1. INTRODUCTION
This Specification defines the requirements of Conoco-Phillips and its subsidiaries and
affiliated companies (COP) with regard to the final documentation to be submitted by
Technical Inspection Services Company (PTIJ ) in respect of manufactured, fabricated or
constructed facilities, structures and other items provided to COP.
2. PURPOSE
To ensure that all Contractors, Subcontractors and Suppliers will provide the complete
set of detailed information needed by COP to the Technical Inspection Services
Company in accordance with the Decree of the Director General of Oil and Natural Gas
No. 84K/38/DJ M/1998 and COP specifications.
3. SCOPE
This Specification addresses the final technical deliverables to be provided by
Contractors, Subcontractors and Suppliers and other relevant parties to Technical
Inspection Services Company for use by COP subsequent to project completion.
Contractor, Subcontractor and Supplier are required to carry out early and careful
planning of all activities related to these deliverables thereby ensuring their proper and
timely completion prior to handover to Technical Inspection Services Company.
Main Contractors will need to ensure that the requirements set out in this Specification
are included in all their placed subcontracts and purchase orders, and that all the
requirements are adhered to.
4. RESPONSIBILITIES
Project Managers are responsible for ensuring that this Specification is implemented and
enforced ensuring that Contractor, Subcontractor and Supplier submit the required
documentation in accordance with COPs operational requirements.
The COP Projects Department Document Control Co-ordinator is responsible for the
receipt of the final documentation in all approved formats.
Sound judgement is to be utilised in the interpretation of this Specification.
Contractors shall not generate any additional documentation beyond the
requirements stipulated in COP technical specifications simply because a literal
interpretation of this Specification may imply that such documentation is required.
In the case of any query or conflict that cannot be resolved within the relevant
project team, the COP Projects Document Control Co-ordinator shall be consulted
for final resolution of the issue.

5. DEFINITIONS AND ABBREVIATIONS
COP ConocoPhillips.
Contractor means any entity that has entered into a contract with COP that involves
the provision of manufactured, fabricated or constructed equipment, facilities, structures
and other items.
Document A record of any set of information, hard copy or electronic, that is fixed in
content and format and recorded for viewing, copying or access at a later time.
Engineering Document - A Document with a technical content that forms part of the
design process.
Final Documentation The compilation of all relevant items to be provided to COP as
defined in this Specification.
Subcontractor Any entity working under a contractual agreement with a Contractor, a
Supplier, or another Subcontractor, for the manufacture, fabrication or construction of
any equipment or physical facilities.
Supplier Any entity supplying manufactured equipment or other items to COP, a
Contractor, a Subcontractor, or another Supplier.
Technical Inspection Services Company An independent inspection Company
approved by the Director General of Oil and Natural Gas (DIRJ EN MIGAS), and which
will be performing the inspection and certification work on behalf of COP for the purpose
of certification and permitting.

7. REQUIREMENTS FOR FINAL DOCUMENTATION
7.1 Manufacturing Data Books / Mechanical Catalogues

7.1.1 Main Contractor Responsibilities

The foregoing shall not affect or dilute any requirements with respect of handover of final
documentation both in hard copy and electronic files by Contractors, Subcontractors and
Suppliers to COP.

As specified in the Final Documentation specification 84501-9200-9L-002 Appendix C
Section 5 Certification Data, contractor shall be responsible for the content of these
documents and collecting all relevant information from subcontractors and suppliers, and
these should be provided where applicable to the Technical Inspection Services
Company in the format and layout as specified in the Final Documentation specification.
Certification data shall be prepared for each item according to the contract.

Prior to final handover Contractor shall supply a complete set of all relevant
documentation in status AFC Approved for Construction drawings and documents to
Technical Inspection Services Company, subsequent revisions to the AFC drawings and
documents would not be needed.

Final handover to Technical Inspection Services Company should contain all drawings
and documents in AS-Built status and these should be reflected in the Contractor,
Subcontractor and supplier document register.

As-Built documents and drawings shall be in compliance with section 7.10 of the Final
Documentation specification.

In the event that the item of equipment is modified on site after supplying the AS-Built
drawing or document to the Technical Inspection Services Company the Contractor, sub-
contractor and supplier are responsible in submitting updates documentation both hard
copy and electronic files to the Technical Inspection Services Company. These updates
shall be transmitted with specific instructions as to where to insert the documentation.

Contractor shall submit to Technical Inspection Services Company 1 original and 2 hard
copies together with 1 original and 1 copy of electronic files as specified in the Final
Documentation Specification.

7.1.2 Technical Inspection Services Company (PJIT) Responsibilities

Technical Inspection Services Company will received from Contractor, Subcontractor
and supplier a full set of AS-Built section 5 Certification Data of the Manufacturing Data
Books / Mechanical Catalogue per each contract object and shall be responsible of
inserting into Certification Data any final updates documentation generated by the
Contractor, Subcontractor and Supplier.

Additional documentation generated by the Technical Inspection Services Company
shall be inserted into the appropriate sections of the Certification Data for each piece of
item of equipment or contract object, ensuring the requirements set under the Final
Documentation and Document Numbering specification and Supplier Data Requirements
Master Listing are follow.

All equipment and facility certificates and any other documentation generated during the
process of certification shall be in accordance with all Directorate General MIGAS
decrees and or letter related to MIGAS equipment and facilities certification.

Technical Inspection Services Company shall submit 2 originals and 3 hard copies
together with 1 original and 1 copy of the electronic files to COP, which will be distributed
on the following manner:

1 Original to Director General of Oil and Natural Gas MIGAS
1 Original to COP
1 Copy to COP central file
1 Copy to Installation
1 Copy to offsite storage
