia through Friday.


In U.S., Rice producers had harvested about 26% of the nations rice crop by September 7. Many Louisiana
producers were approaching completion of the rice harvest, but muddy conditions and downed rice are making
harvesting difficult. Overall, 74% of the U.S. rice crop was reported in good to excellent condition.

Philippines Bid Offers Doorway into a New Market,
Say Cambodia Rice Exporters

Cambodian rice exporters are concerned that they lack requisite
expertise as well as infrastructure to meet the technical terms
and conditions specified in the Philippines government's rice
import bid, according to local sources.Following the rejection of
all bids in the open tender to import 500,000 tons of 25%
broken white rice on August 27, 2014, the National Food
Authority (NFA) of the Philippines has decided to import the
said volume or rice through a government-to-government deal.
Accordingly, it sought price quotations from Thailand, Vietnam
and Cambodia for the imports under consideration.
However, the Cambodian rice exporters are worried that the technical terms and conditions specified by the
Philippines government are very stringent and they cannot meet them appropriately. One exporter noted that the
NFA bid order required the winning government to deliver a minimum of 200,000 tons of rice across 14 ports in
the Philippines, adding that they don't have adequate production and logistics management to adhere to this
specification. Another exporter noted that due to inadequate storage facilities, they may not be able to supply
such huge amounts of rice to the Philippines within the stipulated time.
The President of the Cambodia Rice Federation said they are prepared to quote for a part of the Philippines
imports despite several challenges as it offers immense export opportunities going further.
Cambodia exported around 177,928 tons of rice in January - June 2014, up about 1% from around 175,959 tons
exported during the same period in 2013, according to the Secretariat One Window Service (SOWS-REF) under
the Ministry of Trade. USDA estimates Cambodia to export around 1 million tons of rice in 2014, including
both official and unofficial exports to Vietnam.

Vietnam rice sellers increased their quotes for Jasmine rice by about $5 per ton to around $590 - $600 per ton
and lowered their quotes for 5% broken rice by about $5 per ton to around $445 - $455 per ton today. Other
Asia sellers kept their quotes mostly unchanged.

Thailand 5% rice is quoted at around $425 - $435 per ton, about $20 per ton discount to Vietnam 5% rice shown
at around $445 - $455 per ton, down about $5 per ton from yesterday. India 5% rice is quoted at around $435 -

Sri Lanka to Introduce Mobile Rice Supply System
to Curb Hoarding and Price Hikes

The Sri Lankan government has decided to introduce a mobile rice supply system to ensure uninterrupted
supplies in the country as well as to curb hoarding and further spike in prices, according to local sources.
The Minister of Internal Trade and Cooperatives told local sources that the system will
be initiated within the next ten days. He noted that for the purpose, the government will
distribute rice through the state-owned Lanka Sathosa trucks to every part of the
country, adding that they are planning to sell rice at every junction in all towns and
cities.
The Minister stated that the system would allow the government to have control on the supplies as well as
prices and this would protect farmers and the consumers. He noted that this kind of controlled selling is needed
to prevent rice hoarding and further increase in prices.
The country's Finance Secretary told media sources that government will import around 100,000 tons of rice
this year as the country's paddy production is likely to decline about 17% to 3.32 million tons (around 2.26
million tons, basis milled) from around 4 million tons (around 2.72 million tons, basis milled) produced in 2013
due to ongoing drought. It is understood that the government has imported around 50,000 tons of rice from
India and will import another 50,000 tons from Bangladesh.
Proactively, the government had removed all taxes on rice imports in April this year to help improve supplies
amid drought conditions.
The UN's Food and Agricultural Organization (FAO) has estimated Sri Lanka's paddy rice production to decline
to around 3.9 million tons (around 2.65 million tons, basis milled) in 2014, down about 16% from around 4.62
million tons (around 3.14 million tons , basis milled) produced in 2013.
USDA estimates Sri Lanka to produce around 2.8 million tons of rice, basis milled (around 4.1 million tons,
basis paddy) and import around 20,000 tons in MY 2014-15 (October 2014 - September 2015). Sri Lankas
consumption needs are estimated at around 2.9 million tons of milled rice per year.

Total rice stocks in the Philippines as of August 1, 2014 reached around 1.72 million tons, down about 15%
from around 2.03 million tons recorded in July 2014, and down about 7.4% from around 1.86 million tons
recorded during the same period last year, according to the Bureau of Agricultural Statistics (BAS).


According to the BAS, household
stocks (which account for about 40.7%
of total rice stocks in the country) have
reached around 700,000 tons as of
August 1, 2014, up about 10% from
their year-ago levels of around 640,000
tons. Commercial warehouse rice
stocks (which account for about 33.6%
of total stocks) have reached around
580,000 tons as of August 1, 2014,
almost unchanged from last year. The
rice stocks with the National Food
Authority (NFA) (which account for
25.7% of total stocks) stood at about
440,000 tons, down about 31% from
around 640,000 tons recorded in
August 2013.
Month-on-month, household rice
stocks are down about 20%, NFA rice
stocks - in which about 96% are
imported rice - are down about 3% and
commercial warehouse rice stocks are
down about 16% from the previous
month levels, according to the BAS.
The BAS says that the Philippines' rice
stocks as of August 1, 2014 are enough
to last for 51 days (household stocks
are enough for 21 days, commercial
warehouses stocks are enough for 17
days and stocks with NFA are enough
for 13 days).
